Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

A new technology for the processing of secondary raw materials containing precious and Platinum Group Metals (PGMs) has been designed at the Laboratory of Heavy Metals at USTU. The technology is based on hydrometallurgical processing of the materials followed by sorption separation of the PGMs from the leach solution. Different versions of the technology can be realised depending on the type of processed material but the fundamentals are similar. Some parts of the technology can easily be integrated into existing flowsheets. The stage of sorption removal of platinum and palladium was tested on the site of the Joint Stock Company (JSC) "Uralelectromed" on pilot plant scale. A process was developed to obtain fine gold, silver, platinum and palladium. No waste is produced because all solutions are recycled. There are no gas emissions. Selective sorption of platinum and palladium from silver-containing solutions is possible even if the concentration ratio of silver to PGMs is one thousand to one. Sorption behaviour of the PGMs as a function of the bulk metal concentrations was studied. Recovery of 90-95% of platinum and 70-80% of palladium is possible.

The concept of sustainable development is be-coming present in the policies of increasing number of industries and governments. The complexity affects not only production aspects, but has also special relevance for environmental decision making. Not only producers are re-evaluating the services they expect from the environment and concomitantly increasing their willingness to sacrifice other consumption in favour of enhanced environmental services, but the character of environmental issues is becoming more complex as well. Incomplete information, uncertainty, system wide change, trans-frontier impacts, current causes that have far reaching future effects, irreversibility, and possibilities of catastrophic change all complicate the environmental decision making process. Non-ferrous metals production, due to a relatively low level of metals content in ore, results in generating huge amounts of tailings, exceeding usually 90% of the mine output. They must be stored in special facilities, which have the significant impact on the environment both during tailing management facilities (TMF) operation and after their closure. One of the most essential impacts of operating and closed TMFs is their eolic activity, displaying in worsening air quality, aero-sanitary conditions in the neigh-boring villages and contamination of soils close to the facility by heavy metals.

In the time since the first trials in the mid-1980s, the Rare-Earth Magnetic Separators (REMS) are presently (year 2001) found in many heavy mineral sands plants around the world. Both the roll and the drum type are used from ilmenite concentration to cleaning high-purity zircon products. Chromium-bearing materials are removed from ilmenite more selectively than with electromagnetic separators. Greater flexibility and higher grades in ilmenite circuits are achieved. Cleaner rutile and zircon products, even with respect to levels of radioactive materials, are the result of superior magnetic force optimisation. Tailings from roaster plants can be reprocessed effectively, which is encouraging some operators to look at replacing old equipment in order to process roasted material plant feed or implement use of the new generation drum separators in new plants. Wet separation of ilmenite by using powerful wet REMS drum separators is now a possibility. This may be an alternative to at least a portion of the Wet High-Intensity Magnetic Separators (WHIMS) process for ilmenite preconcentration. A dry plant process flowsheet can often be modified by displacing a portion of high-tension separators with new high-temperature tolerant REMS.

A sustained eight-year major research effort has been undertaken in South Africa to develop integrated passive water treatment systems for the sustainable removal of sulfates, while simultaneously addressing the removal of metals and acidity. The research effort addressed the problem both at a fundamental science level and at the more empirical pilot plant level. Whereas there are numerous anaerobic sulfate reducing reactors in operation on mine waters that remove some sulfate together with metals and acidity, these are typically plagued by low sulfate removal efficiency and gradual reductions in overall reactor efficiency with time. The South African research effort has focused on understanding the fundamental microbiological and biochemical reactions that occur in anaerobic reactors filled with lignocellulosic material and subjected to high sulfate water. Hypotheses have been developed that differentiate the reactions occurring in such a reactor into groups that should be individually optimised and these hypotheses have been verified through rigorous laboratory and pilot scale studies. The results of this research are incorporated into a patented multi-stage integrated passive treatment system that is capable of sustained high rate removal of sulfates, metals and acidity.

"For a model to be successful it must address the concerns and needs of a target audience. Further, the model must demonstrate the same patterns of behaviour as the real system, and need only be complex enough to meet this objective. If the model is too complex it can become unusable to those who need it most.With this in mind, SUPASIM has been developed for the practical metallurgist requiring only laboratory flotation rate data as input. Some 35+ successful plant simulations have been completed since 1985. The approach of SUPASIM is to characterise an ore, organise information in an understandable way and add structure to the complex flotation situation and hence support the metallurgist to interpret the relationship between variables and optimise the flotation process.The paper describes the basis on which the model was developed and sets out to provide an insight into interpreting laboratory flotation kinetics and their physical meaning in a production plant and the influence floatable gangue has on float performance and plant design. A case study illustrates how the ratio of slow floating mineral to gangue can influence circuit design and improve recovery on a plant scale.INTRODUCTIONThere is an enormous amount of useful data in the results of a laboratory scale rate test. Each variable of fraction and rate, for mineral, metal and gangue has a physical meaning in the plant. The link between float kinetics and the plant in respect of recovery, grade, pulp density, pulp flowrate, residence time, number of stages of cleaning and circuit configuration has been established by the author in the process of developing SUPASIM."

Various mathematical models and expressions to describe the behavior of a hydrocyclone have been presented in the literature (Lynch and Rao, 1977; Plitt, 1976; Plitt and Kawatra, 1977). Two of these models, by Lynch (1977) and by Plitt (1976), have been extensively used for process control studies (Kawatra and Thayer, 1879; Seitz and Kawatra, 1984). However, neither of these models relates the fineness of grind in a hydrocyclone overflow to the corrected efficiency curve of a hydrocyclone. If such a relationship were available, then one could relate fineness of grind to the operating variables using equation (1) or (2). A plant metallurgist is interested in knowing the fineness of grind rather than the dso(c) of a hydro- cyclone. As a consequence, several empirical relation- ships between fineness of grind and hydrocyclone operating variables are available. These relationships (Fewings, Wickham, and Wiseman, 1979; Manning, 1978; Watson, Cropton, and Brookes, 1970; Watts, Thompson, and White, 1978; Wiegal, 1973) have only a limited relationship with each other and have met with varying degrees of success. Computer-aided lithogeochemistry was used to "prospect" for stratabound scheelite (a tungsten ore) that occurs in many Precambrian clastic and chemical rocks, northeastern Brazil; The district is a metallogenic province covering about 5000km2. Exploration bedrock lithogeo-chemistry was applied at regional, local, and mine scales to identify regional tungsten trends and dispersion halos associated with economic tungsten mineralization. Regional coarse-mesh sampling (Cu,Mo,W) in 25km2 cells "found" all major mines and significant prospects using objective and cost objective computer mapping of bedrock geochemical data. The method is efficient ; of the 3600km2 study area only 9% of the original area remained after the initial pass. Of this area, the geo- chemically highest ranked (4%) cells contained the mines and prospects. Similar computer-aided treatment was applied to Cu,Mo,W,F, and Be lithogeochemical data from several mining concessions and prospects with outcropping and subsurface W mineralization. At a local scale out-cropping W mineralization was recognized at a distance of 500m. Fracture zones through which hydrothermal solutions traveled were identified; these were related to W mineralization at a depth of 200m.

OIL burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coal fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

THE purpose of this paper is to present data obtained from an investi-gation conducted on the grindability of coal by the American Society for Testing Materials Tentative Standard ball-mill method. This investiga-tion has been conducted over a period of a year, during which time several hundred tests were run on a wide selection of different coals coming from Pennsylvania, Ohio, West Virginia and Kentucky. The data herewith presented tend to show that the tentative standard ball-mill method might give results that are misleading and that a volume measure might be more indicative of the true grindability 'of materials of varying specific gravity. A means whereby the time element might be reduced has been studied and other phases of this work such as preparation of samples, mechanical screening, reporting results and duplicating tests have been investigated. It is hoped that all criticism offered in this paper will be taken as constructive, with the purpose in mind of perfecting the method now tentative to show the true conditions and of making optional the manner in which certain parts of the test might be conducted to meet diversified laboratory conditions.

The final 26 tables of this chapter, tables 24-49, extend and expand the statistical series on production that was started in the 1963 edition of the Area Reports: International volume of the Minerals Yearbook and that was subsequently updated and expanded in the 1965 and 1967-90 editions. Mainly because of the separation of the countries that formed the U.S.S.R., the column that provided a 5-year average, was deleted. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1992. This group of tables now includes each of the top 19 crude minerals in 1983 in terms of value of their output plus 3 others of lesser rank. These 22 crude mineral commodities accounted for more than 98 % of the estimated value of world crude mineral production in 1983. Coal production, included in the 1983 value of production table as two separated entries, is combined in one table in this chapter. World output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-is included because of their significance as products.

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. Data mining and modelling of operational data involves the discovery of patterns in large datasets for future use in benchmarking and plant optimization. The modern pattern of discovery in large data sets involves statistical techniques, machine learning and new visualization tools. Former examples of data mining are revisited and presented in this document. INTRODUCTION A network of enthusiastic and active professionals is currently developing and maintaining several open source statistical software tools (packages) for data analysis (example Rstudio, Orange, Spyder, etc.). The advantages of the open source software philosophy are the fast development and testing of the solutions presented to the community. Books and support are available for each software application. Since each modern work activity generates massive amounts of data, it is attractive to learn and test those available tools considering that we are at the door of the new work revolution coined as “Mine 4.0”. Data mining involves collecting large datasets, the preparation and cleaning of a dataset (term named data wrangling), the uploading of the data to a database program capable of handling big datasets, the development of prediction models and the presentation of the results. Machine learning techniques help to develop mathematical models and algorithms that could be used to improve the performance on a specific task. Mine operations are producing an incredible amount of data each day and the need to analyze those results seems to be impossible due to the lack of time, as well as the lack of skills to investigate the data collected. If we add to this the traditional habit of working in silos, an additional challenge is to consolidate databases from different departments in search of trends that could help to optimize production.

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

The jig may be termed the standard coal-washing machine. Although exact figures on the relative tonnages of coal treated by the various coal-cleaning processes are not available, it is known that a large part of all the coal given special cleaning treatment is handled by jigs. This wide use of the jig warrants a special study of its performance. In this paper are presented the results of an analysis of work done by a three-compartment jig in treating bituminous coal from the Thick Freeport bed in Allegheny County, Pa. Certain systems of washing coal require sizing before washing, while others treat unsized coal. The prevailing practice, however, for the preparation of coking coal from the more easily washed coal is to treat an unsized or natural feed of about — 1 in. size and smaller. Under such conditions, the minimum size of particle that is beneficiated has long been and is still a matter of discussion and conjecture. In a careful laboratory investigation J?ngstl concluded that the practical limit of settling of fine coal is reached at from 0.02 to 0.008 in. On the other hand, Hancock2 has found that single-compartment jigs, used in preparing coal for the domestic market, usually allow most of the heavy (refuse) particles smaller than 1/4 in. to go into the washed coal. He also states that it is impossible with the ordinary coal jig to make any noticeable improvement in the quality of the coal finer than 20 mesh (about 1/30 in.). Because of its importance in coal cleaning, the work described in this paper was undertaken for the purpose of obtaining information on this subject, as a part of the general coal beneficiation program being carried out by the Bureau of Mines.

As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

Lowering of quarry energy consumption participates to answer both environmental and financial issues. The “EE-Quarry” European project, supported by the European Commission (EE stands for Energy Efficient), develops a new and highly effective modelling and monitoring Energy Management System technique to improve Energy Efficiency and move to a low CO2 emission rate in the nonmetallic mineral industry. Within this global quarry project, blast design, as the first link in the chain, has to be optimized in order to satisfy requirements of downstream operations. The authors have been developing and implementing an operational methodology using continuous field measurements and field adaptation methods for blast design. It drives the drilling and blasting work, aiming at a more energy efficient and environmentally friendly operation. Based upon actual local conditions (rock-mass assessment, face geometry, borehole deviations, etc.), blast patterns are optimized through a specific hole-by-hole blast design software. It provides a better and more consistent energy distribution, to achieve a better rock fragmentation, while avoiding explosive overconsumption. The software also calculates total energy inputs and the drilling and blasting contribution to Greenhouse Effect. Coupled with methodical fieldwork and variable density explosives, it has been leading to a real reduction in energy costs and greenhouse gas emissions. As the project is now reaching its final stage, demonstrations were conducted in various quarries around Europe. Several simulations were carried out and compared to the site data, in order to propose enhancements for the different phases (extraction, loading, hauling, crushing and transport) while bearing in mind the environmental impact of the quarry. This blasting methodology allows to assess the carbon footprint of drilling and blasting in conjunction with the downstream operations, thus to evaluate the global carbon footprint of quarrying. This report describes the work performed by Mine Research Company in developing a prototype mobile roof shield during 1971-1972 for the U. S. Bureau of Mines, along with background information leading to the design decisions adopted for the project. In addition, the report evaluates the choice of design and analysis and the results of the project in terms of future possibilities of mobile roof support systems. The report begins with the discussion of the problems of designing, building, and using mechanical and hydraulic roof support in coal mines. It then gives a historical summary of past work with discussions of the design choices made for previous roof support systems.

Failure of a mine material hoist can cause injuries, fatalities and significant infrastructure damage, along with an associated loss of production. Principal causes of hoist accidents are overwind and underwind. Past and present means of arresting hoisting equipment are marginally effective and utilize destructive systems that are not reusable following an arrest. The use of permanent magnet eddy current arrestor technology is proposed; the history and fundamental science of the technology are presented, followed by real world examples and calculations of performance for failsafe, friction-free, instantly reusable eddy current arrestors as applied to stopping a 30-ton ore skip traveling at 16 metres per second. A comparison of existing arrestor types with the eddy current arrestor is included and limitations of the ECA are also discussed.
