The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.

The successful advent of solvent extraction (SX) reagents for copper recovery and improvements in electrowinning of copper to produce LME grade A copper cathode have paved the way for the hydrometallurgical treatment of copper oxide and low grade sulfide ores. This has resulted in about 25-30% of the world's copper being produced today by the Leach-SX-EW process. The obvious next step was to develop processes for the hydrometallurgical treatment of copper sulfide concentrates, as an alternative to a typical smelter-refinery complex. The current paper updates the processes that have been developed to date with emphasis on processes that are being commercialized or that are seriously under consideration for commercialization. Most of the discussions relate to the hydrometallurgy of chalcopyrite concentrates, which account for about 70% of the world's known copper reserves. In summary, in the last thirty years, the hydrometallurgical treatment of copper sulfide concentrates has attained full maturity and will be a serious option to contend with while evaluating any future new copper plant.

This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

The solvent extraction technique is the only industrial way used to separate and purificate yttrium from other rare earths. In order to improve this process several extractants have been tested during last years. In this work, the behavior of sec-octylphenoxy acetic acid (CA-12) in Yttrium recovery from high concentrated heavy rare earth mixture was investigated. Sodium hydroxide solution was used in order to presaponify organic phase composed by CA-12 and Tributyl phosphate (TBP) diluted in kerosene. In the investigated condition, TBP confirmed its role of phase modifier not significantly altering the extraction behavior of CA-12. The CA-12-TBP system showed a high affinity in extraction for lighter rare earths such as Sm, Eu, and Gd, leaving yttrium in aqueous phase. Using a feed concentration (P [RE]) of 1 M, organic mixture is capable to extract around the 70% of metals in a single extraction test showing this extraction sequence Y < Lu < Yb < Tm < Er < Ho < Dy < Tb < Gd < Eu < Sm. Moreover for [CA-12] = 1.79 M and [RE] = 2 M the instability of extraction system occurs.

Use controlled blasting techniques to reduce blast-produced overbreak damage to underground mine ribs and back for both safer working conditions and improvements in productivity. The Problem Blasting is used in metal and non-metal underground mine slopes, drifts and crosscuts to fracture rock to be excavated and further processed. Standard blasting also produces fractures in the rock beyond the desired excavation area. This is sometimes evident by rough surfaces, undercutting and other signs of excessive damage. This damage contributes to rockfalls in the mines, a major cause of injuries and fatalities, and equipment damage. A variety of controlled blasting techniques has been developed for civil engineering projects where long-term stability is essential. For several reasons, these methods arc not widely used in mining. For example, these methods incur additional costs and time; there is little need to maintain stable openings over long periods of lime; and there is the perception (hat corrective remedial techniques, such as rock bolting, are more practical. Basically the benefits of these methods are not demonstrably clear for application in underground mines.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.

Froth flotation is one of the most common and widely used separation processes in the mineral processing industry; however, its complexity means that complete understanding of the process has not yet been achieved. A dynamic fundamental model is needed to enhance the understanding of the process and to improve process control. It is challenging to capture all the phenomena involved; hence, we propose a multiscale modeling approach with a framework ranging from macroscopic (equipment scale) to microscopic (attachment, detachment) models along with distribution models for ore particle sizes. Real-time froth properties are obtained using a vision-based sensing system. These measurements can be used for developing a soft sensor for grade using statistical methods such as PCR (principal component regression) and PLS (partial least squares) regression. The fundamental model is updated in real-time using extended Kalman filtering. Attachment dynamics are studied for different particle size distributions. The modeling and soft sensing is tested on batch flotation cell for the pure mineral galena with different particle size distributions using Xanthate and MIBC as collector and frother, respectively. The model, online measurements and soft sensor are useful in developing monitoring methods for froth flotation.

INTRODUCTION The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1 ) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; or (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Al- though boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams.

Hypersonic tunnel boring (HTB) uses directed, high velocity projectile impacts to remove rock. HTB is highly independent of rock strength and targets hard, abrasive rock and variable rock environments. This paper discusses history, theory and presents test (2×2 m and .75×.5 m tunnels) field trial results and technical and economic evaluation. The HTB tests are compared against the historic ‘project REAM’ and the concept against tunnel boring machines and drill & blast in design studies for full-scale 12 m and 4.5×5.5 m tunnels. The positive results indicate that under these conditions HTB can replace Drill & Blast and Tunnel Boring Machines.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, tests were conducted with a commercial poly-fiber reinforced shotcrete mix to develop a practical means of measuring shotcrete adhesion strength. Full-scale tests were conducted in a test frame equipped with concrete panels having three distinct surface roughness profiles. Adhesion test fixtures either embedded or epoxied in the shotcrete were overcored into the underlying concrete, and direct tensile tests were conducted to determine the bond strength of the shotcrete cores to the substrate after a selected shotcrete curing interval (1, 3, 7, 14, 28, or 90 days). Measured adhesion strengths typically ranged from 0.5 to 2.0 MPa depending on the curing age of the shotcrete samples. This paper presents the results of these tests, describes the portable test system components, and addresses some of the design issues encountered in the development of a rugged and reliable method for determining shotcrete adhesion strength in underground mines.

Poor grade iron ore, suffering from interlocked particles, is challenging for any process technology. Extensive grinding is required to attain liberation and to yield concentrates of desired grade. Fine particles are commonly very difficult to retrieve, resulting in value losses to tailings. In this paper, results from HGMS tests on fine to ultra fine hematite are reported. Special emphasis is put on slurry flow velocity. If hydrodynamic drag force, i.e. flow velocity is not controlled and kept constant during the feed and/or rinse phase, fine particles will not be captured and retained. Flow velocity control and constant flow during separation are achieved by discharge valves/slots and parallel magnetic flux and pulp flow configuration. In tests, increased slurry velocity from 178 to 268mm/s caused Fe-recovery to drop from 78 to 48%. Proving that flow velocity control is essential to optimise grade and recovery. HGMS tests at the Metso mineral laboratory on natural (weathered) hematite fines clearly show a large potential to recover valuables, currently lost to tailings. Even at particle size distributions as low as D80=35µm concentrate grades and recovery are very satisfying. Two samples, in-plant desliming rejects (D80=35µm and 50µm) where significantly upgraded and recovered, from 45,3% to 63,6% and 53,0% to 63,4% Fe, at 73,8% and 81,1% Fe-recovery respectively. Other types of in plant rejects, such as gravity separation or WHIMS tailings, also benefits from HGMS separation. Gravity separation reject, 55,8% Fe, at D80=500µm was tested, yielding a magnetic concentrate of 60,8% Fe at 50,7% Fe-recovery. The results indicated that the hematite was poorly liberated. HGMS separation was repeated after a regrind to D80 150µm, resulting in a magnetic concentrate of 62,8% Fe at 75,9% Fe-recovery. The tests prove that hematite, presently lost to tailings streams, can be recovered by HGMS and thereby significantly contribute to improved overall economy. "Peñoles is a mining group with integrated operations in the smelting and refining of non-ferrous metals, and is also a chemicals producer. Peñoles is the world’s foremost producer of refined silver, metallic bismuth and sodium sulphate and is the leading Latin American producer of refined gold, lead and zinc. The Met-Mex Peñoles Zinc Plant commenced operations in 1973 with an annual production capacity of 105,000 t/y. Year after year the production has been increased, and at present, the production capacity is 240,000 t/y. In this paper, the leaching process,particularly the operation of the jarosite circuit is reviewed ,specifying process improvements to treat high iron calcines.INTRODUCTIONThe purpose of the leaching process is to recover the metals, mainly zinc,through a series of extraction stages with sulphuric acid solutions, which progressively increase the zinc recovery. After the series of acidification stages,the solution, which is rich in iron, is sent to the jarosite circuit to separate the zinc from the iron (Garcia & Valdez, 1996).The first step of the leaching process is the neutral leach circuit which produces a zinc sulphate solution that is sent to the purification section for the removal of impurities such as cadmium, cobalt and copper, after this solution is sent to the tankhouse to feed the electrolytic cells."

Portable X-ray fluorescence (pXRF) analysis has been widely adopted in the geochemical and environmental field as a cost-saving alternative to standard analyses. This paper outlines the efficacy of a method for indirectly quantifying organic copper content in solvent extraction circuits via stripping of the chelated metal with concentrated sulfuric acid in a single contact and subsequent pXRF aqueous analysis. pXRF analysis is common within the mining industry but presents unique challenges with liquid analysis, the most prevalent of which are briefly discussed. This method was developed specifically for mining operations with regional constraints and limited resources. Providing an in-field alternative to flame atomic absorption spectrophotometry and inductively coupled plasma optical emission spectroscopy, this entirely mobile XRF analysis method produces consistent and accurate results within minutes and at a fraction of the cost.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. Can international development NGOs and the mining industry find common ground and work together in the Third World? The Canadian Hunger Foundation/PARTNERS in Rural Development (CHF-PARTNERS) has, over the past forty years, implemented more than 800 rural community development projects in some 38 countries of Africa, Asia, and the Americas. Working with or for the Canadian mining industry offers both opportunities and risks. We can help a mining company ensure that the workers, their families and communities share adequately in the economic and social rewards from a mining operation in their area. We can contribute to the provision of sustainable livelihoods when an operation winds down. The company?s reputation as a good corporate citizen can be enhanced. On the other hand, mining companies and NGOs have generally very different values and missions. The risk of misunderstandings from conflicting motives and work practices is correspondingly high. Both partners must state their values and expectations clearly at the start of collaboration. The NGO must ensure that the company abides by acceptable ethical standards. It must not directly or indirectly subsidize a private company from its charitable donations. The mining company must satisfy itself that the NGO has the capacity, resources and experience to produce the results expected.

During the time period from 1990-2007, there were 1601 reportable fires that occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research addressing metal/nonmetal and coal mine fire prevention, detection, management and suppression. In the metal/nonmetal area, work was focused on technology transfer and training, and research to reduce the number of mobile equipment fires and their hazards. In the coal arena, research is underway to determine the root cause of cutting and welding-related fires and to evaluate the effects of ventilation schemes relative to the spontaneous combustion risk in longwall mines. Relative to fire management, research is ongoing on remote mine seal installation and remote mine fire suppression technologies. Finally, research is continuing to develop comprehensive and usable smoke management techniques and to develop mine fire growth models, propagation, and suppression. This paper presents a summary of some of the mine fire research and provides an overview of the next phase of the NIOSH mine fire research program.

DEFINITE improvement in its accident fatality rate in the coal-mining industry was recorded during 1941, based on preliminary figures for the period from January through October. Total production during this ten-month period was approximately 91 percent of the total production in all of 1940. The ten-month accident rate for both bituminous and anthracite mining in 1941 was 2.15 killed per million tons of coal mined, compared with a rate of 2.66 for the full year of 1940. The bituminous rate decreased from 2.55 in 1940 to 1.99 in ten months of 1941, and the anthracite rate from 3.62 to 3.53 in similar periods. The decrease is more apparent for the bituminous branch of the industry, as the high figure in 1940 was due to seven major disasters which brought death to 276 men. The same number of major explosions during ten months of 1941 caused only 64 lives to be lost. The severity of the explosions has been lower this year but a definite need still exists for reduction in this type of accident.

That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

Cyanide is a fast-acting, highly toxic substance but, at the same time, is deemed essential for sustaining life as well &apos;as our standard of living. In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

"70-foot deep rectangular-shaped bulkheads were built with sheet piles as launching and receiving shafts for a pipe jacking operation for new underground waterlines in a densely populated section of Los Angeles, California. The Press-in Piling Method was specified to drive 95-foot long sheets (a record for the method) to form the bulkheads for the Los Angeles Department of Water and Power’s LA-29 (DWP) Connection Modification and Pipe Jacking. The piling was chosen because of its very low noise and practically vibration-free nature since the site is surrounded by houses, an apartment complex, and existing water lines. The out front areas of the bulkheads were grouted to let the TBM go through without major ground water leaks. Hydrophilic foam grout was also injected in addition to welding steel scab plates on the inside to seal them to achieve sufficient watertightness behind a few split interlocks. BACKGROUND This project was located in the Crescent Heights area of Los Angeles which is a few miles south of Beverly Hills. The project represents the completion of the last phase of the Stone Hollywood Trunk Line. This was an 8-mile long water trunk line that averaged 60 inches in diameter and was built to improve the reliability of the DWP’s major water system. This section of the project involved driving 2 deep shafts to allow for the installation of a 350-foot-long 72-inch steel casing using microtunneling construction. See Figure 1 for the shaft locations and the tunnel alignment. The challenge for the project was that this water line would have to pass beneath the Hollyhills buried box drain (15 feet high by 20 feet wide). Further complicating the construction was the soils beneath the drain. The DWP chose to drive the tunnel at a depth of approximately 65 feet to ensure that the ground conditions were uniform and suitable for the microtunneling equipment. There were two previous attempts to construct this work which failed because of poor ground conditions and very high water levels. This third attempt was critical because the DWP could not afford to have another failure due to the fallout with the residents being impacted by the project."
