The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

Australian wheat belt agriculture is causing a decline of its natural resource base. The major problem, salinity, arises from a small reduction in water consumption by agricultural crops compared to what prevailed under the prior native vegetation. This causes groundwater accumulation which, in the low relief landscapes of the wheat belt, is leading to extensive surface saturation in low landscape positions and dramatic, destructive change in the hydrological behaviour and habitat of streams and rivers. The ability of agriculture to invest in salinity control is severely limited by its long-term decline in its terms of trade. Extensive planting of perennial vegetation has the potential to increase water use and arrest the salinisation process. If these perennials were also commercially attractive, the cost of salinity treatment could be minimised. Given the difficult commercial position of food commodities, it is logical to develop ænon-foodÆ perennial crops, in particular woody crops suitable for industrial products. This paper looks at the example of Sweden, where there has been a generation of investment in developing forest harvest residue recovery, and short cycle woody crops for bioenergy, but with only limited success. In contrast, secondary residues (processing wastes) from forestry industry are readily saleable for low value uses like bioenergy. This suggests that the model woody crop must have a higher value fraction to facilitate delivery and commercial use of its lower value fractions. This model is being emulated in the development of native mallee eucalypts as short cycle woody crops in Western Australia. Some $50 million has been expended on mallee development in the past decade and this has culminated in an engineering demonstration of integrated processing. The putative high value products are activated carbon and eucalyptus oil and the residue (plus waste heat) will be converted to electricity. The potential scale on which crops of this type would be required to achieve salinity control means that many more high value and residue products will have to be developed. Metallurgical charcoal appears to be a promising product option.

The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

Since the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association, Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopæia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. INTRODUCTION Since the nineteen fifties, process engineers have been seriously concerned with process models for various purposes (1,2,3). Models serve as subroutines to mathematical flowsheets which simulate circuits of interest. Simulators can serve to increase process know- ledge, assess circuit performance, investigate flowsheet modifications, evaluate new flowsheets, perform off-line optimization, and compare alternative control strategies. This chapter describes a methodology to develop a simulator of a bulk Cu-Mo circuit comprised of roughers, scavengers and 3 stages of cleaning. The simulator was employed to evaluate the influence of water addition at circuit points and to estimate the optimal number of cells for each stage in the circuit. DESCRIPTION OF CIRCUIT Figure 1 is a flowsheet of the Brenda Mines Ltd. (located near Peachland, B. C.) bulk Cu-Mo flotation circuit as simulated prior to an expansion/renovation which involved the installation of large, new flotation cells. Referring to the flowsheet, feed to rougher cells includes fresh feed, scavenger concentrate and 1st cleaner tailing. Rougher con, 1st cleaner (sect ion 2) con and 2nd cleaner tailing are fed to 1st cleaners (section 1). 1st cleaner (section 1) concentrate and 3rd cleaner tailing serve as 2nd cleaner feed, while 2nd cleaner concentrate is fed to the 3rd cleaners which produce a final bulk concentrate. Table 1 lists cell types and specifications important to the circuit. DEVELOPMENT OF MODELS To develop flotation cell models a systematic procedure was employed (4). This involves the selection of responses and factors, proposing models to be fitted, the acquisition of raw data, the statistical adjustment of raw data, fitting models to adjusted data and testing the adequacy of fitted functions. Responses and Factors Responses of interest included recoveries, concentrate grades and concentrate solids/water flow rates for each stage. Factors that influence these responses, such as reagent addition rates, air flow rates to cells, solids and water flow rates to stages and feed grades were not manipulated during the sampling period. THE demands of the petroleum and chemical industries for steels to be used in pressure vessels and similar structures at artificially low tempera-tures are continually increasing, and the writing of proper specifications with suitable tests becomes increasingly important. Likewise, the selec-tion of suitable steels for such applications is of increasing concern to the metallurgist. It is generally recognized that highly alloyed steels of the austenitic stainless type retain their properties even at very low tempera-tures and represent the best technological solution of the low-temperature steel problem. However, in many instances less expensive carbon or low-alloy steels suitable for service within limited temperature ranges are available. The problem thus becomes one of defining the various factors involved in the production and fabrication of these less expensive steels and determining the temperature ranges in which their properties justify engineering application. Most of the applications involve welded structures, and the heat effect of welding as well as the nature of the weld metal are matters of prime concern. The first problem that the metallurgist faces is the determination of the type of test to be used as a criterion of the performance of the steel in low-temperature service. It has been generally recognized that the static properties of steel as determined in the ordinary tensile test undergo a gradual and relatively slight change as the temperature of test is lowered in the range of current interest; i.e., from room temperature to minus 120° C. It is further generally recognized that the behavior of steel under impact involving notch sensitivity is definitely affected at the lower temperatures. While the major subject of this paper is the effect of grain-refining deoxidizers, of low-alloy additions and of welding on the low-temperature notched-bar impact properties, an inquiry into the general behavior of steel under low-temperature impact testing is included. The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

A new method for the design of longwall pillars, called "Analysis of Longwall Pillar Stability" (ALPS), is described. The method is the final result of a research program that included two major field studies, extensive reanalysis of data from other in situ measurements, and detailed evaluations of available pillar design methods. The key problem addressed by ALPS is estimation of the abutment loads applied to longwall pillars. Based on underground stress measurements made in mines in three states, equations for predicting the magnitude, distribution, and time-of-arrival of abutment loads are proposed. Stress measurements are also used to evaluate empirical pillar strength formulas for use in longwall pillar design. ALPS has been verified by application to case histories from several mining areas, and examples taken from the Pittsburgh and the Blue Creek seams are presented. Step-by-step guidelines for using this design method are also given.

FEW subjects have attracted the attention of metallurgists more than oxygen in steel. From the days of Mushet and Ledebui interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction; vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon; 1 furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A1203, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet-extraction methods3 give only the more insoluble oxides SiO2 and A1203, though the iodine method gives MnO to an uncertain degree (information that may be more misleading then no information

"The development of two large, high-grade uranium projects has been proposed for northern Saskatchewan. The projects are now under review by a joint federal/provincial panel. The McArthur River project is owned by the McArthur River joint venture (Cameco Corporation 53.991 %, Uranerz Exploration and Mining Limited 29.775%, Cogema Resources Inc. 16.234%) and operated by Cameco. Cameco proposes to mill the McArthur River ore at the existing Key Lake mill. The Cigar Lake project is owned by the Cigar Lake joint venture (Cameco Corporation 48.75%, Cogema Resources Inc. 36.375%, Idemitsu Uranium Exploration Canada Ltd. 12.875%, Korea Electric Power Corporation 2.000%). The Cigar Lake joint venture proposes that Cameco operate the Cigar Lake mine for the owners, and that Cogema mill the ore at their McClean Lake mill, now under construction. Proposed systems provide safe mining and ore handling, and allow the milling of McArthur River ore at Key Lake and Cigar Lake ore at McClean Lake. This avoids the disturbance of new sites for milling and tailings disposal.The McArthur River and Cigar Lake deposits are the largest known high-grade uranium deposits in the world. The ore grades at McArthur River and Cigar Lake are at least 100 times those that are mined elsewhere. It is proposed to mine these deposits using remote underground mining methods, to crush and grind the ore underground, to pump a thickened ore slurry to surface, and to transport it in special containers by truck to the mills.During all mining and processing stages the ore is fully contained. Radon emission is controlled by positive ventilation of all process vessels, with the process ventilation backed up by the primary mine ventilation system. Radiation is controlled by heavy steel pipe and vessel walls, concrete walls and sometimes lead sheeting."

"Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risk s to a production of key minerals will be presented.IntroductionFirm s with extractive operations outside their home country do not have to be told that political stability and government decisions play a big role in the success o f their operations. The takeover of copper firm s in Chile during the Allende administration in 1971 and the recent decision by Venezuela to reduce Reynolds Metals equity share in a smelting operation from 50% to 28% are two examples of hundreds of events that have determined the profitability of extractive operations over the past decade. Both risks and opportunities for international firms seeking to produce and market raw materials are heavily affected by political conditions. While news of political events travel much faster than in the past and host governments are more clever in shaping the risks as well as the opportunities, politics has always been part of the mining business.What has changed is the need to be more systematic in approaching the assessment of political conditions and how it affects business. The increasing costs of extractive operations, the need for long-range planning, the importance of financial arrangements and the world-wide scope of man y firm s' activities require that the assessment be updated continuously and be comparable across different countries and different types of investments. Political risk analysis, the assessment o f macro-political changes and specific governmental decision s on the operations of extractive industries needs to become as systematic and integrated into corporate decision -making as economic analysis has become over the past two decade s."

"Eureka Technology has developed and patented a technology for the recycling of EAFD. Through this process all constituents of the material become salable commodities or are returned to the steel making process. In transforming the EAFD ""waste"" stream into a ""process"" stream the Steelmaker eliminates potential liabilities and the uncertain future of current processes while further reinforcing its role as a recycler. This is a cost-effective and energy efficient technology that combines hydrometallurgic and electrolytic processes resulting in the recovery of salable metals. For instance, unlike pyrometallurgic processes, zinc is recovered in metallic form and no elements are volatilized. This on-site operation also eliminates expensive transportation costs. In summary this technology reduces the cost of dealing with EAFD by recycling material currently being landfilled.IntroductionWorld crude steel production reached a new record level in 2007 - 1.34 billion tons of which 31% was produced by EAF steel makers [1]. This resulted in the generation of over 6 million tons of EAFD. This steel byproduct contains significant amounts of lead, cadmium and other hazardous metals. In the United States the Environmental Protection Agency (EPA) has designated EAFD a hazardous waste (EPA waste code K061). With over 50% of steel production in the US coming from EAF steel making this byproduct represents the single largest source of solid hazardous waste generated."

The exploration for a commercially acceptable deposit of limestone is consid¬ered by many to be a relatively easy task; however, trying to locate a zone of high calcium limestone of economic thickness within a formation, which outcrops only in a narrow band varying in width from a quarter mile to ten miles, adds considerably to the normal problems experienced during an exploration program. The existence of varying glacial and karst features in the outcrop area intensified the problems encountered and complicated the interpretation of the economic value of the deposit. This paper highlights a recently completed five year exploration program during which approximately 3,900 acres of ground in seven civil townships were evaluated as potential sources of high-calcium limestone. Details are given with respect to the final site chosen and the methods used in determining the suitability of the site. This site exhibited many karat features and several methods were utilized to determine the effect of these features on the gross characteristics of the deposit. Aerial photography for both mapping and interpretation were utilized. Black and white panchromatic photography, black and white infrared and color infrared photography were flown. Resistivity, diamond core drilling and close-interval angering were used to supplement the information obtained from the aerial photography.

"It has been proven that longwall faces can be moved safely and efficiently. However, abutment pressures and poor ground control conditions can halt operations and be hazardous to coal miners. Recently at a mine in Southwestern Pennsylvania, roof material collapsed above shields that created two large voids and caused major challenges for shield recovery. A unique, engineering solution was developed that utilized a modified concrete material to fill the voids, creating stability in the affected area. The many phases of this project included the construction phase, void pumping, cutting out, and bolting of the concrete material. This project eliminated the hazards associated with bolting the recovery face and removing shields in adverse conditions, making it possible for the mine operator to safely complete the longwall move.INTRODUCTIONFrequently in the mining process, especially during the recovery phase, voids above the longwall supports have occurred. These voids are simply roof cavities caused by falling rock strata above the longwall face. Most often, this condition slows down or halts mining operations and creates hazardous work conditions for coal miners. Numerous methods of supporting void areas on longwall faces have been attempted and utilized throughout the mining industry since the advent of the longwall mining system. These methods have utilized many different materials and processes and have included the installation of steel or wooden beams, crib blocks, and various types of roof bolts. However, these methods can be dangerous due to exposure of personnel to the mine voids, falling roof material, and the necessity to handle large amounts of heavy support materials.This paper describes a unique case study in Southwestern Pennsylvania where longwall recovery methods, through two void fills, were successfully completed, eliminating exposure of coal miners to the rock voids above. At the start of this endeavor, normal recovery operations were halted, and hazardous conditions became a concern when the voids were encountered. However, in the interest of safety, the decision was made to try a unique method to completely fill the void from the bottom of the coal seam to the top of the void with a cementitious material and then mine through it. This is in contrast to traditional methods where beams and support materials are used to stabilize the area above and in front of the mine shields, which can expose miners to the void above."
