The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

At the last MassMin Conference in Sudbury, Caterpillar’s vision of a continuous mining concept for block caving operations was presented on the background of global raw material demand and its continuous increase. By analysing today’s structure of mining processes in block caving, the paper (Krings, Steinberg and Frenzel, 2012) highlighted the main bottlenecks in the process chain and identified conceptual solutions by help of a case study. The main focus was the paradigm shift from discontinuous batch type operation to a continuous mining process of the blocks.In 2016, the strategic vision has taken major strides forwards and remote continuous operation has become a reality. Caterpillar’s continuous operation system – the Rock Flow system – was successfully installed in Codelco’s Andina mine and start of operation is scheduled in the first half of 2016.Based on continuous product developments, this paper sets the focus on two main aspects of continuous mining. First, field experiences of the Rock Flow system will be shared, highlighting the Andina project course from system installation, to commissioning and successful system start. The second aspect concentrates on the system and mine layout as discussed in the case study scenario in MassMin 2012 (Krings, Steinberg and Frenzel, 2012).Based on Caterpillar`s continuous product development, the Rock Flow system set-up and panel design were modified for a general roadway design and drawpoint layout. The new design allows an optimised use in block preparation phase (spreading) and full production phase (reaping), operating a fleet of load-haul-dumps (LHDs) and Rock Flow systems. The combined use of the two technologies optimises the mining process in every stage of block life and significantly increases the performance of the continuous block caving operation in the production panel to pave the road for the next generation of super caves.CITATION:Frenzel, M, 2016. Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. Using iron- and sulfur-oxidising bacteria to catalyse the breakdown of sulfides that host the gold is an important biological method for the pretreatment of refractory gold ores. Following this biological treatment a combination of chemical and physical methods are used for leaching (such as the cyanide process) and concentration (such as carbon-in-pulp or electrowinning) of gold. Although these methods are well accepted by industry, they harbour limitations in the processing of low-grade refractory ores, and regulatory agency/public acceptance of cyanide use. Thus, it is beneficial to industry to develop environmentally friendly, cost-efficient leaching and concentration techniques that are based on micro-organisms. This may soon be possible by adapting the results of recent regolith geoscience research, which has shown that micro- organisms are capable of driving a biogeochemical cycle of gold dispersion, transport and reconcentration in the supergene environment. The indigenous microbiota in biologically active soil microcosms from a number of Australian sites are capable of solubilising up to 80 wt per cent of the gold contained in these materials during 50 days of incubation. Studies using molecular microbial techniques have shown that a metallophilic bacterium, Ralstonia metallidurans, is present in biofilms on gold grains from a number of Australian sites. R metallidurans is capable of actively accumulating gold from solution, suggesting that the bacterium may contribute to the formation of secondary gold grains and nuggets. Identifying the biochemical and physiological pathways that lead to the dispersion and accumulation of gold in regolith, and quantifying the reaction kinetics of these processes may thus lead to the development of industrial bio-processing capacities for gold-containing ores.

Many states are considering the need to establish or modify policy relating to the disposal of coal ash. One of the primary concerns is the impact of leachate from the ash disposal sites upon groundwater and nearby bodies of surface water. A detailed site investigation was conducted at a coal ash disposal facility associated with a power generation station. The disposal site is situated alongside a major river. Monitoring wells were installed and soil samples were taken for characterization. Groundwater models were used to simulate migration of leachate from the disposal site toward the river. Such models could be used potentially to verify regulatory compliance. This paper addresses the validation and adaptability of these models to this case and their usefulness as possible tools to be used in future environmental audits.

"The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advise of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.

The most expensive unit operation in the beneficiation of ores is grinding. The correct design of the grinding circuit is crucial to prevent unnecessary use of energy. Proper design and evaluation of SAG grinding circuits require the specific grinding energy, which is determined experimentally. The most common tests in SAG grinding are the Drop Weight Test, from the Julius Kruttschnitt Mineral Research Center (JKMRC) in Australia, and the SAG Power Index, from MinnovEX Technologies in Canada. The application of these tests to the same ore sample commonly produces different results. The work reported here aims at comparing the application of these two tests in the determination of the specific grinding energy for sulfide copper ores from Sequeirinho and Sossego deposits, Sossego Project, Companhia Vale do Rio Doce - CVRD, in Para state, Brazil.

In the rapidly growing industry of elemental-phosphorus production from western phosphates, most of the vanadium and chromium contained in the phosphate rock collect in the byproduct ferro-phosphorus. Results are presented of a completed laboratory project, which developed a tristage crystallization and hydrolysis process for recovering strategic vanadium and chromium, as well as a valuable phosphorus product, after extracting these elements from the ferro-phosphorus by roasting and leaching. THE Phosphoria formation in Idaho, Montana, Wyoming, and Utah contains the Nation's largest reserve of phosphate rock. A unique feature of the Phosphoria beds is their content of a fraction of a percentage each of vanadium, chromium, nickel, and molybdenum. Vanadium is the most important as to quantity and value. Small-scale tests by the Bureau of Mines at Albany, Oregon, in 1947, indicated that most of the vanadium in the phosphate rock collects in the ferrophosphorus product of smelting. Subsequent electric smelting operations to produce elemental phosphorus from western phosphate rock (experimentally by TVA and industrially at Pocatello, Idaho) have shown that the vanadium and other metals in the rock are to a large extent recovered in concentrated form in the ferrophosphorus byproduct. This paper reports the results of completed laboratory research on the recovery of vanadium from ferrophosphorus, which was undertaken by the Bureau of Mines at Albany in 1948 as the first phase of a project entitled, "Vanadium and Fluorine from Western Phosphates." The various vanadium-recovery methods investigated, including the roast-leach method that showed most promise and was studied in greatest detail, are discussed in an earlier publication.' Subsequent systematic study of the roast-leach method of extracting vanadium from western ferrophosphorus developed the more effi- cient tristage crystallization process, which is the subject of this paper. Process Development The investigations were made on ferrophosphorus produced in the electric smelting of elemental phosphorus from western phosphate rock. The TVA provided two sample lots of ferrophosphorus produced in pilot plant smelting of phosphatic shale from the Fort Hall Indian Reservation in Idaho. The Westvaco Chemical Div. of the Food Machinery & Chemical Corp. supplied two sample lots of ferrophosphorus produced by its phosphorus smelter at Pocatello, Idaho. The analyses of all four lots are shown in Table I. Westvaco lot B was the starting material for the more recent tests. The roast-leach process for recovering vanadium from western ferrophosphorus, as originally developed, employed the following principal steps: Roasting of a mixture of pulverized ferrophosphorus, soda ash, and salt; extraction of the water-soluble vanadium, phosphorus, and chromium compounds from the calcine by leaching, settling, and decanta-tion of the pregnant solution; primary crystallization of trisodium phosphate from the pregnant solution; purification of the trisodium phosphate crystals by dissolution in water and secondary crystallization; purification of the pregnant vanadium solution from the primary crystallization step by adding calcium chloride to precipitate calcium phosphate; and hydrolysis of vanadium red cake from the puri-

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

There are numerous methods currently available to assess the integrity of drilled shaft and ACIP piles. Each method has its advantages and limitations. This paper will compare the various available methods as well as introduce a new method for assessing integrity of drilled shafts and ACIP piles. This new method, known as Thermal Integrity Profiling, determines the integrity of the shaft both inside and outside the reinforcing cage by measuring the hydration temperature of the concrete along the length of the shaft. These temperature measurements can be made by either passing a thermal probe through a standard Cross Hole access tube, or from embedding thermal wires within the shaft. This Thermal Integrity Profile method will be described in detail and one case history will be presented. Additional testing methods which will be compared include low strain Pile Integrity Testing and Cross Hole Sonic Logging. Advantages and limitations for each method will be discussed.

Numerous alternative processes have been proposed as being potentially more economical or less polluting than the traditional smelting of copper sulfide concentrates. One such process as recently developed in the laboratory by the Bureau of Mines is composed of a two-stage fluid-bed, oxidation-reduction roasting followed by ammoniacal leaching, solvent extraction, and electrowinning. A copper-leaching recovery of 97.4 percent was obtained, and electrolysis of the acid strip solution deposited metal assaying 99.99 percent copper. The roaster gases contain over 95 percent of the sulfur at a concentration of 12 percent which is better suited for acid making or elemental sulfur production than conventional smelter gas. When considering byproduct recovery, a preliminary estimate indicates copper production costs are com-parable to the conventional smelters.

This paper deals with the construction of the Effluent Outfall Diffusers which form part of the outfall for the Deer Island sewage project. The work was executed 15 km out to sea in Massachusetts Bay and required the drilling, installation, grouting and accurate determination of the actual position of 55 riser shafts in 33.5 m deep water. Although not strictly a "foundation", the contractor's approach to the installation of the diffusers was a logical development from many marine foundation projects executed by the Contracting companies over the last decades. The only previous application of this design of outfall had been in Australia where offshore oil drilling techniques had been adapted for use in riser installation.

These problems are certainly not lightened by that familiar monster lurking in the shadows-taxation! Recent taxation trends in Canada, and the existing tax regimes for the mining industry, continue to be a major bugaboo.This examination by ""Tax Notes"" of the impact of current taxation trends on the mining industry is based on a speech delivered recently by Robert D. Brown, senior tax partner of Price Waterhouse, Canada, to the annual meeting of the American Institute of Mining, Metallurgical and Petroleum Engineers in Dallas.IntroductionThe purpose of this paper is to tell a story-and it is a story with a moral. The first thing to recognize is that, with depressed metal prices and weakening western economies, high taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. However, the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what the future holds for mining men in Canada will equally play an important role in the future development of the Canadian industry. Our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high marginal tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself."

he power generation industry may be required to reduce carbon dioxide (C02) emissions if regulations related to global climate change are enacted. Coal-fired generation emits more than 80% of the power sector CO2 and would be a likely target for CO2 reductions. Compliance with the Kyoto Protocol will require a 33% reduction from the projected year 2012 emission level, even with moderate load growth. This article describes an analysis of power industry CO2 reduction options and their costs. It assesses how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered. The Global Climate Change Treaty signed at the Rio de Janiero Earth Summit in June 1992 set the long-term goal of stabilizing CO2 concentration in the atmosphere. The December 1997 Kyoto Protocol established short-term mandatory targets for the United States and 37 other developed countries. The United States' target is a 7% decrease by 2012 from the 1990 "greenhouse gas" level. Developing countries are exempted from reductions, according to the Kyoto Protocol, despite projections that indicate a significant increase in their emission levels. The Kyoto Protocol must be ratified by the US Senate. US power industry carbon emissions were 490 Mt (540 million st) in 1990 and are projected to be 680 Mt (749 million st) in 2012, according to the US Energy Information Administration. Coal-fired generation emits more than 80% of the power sector CO2. Assuming that the power industry is only required to reduce emissions by a proportional share, a 33% emission reduction, or 225 Mt (248 million st) of carbon, would be required to comply with

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

THE Golden Cycle Mining and Reduction Co. operates its custom mill at Colorado Springs on Cripple Creek ores exclusively. These ores are straight sulpho-tellurides, with practically no base metals such as Pb, Cu, Zn, As, or Sb. Upon entering the mill, the ore all passes through the sampler to storage bins, where beds of 5000 tons each are made to insure uniformity in roasting. CLASSIFICATION OF ORES For efficiency, it has been found advisable to separate the ores into two classes according to their line content. Other constituents have their effect, such as alumina and magnesia, but, speaking generally, these are roughly proportional to the line, which, as CaO, is used as the indicator. Class A contains not more than 2 per cent. CaO and comprises about 66 per cent. of the ore treated. Class B contains over 2 per cent. CaO, and comprises 34 per cent. of the ore treated. Typical analyses of both classes are as follows: Class A Class B Insol 56.70 75.90 Al203 2.30 3.40 Fe 3.26 3.48 CaO 1.57 5.12 S 1.79 1.80 Mg0 0.21 1.08 Ignition loss 3.20 6.50 99.03 97.28 The beds of each class of ore are made as large as possible with the available ore as it comes in, to avoid changing from one bed to the other any oftener than necessary. Each roaster will handle 50 percent. more of class A ore than of class B, with practically the same results. This necessitates changing the rate of feed for each new bed and tends toward a poor roast and loss of tonnage at each change.
