Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Preliminary studies by the Bureau of Mines were conducted to determine the feasibility of a multiple-compartment, ion-exchange (MCIX) column simulator for examining the effect of multiple-orifice plates in the column. A rectangular, five-orifice, three-compartment, MCIX simulator with a cross-sectional plate area of 0.66 ft2 was used for the investigation. Orifices with open areas of 1, 3, and 5 percent were used with various operating conditions. The study was separated into three separate sections: (1) solution flow effect, (2) fluidization effect, and (3) resin transfer effect. The solution flow and fluidization studies showed that for solution flow rates of about 3 gpm/ft2, a I-percent open area plate functioned best, while at solution flow rates of 9 and 15 gpm/ft2, the best open areas were 3 and 5 percent, respectively.

A technique for use in underground coal mines measures the response times of machine-mounted methane monitors. This technique uses a calibration cup to deliver gas to the sensor head to measure response times. For comparison, in the current study, response times were measured by placing methane sensor heads in a specially designed test box where they were exposed to an atmosphere containing a constant concentration of methane. Response time readings measured in the test box were shorter than the readings obtained using the calibration cup. The response times measured in the test box were comparable for sensors from three different manufacturers. The effects of dust cap and flame arrestor design on response times were also evaluated using the test box.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner's representatives' view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

The heat content above 298.15° K was determined for crystalline vanadium silicide of the composition V3Si. This substance has a minor thermal anomaly (probably a heat-capacity maximum) near 560° K; the extra heat absorption is about 50 cal/mole. The original heat-content data are presented, and smooth values of the heat content and the corresponding entropy increments are listed for the temperature range from 298.15° to 1,500° K. Equations representing the heat- content values and derived heat capacities are also included.

The Bureau of Mines publishes in its ?Minerals Yearbook? a series of indexes on the domestic minerals industry. Among these are the index of physical volume of mineral production, indexes of stocks, and indexes of average unit mine value and implicit unit value, This report describes the material coverage of these indexes and the methods used in their construction. Detailed descriptions are given for several other mineral-oriented indexes regularly published by other government agencies. These descriptions give the index user a better understanding of what each index purports to measure and aids him in selecting the most appropriate index for his purpose.

The injection of CO2 into a reservoir or aquifer can potentially result in deformation, induced fracturing and fault reactivation in the injection zone and/or the rocks that surround it. This paper reviews the data collection and geomechanical analyses performed to assess these potential hazards for the Heartland Area Redwater Project (HARP), in which CO2 sequestration is being considered in a carbonate (Leduc Formation) reef. A three-dimensional mechanical earth model (3D MEM) was developed using available geophysical log data from several wells. The geomechanical response to CO2 injection was studied using a finite element numerical model based on the 3D MEM and pore pressure distributions predicted using a reservoir simulator. The modeling results suggest that the potential for induced fracturing and fault reactivation is low and the maximum predicted ground surface heave is less than 2 cm. Sensitivity analyses conducted with a 2D geomechanical model that was extracted from the 3D model confirm that this conclusion holds true even when a reasonable measure of uncertainty in rock mechanical properties, ambient pore pressures and horizontal stress magnitudes is accounted for.

The spatial distribution of ore with similar processing properties or domains within an orebody may be identified early in the assessment of an orebody to provide a sound basis for later development of the orebody. The assignment of domains in the primary sulfide portion of an orebody is often more difficult than recognition of the oxidised, supergene and related domains usually located towards the top of the mineralised volume. This paper will discuss some approaches to assigning domains within the primary sulfide portion of an orebody. The processing properties of each mining block will be known if the contained domain(s) and their proportions are known. The use of both physical and chemical ore properties to assign the domains is discussed. The domains based on similar processing properties do not necessarily coincide with geological zones assigned by geoscientists. As part of assessing the physical properties of ore, the modal analysis of the ore with respect to the valuable sulfide minerals and the sulfide and non sulfide gangue minerals has to be known, along with the traditionally used elemental assays for valuable and penalty elements. Two scales for determining other physical ore properties will be considered: the mesoscopic scale (examined by human eye) and the microscopic scale (examined via a microscope under high magnification). The strengths and weaknesses of the data obtained at the two scales are discussed in the paper. Broadly, data collected at the mesoscopic scale are much less expensive but the types of data available are more limited. Methods for evaluation of chemical ore properties are also discussed. After establishing a basis for establishing the spatial distribution of domains, variability testing is required to verify the integrity of the designated domains. In contrast, each block of ore in some orebodies has been assessed principally via the results of a laboratory separation on a number of drill core samples or composites from throughout the block, with minimal or no attention to the concept of domains.

The underwater detonation test method has been long recognized as a useful tool for the evaluation of the energy release and relative effectiveness of commercial explosives. In this study, underwater energy tests were performed for emulsion and watergel commercial explosives in comparison with ANFO. Heavy ANFO type blends based on emulsions and watergels were also investigated under and without confinement.

THE purpose of this paper is to present the results of the application of the earth-resistivity method of subsurface investigation to the problem of locating seams of anthracite coal beneath a mantle of soil and subsoil. Details are given of the successful use of this method in locating the outcrops of anthracite seams in actual prospecting. The presence of the outcrop of an anthracite seam is indicated at points where electrical resistivity tests showed relatively low readings. The reason for, this is that in some localities the resistivity of anthracite was found to be about 0.0001 megohm-cm. compared to 1 to 200 megohm-cm. for shales and sandstones. For two reasons it is believed that the data sum-marized in this paper should be of particular interest. In the first place, most of the interpretations of the resistivity survey have been checked by subsequent drilling and some by the removal of the overburden and the exposing of the anthracite seams. It is infrequent that the oppor-tunity for checking results so thoroughly is given. In the second place, the fact that recent commentators 1.2.1 on the application of geophysical methods to mining have concluded that direct prospecting for anthracite and other types of coal is not promising makes the good results obtained more significant. So far as the authors can learn, the only previous experiment with electrical methods in the Pennsylvania anthracite field was one made by Sherwin F. Kelly in 1922, when he used the self-potential method at Wilkes-Barre4. The profile he made does not show a very marked correlation with the geologic cross section. Kelly points out that stray currents from electric motors in the mines undoubtedly affected his results, but the experience of the present authors with stray currents from mining machinery suggests the possibility that the potentials measured by Kelly were due almost entirely to this effect.

The concept of risk management is applied to multiple aspects of the mining lifecycle including safety, mine design, business plan—anything that affects getting the ore to the mill for production. However, risk management is not a topic that can readily be taught in universities. Many situations require knowledge gained from experience to know how this impacts current and future operations. Recent graduates, who must develop and apply decisions based on geotechnical monitoring, likely have not developed “operational experience” and may not be aware of options and typical applications. Thorough resources that explain different monitoring systems, and when and how to implement them, are available for geotechnical professionals. Accessibility to this information can often cause information overload, leaving one unsure of where to start, without knowing where to start. This paper is intended to serve as a high-level overview of development practices, levels of risk, and risk tolerance for entry-level geotechnical and mining professionals who do not come from a geotechnical background. Summarized detail on typical monitoring practices, types of instrumentation, and how to communicate what the data indicates to key stakeholders are provided.

"The dissolution kinetics of steelmaking slag in pure water was studied, and the relative influential factors were investigated. The dissolution behavior of slag particles in water was well described by Noyes–Whitney equation, and for this kind of sparingly soluble rigid mineral this simple model was extensively applicable to describe their dissolution process. Experimental data were also obtained to confirm the significant promotion effect on the growth of some algae.1 . IntroductionIt has been found that the population of phytoplankton distributed in the ocean was significantly related to the concentration of some elements [1]. For example, silicon and iron were very low in the high-nitrate low-chlorophyll (HNLC) areas, which was the main factor limiting phytoplankton and other biomass growth in these open ocean surface water [7]. The silicon and iron-rich test also confirmed that the supply of these elements had the direct effect on the growth of phytoplankton processes at HNLC areas [2-8]. So in order to promote the growth of phytoplankton in these ocean areas, providing some of these elements into these ocean areas is a natural idea for choice. Steelmaking slag is a good resource for consideration because it usually contains silicon, iron, phosphorus and other elements that are necessary for the growth of phytoplankton [8-10].Haraguchi has proposed the following idea that [5-6], if steelmaking slag can be spread to the open ocean, the trace components like silicate, iron and phosphate as the indispensable nutrients for the growth of phytoplankton, will be leached into the sea water, not only promoting the growth of phytoplankton, but also making good use of these huge amount of steelmaking slag produced every year. Based on this idea, they have carried out studies in recent years and they found that silicon and iron in the slag could be extracted into seawater effectively and play a positive role in the growth process of many algae. About the dissolution of the steelmaking slag, the Japanese scholars' research work mainly focused on the thermodynamic analysis of its dissolution possibility, and in the process of dissolution they tried to adjust the pH value of the seawater by continuously adding hydrochloric acid, which was deviated from the natural conditions of dissolution, and so the laws drawn under these special conditions can not give the identical guide to the practical application. Therefore, it is quite necessary to investigate the dissolution behavior of the steelmaking slag in the seawater at the normal pH range without adjustment to simulate the dissolution possibility under the natural conditions. In the present study, the silicon extraction behavior from the steelmaking slag was investigated and the dissolution kinetics in this process was also discussed in detail. Further studies were also performed here to evaluate the promotion of steelmaking slag on the growth of algae."

A domestic tungsten-tin ore presents very complex property. How to effectively recover the scheelite, wolframite and cassiterite in the ore has long been a difficult problem to be solved urgently. On the basis of process mineralogy study, a main flow-sheet for effective recovery of tungsten-tin minerals has been developed, which including ?fine grinding of feed?bulk flotation of all sulfides followed by their selective separation?iron recovery by LIMS?tungsten-tin minerals bulk flotation using new technique developed by our institute?tungsten-tin recovery by gravity from above tungsten-tin bulk flotation tailings?. As for the treatment of tungsten-tin bulk rougher concentrate, several flow-sheets of tungsten-tin separation by direct hydrometallurgy or a flow-sheet consisting of scheelite cleaning at elevated temperature followed by the gravity separation of scheelite cleaner tailing?separation of wolframite from cassiterite by dry HIMS or by direct hydrometallurgy are developed. For a low grade head ore, all valuable sulfide, magnetite, scheelite, wolframite and cassiterite are recovered with satisfactory in lab scale test. The Bureau of Mines is investigating the catalytic activity of rare-earth compounds to develop a catalyst for the cathode reaction of a hydrogen-oxygen fuel cell. This report presents the results of studies of the catalytic activities of lanthanide oxides for the oxidation of hydrogen at 150° to 250° C. Preliminary activity tests were made with approximately stoichiometric mixtures of hydrogen and oxygen diluted with helium. A series of tests was also run under oxygen-rich conditions in which specific rate constants and activation energies were determined. Variations in rate constants up to 2,000 times were observed for the various lanthanide oxides. The three most active catalysts were oxides of Ce, Pr, and Eu, having specific activities of 6.93 X 10-7, 4.88 X 10-7, and 4.06 X 10-7 moles H2.sec-1.m-2, respectively, at 200° C.

NOx is a growing concern for acid plant operators due to recent legislation reducing the allowable stack limits, as well as continually more stringent requirements for product acid quality. NOx also causes a major problem during maintenance as NOx rich acid residues fume following exposure to moisture in the air. Until recently, the solution for NOx related issues was to treat the symptom, rather than the cause. NOx in product acid was treated using chemicals and the NOx in the plant stack was generally left untreated. As part of an environmentally driven change in concentrates, Budel Zink installed the first gas phase NOx destruction process to be incorporated into a commercial scale acid plant. Nitrogen oxides contained in the process gas are reduced selectively with ammonia over a catalyst to form nitrogen and water. As a result, the NOx reduction is in agreement with the permit requirements.

"The galvanic cell-type hydrogen sensor employing CaZro.9Ino.t03-a. as the solid electrolyte was designed for the measurement of hydrogen activities in molten copper under industrial .conditions. The sensor probe consists of the cap-shaped solid electrolyte with porous platinum electrode on the inside and alumina refractory tube. The gas mixture of the composition 4%H2-0.5%02-Ar was made to flow on the inside electrode. The hydrogen sensor probe was inserted directly into molten copper and the melt was used as the outer electrode. The effect of oxygen activity gradient to EMF was eliminated theoretically by measuring the oxygen activity in the melt simultaneously with an oxygen sensor. The high stability of output and excellent response to the change of hydrogen activity were obtained over the wide range of industrial copper melting conditions.IntroductionIn the metal casting process, hydrogen easily dissolves in molten metals from water vapor in the surrounding atmosphere. Owing to the large difference in hydrogen solubility between liquid and solid metal, dissolved hydrogen becomes a cause of the defects of blowholes in castings or ingots. It is necessary to control the hydrogen content in the molten metals [l]. Using proton-conducting ceramics as a solid electrolyte, high temperature-type hydrogen sensor can be constructed [2]. SrCe03- and BaCe03-based perovskite-type oxides exhibit appreciable proton conduction under hydrogen containing atmosphere at high temperature [3-5]. A hydrogen sensor for molten aluminum using CaZro.91no.103-a. has been developed and widely used in the ·process control in the aluminum melting industry [6,7]. The same type of hydrogen sensor has also been expected in the copper melting industry. .. However, CaZro.91no.103-a shows ·not only proton but also oxide ion conduction in the high temperature and at low oxygen activies like the copper melting· conditions. Then we studied the oxide ion conduction in CaZro.91no.103-a. iit · detail [8]. From the consideration on the EMF of the galvanic cell employing this material as electrolyte, it was shown that the unknown hydrogen activity may be precisely determined from cell potential which is corrected for the effect of oxygen potential gradient And the hydrogen sensor based in this principle was constructed and tested in laboratory-scale [9,10]. We repeated the similar tests in factory-scale and developed the sensor system for practical uses [11, 12]. In this report, the structure and system of the hydrogen sensor for molten copper will be introduced first. The reliability of the sensor will then be demonstrated from the results of experiments for sensor probes carried out in TYK's laboratory."

Introduction This Instructor’s Copy contains most of the information needed to use the Wearing Hearing Protection Properly 3-D training reel. It offers practical suggestions on how to use the reel as a training aid, performance objectives for deciding if the training is appropriate for your needs, and discussion notes that provide additional information to the user. The 3-D reel was designed as a self-teaching aid that drillers and others who work at a drill site can use wherever the opportunity for such training presents itself. The latter could be a company preshift requirement or a tailgate session where workers would have an opportunity to view and discuss the reel. It could also be an individual looking at the reel in a pickup truck prior to beginning work at a drill site. The 3-D training reel is versatile in that it can be used for a small group of persons or for a single worker. For any of these situations, information is transferred to the individual by viewing each of the seven colorful, in-depth 3-D scenes and relating the words that appear in each scene to what is depicted in the visual. The Lake Mead Intake No. 2 is a project constructed for the Southern Nevada Water Authority which includes a 12-foot diameter lake tap and intake shaft constructed in over 225 feet of water; 1650 feet of 16x14-foot horseshoe-shaped tunnel leading to a forebay that is 165 feet long, 35 feet tall, and 30 feet wide; twenty-two 4-foot diameter steel lined well shafts extending 325 feet from the ground surface to the forebay; 3500 feet of 12-foot diameter pipeline crossing a bay in Lake Mead that has water depths of up to 80 feet; and 2700 feet of 9-footdiameter steel-pipe-lined tunnel. Major site grading for a future pumping station in the area above the forebay is also included as part of the project. The project is on the schedule’s critical path for completing the first phase of a $2 billion water supply program for the Las Vegas Valley. In this paper, the owner, the designer and the construction manager present a discussion of the risk management strategies that were used to control costs, minimize project delays, and facilitate problem resolution. The discussion includes an assessment of the effectiveness of the risk management strategies in meeting these objectives. This paper will be of interest to owners and engineers planning underground projects, especially those projects that present unique risks during the construction phase.

This paper provides an utierstanding of the betivior and potenttil damage of homes resulting from sag-type mine subsidence. This is done with extemive research of numerom case histories in Illinois collected by the authors. The howe response to substience-itiuced ground displacements are summarized and evaluuted. A damage level criteriu, specifically developed for residenttil structures, is presented based primarily on repair costs. Damage levels and the associated subsidence profile characteristics for each case history are compared.
