A new Safety Library Publication (SLP), SLP-27, which is titled “Security in Manufacturing, Transportation, Storage and Use of Commercial Explosives” was recently released by the Institute of Makers of Explosives (IME). SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

The evolution of economic precious metal and copper-gold deposits in high-level igneous terranes is dependent on very efficient fluid focussing. This is most readily achieved by contemporaneous deformation, igneous intrusion and hydrothermal activity. Mineralisation in these environments generally occurs in fault and fault-vein arrays developed in the cover sedimentary and volcanics sequences above older regional scale fault systems. Such reactivated fault systems are particularly prone to developing tile complex fracture arrays, extreme local dilation and dramatic increases in permeability that are necessary to efficiently focus hydrothermal fluid and produce large mineral deposits. The arc systems of tilePacific rim are typically structurally and tectonically complex. At any given period in the evolution of an arc system, it may be dominated by extensional, compressional or strike-slip deformation. Indeed, it is common for the tectonic environment to change repeatedly through the development of a single arc segment. As a result, structures formed in one tectonic environment are commonly complexly reactivated in quite different environments later in arc evolution. These complexly reactivated structures have greater potential to localise extreme fracturing, dilation and fluid flux than primary structures. Application of this knowledge to practical exploration requires an understanding of the primary geometry of the controlling fault systems, the fault movements during reactivation, intrusion and mineralisation, and the consequent location and geometry of dilational sites. Simple 2D lineament analysis and targeting on lineament intersections does not suffice. Chemical processes that results from structurally focussed fluid flow may also contribute to permeability enhancement and further enhance fluid flux. Two main types of chemical feedback are important. The first involves selective dissolution of minerals during alteration and tile consequent production of increased porosity and permeability. The second occurs where alteration changes the mechanical properties of tile rock mass, especially where it leads to a greater propensity for fracture (eg by silification). In near-surface environments (< ~1 km), geomorphic processes complement fault systems in focussing fluid flow to develop sub-horizontal bodies of mineralisation, such as the giant Ladolam gold deposit (>42 million ounces of gold).   Along with classification schemes which stress crustal level, host rocks and alteration assemblages, the styles of high level 'epithermal' and reated deposits must also be considered in respect of their controlling co-active fault structures. Such structural understanding, combined with understanding of tile chemical processes involved (eg host rock reactivity), provides a major tool for exploration particularly in terrains obscured by deep weathering. Geological interpretation based on integration of field mapping with magnetic, radiometric and other remotely sensed imagery provides a powerful complementary tool to the traditional geochemical and geophysical targeting techniques. Timely and effective geological input is capable of reducing exploration risk and providing a more cost-effective basis for drilling and development. Examples of deposits associated with fault reactivation in extensional, compressional and strike-slip settings within arc systems are discussed in this context.

THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. The protection of miners, equipment, and infrastructure is discussed. While the primary focus of the described technology is to prevent miners from being injured, struck-by, or crushed by heavy equipment; another major benefit realized is also the protection of equipment and infrastructure. An attempt is made to define and classify the systems used to provide proximity detection and warnings as well as collision detection and avoidance. Information about the speed of vehicles and human operator response time can be a factor in the choice of what type of system and what features are needed to properly address the needs. How the technology adjusts to compensate for various vehicle speeds, while maintaining the same level of protection is noted. The statistics which justify the need of miner protection are provided. The primary system components required, what attributes they feature, and how they respond in the environment, is briefly highlighted. The physics behind the danger zone marker technology and what makes it so robust and reliable is established. Examples of a few mining applications and specific operational modes are provided for both surface and underground.

Sufco coal mine, a subsidiary of Arch Western Bituminous Group, recently purchased a reverse osmosis (RO) system. The systems intent was to remove impurities in the water being mixed with the hydraulic oil to maintain the viability of critical longwall hydraulic systems and to prevent degradation. This project not only ensured hydraulic components from corrosion, but also revealed a cost savings by reducing the percentage of hydraulic oil mixed with the RO water. SUFCO WATER TREATMENT HISTORY Sufco coal mine has been in operation for approximately 70 years. Old works extend up to 15 miles one way, not including adjacent mined out longwall panels. Due to the geologic conditions and strata, water treatment has been as simple as putting water in at a high point of a mined out area and recovering it at a low point to discharge. Doing this reduces the total suspended solids (TSS) to less than 25 parts per million (ppm) and the total dissolved solids (TDS) less than 1,200 ppm which complies with Sufco?s water discharge permit. Even though the requirements for the permit were met, the water is still corrosive in nature. A portion of this water is piped back into the fireline (makeup) water system. It is then boosted to pressures of up to 500 psi to support mining sections, belt systems, equipment, fire fighting systems and the longwall.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water:cement ratio between 0.35:1 to 0.4:1.

The electric arc furnace has characteristics which make it attractive for a number of metallurgical applications. Some of these characteristics are: high thermal efficiency, the possibility of attaining very high temperatures, low off-gas volume compared to fuel-fired furnaces, no impurities are introduced by the heat source, and impurities in only minor amounts are introduced by the electrodes. It also has disadvantages, the chief ones being the relatively high cost of electrical energy compared to fossil-fuel energy and the fact that, when oxide ores are smelted using carbon as reductant, the off-gases emitted are rich in carbon monoxide. As in many other pyrometallurgical processes, fumes and dust are emitted from melting or smelting operations. In many installations, some or all of the off-gases are flared, thereby wasting their energy and contributing to atmospheric pollution. During the last eight years, a shaft-electric furnace has been under development at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This project was initiated to try to overcome, or at least minimize, the disadvantages of the electric furnace. Experience on other projects, prior to the beginning of this program, had indicated that preparation of the charge materials, for example by sizing raw ore, sintering concentrates and crushing and sizing the sinter, or agglomerating concentrates into uniform-sized pellets, could make a substantial contribution towards achieving success in arc-furnace smelting projects; This entire

The use of fill in deep-level gold mining presents the possibility of achieving considerable economic and operational benefits if conventional support can be eliminated. Unfortunately, the combination of the properties of tailings from gold reduction plants and the narrow, flat, tabular reefs being exploited make conventional hydraulic filling very unpractical. Laboratory tests indicate that, with careful control of water content, these tailings can provide an adequate fill material. A variety of bonding agents have been investigated, and the most practical seems to be ordinary Portland cement. Even at very low cement contents some cohesion is achieved. The design and layout for a complete fill support system using hydraulic transport, dewatering, and pneumatic placement are discussed, and a surface field trial indicated that the principles involved are correct and that acceptable results can be achieved. This system and material would completely eliminate conventional timber and brick support, and a preliminary economic analysis indicates that filling is cost competitive on a direct replacement basis. All the operations for a full-scale operation are available or have been developed to a stage sufficient to indicate that the system is practical, although certain operations require further refinement.

It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

Successful design, operation and completion of a surface waste management facility for a diamond mine located in Canada?s northern environment requires careful planning to minimize short and long term environmental impacts. As part of the mine development application process, best practice standards were applied using conventional engineering to reduce the environmental effects of the mine waste facility at the Snap Lake Diamond Project. This paper presents the design criteria, site conditions, material characteristics and engineering management objectives considered for optimization of the development plan. Insight into the engineering analyses, development alternatives, monitoring program and reclamation strategy plan to be undertaken during mine operations to provide opportunity for adaptive management and to minimize environmental impacts is provided.

To date, few studies have been made regarding the energy requirements of the Australian mining and mineral processing industries. This paper indicates that these industries use a substantial proportion of the total Australian energy input (32.7% in 1971-72 and 36.10% in 1974-75). With the growth orientation of these industries, this input is likely to increase. Data shows that mining energy requirementE varied from 4.22% (of total Australian energy requirements) in 1971-72 to 4.16% in 1974-75. Energy requirements for the total mineral processing industries increased from 28.49% to 31.93% for the same period. The total estimated primary energy input varied from 22.56% to 25.2%, whilst indirect energy use, in the form of electricity increased from 10.16% to 10.66%; in the same period. Analysis of primary energy input data within the processing industries (1973/4) showed that the Iron and Steel Industry consumed 15.03% of the Australian total consumption, Non-Ferrous metals, 5.43%, Cement, 1.64%, and Refractories, 1.59%. Oxidic zinc fume dusts are formed in electric arc furnace (EAF), Waelz furnace operations, and also in the Top Submerged Lance (TSL) furnace of Outotec Ausmelt. These dusts are normally considered as secondary raw materials for zinc metal production, as they are mainly originated from steel scrap recycling or zinc plant residue processing. The latest development in zinc fuming is direct smelting of zinc concentrates in the Ausmelt TSL furnace and hydrometallurgical treatment of produced fume dust. This technology is for primary zinc production like roasting and concentrate direct leaching, as concentrates are directly treated. The various oxidic zinc raw materials differ in composition and content of impurities. Thus, they require different hydrometallurgical processes to produce pure zinc metal. In addition to zinc these dusts typically contain also lead, silver and indium, which can be recovered and can increase recovered metal value significantly. From the impurity point of view the most relevant elements in the fume dusts are iron, arsenic, fluoride, chloride and cadmium. This paper describes hydrometallurgical processes to treat Ausmelt TSL fume dusts to extract valuable metals at high recovery and also to control and separate various impurities efficiently.

This U.S. Bureau of Mines report identifies potential causes of slip-and-fall accidents occurring during surface mine equipment maintenance and describes the relative roles of direct worker behavior and machine design. The relative roles of human behavior and machine design in the causation of slip-and-fall accidents were determined through analysis of accident records, observations of maintenance worker behavior, and evaluation of mine machinery. From these data, relative risk ratios were calculated. Behavior had a relative risk ratio of 1.5; machine design, specifically access systems design, had a relative risk ratio of 2.2. Of the access systems, ladders had the highest relative risk ratio, 7.0. This study suggests that accident intervention would be most profitably made in improving the design of systems used to access maintenance worker areas of mining equipment.
