What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

A series of parametric studies were carried out for a flotation cell using computational fluid dynamic (CFD) modelling to determine the local response of hydrodynamic performance measures to change in operating conditions. As an example, an Outotec cell was used to carry out the response analysis. The hydrodynamics of the flotation cell has been previously investigated by laboratory measurements presented by Schwarz et al (2019), and a CFD model of the cell was developed and validated using these measurement data (Schwarz et al., 2019). In this work, parametric studies have been performed by modelling the flotation cell at different stirring speeds and gas flowrates, varying above and below standard conditions. Predictions of void fraction, bubble size, bubble surface area flux and particle–bubble collision rate are presented showing the effects of increasing and decreasing stirring speed and gas flowrate around the base case. Generally, the total gas holdup in the flotation cell was found to increase with increasing gas flowrate. The bubble diameter was found to decrease with increasing stirring speed and increase with increasing gas flowrate. The collision rate increased with both stirring speed and gas flowrate. The parametric results show that there is a correlation between the bubble surface area flux Sb which is affected by stirring speed and gas flowrate, and the particle–bubble collision rate. With the collision rate as an indication of flotation collection, it is also possible to show that cell performance can improve more by increasing stirring speed than by increasing gas flowrate in a situation where everything else remains constant. The CFD results can form the basis for a Response Surface Method (RSM) analysis which can then be used for automated optimization of cell performance. "Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting offhand-sorted galena orefrom other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the foundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world's largest lead-zinc produce.The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, and steady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter' s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze' s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name was shortened to Cominco Ltd."

Mines today use various methods of mining to extract ore. Because of the dangerous nature of many of these processes, remotely controlled LHD machines are being used to extract the ore from the draw point. The remote control system, although being made safer all the time, has remained virtually unchanged for many years. The basic functionality is an operator switching the machine to remote control, getting out of the cab, walking up a stand, operating remotely, returning to the cab, switching to manual, driving manually, switching to remote, and switching to manual. It seems repetitive, and time consuming, does it not? Networking, convergence, video, voice, and data infrastructures, and other technologies are growing by leaps and bounds in virtually every industry and region, except for mining. From the comfort of the living room couch, a Canadian can play hockey online with full voice conversations over the Internet with someone in Russia in real time. Yet, a mine superintendent must jump through hoops to have a private conversation with the front line supervisor underground. "Is Joe around anywhere?" If Joe hears the message, he will respond. If not, who knows? Maybe he's hurt. Maybe he's not. Where is Joe? Nobody really knows, and that is scary. Today, surface knows that the workers disappeared into the cage at 7:00 a.m. They also know that the workers will probably and hopefully return at 3:00 p.m. Is there not a better way to handle this? With such a complex industry, it seems as if, for the most part, the introduction of new technology into mining has either been overlooked or has been met with some resistance. It is time to step back, look at the process, and see how it can be improved. Key areas of focus will be safety, productivity, dependability, and cost-effectiveness.

Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

Most of the Iron ore washing plants set up in India in the earlier days consist of sizing of the ore by dry / wet screening, washing and classification by screw classifiers. In this classical approach, iron values were lost in the form of fines and ultrafine into the tailing ponds as they had little commercial value in those days and accumulated in huge quantities over the years. As the high grade deposits are getting exhausted and the demand for high grade finer material for pellet making is ever increasing, focus is shifting towards recovering the values from the erstwhile tailing ponds by column flotation. This is also supposed to mitigate to a certain extent the environmental problems caused by the ever expanding and unmanageable tailing dams. A case study is presented wherein a composite sample is prepared from samples drawn systematically from multi - locations in a sprawling tailing dam. Laboratory scale column flotation tests on this composite tailings sample, basically originating from two operating iron ore beneficiation plants of JSW Steel Ltd., one of the leading producers of steel in India are found to be encouraging. Desliming followed by reverse and cationic flotation tests using flotation column resulted in the concentrate of 61.88% Fe, 4.81% SiO2, 2.52% Al2O3 and 3.30% loss on ignition (LOI) from the tailings analyzing 57.86% Fe, 7.10% SiO2, 3.52% Al2O3 and 6.14% LOI with 52% weight recovery. The causes for the quality improvement could be attributed to desliming of un-liberated ultra fines of kaoline and hydrated iron oxides and their further reduction by efficient flotation process. The process and the cationic collector developed for this purpose are adopted in the new flotation plant created to treat these tailings. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. "IntroductionCONTINUOUS casting of ferrous and non-ferrous metals is not a new innovation. Patents describing machines for continuous casting are on file as far back as the year 1842. In the middle of the last century, Sir Henry Bessemer conceived and built a continuous casting• machine for the production of mild steel sheet.The production of billets and slabs of both non-ferrous and ferrous metals is being carried out by the continuous method on a fairly large scale on this continent and abroad. At present, the volume of production of •copper and aluminum and their alloys in billet and slab form is much greater than the continuous casting of steel products. The new installation of a continuous casting unit at Atlas Steels, Limited, is designed primarily for the casting of alloy steel billets and slabs.As an introduction to the art of continuous .casting of metals, it is interesting to examine a few of the many devices which have been developed. As previously mentioned, Sir Henry Bessemer constructed a machine for the direct casting of mild steel sheet. His discoveries and ideas of continuously casting steel formed the foundation for the work of other pioneers in this field, all of whom have contributed to the improvement of this art through the ensuing years. The machines which will be selected for examination are those of Bessemer, Poland-Lindner, Williams, Ennor, and Junghans. The last unit to be discussed will be a modification of the Junghans machine recently installed at Atlas Steels."

Although the mining of metals was well established by the time of the Roman Empire mining skills did not really advance greatly for many centuries. Miners did not have the scientific knowledge to distinguish minerals, to process them, and to obtain the best recovery. Each mine essentially developed its own methods in isolation, most of them dangerous. However, with the beginning of the industrial revolution in the early 18th century there was a rapid increase in mining activity in Central and Western Europe and an accompanying need to educate professionals in the developing fields of science and technology. There was also a need for specialised schools (for example, Schools of Mines) to accomplish this since the universities of the time, formed as early as the first half of the 12th century, were cloistered institutions, focused on the study of classics, theology and law. The earliest attempts at organised technical education were made in 1702 with the establishment of a School of Mines in Frieberg, Germany (Table 1) to service rich copper mines, and in 1747 with the establishment of a School of Mines in Paris. By this time, the industrial revolution was well under way and other Schools rapidly followed, at Clausthal in the Ruhr region of Germany in 1775; in 1777 at Almanden to service the mercury mines of Spain (later transferred to Madrid); in 1780 at St Petersburg, Russia and at Falun, Sweden in 1819. The academic staff for these new institutions were often trained in the original School at Frieberg.

IN my review a year ago I pointed out that a small coal-mining companies as well as large had decided that the so called ?central shop? was a benefit. These central shops replaced in a large measure the commercial shops operated by those who have no direct connection with production of cod. Central shops in this time of salvage and major repairs have proved their worth. In addition, many of the larger companies had in their central shops equipment available for the production of many thousands of parts for our vast war machine and, as subcontractors, are doing this type of work. This is a real contribution to the war endeavor. Lack of new supplies has resulted in exhaustion of those stocks formerly stored or hidden in underground shanties. This means that the small stock of repair parts likely LO be available to any mine

Fuller's earth and bentonite are two clay commodities that are interrelated either by mineral composition or use. Because of this interrelation and the sale of both for many different uses, some ambiguity in their classification has resulted. The term "fuller's earth" has no compositional or mineralogical meaning, and it is used more or less as a catchall for any clay or earthy material suitable for certain uses. Most, but not all, of these uses require absorbent properties. Bentonite by geologic definition must have formed from volcanic ash or tuff or the glassy material in volcanic rock; most bentonites consist chiefly of montmorillonite but other clay minerals may be present. In industrial usage the term "bentonite" is applied to any clay consisting chiefly of montmorillonite, irrespective of origin. Georgia and Florida have historically been the leading States in the production of fuller's earth; bentonite has been produced in Alabama on a small scale. The first major use of fuller's earth was in refining of oils. Other materials have replaced fuller's earth for this purpose to a major extent, but many new uses for fuller's earth have been found, and production has increased in recent years. The new uses include absorbent products, insecticide and pesticide carriers, drilling mud, and many others. The bentonite now produced in Alabama is of the "southern," "low selling," or "calcium" type and is used mainly as foundry-sand bond. Most of the fuller's earth mined now is in the Hawthorn Formation of Miocene age; a lesser amount is produced from the Twiggs Clay Member and other beds in the Barnwell Formation of Eocene age. Inactive pits from which fuller's-earth was produced from other formations occur at several localities. The bentonite now mined in Alabama is in beds of Cretaceous age; several years ago bentonite was produced from Eocene beds in this State.

Organic compound binder can effectively enhance the strength of green pellet and reduce the addition amount of binder during pelletizing. However, compared with traditional bentonite binder pellet, the compressive strength of the preheated and roasted pellets significantly declined. It is of significance to resolve this problem for the application of organic compound binder. In this paper, magnetite concentrate was used as raw material, carboxymethyl cellulose (CMC)- bentonite compound was used as binder, characteristics of preheated and roasted pellets and the effects of additives on that were systematically studied, The results show that sodium acetate can effectively improve the characteristics of the finished compound binder pellets. The compressive strength of the preheated and roasted pellets were increased by 52/N·p-1 and 342/N·p-1 respectively when the addition amount of sodium acetate is 2.2%wt of compound binder. Moreover, sodium acetate has no adverse effect on pelletizing process and drying characteristics of green balls.

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

This Bureau of Mines report is a study of the organizational framework of the ferrous scrap industry, of the products produced, and of the factors affecting the consumption of ferrous scrap by the steel industry. Consumption data from 27 major iron and steel firms in the States of Illinois, Indiana, Iowa, Michigan, Minnesota, and Wisconsin during the period between 1957 to 1962 were grouped by type of iron and steel furnace production facilities to determine consumption pattern for various grades of scrap in comparison to ingot production, hot metal consumption, and home scrap generation. Grades of scrap affected by changes in scrap consumption were determined, and the pattern that emerged was analyzed. Correlation of scrap demand and its effects on scrap prices based on price of scrap receipts of No. 1 heavy melting scrap and No. 2 bundles in the Chicago area for the years 1957 through 1962 indicated that demand trends do not always affect the price of scrap, Past and present technological advancements in steelmaking processes are discussed, and their effects on the scrap industry are analyzed.

Diesel particulate matter (DPM) has been classified as a carcinogen to humans by the International Agency for Research on Cancer. As a result of its potential carcinogenic nature, DPM exposure is regulated by the Mine Safety and Health Administration. Currently, diesel emissions in the workplace are monitored by collecting the aerosol onto filters, which are then sent to a laboratory for thermal-optical analysis using the NIOSH method 5040. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of DPM before the problem is identified. Moreover, the delay involved in getting the loaded filter to the lab inevitably means the loss of some of the more volatile organic carbon. To remedy this delay, researchers from the National Institute for Occupational Safety and Health are seeking to develop a field-portable, real-time method for measuring elemental and organic carbons in DPM aerosols. In the current study, the use of mid-infrared spectrometry was investigated. It is believed that mid-infrared spectroscopy is more suitable for use in a real-time field-portable device than thermo-optical analysis methods. This article presents a method for measuring organic carbon (OC) and elemental carbon (EC) in DPM for a broad range of OC/EC ratios. The method has been successfully applied to laboratory-generated and mine samples.

Quartz deposits are common in nature but the presence of quartz suitable for yielding high purity quartz is exceedingly rare. This paper describes a test work study on producing high purity quartz (HPQ) product to meet the tight product specifications of greater than 99.97per cent, including four and even five nines, for uses including, lighting and fibre optics and modern-day high efficiency solar panels. Due to demand in renewable energy applications the market for high purity silica solar panels known for their increasing efficiency and durability is rapidly growing. Demand continues to rise for the use of high purity quartz in semiconductors, electronics, imaging and sensor markets. Microelectronic components are created by chemically fabricating wafers of semiconductors such as silicon to obtain the desired transport of electrical charge and control of the current. The production of silicon metal from high purity quartz has been designated a Strategic Mineral by the European Commission and by the US Department of Justice due to the growing significance of this metal in various industries. The subsequent processing of quartz is the key step to adding value and aiding technological advances. Overall, the high purity quartz market is a highly secretive, specialised market with increasing opportunities for stakeholders. The attempt to produce HPQ in this work was carried out using an Australian quartz ore following a typical HPQ process flow sheet. The unit processes included primary crushing, scrubbing, magnetic separation, flotation, acid leaching followed by hot chlorination. The results indicate that grinding of quartz requires specialist equipment due to the hardness and extreme abrasiveness of the ore leading to additional iron contamination in the ground ore. The critical impurities were aluminium, iron, sodium, potassium, lithium, titanium, zircon, calcium and magnesium. The chemical refining was found effective. The hot chlorination process needed to be done at 1200°C in a chlorine – hydrogen chloride gas atmosphere. The risk of any gas being released during this stage is very serious and only specialist companies should and can carry out this step. More recent studies reported many new options that appear to facilitate the production of HPQ with the requisite purities more easily, but costly equipment along with highly trained operators are required and hence unlikely to become available in standard metallurgical laboratories any time soon.

The Bureau of Mines investigated processes for recovering a marketable lithium product from the montmorillonite-type clays of the McDermitt caldera. The clay deposit, located on the Nevada-Oregon border, is estimated to contain over 3 million short tons of lithium. Limestone-gypsum roasting and selective chlorination proved most successful for extracting lithium from the clays; 80-pct Li recovery was achieved using either technique. With both processes, lithium silicate in the clay was converted to a water-soluble compound-either lithium sulfate or lithium chloride. The lithium was then recovered as a carbonate by water leaching the calcine, concentrating the leach solution by evaporation, and precipitating the lithium with soda ash. The operating costs for the limestone-gypsum roast process were estimated at $2.02/lb Li2C03; selective chlorination operating costs were estimated at $3.85/1b Li2C03. The current selling price of Li2C03 is about $1.50/lb. A detailed flowsheet, material balance, and process evaluation are presented for the limestone-gypsum roast process. In addition, lithium reserves and resources are discussed and the McDermitt clays are described.

Updraft sintering of lead concentrates was introduced at Port Pirie in 1955 and since that time a considerable amount of investigational work has been carried out in the laboratory and on the plant with the objective of improving both the understanding of the process and its practical application.From this work it is now possible to predict trends in design and operation, which should result in capital savings and increased efficiency of future updraught plants.INTRODUCTIONOver the last 70 years a remarkable advance has been made in the method of preparing lead concentrates for smelting in the Port Pide blast furnaces of The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.). Beginning in 1889 with heap roasting, the process progressed to Ropp roasters and Huntington-Heberlein pots in various combinations, then to multiple small Dwight Lloyd (D.L.) downdraught machines. In 1940 two large 10 ft by 50 ft D.L. downdraught machines were installed, and finally in 1955 updraught sintering was ,introduced with the installation of the present 10 ft by 99 ft sinter machine.At the time this last machine was built it was the first unit of its type and thus, of necessity, an experimental machine. During the eight years it has been operating a considerable amount of investigational work on sintering has been carried out both on the plant and in the laboratory.It is now felt that sufficient information is on hand to predict at least tentatively, some of the future developments in lead sintering, whereby both the quality of the sinter and the rate of production may be improved. This will result in a considerable reduction in smelting costs.

"The world's first zinc pressure leaching plant at Cominco's Trail operations started production in 1981. Sullivan zinc concentrate is leached at the rate of 190 tpd in a four-compartment autoclave at elevated temperatures and oxygen pressures to produce a zinc sulphate solution and elemental sulphur. Zinc extraction exceeds 98% and sulphide to elemental sulphur conversion exceeds 95%.The sulphur is recovered from the discharged slurry in the underflow of a hydrocyclone, and is upgraded as a flotation concentrate. The concentrate is dewatered, melted and filtered to produce a polished sulphur product of better than 99% purity. An alternative sulphur recovery process employs an unique sulphur separation method that recovers over 90% of the sulphur in the molten state. The remaining sulphur is recovered by flotation following flash discharge of the slurry. The product slurry containing the zinc sulphate solution and the iron-lead residue joins the existing roast-leach zinc plant for purification and zinc electrowinning.IntroductionIn 1981, Cominco Ltd. commissioned the world's first commercial zinc pressure leaching plant at their Trail operations in British Columbia. As part of a $700 million modernization and expansion program for lead and zinc started in 1977, the company installed the first o f two autoclave trains.Prior to pressure leaching, zinc production was closely tied to acid and fertilizer production. Sulphur dioxide produced from roasting the concentrates had to be converted to sulphuric acid. Thus, any expansion of zinc operations with the roast-leach technology would have required extensive modifications to the acid and fertilizer plants as well as to the roasters. Zinc pressure leaching, on the other hand, offered a one-step dissolution of zinc from the concentrates with high extraction, and production of elemental sulphur. The associated dust and sulphur dioxide generated in the roasting process are both eliminated from the working environment of the pressure leach facility. The flexibility allowed by producing elemental sulphur, and the opportunity to break the sulphuric acid link for about 25 per cent of the targeted 272,000 tonnes per year zinc production was very appealing. The process was successfully demonstrated at a pilot plant in 1977(1-6)."

Froth transportation characteristics have a significant impact on the flotation recovery especially in large flotation cells. The probability of an attached particle being recovered into the concentrate depends strongly on the location where it enters the froth phase. A mathematical model for froth transportation in industrial flotation cells was proposed (Zheng et al, 2004). The model has been tested on the experimental data obtained from testwork conducted at the Western Metals Hellyer lead/zinc concentrator. The results show that the model fits the experimental data well, especially when the froth is well developed (ie for a deep froth). The model fitting can be significantly improved by incorporating an air dispersion factor. However, the models encounter some limitation, ie inconsistent prediction at different froth heights, due to change in froth viscosity which cannot be modelled at the present time.
