"India is undergoing a massive electrification program using local coal to provide fuel for thermal generating plants. The Rajmahal mine in northern Bihar is scheduled to produce coal at the rate of 10 million tonnes per year by the end ofa sixty six month contract with MET-CHEM Canada Inc. for mine development. In order to control maintenance performance and warehouse inventory MET-CHEM is installing some proven computer-controlled programs and will provide extensive training to ensure that the systems are properly used. The programs are Maintenance Planning and Control System (MPCS) and Materials Management System (MMS), both of which were developed and used by Quebec Cartier Mining Company at its iron ore mine in northern Quebec. In addition, a Predictive Maintenance Program (PMP) using vibration analysis will be introduced . This paper discusses the three systems.IntroductionIndia is currently undergoing a massive countrywide industrialization and electrification program. Most of the power will be supplied by coal-fired thermal electric plants.One of the mines being developed as part of the over-all program is the Rajmahal Open Cast Coal project in the Godda District of Bihar, approximately 270 km north , and slightly west of Calcutta.The project is based on an agreement signed in January, 1989 between two government organizations - Canadian Commercial Corporation (Ccq and Coal India Limited (CIL). MET-CHEM Canada Inc. (MET-CHEM), an international consulting engineering organization which has worked in India since 1976, is CCCs Canadian executing agency for the project. METCHEM was the engineer-constructor and mining associate for the development of the 7.5 mtpy Kudremukh Iron Ore Project. This US$430 million project was completed on schedule and under the original budget estimate. The Rajmahal deposit is the responsibility of Eastern Coalfields Limited (ECL), a subsidiary of CIL. The project is to produce coal at the rate of 10.5 million tonnes per year in 1994."

Discussion Dr R. E. Robinson (Fellow): The author must be congratulated on a very meticulous and self-contained piece of work. It is indeed a pleasure to read a paper that is so clearly and systematically laid out, and where the conclusions and the testwork conducted have been so clearly described. The paper is complete in itself, which makes it very difficult for someone who is not intimately involved in the whole Torco project to make any comments on its content. However, two points that, strictly speaking, fall outside the scope of the paper are of considerable interest. The first relates to the particle size of the material treated. In the paper, the testwork is confined to one standard particle size (minus 60 plus 100 mesh). The essential feature of the paper is to indicate that the rate-controlling reaction in the whole segregation process is the rate of reaction of the ore particles with the reducing agent and the hydrogen chloride. One wonders, therefore, to what extent this relatively slow rate of reaction is affected by the particle size of the ore itself. One imagines that the reaction must take place by contact of the hydrogen chloride with the surface of the mineral particles, and it is reasonable to suspect that the rate of diffusion of the copper ions to the surface is a relatively slow process and is thus the limiting factor in this particular rate of reaction. It is possible, for example, that the improvement obtained, when the ore is subjected to reducing conditions before the chlorination, is due to a breakdown in the crystal structure of the original particle. This breakdown is brought about by the reduction and by the consequent increase in surface area available for reaction with hydrogen chloride. Can the author indicate whether any work has been done along these lines, and whether it has been established that the reaction depends on the surface area available? The second point relates to the application of this kinetic study to the actual operation of a Torco reactor. It was once planned to feed the sodium chloride, together with the reducing agent, into the top of the segregation chamber. In the paper, the author mentions that it has now been established that the segregation chamber behaves, to all intents and purposes, as a fluidized bed, and that there is, therefore, a rapid evolution of gas in the lower regions of the chamber, which, it is imagined, displaces the gas phase rapidly. Since the reaction between sodium chloride, water vapour, and the aluminium silicates in the ore is extremely rapid, one wonders how much of the hydrogen chloride produced is removed from the reaction zone before it has had time to react with the copper minerals. The extremely low consumption of sodium chloride (which is a vital feature of the Torco process) must depend on an extremely rapid circulation of the hydrogen chloride gas to all the ore particles in the segregation chamber. One wonders, therefore, if a system for the introduction of the sodium chloride into the bottom regions of the chamber might not result in even greater efficiency in the utilization of sodium chloride. ProC D. D. Howat (Fellow): All of us who have been concerned with the study of chemical reactions at high temperatures are keenly interested in kinetics and are well aware that this is not an easy study experimentally. Dr. Brittan is to be congratulated on the development of neat experimental methods and for his full discussion of the results obtained. Although the segregation process for the extraction of copper from oxide and silicate ores has been known for almost fifty years, the fundamental chemical and physical changes involved have been little understood and the fundamental data are very scanty. The work now in progress at A.A.R.L., together with that sponsored by the Anglo American Corporation in other research institutions throughout the world, is bound to produce new fundamental data and a much more complete understanding of this rather fascinating process. It is already apparent that some of the old and well-worn chemical reactions that were postulated to occur, just cannot take place in the way which was formerly accepted. Dr Brittan's work, carefully conducted and thoroughly analyzed as it has been, still leaves us with one great outstanding problem. The thermodynamic data and the possible reactions set out in Table I (page 281) of his paper leave us asking, in complete despair, how can copper be converted into a volatile chloride in the presence of HCl, CO and carbon at temperatures about 800°C? The thermodynamics all combine to show that copper should be reduced to metal as the first step in the process. This brings us right up against the second problem. If copper were reduced to the metal how would HCI convert it to the volatile chloride? On top of these problems is the unknown reason for the very high speed of reaction between CO, HCI and the ground copper ore. Still further into the region of the unknown is the reaction by which gaseous hydrochloric acid is produced in the actual process. Perhaps Dr Brittan is feeling grateful that he doesn't have to try to explain this reaction-at this stage of the research programme at least. The results very clearly show that both CO and HCl gas are essential for rapid production of the volatile copper chloride. Dr Brittan states that 18 minutes were required to attain 83 per cent extraction with HCl gas alone and this was reduced to 4 minutes when CO was

This paper presents the results of 18 high-G centrifuge tests performed at the Electric Power Research Institute's Coal Cleaning Test Facility in January 1985. These tests, using -28 mesh (0.6mm) froth flotation product, show that the high-G, solid-bowl centrifuge can produce clean-coal moistures of less than 12 percent at solids recovery rates exceeding 98 percent. The high-G centrifuge achieved these low moistures by applying centrifugal forces up to 2,000 times gravity. Because these forces are two to three times the forces used in a screen-bowl centrifuge, the high-G centrifuge can use a solid bowl and still produce a low-moisture product. The solid bowl captures ultrafines that would pass through a screen bowl, and thus obtains higher recovery rates than a screen-bowl centrifuge.

By-products are of greater importance in lead and zinc mining than in any of the other major base metals. While I think most mining people would accept that statement, you would probably get some widely varying estimates when attempting to quantify the value of by-products in lead and zinc mining. We are now able to do this with our lead-zinc mine cost model. This model was originally developed as a zinc mine cost model to help us forecast long-term zinc supply and price as part of a study we completed in late 1979 entitled "Zinc - The Next Decade". Before demonstrating the importance of by-product revenue to lead- zinc mines, let me first explain how the cost model was constructed. I will discuss the model as it was originally constructed - as a zinc mine cost model. It has subsequently been expanded to include lead only mines and now can Be run either as a zinc or a lead mine cost model.

One of the highest costs associated with insitu leaching of copper is electric power. The ReGeneration Project addressed this cost issue with a research and development project for BHP Copper. The project involved the installation of a reverse pump/turbine for the removal of excessive fluid pressure and the production of useful electric power. The motivation for the project was that a reverse pump/turbine unit could not only remove the excess hydraulic pressure, but when connected to an induction .generator, would produce electric power, which could be easily connected to the local power gird, thus reducing operating costs. The project was successful in removing excess fluid pressure and producing electricity. The unit is operating today, producing useful 2,300 volt power at a rate of approximately 128 kilowatts.

Despite the advent of modem firing control systems reheating furnace operations frequently allow significant thermal excursions in the discharged slabs or billets after furnace delays. Although HSM furnaces are not immune to this and other related problems, mini-mill operations are most vulnerable due to their more frequent delays and (often) less sophisticated control systems. In order to reduce these problems control systems will commonly include a thermal model, operating either on-line (interacting directly with the controller logic) or in an advisory, off-line mode. Using a new 'fast' thermal model, the paper examines the thermal response of a typical mini-mill furnace during both delays and the subsequent recovery period. A variety of firing strategies are explored and compared on the basis of maintaining thermal excursions within allowable limits for rolling. Other factors, such as the potential for overheating of billets within the furnace during delays and the overall thermal state of the furnace, are also considered in some detail. Although common practice, the use of conventional thermocouple zone temperatures for furnace control during and after delays is shown to be a dubious proposition. I presume that the questioner is not asking about the reduction of sulfate in groundwater to hydrogen sulfide as a result of biological activity promoted by organics in the grout hardener and that the question relates to sulfate attack on cementitious grout systems. For the project in Spain presented in my paper, we used a very high pulverized fuel ash (PFA) content in the cementitious material. This gives good sulfate resistance and indeed the chemical interaction will actually cause the permeability to drop for about 50 years without any question of sulfate attack and damage to the whole thickness of the grout - of course there will be attack at the exposed face of the grout where it is in contact with the contaminated groundwater. The mix had over 75% PFA, and also a very high overall cementitious content. The mix was the contractor's design and showed excellent behavior in laboratory proving trials. In grouts as distinct from concrete, PFA gives significantly better sulfate resistance than ground granulated blast furnace slag which is often used in Europe as a component of bentonite-cement mixes for slurry trench cut-off walls.

THE ball mill has superseded stamps for the reduction of gold ores in most of the recently designed plants, partly because stamps are not suited to die fine grinding required for flotation, and partly to save space and construction cost. Experience with these new mills seems to confirm the idea that it is more difficult to recover bold from a ball-mill product than it is when stamps are used for crushing. Microscopical examination of particles of gold that have passed through a ball mill show that the gold has been pounded into exceedingly thin flakes coated with a talcy surface, making it more difficult to save by amalgamation, flotation, or concentrating. Bearing in mind that gold is extremely malleable, it seems reasonable that this should be so. Contrast the action in a stamp battery, where the crushing is by impact in the presence of mercury, to the grinding and rolling under pressure in a ball mill. It is well known that a better recovery can be obtained by panning or amalgamation from a sample of ore that has been crushed by mortar and pestle than from one reduced on a bucking board.

TWO serious hazards from coal dust confront the bituminous-coal miner- -a physical or safety hazard and a physiological or health hazard. The first threatens the miner with loss of life from coal-dint explosions, and the second with loss of health and earning capacity from inhaling large quantities of the dust. Studies by the Bureau of Mines have shown that coal dust, except some grades of anthracite dust, is capable of initiating an explosion when no explosive gas is present and that its property of extending or propagating an explosion has been responsible for nearly all the widespread explosions that have occurred in bituminous mines in the United States in the present century. For years many mining people believed that low-volatile coal dust was not explosive but not only is it explosive but if the source of ignition is intense, it is as explosive as the dust of many high-volatile coals because the war is creating increased pressure for greater coal production and because of the trend toward greater mechanization in mines, explosion and health hazards from coal dust are likely !n increase considerably.

The characterization of respirable dust on the basis of constituent fractions and particle sizes is increasingly of concern for evaluating exposure hazards. For high-resolution particle analysis, scanning electron microscopy with energy dispersive X-ray (SEM-EDX) can be an effective tool. However, it requires particles to be deposited on a smooth, uniform substrate such as a polycarbonate (PC) filter for optimal results. While direct sampling onto PC is possible, this is not the standard approach in many situations. For example, in coal mines, respirable dust samples have typically been collected onto polyvinyl chloride (PVC) filters because they are intended for gravimetric and/or infrared spectroscopy analysis. Such fibrous substrates are not ideal for SEM-EDX (or other microscopy), but an effective method to recover and redeposit the dust particles could render such samples suitable for the additional analysis. Here, we present a simple method and compare SEM-EDX results for paired samples analyzed directly on PC and following recovery from PVC and redeposition on PC. Both laboratorygenerated dust samples (n = 10 pairs) and field samples of respirable coal mine dust (n = 44 pairs) are included in this study. Although some changes in particle size distributions were observed between samples analyzed directly and those that were recovered and redeposited prior to analysis, the results indicate the dust recovery method generally yields a representative sample in terms of mineral constituents. That said, results also highlighted the effects of high particle loading density on individual particle analysis. Considering all sample pairs, those with similar loading density between the directly analyzed and recovered sample tended to exhibit similar mineralogy distributions. This was generally the case for the lab-generated sample pairs, and the Freeman-Halton exact test of independence indicated that the samples in just three (of 10) pairs were in disagreement in terms of their mineralogy distributions. On the other hand, for the field samples, the directly analyzed sample often had higher loading density than the recovered sample; and the Freeman-Halton test showed that 25 (of 44) pairs were in disagreement. However, the effect of possible particle agglomeration on the directly analyzed samples cannot be ruled out—and exploration of this factor was beyond the scope of the current study.

"This paper challenges the traditional notion that mine planners need to plan production so as to incur the lowest mining cost. For a given mine configuration, a mine that increases its mining rate will incur increased mining costs. In an environment in which operations are fixated on cost reduction, a proposal that increases costs will not be readily accepted. Such a proposal requires financial justification—the increase in costs might be recuperated by the additional production. This paper evaluates the net present value (NPV) across a range of copper prices for two underground orebodies located at different depths, using a production rate of 300 kt per quarter and a scenario that introduces additional equipment and costs for 450 kt per quarter. The evaluation was based on the changes of NPV for the orebody located at a shallow depth compared with the orebody at a greater depth. Discrete event simulation combined with mixed integer programming was used for analysis. Unlike traditional sensitivity analysis, this study re-optimizes the mine plan for each commodity price at each production rate. The results show that, for the low mining rate at the final copper price, an NPV of A$1530.64 million is achieved, whereas an NPV of A$1537.59 million is achieved at a higher mining rate. Even though pushing mining rates beyond traditional limits may increase mining costs, this option may be beneficial at certain commodity prices, particularly when prices are elevated. IntroductionA traditional notion among mine planners is that mining rates should be planned in such a way as to reduce production costs. This concept generally relates to the mining rate that results in the highest machine utilization for the selected equipment. Although an existing mine may consider increasing its mining rate by adding equipment to a given mine configuration, this typically increases mining costs. In an environment in which operations are fixated on cost reduction, a proposal to increase costs may be very difficult to argue for. The value of the mine plan is well recognized as varying with the mining rate for a given orebody (Smith, 1997)"

A recent development using XRD techniques, a unique fixed detector, specifically permitting full mineralogical information simultaneously for the first time, specially designed sample preparation and presentation system and Rietveld codes provide a continuous real- time analysis on the true contained mineral polymorphic composition of powder streams such as ore materials, cement, ground clinker or any other mineral stream conducive to XRD analysis. There are several COSMA systems currently operating in the US, Canada, Italy and Australia, proving service and reliability of this concept. The mineralogical information generated continuously in real time is used for automated efficiency, product quality and reduces costs. Quantitative Phase Analysis information is transmitted to the plant DCS via Modbus over RS422 or ethernet. Some limited information is stored in the on-board computers for optional future use at the operator?s option.

Corrosion testing was performed in white liquor from a Brazilian Kraft mill. Specimens of duplex stainless steel (DSS) and lean duplex (LDSS) were exposed at 170 °C for 30 days to simulate conditions of the digester. Corrosion rates were determined from weight loss measurements. After this exposure, the corrosion products formed on the steel surface was characterized by using scanning electron microscope (SEM) equipped with EDS, X-Ray Diffraction (XRD), and X-ray photoelectron spectrometer (XPS). EBSD can be used to quantify of basis balance phases in DSS and LDSS. General corrosion rates for UNS S32304 LDSS were higher than the UNS 31803 DSS in industrial white liquor at 170 °C for 30 days. XPS and XRD analyses indicated that the film formed after the immersion test may be consisted by Fe and Cr oxides and sulphides.

THE safety data presented in this paper are based upon replies to a Questionnaire sent out to representative mining companies. The authors feel that it is a fair cross section of the milling industry, in that the 17 companies, of the United States and Canada, reporting on 22 mills, are scattered from the Hudson Bay to the Mexican border and from coast to coast. These data concern the accident records of the. various plants from 1939 to 1944, inclusive and the six years are divided into two periods. The first period (1939, 1940 and 1941) represents something of a normal operating condition. The second period (1942, 1943 and 1944) represents the period of time that was most affected by war con¬ditions. During the second period there was a high labor turnover, inexperienced workers were numerous, women replaced men in many kinds of work, a labor shortage existed more or less throughout the industry, and supervision was pushed for peak production. All of the companies reporting compiled their accident experiences for these six years in accordance with the standards set up by the American Standards Association (Engineering Societies Building, New York, N. Y.), consequently the tabulated data presented herein are comparable. The authors of this paper feel that the industry as a whole is greatly indebted to the personnel of the companies that furnished these data, which make this study possible for presentation. This survey covers a total exposure of 74,528,880 man-hours, with 105,471 man-days of lost time from 870 accidents. SAFETY RECORDS In Table I, the safety record is shown of the various mills reporting. The severity rate is usually conceded to be the most vital statistical figure in safety parlance, therefore the participating companies are listed in order of their severity rate for the combined six-year period, under size of organization. The table also shows the frequency rate as well as the frequency-severity ratio (F/S). As noted in Table 1, most of the companies suffered an increase in both severity and frequency rates during the second period; only six of the 22 enjoyed an improvement. From correspondence with the various plants, it seems that a few had very little labor shortage or turnover, and these were not greatly affected. A few plants, anticipating the situation, strengthened their training facilities and actually were able to show a better experience during the second period. THE normal statistics of supply and demand of petroleum and its products have little more than local influence on the market movements of oil securities. The two major reasons for this condition might be called the technique of production and the technique of refining. The speed of improvement in each and the complete lack of control of their, inter-relation have resulted in overproduction of both crude oil and gasoline in the face of immense in-crease in demand. The trouble with oil securities has been that of the mushroom radio companies, where too frequent changes have killed the possibility of profits. It is a case of too much efficiency. During the past ten years there has been continual talk of wasting reserves of crude oil. This has been based on "present methods of production." Yet the methods of ten years ago in the oil industry are as antiquated today as the kerosene lamp.. The fear of famine has transformed the industry. The refiner, through the cracking process, has doubled the gaso-line output from a barrel of crude oil, thus doubling reserves and changing a current undersupply into oversupply. When the automobile driver desires he can again double reserves and transform want into abundance by demanding an automobile which will deliver twice as many miles per gallon of gasoline. Entirely apart from refining and in complete dis-regard for its needs, the oil producer has forged ahead at a pace too rapid for his own good. The science of geology has developed with experience and' lavish expenditure into a constant danger to profits in the production of oil. Two and one-half per ;cent of the producing wells in the United States are yielding one-half of the oil, while their flush production is used as an excuse to force down the price of crude oil until 200,000 wells must be abandoned or produce at a loss. The fabulous yield of the new high-pres-sure fields enables the fortunate owners to make a profit regardless of the price of oil. Such a condi-tion is unhealthy from the standpoint of oil itself and as a national policy. It is manifestly absurd to suppose that such a condition can endure for a gen-eration. There will come a day when the sequence of discovery will be temporarily broken, and at that time the consumer will be forced to pay heavy interest on the foolhardy policy of today.

DURING recent months, the acute shortage of steel scrap has necessitated the use of higher percentages of hot metal in the open-hearth charge. With these higher percentages, the sulphur content of hot metal has become an increasingly important factor in the control of the quality of steel. Thus, the blast-furnace operator is faced with a demand not only for more output but for a higher quality of product. More than go per cent of the sulphur charged into the blast furnace is contained in the coke. With the tremendously increased demand, the trend of coke quality has been toward higher sulphur, higher and more variable ash, and poorer physical characteristics. This has been brought about by less selective coal mining, increased production rates in coke plants and resumption of operations of many beehive ovens. In a single month last year, one blast-furnace plant in the Pittsburgh district operated with coke obtained from 52 sources. The effect of variability and quantity of coke ash on blast-furnace operation is well known. The improved results obtained with furnaces operating on coke made from washed coals compared with results on coke made from raw coals is ample proof of the effectiveness of low and uniform ash. Coal-washing plants, however, require a large capital expenditure, and are impractical for most of the large number of small producers, whose operations are confined chiefly to periods of abnormally high demand. Furthermore, not all coals are physically adaptable to washing. PRINCIPLES OF IRON DESULPHURIZATION IN FURNACE Although investigations of the blast-furnace process have not clearly revealed the detailed mechanism of iron desulphurization within the furnace, they have been sufficiently extensive to permit a postulation of the following general principles: I. Iron, in its travel from furnace top to hearth, continues to pick up sulphur until it has reached tuyere level. The zone of iron desulphurization is relatively narrow, being confined to a vertical distance extending approximately from tuyere level to the iron-slag interface in the hearth.1 2. Combustion of coke is confined to spherical zones extending approximately 40 in. from the nose of each tuyere.2 Coke ash is released as the coke burns in these combustion areas. 3. With a constant amount of sulphur in the charge, the sulphur content of the metal product is a function of hearth temperature, final slag analysis, slag viscosity, and slag volume. Both hearth temperature and slag analysis affect slag viscosity. For a slag of constant analysis, viscosity always decreases with an increase in temperature;

This report presents experimental work conducted on a number of coals found within the boundaries of the Missouri River Basin, which were, to an extent, a selection of coals typical of that region. In the min, the laboratory work falls into three general classifications: (1) Laboratory distillation assay of coal to establish yields on carbonization; (2) chemical analyses of the coal samples before drying or carbonization; and (3) chemical analyses of the products of carbonization. It will be seen in the following discussion that these data derived from the small-scale laboratory apparatus are useful in predicting yields from pilot plants or industrial units. Coal is produced in about 48 general areas or mining fields in the Western States, of which approximately 18 fall within the limits of the Missouri Basin.3/ Beginning with the Northern Colorado field, through the Central and Western Wyoming fields, the coal is principally bituminous and subbituminous rank. The western Montana coals are also of these ranks. Progressing northeast from central Wyoming the coal decreases in rank, as shown by the subbituminous C coals of the Gillette field in northern Wyoming and the lignites of eastern Montana and North Dakota.

With the increasing depth of coal mining, the coal mine shaft traverses’ strata conditions become more and more complex. Shafts are often located in deep thick strata with unstable aquifers, and coal mining requires short-term rapid drainage of aquifers; the additional stress caused by aquifer water drainage is the direct cause of the shaft-lining failure. Over the years, many experts have conducted research on the shaft-lining damage caused by the consolidation and subsidence of the soil layer induced by the long-term drainage of the aquifer. On this basis, this paper conducts an in-depth study of the dynamic change of the pore water pressure of the aquifer in the short-term drainage and its influence on the response of shaft-lining strain and surface subsidence. The result shows that the Mandel effect of pore water pressure around the shaft-lining is obvious at the beginning of drainage, and the pore water pressure suddenly increases; the increase is independent of the drainage rate, which leads to the sudden increase of the shaft-lining strain value unrelated to the drainage rate. The result also shows that with the gradual dissipation of pore water pressure, the increase of shaft-lining strain is positively related to the drainage rate and negatively related to the drainage distance, and the variation trend of horizontal strain is greater than that of vertical strain, which appoints the main cause of shaft-lining damage.

Piles may also be used where an unacceptable amount of settlement of spread footings may occur. 4.5.1.2 MATERIALS Piles may be structural steel sections, steel pipe, precast concrete, cast-in-place concrete, prestressed concrete, timber, or a combination of materials. In every case, materials shall be supplied in accordance with the provisions of this Article.

This bulletin is the fourth of a series a showing the results of the purchase of coal by the Government under specifications. The work of inspecting and analyzing coal delivered on Government contracts was transferred to the Bureau of Mines by an act of Congress effective July 1, 1910. It had been carried on for several years before that date by the technologic branch of the United States Geological Survey. The purchase of coal on the dealer's statement as to quality or on the reputation of the mine or district producing the coal is gradually being discontinued. At present most coal-purchasing contracts make definite provision regarding the desired heating value of a coal and the composition as shown by analysis. The heating value is usually expressed in British thermal units" and the composition specified is that shown by proximate" analysis. The price to be paid for delivered coal is made to depend on whether the analyses and heating-value tests of samples representing the delivery show the quality to be above or below the quality set forth in the contract. Large coal consumers are beginning to appreciate more and more the importance of the cost of power as a factor in the cost of producing a finished article. The endeavor to increase the efficiency and the economical operation of a power plant calls for an intimate knowledge of the quality of the coal being used. The purchase of coal under specifications insures the purchaser getting what he pays for and the coal being of the quality guaranteed. In addition, the analyses and tests of the delivered coal furnish data whereby the power-plant results can be comprehensively studied and a continuous check maintained on the conditions of operation.
