This paper is intended to familiarize planners in the noncommunist world with the district planning approach used in eastern Europe for mining development. It deals generally with the basic nature of the district planning problem, the planning process for mining development and the state organization for the planning of mining districts. A number of applications of district planning techniques to both established and new eastern European mining districts are described.

Under a DOE-funded project, four advanced flotation technologies (the Jameson cell, the Outokumpu HG Tank Cell, an open column and a packed column) were evaluated at the benchscale to identify the technology or combination of technologies that best improved fine coal recovery and reduced processing costs. The results indicated that two-stage application of the Jameson and packed column cells provided the optimal performance. Subsequently, proof-of-concept scale testing was conducted at the Cyprus Emerald Coal Preparation Plant. The results confirmed that levelized production costs were lower using two-stage cleaning with the Jameson cell followed by the packed column.

Xstrata is the operator of both Minera Alumbrera Ltd (50 per cent Xstrata, 50 per cent Wheaton River) and Ernest Henry Mining Pty Ltd, (99.99 per cent Xstrata), both copper-gold deposits, using conventional SAG/ball milling at current capacities of 36 Mt/yr and 10.3 Mt/yr respectively. Alumbrera is located in Catamarca Province, in the north west of Argentina. Ernest Henry is located in Cloncurry, north west Queensland, Australia. Both operations started in late 1997, with commercial production achieved in early 1998. Different designs and equipment are in use for both operations, however the evolution of SAG milling performance, although logically related to their specific features, reflect similar trends of consistent increases in throughput. This paper will discuss the main changes to the SAG mill liners in both operations and the results achieved to date. A summary of the operating strategies will be included.

"Low-grade ultramafic nickel ores, while representing a large potential nickel resource, are difficult to process due to their serpentine content. Microwave treatment is proposed as a technique to improve the beneficiation of ultramafic nickel ores by converting the constituent serpentine to olivine. The present paper reviews the microwave heating response of ultramafic nickel ores and resultant changes in mineralogy, as well as effects on grinding and slurry rheology. Beyond nickel extraction, microwave treatment improves the mineral carbon storage capacity of ultramafic ore tailings, providing a potential source of additional revenue via the sale of carbon credits. The combined positive effects, considered in the context of the whole operation, suggest an economically viable process is possible.INTRODUCTIONAs high-grade deposits become depleted, the processing of low-grade ores has become increasingly important. One such resource is low-grade ultramafic nickel ores. While representing a large source of nickel, these ores are difficult to process due to their serpentine content. Serpentine is a phyllosilicate mineral consisting of 1:1 stacked sheets of silica tetrahedra and magnesium hydroxide octahedra. There are three primary polymorphs: lizardite (platy), antigorite (corrugated) and chrysotile (coiled, fibrous). The anisotropic nature and non-spherical morphology of serpentine particles leads to complex rheology. Suspensions of serpentine minerals, especially those of chrysotile, exhibit high viscosity and yield stress, which can have a negative effect on comminution, flotation and dewatering operations. In flotation, serpentine is known to slime-coat pentlandite, a valuable nickel mineral, and form bubble-fibre aggregates that report to the froth, reducing nickel concentrate grade and recovery. Methods used to counteract the effects of serpentine in processing include desliming, the addition of chemical dispersants, salts or acid, and dilution (Bobicki et al., 2014a). Microwave pre-treatment has been proposed as an alternative way to eliminate the deleterious effects of serpentine in ultramafic nickel ore processing by converting the serpentine to olivine via dehydroxylation, which occurs at 600-700oC (Reaction 1). Olivine is isotropic, consisting of isolated silica tetrahedra linked by octahedrally coordinated magnesium ions, and has the same surface potential as pentlandite at the pH of flotation (~pH 9). Furthermore, since olivine is more reactive to CO2 than serpentine, microwave pre-treatment creates an opportunity to store more CO2 in tailings, an attractive option for mining operations looking to increase their bottom line where carbon pricing exists."

"Because of high cost and shortage of primary resources of Ni-base superalloys, revert alloys can be used as a part of charging materials for production of superalloys ingots. The current study is based on recycling of IN738LC, a Ni-base superalloy, using 30% and 50% reverted alloy and balanced amount of virgin raw materials. Therefore, it has been attempted to cast an alloy with references to standard chemical composition and mechanical properties. After charging and casting in vacuum melting furnaces, chemical composition verification and non-destructive tests (i.e. Penetration and Radiography Tests), quality of samples were evaluated at elevated temperature by stress-rupture test. Results acquired from chemical composition and mechanical test indicate that cast ingots using 30% and 50% reverted alloy is reliable and consistent with the quality control requirements.IntroductionIn recent years, there have been many fluctuations in cost and availability of raw materials which are extremely determining in Ni-base superalloys production. Accessibility to the high purity metals such as Cobalt, Molybdenum, Tantalum, Niobium and etc. have been problematical during the past decades. Therefore, shortages of critical raw materials beside the economical considerations motivated the alloy suppliers and investigators to study and find alternate sources such as reclamation and recycling of scraps [1].There are a lot of reasons for the necessity of recycling; perhaps the most justifiable one is that consumers themselves produce scraps. For example, the weight of a finished superalloy product could be less than one-third of the cast alloy weight and in the case of complicated machined parts; this portion may reach to one-tenth [2]. High values of constituents, reduction of energy consumption and environmental concerns have all strengthened the obligation of recycling in Ni-base superalloys.Because of the high degree of risk in usage of improper materials for production of turbine blades, a delicately controlled program for recycling is needed. Depending on the type of scraps, this program can define the recycling procedure, required instruments, allowable percentage of scrap for usage and finally confidence level of the process."

Anticipating a major power cost increase in 1990, Cyprus Copper Company decided to modernize the Miami Smelter at a cost of $92.5 million. The modernization project included the addition of an Isasmelt vessel for use as the primary copper smelter and the modification of the existing electric furnace to a slaglmatte separating vessel. The project was completed in June of 1992 and is currently operating at close to its design capacity. This paper provides a summary of the decision making process, a description of the project, a summary of start-up problems and solutions and the current status of the smelter operation.

China’s land area, comparable in size to United States or Canada, contains diverse geological environments and mineral resource potential. The diversity in geological environments is such that the potential for developing many world-class mineral deposits in China is good. However, China’s mining sector was not open to foreign investment until the1990s. The long-term prospect for Chinese resource development is attractive because of China’s enormous population and cumulative demand for minerals. Approximately 33 foreign mineral companies, including 11 major internationals, are to various degrees active in China. Chinese mining laws and regulations pertaining to joint ventures with foreign companies are, from the international investment prospective, evolving slowly, but positively. This positive trend is continuing under the current government reform process, which is moving China towards a freer market economy. Although improving the enforcement of relevant laws and regulations is an ongoing process, the environment for mineral investment and joint ventures is increasingly more accommodating to foreign companies.

Single crystal whiskers of ZrO2 and TiO2 were grown by solution and crystallization of these oxides in molten baths. Mixtures of Na2B407 and LiC1 were the most suitable growth media for zirconia. Sodium borate alone and Na2CO3 plus SiO2 were best suited for titania. The solubilities of zirconia and titania in molten sodium borate were determined, Whether zirconia whiskers were dendritic or nondendritic depended on the temperature used. The best single crystal whiskers were grown below 1,100° C. Titania whiskers always grew as single crystals. The tensile strengths of zirconia and titania whiskers were about 15,000 psi and 50,000 psi, respectively. Modulus of rupture was about 49,000 psi for zirconia whiskers and 75,000 psi for titania whiskers. Chemical analyses showed the zirconia and titania whiskers to be pure. The zirconia and titania whiskers were shown by X-ray analysis to be, respectively, baddeleyite and rutile.

The state of the lithium mineral industry is closely linked to the performance of the glass and ceramic industries and to the overall economy. Demand for the glass/ceramic products in Europe, Asia and North America remained strong during 1999. This was due to a slight improvement in the economy during the latter half of the year. Consequently, demand for lithium minerals was firm, with a positive outlook. The major economic minerals for lithium are spodumene, petalite and lepidolite. The latter was once the primary mineral. But its importance hasdeclined since the 1960s. The lithium industry consists of two different segments: •The lithium minerals segment mines from hard-rock deposits and physically processes the material to high-grade concentrates. •The lithium chemicals and metal industry segment. The major feedstock for specialty lithium chemicals was previously high-grade spodumene ore converted to lithium carbonate. However, most lithium carbonate is now sourced from salars in North and South America.

"Nearly every input to a mine plan is based on an estimate. The estimates may be from sample data, historical information, models, or personal opinion, but in all cases, these values are simply expected values (means). In real life, we do not get to iterate the exact conditions at our mining operation many times to ensure that that average value is attained. The expected value also tells us nothing about the spread of values that that input might take on. The result is a significant amount of unquantified uncertainty in our mine plans. Unfortunately, it is often too expensive or time consuming to update planning processes and software. This paper presents a proof of concept spreadsheet scheduling tool that can be utilized to incorporate many geologic realizations (simulated models) into the mine scheduling process. While this POC is not intended to be a detailed model of uncertainty, it is to show that there are stepping stones available for mine planners to begin to embrace uncertainty and produce more achievable plans without requiring a significant change in their planning process. INTRODUCTION Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years, however many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Nearly every parameter used in a mine plan is an estimate and the mine planning engineer should recognize and even embrace the inherent uncertainty in those parameters and its effect on their forecast results. While many of the uncertainties are beyond the scope of the traditional mine plan (e.g. global market uncertainty, socio-political uncertainty, environmental uncertainty), some uncertainties can, and should, be included in the mine planning process. Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple ore body realizations to provide a thorough unbiased “picture” of the geologic uncertainty but most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter. Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this paper presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid to long-term mine plans while continuously monitoring the uncertainty in the results. The author hopes that by demonstrating the usefulness of such a system that mining companies will encourage engineers, geologists, and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

Introduction Significant increases in extraction ratio on the order of 6% to 8%, equivalent to as much as 142 t/m (48 st per ft) of panel, have occurred at the Big Island trona mine during the last five years with the help of a practical rock mechanics program. This increase in resource recovery also has contributed to improvements in productivity. Both conventional and continuous machine mining have been used to mine two flat-lying trona beds at depths of 250 m and 260 m (820 ft and 853 ft) in the Green River Formation in southwestern Wyoming. Conventional room-and-pillarmining originally was conducted in panels with extractions of 5 8% to 60%. The use of yield pillars has allowed the panel extraction in increase to 66%. Continuous machine mining was introduced, with a 64% extraction ratio using long, narrow pillars and wide rooms. Further improvements in resource recovery seem feasible in light of present mining experience. The rock mechanics program consisted of field instrumentation to determine the pillar and roof response hole locations. to mining and computer modeling to evaluate the stability of various layouts, which were then adopted for mining. Mining background Stauffer Chemical Co.'s Big Island mine and refinery are located 40 km (25 miles) northwest of Green River, WY. Underground mining operations supply trona, a sodium mineral, to the refinery to produce soda ash. The room-and-pillar method is used to mine two 3 to 3.6 m (10 to 12 ft) thick, flat-laying seams at depths of about 250 to 260 m (820 to 850 ft). Mine production in 1986 was 2.3 Mt (2.5 million st). Today, approximately 31% of underground coal mining operations have designated occupations or areas with more stringent (below 2.0 mg/m3) respirable dust standards in place. Many U.S. coal mines have been able to maintain compliance with very low dust levels, and the Bureau of Mines, in an effort to identify those factors contributing to low dust levels, completed a survey of twelve continuous miner sections which were able to maintain their dust levels at or below 0.5 mg/m3. The quantity and quality of face ventilation appeared to be the most important factor in controlling dust exposure. The results directed Bureau research towards identifying improved face ventilation techniques for reducing quartz dust levels on continuous mining operations. This research has involved the evaluation of a half-curtain face ventilation technique which reduces the cross-sectional area of the entry, thus increasing the air velocity over the operator. The Bureau has also conducted extensive laboratory studies to compare tubing versus brattice, including an evaluation of both systems in a crosscut turn. In an effort to improve ventilation and reduce dust exposures of roof bolter operators working downwind of the continuous mining machine, the Bureau has evaluated two novel face ventilation systems. The first system consists of a fan discharge tubing technique which routes dusty air away from the return entry being bolted. In a technique similar to the fan/tubing concept, exhaust air from the upwind continuous miner face can be scrubbed using a dust collector to capture a portion of the dusty air, clean it, and supply it to the bolter operators as a split of clean intake air. A better understanding of face ventilation techniques should lead to solutions to the problem of more stringent dust standards due to quartz.

"Tenke Fungurume Mining Company (TFM), located in Katanga Province, Democratic Republic of Congo (DRC), began production of copper cathode and cobalt hydroxide in March 2009. Copper production capacity was 115 000 t/a utilizing a semi-autogenous grinding, agitated leach, countercurrent decantation process followed by solvent extraction and electrowinning (SX-EW). Cobalt production capacity (as cobalt hydroxide) was 8000 t/a utilizing a three-stage purification/precipitation process treating raffinate from the copper SX-EW process. Recently a phase II expansion was completed, in which copper electrowinning capacity was doubled and four stages were added to the SX plant. Corresponding enhancements were made to mining, milling, and processing to bring production to 195 kt/a copper and 15 kt/a cobalt. An additional sulphuric acid plant is currently being constructed, adding 1400 t/d sulphuric acid to bring total acid production to 2250 t/d for use in leaching at TFM.Initial copper electrowinning results were satisfactory, but cathode quality and current efficiency decreased as copper production increased. The Freeport-McMoRan (FCX) Technology Centre and TFM personnel began operation of two bench-scale copper electrowinning cells in the tankhouse to diagnose chemistry effects on the cathode and anode. The results indicated an excellent electrolyte chemistry, producing finely crystalline copper at 430 A/m2 current density with 98% current efficiency. Attention next turned to the physical factors of the electrowinning cells, including electrode insulator geometry and performance. A demonstration cell was selected in the tankhouse and was operated with varying cathode and anode insulator geometries. Operation of the demonstration cell with a three-side cathode edge strip, A-style anode insulators, and an improved cell furniture design increased current efficiency from 77% to 89% at 400 A/m2 current density. Cathode quality improved correspondingly. TFM is now operating at 92% current efficiency."

The Mount Isa Copper Concentrator was commissioned in 1973. Since commissioning some significant upgrades have been undertaken such as: • the replacement of the rod mill/ball mill circuit with AG mills and the subsequent conversion of the AG mills to SAG Mills. • the introduction of columns as retreat cleaners in 1987, then reallocated as prefloat cleaners in 1994 and rougher cleaners in 1996.• the repurposing of some rougher capacity to preflotation roughing to remove carbonaceous pyrite and talc in 1994.• the introduction of a Jameson Cell for preflotation cleaning in 2000. • the expansion of the rougher and cleaner circuits in 2002 with the inclusion of 6 x 100 m3 Wemco cells to replace the capacity lost to preflotation and to increase residence time and improve recovery. In 2013 work commenced to replace the cleaner circuit after 40 years of operation. The new cleaner circuit, consisting of 3 x B5400/18 Jameson Cells, replaced the rougher cleaner columns, cleaners, recleaners and retreat Agitair banks and was commissioned in Sep 2015. The new cleaner circuit was configured as two cells in series producing the final concentrate and a cleaner scavenger cell to supplement the existing Wemco cleaner scavenger cells. The U.S. Bureau of Mines evaluated water-jet-assisted longwall shearers in full-scale laboratory tests and underground. Both test programs showed that use of high-pressure water did little to reduce the shearer motor energy required to maintain a given cutting rate. However, three other major benefits were achieved with the use of water-jet-assisted cutting. At a pressure of 1,800 psi, respirable dust levels were reduced about 80 pct compared with the dust levels of the conventional water spray system operating at 340 psi. Operating at higher pressures required for water-jet assist also resulted in an increase in the average size of coal cut, which translates into a decrease in product fines. Finally, although no controlled measurements of bit wear as a function of water pressure were made, mine personnel reported that the shearer bits lasted longer when water-jet-assisted cutting was used.

Metso Minerals Process Technology Asia-Pacific and South America (MMPT) has been working with operations around the world to increase their efficiency through æMine-to-MillÆ or Process Integration and Optimisation (PIO) projects. These projects have delivered significant improvements in mine efficiency, mill throughput and reduced operating costs at mines around the world. The MMPT methodology involves rock characterisation, site auditing, data collection, modelling/simulation and implementation of integrated operating and control strategies on site. This results in significant benefits to the operations û for example, 5 to 20 per cent increases in concentrator throughput have been measured. MMPTÆs rock characterisation utilises simple and inexpensive measurements that can be performed by trained site personnel. The advantage of these measurements is that a large amount of data can be collected in a very short timeframe, as the samples do not require shipping to an outside laboratory. Typically, a PIO project starts with a site visit to perform blasting and process audits, collect high quality data including measurements of run-of-mine fragmentation and survey data around all crushing and grinding circuits. These measurements are combined with rock characterisation and the definition of strength and structure domains to model the complete production chain. Site-specific models of the blast fragmentation, crushing, grinding and flotation processes can then be developed. This proven methodology has applications ranging from greenfield projects to long-standing operations with AG/SAG or conventional grinding circuits. Process improvements can be higher mining productivity, higher mill throughput, decreased overall operating costs and higher flotation or leach recovery. This paper discusses a recent application of PIO conducted at a large open pit operation in South America and emphasises the potential that every operation has to ædo more with what they haveÆ.

A model for predicting dust plume dispersion from blasting operations using the Eulerian mathematical algorithm has been developed. This model considers atmospheric stability, and wind velocity and direction for computing dust concentrations at different distances from the blast. Software has been developed which simulates the movement of a dust plume at a given horizontal distance from the blast location and time elapsed after the blast. The concentration of dust is also given in vertical planes. It takes into account ground profile and atmospheric conditions such as temperature, pressure, humidity, wind velocity, wind direction and shear. Experiments were carried out in two limestone mines to calibrate the accuracy of the predictions made by such model. High volume dust samplers were used to collect dust samples. Difficulties encountered in satisfactory dust sampling and quantification of results have been described.

This U.S. Bureau of Mines report presents results from an ongoing investigation of the use of adaptive signal discriminating methods to distinguish between cutting coal and cutting mine rock. Bit-cutting forces and tool vibration were measured in the laboratory as a linear-cutting apparatus (LCA) made constant-depth cuts in coal, sandstone, and shale test specimens. A portion of the collected data has been analyzed and some preliminary results are given here. The influence of data bandwidth, data window size, number of signal features, and voting among classifiers on classification performance are noted. Results to date, based on ideal-cutting conditions and simple geologic materials, indicate that of the four classifiers tested there appears to be no single best classifier. Usually, classification accuracy showed slight improvement as the number of features considered for classification increased. The highest classification accuracies were achieved when voting was conducted among classifiers followed by voting among force components.
