The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of negligence standard by a court of law, this paper illustrates the application of the negligence and strict tort liability frameworks using actual cases in which a decision was rendered. It is evident from these cases that some of the successful claims under the strict liability framework would not have been successful, and probably not litigated, under a negligence framework, which could result in substantial cost savings to the blasting industry and consumers.

The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulphide concentrate which must be treated either by roasting, biooxidation or by pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process and has the inherent advantage of meeting the stringent environmental regulations in the province of Ontario. A comparison of biooxidation and pressure oxidation was completed early in 1990 and the latter was selected by Placer Dome as the preferred process for replacement of the roasters. The commercial plant design was based on technology supplied by Sherritt Gordon and in July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The following summary describes the start up of the new facility and presents typical operating data.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

The partial reduction of zinc ferrite to zinc oxide and iron (II, III) oxide can enhance the leaching rate of zinc. Zinc ferrite has often been found as a major component of zinc residues and electric arc furnace dust. The Waelz process is an existing process for zinc ferrite processing, which requires a temperature of more than about 1200 °C to produce Waelz oxide containing ZnO. Since zinc residues have been deemed as a potential way for the extraction of zinc and other critical metals, it is important to analyze the reaction kinetics in the temperature range of interest. This manuscript discusses the chemical kinetics of zinc ferrite reduction by hydrogen gas. Several researchers studied the reduction of zinc ferrite with CO; however, unlike CO, the use of H2 gas as a reductant allows partial reduction of zinc ferrite even at low-temperature range (400–600 °C). Thermogravimetric analyses (TGA) experiments were performed in the temperature range of 300–700 °C with 10% and 30% H2, and the data obtained was analyzed using the isoconversional method of kinetic analyses. The standard models used for isoconversional kinetic analysis were chosen from literature and experimental data were fitted to determine the controlling mechanism and calculation of kinetic parameters of reduction of zinc ferrite. The rate of reaction was found to be increasing with an increase in temperature and partial pressure of H2 gas. The reaction could be divided into three stages, where reaction interface contraction was found to be the controlling mechanism at the initial stage of reaction. As the reaction proceeds, product layer thickness increases, and thus, diffusion was found to be the controlling mechanism. Roasting products obtained from TGA experiments were also characterized using a scanning electron microscope (SEM) to verify critical morphological details.

Sodium silicate (Na2SiO3) is one of the most common reagents used in the froth flotation process, in which it is an efficient dispersant as well as a powerful gangue minerals depressant. Due to its high affinity with a lot of minerals, mostly silicates, it adsorbs on their surfaces and prevents the adsorption of the collectors, maintaining them hydrophilic. Hence, Na2SiO3 is widely used in the flotation separation of rare earth minerals, zinc minerals, iron minerals, scheelite, fluorite, apatite, and many other minerals. For decades, authors have demonstrated higher efficiency of Na2SiO3 when it is used in combination with sodium carbonate (Na2CO3), a common pH regulator. Among many well-known depressants, this system presented the best efficiency for many ores, including the Tabuaço scheelitebearing skarn studied herein. However, the mechanisms resulting in these strong positive synergistic effects are not well understood at the moment. Hence, the response surface methodology (RSM) was applied to this ore, considered as a case study, to optimize the depressing conditions and to study deeply the flotation behavior of this system. Strong synergistic effects between the two reagents were exhibited by the RSM, mostly affecting the scheelite, fluorite, and calcium-bearing silicates recoveries. This was attributed to surface carbonation of the minerals by Na2CO3, subsequently leading to a better depression by Na2SiO3. Overall, a 1:1 ratio between the two reagents displayed the best results in terms of WO3 grade and recovery. To gain understanding in the molecular mechanisms responsible for the aforementioned synergistic effects, FTIR studies were combined with state-of-the-art molecular modelling (Ab Initio Molecular Dynamics at 300 K) on fluorite, an archetype of calcium minerals. Reduction disintegration of sinter significantly affects the coke consumption and productivity of blast furnace smelting. As we know, the reduction disintegration index (RDI+3.15) of sinter obtained from titanomagnetite concentrate is relatively worse than those from ordinary iron ores. In this study, the effect of sintering parameters, mainly involving coke breeze dosage and basicity on sintering indexes was investigated using titanomagnetite concentrate as raw material in an experimental-scale pot. Subsequently, RDI+3.15 of the sinter was detected according to the Chinese standard of GB/T13242-91. The results show that RDI+3.15 rises with the increase of coke breeze dosage, while it decreases with increasing basicity from 0.5 to 2.0 and then increases in the basicity range of 2.0-3.0. Finally, the microstructure of sinter before and after reduction was studied. And the mechanism of reduction disintegration was preliminary revealed by analyzing the morphologies and distributions of minerals in the sinter.

Pittsburg and Midway Coal Co. has modified the German Pott-Broche process, on which patents date back to 1927, to produce on a bench scale liquid products by solution hydrogenation of coal. A continuing program of lignite solution-hydro gena-tion experiments is directed toward investigating coal solution reactions, determining favorable conditions for the solution refining of lignite by the Pott-Broche process, and investigating some of the uses for the de-ashed product obtained from lignite The German Pott-Broche process1" on which patents date back to 1927, has been modified by the Pittsburg and Midway Coal Co., a Gulf Oil subsidiary, to produce on a bench scale liquid products by solution -hydrogena-tion of coal." The objectives of the present effort are to investigate coal solution reactions, to determine favorable conditions for the solution refining of lignite by the Pott-Broche process, and to investigate some of the uses for the de-ashed product obtained from lignite. This paper is a summary of results to date in a continuing program of lignite solution-hydrogenation experiments. The coal solution reaction program has several principal aims. The first of these is to determine whether lignite can be successfully dissolved in solvents that might be practical for commercial development. The second object is to determine whether the solvents function after successive cycles of use, recovery, and reuse. It seems necessary to the economics of a potential commercial process that the solvent be recycled. Third, it is desired to learn something about the distribution of the ash constituents between cake and filtrate. The extent of ash removal is important. The nature and quantity of mineral matter passing through the filter may determine end-use marketability. For certain use applications, trace quantities of certain minerals can be objectionable, e.g., titanium and vanadium must be very low in electrode carbon for aluminum production. The Solution Reaction The coal solution Process involves an extremely complex system of chemical reactions. An initial solvent such as anthracene oil is a mixture of hundreds of different compounds with a boiling range of roughly 500" to 750°F at atmospheric pressure. The coal macro-molecule is broken down by thermal decomposition and solvent action into myriads of different compounds, some the same as those comprising the solvent. This similarity in structures opens up the possibility of production and subsequent recovery of solvent. Some solvent is inevitably lost by reaction. Regeneration of solvent was not a problem in the early German Pott-Broche plant. The coal refinery was an integral part of a petroleum refinery complex and replacement solvent was readily available. A coal refinery using lignite, however, might be isolated from other hydrocarbon processing facilities and the regenerability of solvent could be vital to the economic success of the venture. Several structural features of the solvent molecules have been cited as important to the coal solution process.'. The first of these is aromaticity of the material, the second, ability to transfer hydrogen to another molecule, as for example the ability of tetralin to transfer hydrogen and be converted to naphthalene. Finally, the presence of hydroxyl groups on aromatic rings within the molecule, i.e., phenolic character, seems beneficial. Mixtures of pure compounds have been tried by various investigators. Mixtures of o-cresol, a phenolic substance, and tetralin were found to dissolve bituminous coal better than either substance alone.3 This maximum solubility was not found with lignite." Hydrogen contributes to the reaction by hydro-genolysis and by combining with free radicals and molecular "loose ends" to stabilize the compounds formed in coal depolymerization. High boiling point, and correspondingly high molecular weight, seems to be a property which improves solution potential for coal with a given type of compound.' The maceral components of the coal appear to have an important bearing on its ease of solution. The fusain portion is quite inert to solvent action, but the an-thraxylon material dissolves quite readily.3 The hydrogenation reaction can be improved by the use of a catalyst; commercial hydrogenation catalysts having been found effective. Although cost is involved in the use of catalyst and catalyst recovery, the resulting saving in time and perhaps lowered temperature or pressure might justify their use in the solution refining process and decrease the total process costs. Apparatus and Procedure The coal solution runs were made in a 1-gal stainless steel stirred autoclave. The autoclave was provided with thermocouple wells and a transducer to permit continuous recording of temperature and pressure. The autoclave stirrer was magnetically driven, eliminating the leakage inherent with a rotating pressure seal. For runs in which a catalyst was used, the catalyst in the form of beads was placed in a wire mesh container mounted on the stirrer shaft. A control system programmed the heatup and reaction cycle. The permissible heating rate was 5°F per min because of the need to minimize thermal stress in the autoclave body. The temperature was raised at that rate until the reaction temperature was attained and then the temperature was held constant for the desired length of time. The maximum temperature seldom exceeded the average run temperature by more than 15°F.

"For the production of partially composed metal matrix composites, namely discontinuous MMCs, using a casting· process, the interpenetrated phase composites with SiC particles were fabricated by pressureless iDfiltration using molten Al-Si alloys. This process is based on a wetting phenomenon, therefore, we discussed the technique based on the reactive wetting. The SiC particles coated by diluted water glass were sintered in a mullite Tammann tube and simultaneously infiltrated with molten Al-Si alloys in air at 1173~1573K. As for the improvement of the wettability between the SiC and the liquid aluminum alloy, Fe3O 4 powder was mixed with the water glass due to the thermit reaction between Fe3O4 and molten aluminum alloy. In some experiments, pure aluminum powder was placed on the sintered SiC to increase the interfacial area and the chemical reaction between the sintered Sic. and the melt. By combining these conditions, we succeeded in the complete infiltration without pressure at 1173K.IntroductionAs is well known, the mechanical properties of metal matrix composites (abbreviated MMCs) are superior than that of ordinary metals. However, their use has not been widely accepted because the production cost is very high due to their poor machinability. Therefore, the production of partially composed, namely discontinuous MMCs, by as the Lanxide process [l,2] has been investigated for many years. The Lanxide process, it takes a long time, sometimes up to 10h, in a nitrogen atmosphere for the infiltration. Therefore, the cost will be higher for common use. On the other hand, a high 'pressure process has been adopted for the production of discontinuous MMCs by the Toyota Motor Corp.[3]."

Application of teleoperated and automated (or ?autonomous?) mobile equipment in underground metal mines is a promising avenue for overcoming some of the challenges facing mine operators. These include, but are not limited to, the issues related to safety and health of underground workers, better use of the shift time leading to increased productivity, skilled manpower shortages, and remoteness of some mine sites. Autonomous load-haul-dump machines and trucks offer several benefits over man-operated ones, but their use at their full capacity is a challenging and complex task. This paper makes an overview of commercially available equipment and systems and their applications. It examines factors affecting adversely availability, utilization, and production efficiency of autonomous vehicles and compares them to conventional man-operated machines. Technical and operational aspects are discussed and their criticality is analyzed. Based on that, recommendations concerning means and measures that may help raise operational effectiveness are given. It is stressed that due to a scarcity of publicly available information on the performance and cost of autonomous loading and haulage operations, more field studies and in-depth analysis are needed.

Biodegradable starch/copolyesters/silica nanocomposite films were prepared by melt extrusion, using a twin screw extruder machine and blown extrusion process. The influence of the silica nanoparticle addition on mechanical and thermal properties of nanocomposite films was investigated by tensile tests; X-rays diffraction (XRD), differential scanning calorimetry (DSC) and Scanning electron microscopy (SEM) analysis and the correlation between properties was discussed. The results showed that incorporation of 2 % (wt %) of SiO2 nanoparticle in the blend matrix of PBAT/Starch, resulted in a gain of mechanical properties of blend.

"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

GREAT advances in the preparation of ores for reduction to ferro-alloys have been made, although standard methods of reduction have been continued at most plants. Efficiencies, yields per furnace, and energy requirements per ton are generally better than previously attained. The advantages of sizing and conditioning of ore, fluxing stone, and coke have been realized. Conditioning varies from drying the furnace burden to chemical rearrangements to facilitate reduction reactions and sometimes to furnish some of the energy required for the reaction before the burden reaches the furnace. During the war period it is impossible to discuss in detail many of the advances made. They are subjects for postwar papers. However, the new procedures mentioned in the following paragraphs are indicative of the work already done and in progress.

"A computer-based approach to online supervisory control and operations management of bulk materials handling terminals". This paper describes an integrated computer facility supporting the functions and responsibilities of shift operations, scheduling, maintenance and management using real-time interactive techniques. The functions and responsibilities as related to coal export terminals are specifically addressed, although these functions would be equally applicable to other terminal configurations and other commodities. A discussion of the resulting benefits are presented: - throughput efficiency - long-term planning and scheduling, using simulation - operations monitoring and protection - demurrage/despatch optimization - preventative maintenance - operational productivity

The Murray Mine was one of the first mechanized cut-and-fill underground gold operations in northern Nevada. At the end of 2002, mine production began to decline. So the mine entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary in previously condemned areas and in challenging ground conditions. To remain economically viable, new techniques were implemented in operations, geology, engineering and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed the Murray Mine to remain in operation.

Many technical processes also yield dusty residues which usually contain appreciable amounts of valuable matter. Often they also accumulate substances detrimental to the process. Dumping them entirely in landfills wastes raw material and causes high disposal costs, but recycling them without prior treatment is often not feasible. Physical separation processes are preferable because of their rather low energy demand. In order to develop such treatment systematically, the residues must be characterized properly. The technique for such a characterization is taken from mineral processing: perfect fractionation according to continuous properties of the particles supplemented with chemical analysis are used for plotting the Henry-Reinhardt chart. This represents the benchmark for assessing actual separation processes and tests. Their results are compared in terms of ?selectivity? and plotted in the kappa chart. In this paper, Henry-Reinhardt chart and kappa chart are applied to several different types of residues from iron and steel production and show their potential for being upgraded before reutilization in the production process. The control of feed delivery quality to the flash furnace remains an unsolved problem. Many operations around the world still have limited control of feed quality to their flash furnace. Schenck Process and WorleyParsons continue to work towards the ‘holy grail’ of simple quality feed delivering both radial feed distribution and pulseless feed delivery. Ten years ago they joined forces to offer a system based on then Clyde Process RotoFeed system which could deliver ground level installation, online mixing of materials, pulseless feeding direct to the burner, with good radial distribution. Unfortunately, this proved to be too large a step for the Flash Smelting community and met with resistance from the process owners. Since then the community has developed a range of options some of which have been implemented over this period. Despite these improvements there are still areas of concern including safety issues associated with concentrate leaks and spills, uncontrolled variations in feed rate including massive flooding events, intermittent distribution improvement and set up of the burner continues to be trial and error and hard to repeat the success in each burner campaign. These continue to impact flash furnace performance globally on a daily basis. Following the community reticence to pursue the complete solution a number of interim steps are now available to pave the way to the ultimate feed system. The mixing of material has been installed and is delivering line blended materials on a daily basis. This paper will investigate the developments over the last 10 years and discuss the pros and cons of this incremental step process for overall furnace control. INTRODUCTION Schenck Process and WorleyParsons have continued to interact and observe changes in the flash smelting industry and to consider application of the Clyde RotoFeed now incorporated in the Schenck Process ProStreamTM range for delivery of feed directly to the concentrate or matte burner. Schenck Process pneumatic injection from the Clyde Process range, ProStreamTM, utilises two types of volumetric feeders to accurately control the feed of material into an injection pipeline. These are referred to as the RotoFeed and RotoScrew technologies and the choice of feeder type is dependent on the characteristics of the material to be handled. The RotoFeed is generally used for finer, granular and powdered materials which cannot be accurately handled with a screw such as pulverised coal and copper concentrate, whilst the RotoScrew is particularly suited to coarser lump materials, particularly abrasive of cohesive materials like zinc powder, electronic scrap and metal ashes. Both units can operate at high pressures and many systems work at 3 to 10 bar with the occasional system working at 20 or 30bar for carbon to gasifiers. For the Flash furnace the ProStreamTM units can be used to deliver each of the furnace feed materials into a single line, mixing the materials homogeneously and live to the burner.

"Face mapping is a simple but invaluable means of geological and geotechnical data acquisition whereby intact rock properties, rock mass properties, discontinuity properties, and structural orientation can be assessed. Although traditionally done via direct contact with the mapping face through techniques such as line mapping or window mapping, remote face mapping using various digital techniques has become increasingly popular in recent years. Sishen is a large open pit mining operation requiring a comprehensive geotechnical data-set to evaluate pit wall design and stability with the necessary level of confidence. Geotechnical borehole data, face mapping data, geotechnical laboratory testing data, and implicit structural models provide the main sources of this information. Although a large geotechnical borehole database has always been maintained at the mine, face mapping has in the past been restricted to sporadic and isolated stability assessments. In 2013 the mine acquired a terrestrial laser scanner with the resolution, photographic capabilities, and software required to carry out geotechnical face mapping. A face mapping procedure was set up based on accepted face mapping methods, the data requirements of the mine, and capabilities of the laser scanner system. Mapping data obtained from the scans was integrated into the Acquire geological data management system, a purpose-designed structured query language (SQL) database system used for storing the mine’s geotechnical data. Within the geotechnical design process, having face mapping data available has improved confidence in the properties of the rock mass and structural environment, allowing for better definition of geotechnical design sectors. Overall, the face mapping and geotechnical analysis features of the terrestrial laser scanner in use make it an invaluable geotechnical data capture tool, provided a system is in place to store mapping data in a manner that allows for meaningful rock mass and structural information to be produced. IntroductionFundamental to the geotechnical design process is the acquisition of a reliable and complete geotechnical data-set. Geotechnical data acquisition will typically commence during the early stages of a project and continue well into the operational life of the mine, with the data confidence progressively increasing as the amount of data captured increases. Sishen mine currently bases all open pit geotechnical designs and geotechnical risk assessment on geotechnical borehole data in conjunction with interpreted structural models. Boreholes are logged and the data is captured in an ongoing process. This process forms the initial step in the geotechnical design and risk assessment process whereby the raw data is used to classify the strength properties for each lithology, provide inputs for geotechnical block models, and ultimately provide the inputs for slope design analyses. To date, borehole data has provided the only largescale, organized data-set for input into geotechnical analyses at Sishen. Although borehole data is the best and most comprehensive form of geotechnical data, there are some shortfalls that can be addressed by other data collection methods. These shortfalls are as follows."

The U.S. Geological Survey (USGS) estimates world production of natural zeolites to be 2.7 Mt (3 million st) in 2013. China ranked ?rst with 2 Mt (2.2 million st), followed by the Republic of Korea at 230 kt (253,000 st) and Turkey at 50 kt (55,000 st). Japan?s production is reported to have increased as a result of zeolites, reportedly low grade local mordenites, being used to treat the low-level radioactive contaminants in the areas surrounding the damaged reactors at the Fukushima Daiichi power plant. China and other countries? high-volume, low-value construction applications, which include dimension stone, pozzolans and lightweight aggregate, are also included in production. This means the production data does not accurately indicate the quantities used in high-value added specialty applications. Consumption in the United States, according to USGS estimates, increased slightly, to an estimated 71.3 kt (78,400 st). Domestic uses for natural zeolites were, in decreasing order by tonnage, animal feed, pet litter, cement (primarily down-hole cement applications by the drilling industry), water purification, odor control, waste water cleanup, fungicide or pesticide carrier, gas absorbent, fertilizer carrier, oil absorbent, desiccant, catalyst and aquaculture. The six leading uses accounted for more than 70 percent of the domestic natural zeolite sales tonnage.

THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."
