Electrochemistry plays a significant role in minimizing wastes at East Penn's secondary lead smelter. East Penn has been recovering spent battery acid for reuse in new batteries since 1992. East Penn also produces a fertilizer feedstock from sulfur dioxide in the smelter stack gases. The success of these processes is, in large part, due to the installation of electrochemical cells. The cells in the acid recovery plant allow the waste from this process to be concentrated into less that 10% of the original spent acid. The cells in the fertilizer plant treat the solution to remove dissolved metals prior to sale to fertilizer manufacturers.

Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

A gold bearing pyrite concentrate was treated at the pilot scale for the extraction of gold. Mineralogical analysis of the concentrates identified gold to be mainly present in the form of a solid solution in pyrite. Gold distribution resulted in a poor extraction yield of 55 % by direct cyanidation. A piloting campaign including an oxidative pre-treatment by roasting in a fluid bed was followed by treatment with halogens for gold extraction and has led to a gold extraction yield of 94%. Sulphur removal during the oxidation was very efficient at >99.5% and gold extraction by the halogens was completed within a 1 hour contact time. The piloting was performed on a 300 kg sample and used a diluted solution of hypohalites as the oxidizing agent for gold extraction. Sulphuric acid was injected in the reactor during the halogens treatment to lower pH to 2. The diluted solution of hypohalites (1-3%) was generated by electrolysis during the piloting campaign in a diaphragm-less electrolysis cell. The extracted gold was recovered via adsorption over silica and the gold depleted brine was treated for impurities removal. This brine was recycled for further gold extraction. With the recycling of water and brine, the regeneration of hypohalites and with a barren solid that is inert and stable, the Nichromet Extraction technology is a green process where the protection of the environment does not preclude profitability.

Ix the summer of 1842 my father, William Firmstone, was engaged by Charles Jackson, Jr., of Boston, to examine the conditions in the Lehigh valley as a site for blast-furnaces using anthracite for fuel. In consequence of his report, he was further engaged by Mr. Jackson to build a furnace for him and his partners on the Lehigh canal, 2 miles above the mouth of the river at Easton. Work was begun in the fall of 1842, and the first furnace blown-in in 1844. The history of the works, therefore, from 1844 to 1887, when my own connection with them ceased, covers only four years less than the whole period of the rise, culmination, and commencement of the decline in the smelting of iron with anthracite in America, the beginning of which, in a commercial sense, may be put in 1839.' Although this paper, as the title indicates, is concerned almost exclusively with the furnaces at Glendon, still what was done there was more or less influenced by current opinion in the dis¬trict, and even reflects, to some extent, the changes in opinion and practice with mineral fuel the world over. No. 1 Furnace was built of red brick, on four piers, had three tuyeres and fore-hearth and tymp, as was universal with furnaces using mineral fuel until the introduction of Liirmann's cinder-tuyere. The dimensions and profile are shown in Figs. 1 and 2. The first hearth (Fig. 1) was of sandstone; all after were of fire-brick (Fig. 2). The profile was no doubt derived directly from Gibbons's furnace,2 for it appears from W. Firmstone's note-books that in October, 1840, he visited ." Bauxite is the principal source for the production of aluminum metal which has gained tremendous importance over the years due to its versatility as a metal capable of substituting almost all of the non-ferrous metals, non metals like wood, plastics, fibre glass, etc. and even steel in many applications. 90% of the high purity alumina needed for the production of this wonder metal in the world comes from bauxite. Even though alternate methods have been developed to produce alumina from non bauxite sources, owing to the high capital and operating costs involved, Bayer process still retains the superiority among all the methods by virtue of its simplicity and favourable economics. Bauxite continues to be the perfect ore for alumina production and its remarkable utilization makes it the most important non-ferrous ore. Most of the Alumina Refineries in the world process different types of bauxite and that too from varied sources. The technology employed in the Alumina Refineries depends on the Bauxite processed, with an ultimate view to produce alumina of required quality in the most efficient manner. Bureau of Indian Standards (BIS) and Indian Bureau of Mines (IBM) had from time to time put forward bauxite specifications for metallurgical and other applications. However, these are found no fully based on alumina technology, present developments and availability of different types of bauxite in the country. The aim of this paper is to provide scheme of metallurgical grading of Indian Bauxite based on the background of alumina processing technologies and availability of various types of bauxite in the country. Efforts are made here to evaluate beneficiation techniques for central Indian Bauxite from the point of view of alumina production. In recent years, the crude oil reserves of the world have increased at the same rate as the consumption. A Consideration of the global figures suggests that adequate supplies of petroleum will be available during the next decades. On the other hand, it in a fast of economic and political significance that the reserves in the industrialized countries increase much more slowly than in the developing countries. In Western Europe the reserves have even decreased. At the present time, about 70 % of the petroleum reserves of the world are in the Middle East and in Africa in regions in which political arises are prevalent or impending. For the industrialized countries, the discrepancies between the consumption and reserves in various regions of the world are a strong urge to investigate whether oil can be recovered from other sources. The situation will probably not be changed to a large extent by the discovery of oil in the north of Alaska. The main starting materials for the production of synthetic crude oil are coal, oil shale and tar sand. In North America, where the consumption of petroleum increases more rapidly than the reserves, there are enormous deposits of each of the three materials. This fact is another incentive toward the utilization of these unconventional oil reserves, which provide a reliable basis for a supple of energy for a long time to come.

Three refractory gold concentrates have been tested to evaluate the effect of roasting with hydrated lime followed by cyanidation. The results indicate that it may be possible to roast in such a manner as to contain nearly all of the sulfur, arsenic and antimony in the roaster calcine. Cyanidation results indicate that the gold recoveries are greater than 80% for all three concentrates.

Zinc sulphate electrolyte used for zinc electrowinning must be purified for cObalt ions. The cobalt is removed in a cementation stage by the addition of zinc dust. Copper arid antimony are frequently used additives which enhance the cementation of cobalt. This paper aims at a better understanding of how copper and antimony promote the removal of cobalt. Initial experiments were done in a batch cementation reactor. Copper and antimony precipitated in the early stages of cementation indicating that a preferential substrate was formed. The individual role of copper and antimony was further investigated in an electrochemical cell. On a microsca1e, the , growth process, morphology and the composition of the precipitates were examined with SEM and XRD. It was found that cobalt could not be deposited in its pure form but as a cobalt-zinc alloy with zinc as the prime constituent. Copper increases the cathodic surface area of zinc dust by precipitating as numerous dendrites. Antimony acts as a cathodic surface onto which a cobalt-zinc alloy with an increased cobalt content is deposited.

STRIKING new developments in the field of industrial minerals include the employment of lime, salt, coal, and air for the manufacture of stockings, and the substitution of paper for granite and marble in making tombstones. Certain minerals that have heretofore been regarded as valueless except as museum or laboratory specimens, are now being applied commercially. Serpentine, in forms neither fibrous nor ornamental, massive topaz, pinite, and zoisite are examples. For certain other minerals, notably pyrophyllite, bentonite, vermiculite, and sulphur, extension of established uses into new fields has occurred. Substitution takes a toll in many industries, but producers of industrial minerals as a class have gained more than they have lost in recent years. Sintering is the most economic and widely used agglomeration process to prepare iron ore fines for blast furnace use. Due to the depleting reserves of traditional high-grade iron ore, there have been considerable changes in iron ore resources available throughout the world, especially in steel mills in East Asia. Corresponding to the changes in the availability of iron ore resources, the amount of impurities in iron ore has been slowly increasing. Some of these impurities have been found to have deleterious impacts on sinter quality and sintering performance. In the meantime, an increasing number of large blast furnaces with inner volumes of more than 5000 m3 have been built that require more sinter and are often more demanding in terms of the quality requirements of the ferrous materials. Finally, sinter plants are facing increasing pressure due to more stringent regulations regarding their environmental impact. Movement of ore and waste from the Hilton Mines pit is accomplished by truck haulage. With the aim of reducing costs, a study of truck fleet replacement was initiated. The study included on-site short-term tests and longer-term rental purchase agreements for haulage trucks. The operation and maintenance characteristics of different trucks, along with projected haulage conditions, were used to prepare cash flows, from which the most advantageous trucks were selected. The results of the study and implementation of the recommendations gave a cost saving greater than had been estimated. The study also indicated areas where improvements could be made, and resulted in much more attention being paid to road conditions, the training of operators and mechanics, and the development of a practical preventative maintenance scheme.

The Functions and the Responsibilities of the Institute The Canadian Institute of Mining and Metallurgy is unique. ln addition to the welfare of its members, it has a real interest in the welfare and promotion of one of Canada's largest and most important basic industries. It is because of this that the membership is composed of both individual and corporate members. The individual members are both technical and non-technical (Members and Associates). Both Members and Associates have the same status in the Institute and all are interested in the welfare of the mineral industry. The aims and objects of the Institute 11re twofold. The education and welfare of its individual members and the sound promotion and welfare of the mineral industry. Perhaps it might be well if we reviewed these aims and objects as stated in our Constitution: "First - To promote the arts and sciences connected with the economical production of valuable minerals and metals, by means of meetings for the reading and discu11ion of technical papers, and the subsequent distribution of such information as may be gained throo.gh the medium of publications". It cannot be denied that we have do ne a good job in this particular phase of our work. Nevertheless, there is still room for improvement. It has been suggested that we might have more discussion and, on occasions, more criticism of our papers and programmes. This can best be done if the authors will have their papers prepared in sufficient time to permit of preprints being made availa1ble before the meeting at which they are to be presented.

The China Ocean Mineral Resources Research and Development Association (COMRA) conducted a topographic survey in its deep seabed claim area with the SeaBeam system in 19475. After analyzing the data, it was determined that there is a group of living things several hundreds of meters in depth that significantly affect the sound waves in the frequency range of interest. We will attempt to investigate more about such influences. Physical model testing is an important means for studying the theory, and for development of the technology for geophysical prospecting. Because the manganese nodules are distributed over the sea floor in irregular patterns, it is hoped that study of the acoustic properties of manganese nodules by means of physical model testing can improve interpretation of the data of the multi-beam system and the SeaBeam system. This will provide a more reliable basis for delimiting the mineral site and evaluating the reserves in the Pioneer area of China.

In order to increase the service life of large scale coke dry quenching furnaces, the damage mechanism of lining was investigated, and the structure and properties of lining refractories used in cooling section were researched. The results showed that the abrasive wear volume of lining bricks at one fourth height section under skew tunnel was smaller than other sections. The wear loss of mullite brick and dense clay brick used in the lining of cooling section were respectively 8.02 cm3 and 11.65 cm3 in fifteen minutes. The mullite brick was laid with clay brick alternatively. By the different wear rate, the surface of lining was rough and uneven in the later service life, and short brick was easily dropped from lining. During the service, the basis wore off more easily than the aggregate. It is necessary to improve the wear resistance property, which will increase the service life of cooling section’s lining for coke dry quenching furnaces.

In Japan all the complex sulfide ore deposits of base metals have been developed as underground mining. The underground mining cost is extremely high as compared with open pit mining case. Therefore, in milling section of base metal mines, technical advance for maximum recoveries of valuable constitutents in ore has been required all the time to utilize as much ore mined as possible. At present, in mill plants treating "Kuroko", complex sulfide ore, concentrates of copper, lead, zinc, pyrite and barite are produced, with gold and silver contents in the copper, lead, and zinc concentrates being estimated as extra profit. As in the case of Kuroko milling plants, gold and silver contents in the lead and zinc concentrates of lead-zinc ore milling plants are also varuable from an economical viewpoint. Silver content is very high in Kuroko crude ore as well as lead-zinc ore.

Nova Scotia has been mining and exporting industrial minerals for over two hundred years. As an industrial mineral producer, this province continues to rank as the number one gypsum mining and exporting region in North America. Mining of many other commodities is ongoing, supplying many local and export markets. In all, excluding aggregate producers, there are nineteen industrial mineral producers operating at thirty sites producing nine commodities including anhydrite, barite, clay and shale, dolomite, gypsum, limestone, salt, silica sand and stone (Fig. I). Numerous aggregate producing operations supply all the province's aggregate requirements and export some of these materials to other regions of Atlantic Canada and as far away as Bermuda (Fig. 2) . Production value of industrial mineral commodities in Nova Scotia for 1982 was $105 million , representing 39% of the total value for all mineral production for the year. Because of the general improvement in the economy, indications are that the 1983 value of production will be higher.

This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

It is now widely accepted that horizontal stress is present nearly everywhere underground. Often it is more severe than the vertical stress. It is a major cause of roof control problems in underground mines. The AHSEM computer program contains two modules to improve mine layouts for control of horizontal stress. For development, the user specifies the orientations of the maximum horizontal stress, the entries, and the crosscuts. Angled crosscuts may be used, and the angles may be different for the right- and left-hand crosscuts. AHSEM then shows the user how the stress condition would vary as the entry and crosscut orientations are changed. The second module is for longwall mining. Severe stress concentrations can make headgate conditions hazardous when the entries are improperly oriented. AHSEM shows whether a particular longwall orientation and extraction sequence places the headgate corner in a stress concentration or in stress relief. It also estimates the magnitude of the stress concentration.

The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.
