All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

Energy recovery of livestock waste can not only reduce waste pollution but also generate renewable energy and further create economic bene fits. Currently, most of livestock waste in Taiwan is treated as waste without efficiently recycled. This paper aims to explore and evaluate the energy recovery of livestock waste in Taiwan and further provide policy suggestions. Study results show that small farming scale of livestock industry in Taiwan leads to a lower efficiency of biogas energy recovery. Besides, the environment with relative low price of electricity and high invest cost for power generation plant is hard to provide incentive for implementation of energy recovery which has further caused difficulty on policy promotion for renewable energy recovery of livestock waste in Taiwan. Policy reform with increasing FITs and differentiated purchasing rate for biogas power is suggested to stimulate energy recycling of livestock waste in Taiwan.

A series of both welter and gas puttern Hoods was made in the laboratory to study the oil recovery performances of .such operations. These tests were contlrrctt~tl on consolidated sandstone models, using oil. water, and gas. The model floods were scaled to reprotlrrce field performance under gas arid water five-spot injection. X-ray shadowgraphs permitted observation of the gross fluid movement within the models. A method was developed for applying the mobility ratio concept to water flooding and dispersed gas drives in a five-spot well pattern. The area1 sweep efficiency. tit breakthrough for dispersed gas drives is much higher than previorsly expected, Iying in the range of 50 to 100 per cent. A method is presented for predictitig the water-oil ratio performance of five-spot pattern water flood., in uniform sands. This method is verified experimentally for the cotidition of 120 free gas initially present and for va1ues of gas saturation normally encountered in fields following depletion operations. Prodrrction perfort?zut~cc for pattern gas injection is also predictable by this method. INTRODUCTION In field pattern hater flooding or dispersed gas injection operations, the displacing fluid (water or gas) is injected and oil is produced through wells which are, area-wise. small openings in a large container or rescrwir of oil. As a result, not all of the area between the injection and producing wells is necessarily contacted by the injected fluid by the time it first reaches the producing wells. The question arises in predicting oil recovery. as to what traction of the pattern area involved is contacted by either the injected water or gas due to the relative position of the injection and producing wells. This is the areal sweep efficiency. It is also desirable to know how well arrangement affects the oil production performance. A solution to this problem has been attempted by many means. Mathematical analysis¹,²,³, and electrolytic models', have been used to establish a breakthrough areal sweep efficiency of 73 per cent for a five-spot pattern in which the ability of the oil to flow ahead of the invading fluid is equal to the ability of the invading fluid to flow in the invaded zone. All of these studies simulate only one of many field conditions. Improved studies of areal sweep efficiency at breakthrough were made using the fluid mapper5, poten-tiometric models" and X-ray shadowgraph techniques. In these it was possible to study the effect of variations in mobility of the injected and displaced fluids, and so to cover a wide range of field conditions. The limitation of these studies is that, with these models, it was not possible to simulate the saturation gradient behind the flood front when oil is displaced by gas or water. In the most recent published technical paperS on the subject, a method was presented for predicting the oil recovery performance after breakthrough in a five-spot pattern water flood. The method involved correlations which were obtained experimentally using miscible fluids. One limitation of this work was that a saturation gradient, usually found in immiscible fluid displacement, was absent in these studies. Also the laboratory studies did not cover the situation of a water flood following oil recovery by depletion drive. as is the situation in most field water floods. In conjunction with Inland Steel&apos;s development of lead-bearing steels possessing improved machin-ability because of tellurium and/or selenium additions, it was decided to determine liquidus and solidus temperatures in the Pb-PbTe-PbSe sub-ternary system. With the exception of alloys in the PbTe-PbSe system, it is believed that no previous study of this subternary has been performed. Thermal analysis was employed in a general survey of the subternary. In addition to PbTe, PbSe, and pure lead, ten ternary compositions were selected at intervals of ten at. pct. Sixty-gram alloys were prepared by sealing an appropriate mixture of the elements in quartz crucibles with a central thermocouple-well under a vacuum of less than 10 p. All three elements were 99.999+ pct pure with only trace impurities detected by spectroscopic examination. After the alloys had been heated at least 20°C above the liquidus in a Kanthal furnace, cooling and heating curves were obtained. Two or more cooling curves were employed both for the determination of each alloy liquidus and for the solidus of those al- loys containing greater than 50 at. pct Pb. Cooling rates were 0.5° to 3.5°C per min during the 5 min immediately prior to the start or end of solidification. For those ternary alloys containing 50 at. pct Pb, the solidus was determined from heating curves. Temperatures were measured with a Pt/Pt-10 pct Rh thermocouple which was calibrated in the same apparatus against the freezing points of zinc (A. D. MacKay—99.999 pct), antimony (A. D. MacKay-99.999 pct), and copper (ASARCO—99.999+ pct) both before and after the experimentation. The only interruptions in the continuous strip-chart recording of the temperature occurred for brief periods at significant points of interest when direct readings were made with a Rubicon Type B potentiometer sensitive to * 1 µv. The average liquidus and solidus temperatures obtained in this investigation are listed in Table I together with probable errors based on the accuracy of the thermocouple calibration and the reproduci-bility of the data. No chemical analyses of the alloys were performed because the synthetic or as-charged compositions were felt to be reliable. The melting points obtained for PbTe (924.7° ± 0.7°C) and PbSe (1084.0° ± 0.6°C) compare favorably with recent findings of other investigators.&apos;-&apos; As indicated in Table I, both the liquidus and solidus temperatures increase as selenium replaces tellurium for a constant atomic percent lead. As a result, the ternary liquidus and solidus temperatures for a given percent lead lie between the corresponding binary temperatures published in the literature. It should be noted that those ternary alloys containing 50 at. pct Pb exhibit a relatively narrow liquid-plus-solid region (<80°C) when compared with alloys containing greater than 50 at. pct Pb. Alloys with 60, 70, or 80 at. pct Pb not only have a much wider liquid-plus-solid region (>500°C) but also exhibit considerably lower and approximately constant solidus temperatures which thus form a virtually isothermal solidus "plane" slightly below the melting point of pure lead (327.3°C). Biomining technology focuses on achieving effective recovery of precious metals from their ores and concentrates using microbial techniques. Biomineral extraction of manganese from low-grade manganese ores using bioleaching was investigated in this paper. Five fungal strains were selected for screening of bioleaching of low-grade Mn ore collected from Sanindpur iron and manganese mines, Koira Sector, Keonjhar, Odisha, India. A fungal strain, Aspergillus niger was selected as it showed high efficiency of manganese leaching. Growth of the fungus was determined in terms of sbiomass dry weight and the final pH was monitored. The selected fungal strain was used for bioleaching of low-grade manganese ore of -150µm size particle size at 2 % pulp density with 2g/100ml sucrose concentration for duration of 20 days. About 60 % of Mn bioleaching was obtained with A. niger. The fungal species proved to be useful for manganese biomining.

An approach to environmental sustainability and improved process economy, in sulphide minerals production is recycling of process water in flotation of complex sulphide ores, although the chemistry of process water may be a critical issue to flotation efficiency. The influence of major components of calcium and sulphate ions in process water on xanthate collector adsorption and flotation response using pure chalcopyrite, galena and sphalerite minerals were investigated by Hallimond flotation, zeta-potential measurement, FTIR and XPS spectroscopy studies, while bench scale flotation tests were also carried out using complex sulphide ores. The impact of the species in flotation was comprehended using deionised water, tap water, process water and simulated water containing equivalent amount of calcium and sulphate species in process water. Hallimond flotation results showed a decrease of chalcopyrite and galena recovery in process water and also in the presence of calcium and sulphate ions in both deionised and process waters, whereas sphalerite does not respond to flotation. The adsorption of calcium and metal ions but not sulphate ions on the minerals is evidenced by zeta-potential data. FTIR and XPS studies revealed the presence of surface oxidized sulfoxy species and surface calcium carbonates on chalcopyrite in the presence of process water and water containing calcium ions, surface oxidized sulfoxy and carbonate species on galena in the presence of deionised water, process water and water containing calcium and sulphate ions, all at flotation pH 10.5, and these surface species influenced xanthate adsorption. The presence of surface oxidized sulfoxy and carbonate species at the sphalerite flotation pH 11.5 were seen in the presence of deionised water, process water and water containing calcium and sulphate ions, but the surface species does not influence xanthate adsorption. Bench scale flotation using two different complex sulphide ores showed that chalcopyrite, galena and sphalerite recoveries are better in process water than tap water. The studies showed that the process water can be recycled in flotation with no detrimental effect on grade and recovery of sulphide minerals. The U.S. Bureau of Mines applied process mineralogy to investigate a lead and zinc deposit located near Story Creek, Colville Mining District, Alaska. Mineralization is hosted by the Kayak Shale in veins, veinlets, and breccia. Sphalerite and galena, with supergene anglesite, occur in symmetrical quartz veins and between breccia clasts. The study sample analyzed 2.11 percent Pb, 5.37 percent Zn, 0.014 percent Cu, and 1.2 oz/ton Ag. Analyses of crushed products showed that 33 percent of the sample weight, and more than 50 percent of the Pb and 65 percent of the Zn, are in the minus 850 µ m fraction. Liberated grains of sphalerite and galena were found in crushed products finer than 300 µ m. Beneficiation tests indicate the material is amenable to processing by traditional gravity and flotation techniques.

Roasting treatments were investigated to remove arsenic from a nickel concentrate. The main arsenic minerals and their proportions in the concentrate were niccolite (NiAs)-50%, gersdorffite (NiAsS)-40% and arsenopyrite (FeAsS)-10%. Thermal analysis showed that gersdorffite and niccolite began decomposing when heated above 640 and 830°C respectively. The maximum roasting temperature was limited by agglomeration of the concentrate above 900°C. A small vibrated bed reactor was used to investigate the effects of temperature and gas flowrate, the latter to sweep away evolved arsenic. At 900°C, 24% of the original arsenic remained in the concentrate. SEM examination of the calcine showed that the residual arsenic was associated with the calcium in the gangue minerals. Additions of sulphur (either as elemental sulphur or from pyrite) facilitated the decomposition of the arsenic-containing minerals, decreased reaction with calcium in the gangue and produced calcine containing 4-6% of the original arsenic. Treatment with chlorine during roasting was effective in reducing the arsenic content to similar levels. Generation of chlorine in the bed by sulphation of CaC12 also produced encouraging results. PHOSPHATE deposits have been worked in many countries of central and south central Tennessee, but only ht ebrown rock deposits of Maury and Giles Counties will be discussed at any length in this articles, as all of the major opeations are now located there. They are: Mt. Pleasant District-Federal Chemical Co., Hoover and Mason Phosphae Co., International Minerals and Chemical Corp. (Maury and Giles Counties), Virginia-Carolina Chemical Corp. (formerly Charleston Mining Co.), and Victor Chemical Co. Columbia District-Armour Fertilizer Works and Monsanto Chemical Co. In the near future, the well-known, extensive deposits of blue rock in Lewis and Hickman Counties,also the brown rock in Hickman, Willamson, Summer and Davidson Counties, will again come into production. Certain physical peculiarities of the Tenessee deposit have played an important part in the design and use of mining and milling equipment.

The Eleonore property (James Bay district of Northern QuTbec), owned by Goldcorp, hosts gold within stockworks of quartz-tourmaline-arsenopyrite veins and veinlets contained within microcline (potassic alteration) and brown tourmaline replacement zones. The preliminary investigation to recover gold from drill core samples showed that flotation followed by ultra-fine grinding and cyanidation is the preferred option. Ultra-fine grinding is used to liberate gold finely disseminated in sulfides. The flotation concentrate used in the investigation had a P80 of 11 ¦ and contained 75.5 g/t Au, 5.0 g/t Ag, 10.3 per cent S, 0.07 per cent Cu and traces of antimony (0.03 per cent). The mineralogical characterisation showed the presence of 65 per cent gangue minerals, 23 per cent pyrrhotite (hexagonal), 9.6 per cent arsenopyrite, 2.2 per cent pyrite and 0.08 per cent chalcopyrite with trace amounts of galena (0.05 per cent) and sphalerite (0.03 per cent). Gold was in the form of native gold and electrum. A straight cyanidation conducted at pH 11.0, DO of 3 - 5 ppm, 2000 ppm NaCN, 20¦C and for 72 hours extracted 97.0 per cent Au and consumed 31.5 kg/t NaCN. The equilibrium was reached within 24 hours. Increasing the dissolved oxygen to 16 ppm reduced the consumption of cyanide to 22.0 kg/t with 96.7 per cent Au extraction. A 16-hour pretreatment with 2.0 kg/t lead nitrate, followed by a 24-hour cyanidation reduced the cyanide consumption to 6.0 kg/t with a gold extraction of 97.5 per cent. Increasing the lead nitrate addition to 6.0 kg/t reduced the cyanide consumption to 1.2 kg/t by passivating the surface of pyrrhotite. The gold extraction remained at 97.0 per cent. It was possible to decrease the concentration of cyanide to 800 ppm NaCN without compromising gold extraction. The associated cyanide consumption was 1.2 kg/t NaCN. The passivation of gold grains was an issue when the cyanide concentration was decreased to 550 ppm NaCN. The gold extraction decreased to 92.2 per cent. The average lime addition for all the tests was 7.4 kg/t and the average silver extraction was 80 per cent. Efficient cyanidation of an ultra-fine sulfide concentrate with only 800 ppm NaCN represents an advance in leaching of ultra-fine sulfide concentrates. The high addition of lead nitrate would certainly make cyanide destruction easier; consequently reducing the effluent treatment costs and making possible to meet the discharge regulations criteria.CITATION:DeschOnes, G and Fulton, M, 2013. Ten or fifteen years ago, when the old-fashioned idea prevailed that a man was responsible for his own health and safety, that if anything happened to him it was his own lookout; we got along without this problem; but with the advent of accident compensation, with the agitation that there is all the time for pensions, sick benefits, and the responsibility of a company for the health of its employees, whenever you take a man on, that phase is becoming more and more important. One cannot afford to hire a man who is blind in one eye, even though he may have perfect sight in the other eye; if he loses that one eye, if lie becomes a total disability, the company is liable for the man&apos;s complete sight. Another thing that should make us particularly interested in this problem is the fact that the unions are very much opposed to it. One of the requirements of this steel unpleasantness is that the companies abandon their physical examination of employees. It is a very difficult problem to examine 400 or 500 men as intelligently as possible and decide whether a man on this or that side of the line is accepted. T. T. READ, Washington, D. Basing on a brief assessment of the conventional theory of ventilating air distribution, its methods of calculation and practical application, this paper makes an approach to the controllability of different aircourses of a ventilation network and further points out that it is possible for the positions of control to extent into the natural distribution subnetwork of the ventilation network, which was been long considered as a restricted zone. This important discovery makes the regulation of the ventilation system more flexible and diversified, thus attaining quantitative distribution of ventilating air as well as a cost benefit. Because it has been impossible to solve the problem mentioned above by conventional theory and its relevant methods of calculation, the author, based on applying graph theory on the structure, characteristics, and requirements of controllability of the ventilation network, presents a new controllable subgraph concept and the means for determining the rational quantity for control devices of the ventilation network. The solution of all the control alternatives and methods of obtaining all the parameters for the solution of various alternatives have been derived. The economic benefit and the optional positions of the control devices have also been approached. Specific calculation examples are a1 so included in this paper. Along with the conventional theory and its methods, it can be seen that the new theory presented makes a great change in the control aspects of the ventilation network, with the number of possible alternatives increasing in an astonishing manner. Among the alternatives, some may be safer, more economical or technologically superior than those obtained from conventional theory. Thus, the new theory may provide an immense improvement in the choice of a ventilation system.

Without blasting there can be no roads, no hospitals, no factories, not even foundations for homes. Yet in 1960 the only way to design a blast was by trial/error. By comparison, bridges were already designed by calculations before being actually built. This was possible because equations based on the fundamental principles of science existed with which all the stresses in the bridge could be calculated. In 1960 no equations based on the fundamental principles of science existed with which the mechanisms that take place inside the rock mass during a blast could be calculated. Since then the main author made it the objective of his research to seek such equations, and to validate that they gave accurate answers by means of experiments in the field, experiments made in co-operation with mines, quarries and the explosives industry; results have been reported in some 90 publications.These equations now deal with essentially all aspects of a bench blast: the intensity of the shock wave and the fragmentation size distribution throughout the rock mass; the movement of all the fragments into the muck pile; the fly rock and vibrations from the blast; etc.; are presented examples of such equations. They are now assembled into a computer simulator called Blaspa accessible on the Web, with which one can design a blast just as a bridge is designed. An example is presented. The reason to design a blast by simulations rather than solely by trial/error is that if it leads to damage, it is only after the actual blast that the blast design is realized to cause damage. If however the blast design had been simulated before the blast, then the risk of damage is identified before the blast and is prevented by redesigning the blast. Examples of such situations are presented. The need to a void damage is very necessary because the public is becoming opposed to blasting. When a blast does cause damage, and people learn that the blast was designed solely by trial/error even though simulation was available and would have prevented damage, they become even more strongly against blasting; they may succeed in getting a quarry closed. Their objections to unchecked blasting are not unreasonable, especially as simulating a blast with Blaspa on the Web is a very simple procedure.

ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”

There are no particular nor unique features of iron mining that are not shared in some degree by all mining ventures everywhere. There are, however, at least three problems that have acquired a special emphasis from a unique cause. That cause is the embarrassment of riches under which the industry is suffering. The most obvious&apos; feature of iron mining today is the copious abundance of usable ore and its almost universal distribution over the face of the earth. By the term "usable ore" is meant ore that is amenable to reduction by the usual and conventional processes. Amidst this plenty, three problems become acutely emphasized: 1. The geographic location that will provide a mine with the best market opportunity. 2. The size of the orebody that will be required to&apos; return the preproduction investment. 3. The geometry and configuration of the orebody that will permit quality control measures to be effectively executed.

A phase field model is developed to simulate the performance of SOFC electrodes. By solving the conduction equations on both the electrolyte and electrode phases, and incorporating the three-dimensional microstructure and reaction front at triple phase boundaries, the current-voltage relation of an electrode is directly simulated. By further coupling it to our recently developed coarsening model, we are able to investigate the effect of initial microstructure on the performance degradation in SOFC electrode. This model is applied to LSM-YSZ cathodes with different LSM volume fraction. The volume fraction effect on the electrode performance and its degradation rate has been analyzed and discussed.

One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the prestressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels.An essential part of the tunnel ventilation system, the smoke duct extends the full length of the 4.6 km-long twin two-lane tunnels. The vast majority of the tunnels (approximately 4.3 km) were constructed using two 12.4 m diameter double-shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit-out challenges. A key component of the civil fit-out of the tunnels was constructing the smoke duct in the TBM tunnels, which was designed as a precast solution.The slabs, which each measure 8.62 m long × 2.0 m wide × 200 mm thick and weigh close to 9?t, need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space-proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100 mm.This paper tells the story of how the Transcity Joint Venture (JV) tunnel fit-out team comprising some of Europe and Australia’s leading tunnel construction specialists drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system in solving this challenging problem.
