PRESENT enrollment of 182,361 students in the engineering schools of the United States and Canada represents an increase of 6.6 pct over the enrollment in these schools in 1951-52. Thus is brought to a halt the steady decrease in engineering enrollment that began with the close of the 1947-48 academic year, five years ago. The mineral engineering student picture is similarly encouraging. In the United States schools, 9453 students are preparing themselves for positions in the Mineral Industry. This is an increase of 8.3 pct over last year as compared with an increase of 6.6 pct in the total United States engineering enrollment. The rate of recovery for the mineral engineering group is thus more rapid than for the engineers as a whole.

Dust dispersion modeling is a subject that has had a large amount of research activity. Much of the research has focused on large-scale global or regional dispersion models. Other models have been created for industry-specific purposes. Furthermore, some of the past research has focused on dust dispersion modeling in the mining industry. This report presents the various dust dispersion models that have been developed specifically for the mining industry. The report first gives a brief background of the regulatory environment that helped to promote development of such models. It then presents an overview of the mathematical concepts used in this dispersion modeling. Finally, each of the various models developed for the mining industry are described, along with their associated mathematical algorithms and any field validation conducted on the different models.

Pennsylvania's existing large coal-fired units are limited to 2.0, 1.8, or 0.6 lb of sulfur per million Btu fired, depending on site location. Multi-stream coal preparation can be employed on system basis to extract the highest quality fraction of coal for use in units requiring the lowest sulfur. The middling fraction can be directed to units permitted higher sulfur. General Public Utilities Corp. has concluded that it is feasible to advance the state-of-the-art of heavy media coal preparation to produce an intensively cleaned primary product of 1.3 sp gr of less than 0.6 lb of sulfur per million Btu for the new unit and a middling product of 2.0 lb of sulfur per million Btu for existing units.

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. It is essential for the economic growth and national security of the United States that the nation has an adequate, sustainable, environmentally acceptable and economically viable balanced supply of energy sources, (e.g., coal, petroleum, nuclear, natural gas, solar, wind, geothermal, biomass, hydroelectric power). Therefore, the allocation of mineral raw materials to the energy-producing sector of the economy must be a top priority that requires the total demand for energy-related materials be judged in terms of domestic supply (Fig. 1).

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. Mine seals are necessary in nearly every mine to isolate mined-out areas from the ventilation network. There is a large number of seals in active mines and that number continually increases as the development spreads across the reserves. The recent accident caused by the failure of seals in the Sago mine resulted in new regulations. These regulations have been set based on a principle of eliminating the risk of failure, rather than the sound engineering and understanding of the conditions that may cause seal failure during an explosion of methane in sealed areas of the mine including the probability of such occurrences. This paper discusses the following subjects related to mine seals: The potential causes of methane explosions and the dynamic effects of pressure wave propagation. Seal materials and methods of construction in view of the interaction of the seal with the host rock environment as well as requirements for gathering geotechnical data. The design of seal dimensions is based on loading conditions, therefore the probable ranges of such loading is reviewed. There is also discussion of possible methods for shielding of seals from pressure pulses following an explosion. Particular seal?s types are examined in reference to the conditions at the seals location. A novel design is presented that will be a low- cost solution for the sealing of mined out areas. Recommendations are given for further research leading to a rational engineering system for design of new seals in coal mines.

When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.

"The Bureau of Mines, in its investigations of as masks for use in mines and allied industries tests masks that are voluntarily submitted by manufacturers for examination, and issues approval certificates for masks that meet the bureau's specifications. This paper describes the tests that were conducted on an ammonia gas mask by the Bureau of Mines, which successfully met all requirements and tests for ammonia, masks. The mask tested, known as the GMD ammonia gas mask, is manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa. This ammonia gas mask, which forms a pocket over the face and allows breathing through the nose, consists of a face-piece with non-shatter eyeglasses; this is attached by means of a corrugated rubber tube to a canister supported on wearer's chest by a harness. The canister is green in color and is of tinplate construction. It was a disc valve at the bottom to prevent exhalation through the canister. The filling of the canister consists of a specially impregnated activated charcoal, about 750 c.c. in volume and weighing about 520 grunn. The material is supported above the check valve by a dome of wire screen covered with toweling. Above the granular material is a filter of absorbent cotton screens, and all materials are hold firmly in place by pressure from strong"

Prediction of ventilation needs in long range mining projections requires serious consideration when formulating those projections. Predicting the behavior of the ventilation system of an old, complex mine poses an especially provocative problem. Air-flow around and through mined-out areas via bleeder systems, leakage flows through stoppings or other air control devices, and the use of multiple fans all add to the basic complexity of a ventilation system and make predictions of ventilation changes very difficult. Fortunately, the task of making ventilation decisions can be greatly assisted by ventilation surveying and computer simulation. The Nemacolin Mine of Jones and Laughlin Steel Corporation, located in Southwestern Pennsylvania, is one such old mine which used the computerized approach successfully. A mine-wide pressure-quantity survey was used to obtain realistic values for airway resistance factors. These values, together with network topology, formed the basic input for computer simulation. Results from this simulation indicated that air quantities generated at critical airways by the model were generally within a couple of percent of those measured in the actual survey. It was then concluded that the model was acceptable for practical application, and it was used immediately for studying the effects on the ventilation system of changing the blade settings of fans. Additionally, the model was modified to incorporate projected mine development and used to predict future ventilation.

Chromium-containing slag was detoxified by the method of microbial treatment using Ch-1bacteria isolated from nature by our research group, belonging to achromobacter sp. and with the characteristic of reducing high concentration of Cr(VI) in alkaline solution. The detoxifying process of Ch-1 to chromium-containing slag was studied by column-leaching techniques respectively. The results indicate that Cr(VI) in leachate can not be detected when chromium-containing slag has been column-leached for 7 days, and Cr(OH)3 content in precipitate is up to 32.8% with great value of resource recycling. Flowchart of engineering experimentation was ascertained based on the parameters of column-leaching experiments. Using the technique of pelletization of chromium-containing slag heap-leaching by Ch-1,the leaching rate of water-soluble Cr(VI) existing in chromium-containing slag reaches up to 100%, while the leaching rate of full chromium is up to 90%, when the process has been operated for 7-10 days under the conditions of 25-40C and consecutive spray by circular leachate. The content of Cr(VI) in chromium-containing slag after detoxified meet the national identification standard for extraction procedure inxicity for hazardous wastes(GB5085-1996) in China, moreover approximately 90% of Cr(VI) existing in chromium-containing slag has been recycled.

Ventilation planning in trackless metal mining is often taken for granted. This paper highlights the trials of planning and executing the ventilation design for Bog Zone at the Lisheen Mine. Ventilation planning for Bog Zone started at the feasibility study stage in 2003; subsequent design changes continued until 2006. In August 2006, the development of the Bog Zone ore body was accelerated through the use of contractors; in addition, the Lisheen equipment fleet was revised based on a larger load and haul fleet. As a result, the circuit was reviewed in terms of changes in design conditions and best practices. This review resulted in a 40% increase of total airflow required to mine Bog Zone. Resources utilized to design the circuit include: external review, computer modeling, and in-house Lisheen planning and operational staff review. The final ventilation design configuration was adopted in 2007, after modeling and evaluating 30 different scenarios, resulting in a better distribution of airflow, optimized secondary escape way, reduced contaminants, and a total power reduction. The value of investment in computer modeling of primary ventilation circuit and planning for staged implementation should never be underestimated.

"Estimated global solar energy demand in 2001 required approximately 5,500 tons of silicon feedstock. This required 65,000 tons of quartz. If the trend continues, the solar energy demand in 2010 would require approximately 30,000 tons of silicon feedstock and 350,000 tons of quartz, although the need for quartz probably will be lower than this due to higher solar cell efficiencies, larger and thinner wafers, more extensive recycling of waste material and new routes for the production of silicon feedstock. The raw material requirements for the production of metallurgical-grade silicon are most likely to change. This may favour increased beneficiation of primary raw materials in the future solar cell production chain.SOLAR CELL PRODUCTION CHAIN SCENARIOSThe major problem concerning solar cells is the production costs. Electricity produced from fossil fuels and hydropower plants are currently much cheaper than the electricity produced from solar cells. Also, limited availability of silicon feedstock for the production of crystalline silicon solar cells is considered a major threat to the further growth of the PV industry. The present route for solar silicon feedstock goes from quartz, through metallurgical-grade silicon (MG-Si) and to electronic-grade silicon (EG-Si). The reject from the EG-Si production are further processed into wafers and solar cells. This situation is not satisfying, however, because it has created a silicon feedstock shortage and a PV energy price that is not competitive in a large scale.Crystalline silicon solar cells are the most important solar cells manufactured today. This will most probably remain the situation the next decade. Also, the future silicon ""feedstock"" is most likely not reject from the production of electronic-grade silicon, as it is today. There will probably be a more direct solargrade silicon route, excluding the very expensive electronic-grade silicon ""detour"". Quartzite has been regarded as the most suitable primary raw material used in the silicon solar cell production chain. This may change as the raw material requirements for the production of metallurgical-grade silicon are most likely to change. In addition, quartz or other silica-containing minerals from other rocks may be of a higher purity or contain lesser amounts of the most harmful elements. This favours increased beneficiation of primary raw materials in the future solar silicon feedstock production chain"

A number of innovative techniques exist for solving heap leaching problems in special situations. Some of these techniques have been successfully applied and others await an opportunity for application. Discussions in this paper will deal with gold heap leaching under severe thermal conditions, in tropical rainfall circumstances, in the absence of fresh water, and in other situations removed from the ordinary. CLIMATIC CONSIDERATIONS The success or failure of precious metal dissolution operations may be strongly dependent upon proper attention to the influence of climate. A few examples are given in the following paragraphs.

It is one aspect of attracting the best candidates into the minerals industry, holding their interest, and encouraging stable career growth. By encouraging proper mentoring practices, we foster strong careers, we transmit important wisdom to the next generation, we fortify the industry with better talent, and we encourage the best possible advocates for the minerals industry. This paper illustrates the consequences of poor mentoring, offers an example of positive mentoring practice at the college or university level, reviews some guidelines for stable and fruitful mentoring, and proposes a plan to spread appropriate mentoring practices. Developers and blasters are faced with increasing public demand and regulatory restrictions to maintain the lowest possible levels of noise and vibration from blasting operations in populated urban areas. Pyrotechnic products have proven to be a low noise, low vibration alternative to conventional blasting for close-in rock excavation and concrete demolition applications. Pyrotechnic breaking charges often yield 1/10th the vibration and noise compared to traditional explosives, and have been demonstrated to increase public confidence and decreased damage potential where they have replaced explosives, thus allowing new opportunities for work and greater job profitability. This paper presents a practical approach to utilizing pyrotechnic products in various applications including trenching, mass excavation, demolition, and dimension stone production, providing methodology for pattern design, vibration probability and loading calculations. Field research data is reviewed and compared to conventional explosives.

Eliminate the need for roof bolter operators and their helpers to work under unsupported roof while setting or removing temporary supports before or during the roof bolting cycle-a task that annually accounts for approximately 20 percent of all roof fall fatalities. Approach The Bureau of Mines designed, built, and field tested an auto-mated temporary roof support (ATRS) that can be carried from place to place on the drill head of a single, fixed-head roof bolting machine (squirmer) used in low coal seams (less than 42 inches thick).
