Lightweight basic refractories suitable for use in some sections of the all-basic furnace were developed. Potential advantages of such refractories are lower weight, improved resistance to thermal shock, and less tendency to spall off the working face. Plant trials in positions not subject to heavy loading or severe erosion seem warranted. Forsterite (2MgO.SiO2), stabilized dolomite (2Ca0?SiO2 + MgO), and chrome-spinel [(Fe,Mg)0?(Cr,Al) 031 refractories were fabricated using bubbles as the principal component in the brick mixtures. Bubbles were blown from melts of the basic raw materials as they were tapped from a conducting-hearth arc-resistance furnace. The bubbles were graded, bonded with synthetic Forsterite plus mineralizers, dry-pressed, and fired to temperatures of 1,600° C. or over in a gas-fired kiln. Refractory properties of the bubble brick were compared with those of insulating refractories made by burning combustibles out or dense brick mixtures. Lightweight refractories fabricated of bubbles were one-third lighter in weight than dense bricks of like materials. Their mechanical strength was satisfactory, and their resistance to thermal shock was excellent. In tolerance to open-hearth slag and in resistance to thermal shock, the chrome-spinel bubble bricks wore the best of the refractories tested. Basic refractories of the insulating type were about 40 percent lighter in weight than dense commercial refractories, but they were mechanically weak and not suitable for superduty service.

The Bureau of Mines conducted laboratory and field experiments to determine tne amount of permeability reduction in uranium sandstone after its exposure to different drilling fluids. Seven polymer and two bentonite fluids were laboratory-tested in their clean condition, and six polymer fluids were tested with simulated drill cuttings added. Sandstone cores cut from samples collected at an open pit uranium mine were the test medium. The clean fluid that resulted in the least permeability reduction was an hydroxyethyl cellulose polymer fluid. The greatest permeability reduction of the clean polymers came from a shale-inhibiting synthetic polymer. Six polymer fluids were tested with simu-lated drill cuttings added to represent field use. The least permeability reduction was obtained from a multipolymer blend fluid. A field experiment was performed to compare how two polymer fluids affect formation permeability when used for drilling in situ uranium leaching wells. For this test, the polymer fluid with the best laboratory results (multipolymer blend) was compared with a commonly used polymer fluid (guar gum) that gave poorer laboratory results. When fluid injection rates for the four wells drilled with the guar gum were compared with those for the four drilled with the multipolymer blend, no statistically significant difference was found.

Factors now accelerating the trend to larger concentrators and larger equipment units are reviewed. After almost 40 years of stability with unit sizes less than 100 cu ft, 200 and 300-cu-ft flotation-cell units are now operating and a 500-cu-ft machine is being built. The design of these cells is considered, as is the design and operation of flotation circuits against the background of the need to achieve greater process efficiency while holding down operating and investment costs. Particular attention is paid to the scale-up problem. With the newer cells having five to ten times higher unit capacities, the advantages resulting from this in sampling, mill operation nnd control, testing and plant layout are indicated, as well as the broad direction for changes in the overall design of 50,000 to 100,000-tpd concentrators. A comparison is given of the available larger cells of U.S. manufacture with analysis of differences and similarities. After almost 60 years of application in this country, froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups, the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign, the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency. and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum—to mention only the most important metals occurring in the U.S. as sulfides- must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000-tpd milling rate on copper ores. Table 1' shows the trend in copper ore grades in U.S. in recent years. Table 2' shows the projected annual growth rate of consumption 1966-1985. A study by one of the authors 25 years ago showed that of 32 copper mills in North America with more than 100-tpd capacity, only eight had capacities exceeding 10,000 tpd. The average for these eight was 25,000 tpd. These included the three giants of that day, Magna, Arthur, and Morenci; the other five averaged a little over 10,000 tpd. Today instead of the eight mills with capacities exceeding 10,000-tpd capacity we have 25, and the mill with less than 1000-tpd capacity is fast becoming extinct. Much less range is found in lead and zinc mills, which are still generally small except for the few with over 1000-tpd capacity in Missouri, Utah, and Idaho, and a few zinc ore mills in the same size category. Molybdenum and potash operations are the fastest growers in North America today, but when one considers the projected increase in consumption of copper together with the projected decrease in grade of ore (3% annually), he can foresee that copper ore milling will soon lead the list. Technological improvements to meet the challenge of lower-grade ores have taken the wholly predictable path toward bigger equipment. In mining, shovels, draglines, scrapers, and trucks have led the way; in ore processing, we have seen a rapid increase in size of grinding mills, flotation cells, and pumps. Twenty-five years ago, for example, the 10-ft-diam ball mills treating 2000 tpd at Morenci were considered the giants, but today some grinding mills in similar service have five times that capacity. A method of calculating the changes in blast-furnace performance brought about by burden and/or blast modifications is presented. Essentially the method consists of three simultaneous equutions derived from materials and heat balances. These equations can be used not only to evaluate quantitatively the effect of changes in process operating variables on furnace performance, but also to provide a useful means of evaluating changes in process variables which cannot be measured directly. It has been customary for a number of years to use simple heat and materials balances as a basis for assessing blast-furnace practice. A good example of the method used to set up these balances is that proposed by Joseph and Neustatter.1 This approach to process assessment has limited utility, however, in that it cannot be used to predict the furnace coke rate or production under new operating conditions. Using an approach based on multiple correlation of blast-furnace variables, R V. Flint2 has developed an equation which may be used to predict the change in coke rate that will result from some changes in operating conditions with a reasonable degree of accuracy. Although this equation has useful applications in production planning, it cannot be used to study the relationships between the operating variables and the fundamental thermochemi-cal characteristics of the process. In attempting to analyze the blast-furnace process quantitatively, the idea of dividing the furnace into zones3 may at first appear attractive. In our present state of knowledge, however, it is not possible to define with any accuracy the physical limits of such zones in relationship to their temperatures or to the reactions which may occur in them. Although its application is restricted, the zonal approach to blast-furnace analysis is useful in some instances. For example, the change in the calculated flame temperature in the "combustion zone" caused by injecting steam constitutes information which is helpful in understanding why the addition of steam to the blast is best accompanied by an increase in blast temperature. The zonal approach cannot, at the present time, be used to establish the relationships between process variables and process performance if the whole process rather than part of it is to be considered. One of the earliest approaches to the problem of relating blast-furnace operating variables to pro- duction and coke rate was that developed by Marshall.4 Essentially Marshall's work showed that it was possible to estimate the performance of a furnace by solving three simultaneous equations which consisted of rudimentary carbon and heat balances plus a further equation relating the production, wind rate, and the carbon burned at the tuyeres. Although these equations did not include all of the chemical and thermal variables of the process, their derivation and application seems to be the earliest attempt which achieved any success in relating prior furnace operating data to the calculation of furnace performance under different blast conditions. Work carried out in Germany has been directed mainly towards prediction of coke rates using material and thermal balances rather than statistical methods. wesemann5 used prior furnace operating data as part of the basis for predicting the change in coke rate accompanying a change in burden composition. This author employed a method of successive approximations to estimate the secondary changes in slag volume and stone rate brought about by the change in coke rate. The most recent analysis, which seems to have been developed concurrently with the thermochemical model presented in this paper, has been described by Georgen.6 This author has succeeded in improving on Wesemann's approach by expressing the total changes in the slag volume and stone rate in terms of the change in coke rate itself. This is accomplished in a manner similar to that used in the thermochemical model described in this paper. Although Georgen makes use of a calculated furnace heat loss, he does not relate the heat loss per unit of hot metal to the production rate as is done in the present work. Georgen's approach may be used to calculate the changes in materials requirements accompanying changes in furnace operation; it cannot be used to assess the resulting changes in production. The fact that blast-furnace behavior can be interpreted by consideration of the heat requirements of the process was demonstrated by Dancy, Sadler, and Lander.7 In the analysis of blast-furnace operation with oxygen and steam injection these authors showed that it was possible to account for the changes in production and coke rate

It is well known that plastic deformation alters many of the properties of a metal and subsequent heat-treatment partially or completely restores these properties.l In the deformed or strained state, the metal is unstable and tends to change toward a condition called a "strain-free state." The transformation occurs through recovery, recrystallization, and grain growth—processes that may take place singly or in combination. The distortion of the lattice of an individual grain of a metal in a state of strain may be rather complex in nature, because plastic deformation produces: (I) dislocations within mosaic blocks; (2) elastic variations of the lattice spacings; and (3) gross alterations throughout the lattice, especially along slip planes, along composition planes between a grain and its mechanical twins, and along boundaries of deformation bands. These gross alterations are of the nature of bent planes or rotated regions of the crystal lattice and are revealed by a spread in the orientation of the grain. Although we cannot describe these strains and their formation accurately because of insuffcient knowledge, we can, nevertheless, use the information as well as possible to obtain a better understanding of recovery processes. In recovery, the lattice of a grain is not made anew as it is in recrystallization, but is improved or mended in such a way that the basic structure remains unaltered: Until recatly observations were .that recovery produced no marked changes in the shapes of spots in Laue diffraction patterns, whereas recrystallization did, but now it is known for silicon ferrite2 that Laue spots may become quite sharp entirely through recovery. Consequently, the shape of Laue spots alone would not be a suitable test to distinguish between recovery and recrystallization. There is considerable evidence that the micro-structure usually does not change visibly during recovery. Absence of a visible change in the microstructure, therefore, provides a sufficient test of recovery in many cases. However, including this observation in a definition of recovery as a necessary condition (this is usually done) is unfortunate, because recovery may, as will become evident later, produce new grain boundaries that are visible not only in the microstructure but also in the macrostructure. For the present, therefore, let us say that a necessary condition for a process to be one of recovery is that the principal orientation or orientations of a deformed grain be essentially unchanged throughout the transformation toward the strain-free state. Several transformations may occur that fulfill this condition, and the nature of the distortion in a grain indicates what these must be if the lattice is to be mended in part or fully. Following a roof fall in the B12 headgate of a CONSOL Pennsylvania Coal Company (CCPC) underground coal mine in February 1998, CONSOL R&D and Exploration initiated an underground roof geology reconnaissance program along the B13 and B14 developments to define potential roof instability areas and to recommend appropriate supplemental headgate support. This reconnaissance program revealed the presence of a thick, massive Pittsburgh sandstone channel overlying the B13 and B14 panels. Surface and underground core holes confirmed the close proximity and the very massive, nonlaminated nature of the sandstone. To mitigate anticipated adverse conditions at the B 13 and B 14 longwall faces due to delayed caving of the massive sandstone behind the shields, a task force consisting of Operations, Exploration, and R&D personnel was formed in May 1998. Several operational adjustments were made by mine management, including repairing damaged lemniscate links, maintaining immediate forward shield support, and implementing measures recommended by the task force intended to boost the shield set load density at the face. After reviewing available geotcchnical information, the task force also recommended fracing of the massive sandstone over the B13 and B14 panels to enhance caving characteristics and further reduce the bending-induced stresses in the sandstone near the face. Horizontal fracs were created at a horizon about 25 feet above the Pittsburgh seam main bench over the two panels in June and November 1998, respectively. To evaluate the effect of sandstone fracing and operational adjustments on the bending-induced stresses in the sandstone, three finite element models were constructed and analyzed. Results from the finite element analyses indicate that one horizontal frac, 25 feet above the Pittsburgh seam, would reduce the bending-induced stresses in the sandstone by approximately 50 percent, maintaining them at a level below the ultimate strength of the sandstone. Operational adjustments to increase the support set load density and support stiffness could reduce the bending-induced stresses in the sandstone by a maximum of an additional 10 percent. Shield pressure monitoring at the B14 midface confirmed the presence of a lower roof pressure zone inby and outby the 1314 frac holes. This lower face pressure significantly contributed to improving the B13 and B14 longwall productivity and safety. The total production downtime due to bad top at the B 12 face within the interval of channel influence was 30,600 minutes compared to about 3,500 minutes each for the B13 and B14 faces. The average longwall advance per machine shift for the B13 and B14 faces within the channel was about 70 percent higher than that for the B 12 face.

THE Institute met on Wednesday evening, May 22d, in the parlor of the Stanton House, Dr. T. Sterry Hunt, President, in the chair. The President delivered an introductory address on the Brown Hematite Deposits of the Great Valley, after which the following papers were read and discussed : Note on the Result of an Experiment with the Wheeler Process of Combining Iron and Steel in the Head of a Rail, by W. E. C. Coxe, of Reading, Pa. On the Jenks Corundum Mine, Macon County, N. C., by Dr. R. W. Raymond, of New York City. On Wednesday afternoon, previous to the opening session, the members who had already arrived in Chattanooga, were taken by the Local Committee to the works of the Roane Iron Company, and Chattanooga Iron Company, and then to the top of Lookout Mountain, where, at the request of the members present, Dr. Hunt described the geological and geographical features of the Chattanooga region, with the magnificent panorama spread out before them as a map. On Thursday morning an excursion was made by steamboat down the Tennessee River as far as Shellmound. Here cars were taken to the coal mines of the Dade Coal Company, where the members were courteously received by Mr. E. B. Wells, the Superintendent. After a trip through the mines the party partook of a collation provided by the company. South Pittsburgh, on the Tennessee River, was next visited, where the Southern States Coal, Iron and Land Company have a large blast-furnace plant in the course of erection. After conducting the party through the works, shops, etc., Mr. James Bowron, the manager, entertained the members with graceful hospitality at dinner. The second session was held on Thursday evening for the transaction of business. The President, Dr. T. Sterry Hunt, appointed Messrs. W. E. C. Coxe, R. H. Richards, and F. J. Slade, scrutineers, to examine the ballots for officers for the ensuing year.

In this paper, the logic and the capabilities of a long term production planning method for open pit mining are presented. The method is the first attempt in obtaining simultaneous solutions to the four interrelated parameters of open pit mining; 1) the mine life, 2) the specific blocks to be mined each year, 3) the amount of ore and waste to be mined each year, and 4) the ultimate pit limits. An efficient cutoff grade can also be obtained through a sensitivity analysis. None of the existing methods can bring such a comprehensive solution to the problem. A production plan for a real life gold deposit is given to illustrate the logic and the capabilities of the method.

Introduction I am indebted for most of the information in this paper to Mr. P. S. Lea, Deputy Chief Inspector of Mines of Great Britain, and Mr. A. E. Crook, Engineering Inspector of Mines, Ministry of Fuel and Power. Other coal-mining men in Canada may be as surprised as I was to learn that there are twenty-five Diesel locomotives in service underground in British gassy coal mines. Many more are in use underground in non-gassy coal mines and in metal mines. Approval has been granted for an additional fifty flame-proof locomotives to be used in gassy mines, and these should be in operation by the end of 1946, or as soon as manufacturing facilities permit.

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

The twenty years before World War I was the Golden Age of copper smelting in British Columbia. In this short time, the smelters developed from small, primitive units to large, efficient operations. The first copper claims had been staked on Howe Sound and Knight Inlet in 1864, and there was extensive copper mining in the interior by the mid-1880s, but before 1895, all ore was shipped out of the country for smelting, converting and refining. The first interest in smelter construction was undoubtedly inspired by a Provincial bonus and Dominion land grants offered to smelter builders. The early smelters made use of small blast furnaces which were designed to smelt any kind of ore, but usually far too little ore was available. The first smelter seems to have been the McRae furnace on the Spillimacheen River (1883), followed by Vancouver (1889), Revelstoke (1891), and Golden (1891) (1). They each smelted a few tons of galena and then quickly closed down permanently for lack of ore. Only smelters that actually produced some copper matte are described in the following sections.

The complex ore body at CNRL?s Horizon mine presents some unique challenges in managing ore and waste delivery. With 25m x 25m ore blocks shovels often take bucket loads from multiple blocks to fill one truck load. With CNRL monitoring 22 different qualities per material a precise calculation of the blended quality of ore on the back of each individual truck is essential to meet the daily blend requirements at the plant. Additionally, one of these qualities must be closely monitored and controlled at a singular level as delivery of certain grade and quantities can cause serious disruptions at the plant. The waste material also requires special handling and delivery for its use in dyke construction for tailings impoundment. Shale materials used in the construction contain high levels of saline that must be contained to prevent seepage into ground water. This paper will discuss how the use of Wenco?s survey-grade GNSS system on shovels, its dispatching algorithm, and fleet management applications give CNRL the ability and confidence to control and report on these three issues.

Several infrastructure projects are under construction in India; many of them involves construction of deep foundations like reinforced concrete and steel piles to support super structures. As most of the piles being constructed in India are reinforced concrete bored piles, there are always uncertainties relating to the quality of construction, and in this case non-destructive methods to ascertain quality of piles becomes very crucial to success of any project. Non-destructive pile testing is becoming more and more popular with growing technologies wherein geophysical techniques and wave propagation theories are being used for pile quality and length analysis. Low-strain pulse echo method and cross-hole sonic logging testing are two pile integrity testing techniques being currently practiced in India which are cost effective and provides reliable near accurate results if analyzed properly. Paper presents current practices being adopted in India for conducting these two tests, highlighting the critical site considerations and analysis techniques. The paper also discusses various execution and interpretation challenges faced by practicing engineers and recommends a way forward.

"Advanced radiation resistant oxide dispersion strengthened steel (ARROS) is being developed as a fuel cladding tube material for future nuclear reactor system applications. The research activities consist of advanced radiation resistant ODS steel development and fabrication technology development of ODS steel structural components. One candidate material with a chemical composition of (in wt%) Fe-10Cr-1Mo-0.5Mn-0.1V-0.25Ti-0.35Y2O3and was selected as representative materials, and this material was named as the advanced radiation resistant ODS steel (ARROSTM).On the basis of this ODS steel composition, an optimized fabrication process of structural components such as plates, sheets and tubes has been established through various process conditions in mechanical alloying, hot/cold working, and heat treatment processes. These R&D activities are expected to contribute to the realization of ODS materials in the future.INTRODUCTIONA sodium-cooled fast reactor (SFR) is being developed at the Korea Atomic Energy Research Institute (KAERI) with a view to economics, safety, reliability, and sustainability. The prototype Gen-IV SFR with a capacity of 150 MWe is under design, and this prototype reactor is scheduled to operate from 2028. For a commercial SFR system application, it is necessary to develop an advanced structural material having both high creep strength and irradiation resistance at high temperatures (Jeong, 2014). Oxide dispersion strengthened (ODS)steel is one of the most promising structural materials because of its excellent creep and irradiation resistance on the basis of uniformly distributed nano-oxide particles with a high density, which is extremely stable at high temperatures under a neutron irradiation environment for a prolonged operating period(Kim, 2016). As the first step, several batches of ODS steel were designed and the candidate samples with a 2 kg scale each were fabricated by mechanical alloying, hot isostatic pressing and hot rolling processes. The mechanical properties of these samples were evaluated. Up to now, two candidate materials with chemical compositions of (in wt%) Fe-10Cr-1Mo-0.5Mn-0.1V-0.25Ti-0.35Y2O3 was selected as representative materials, and these materials were named as the advanced radiation resistant ODS steel (ARROSTM).The next step was to optimize the fabrication process of the ARROS compositions for in-core structural components such as the fuel cladding tubes of a SFR. An optimized fabrication process of fuel cladding tube with a composition of ARROS has been established through various process conditions in mechanical alloying, hot consolidation, hot/cold working and heat treatment processes. Joining technologies of the ODS steel tubes is being developed using solid-state welding such as magnetic pulse welding, friction stir welding and diffusion boding. It is expected that the development of ARROS will contribute to the realization of a commercial SFR with high economics and sufficient safety in the future. In this paper, the study of fabrication process of ARROS structural components is introduced."

"INTRODUCTION Talc is a hydrous magnesium silicate with the approximate elemental composition 4MgO.3SiO2.H2O. It is one of the layered phyllosilicates (like kaolin and mica) but it differs from these in that it is relatively hydrophobic. This is due to its unique crystalline structure whereby a brucite inner layer is sandwiched between silica layers and the adjacent silica layers have no interlayer bonding other than van der Waals forces. This allows talc to be sheared easily along this basal plane, and the surface is covalent not ionic. Talc occurs both as a relatively pure material (>90% talc content) and in conjunction with many other minerals in proportions all the way from 1% to 90%. At lower concentrations, it is often considered a nuisance mineral when it occurs with base metals like copper, molybdenum or nickel or with precious metals like platinum or palladium. It floats readily with these materials and often is suppressed using guar gum or carboxy methyl cellulose which will absorb along the basal surface and make it hydrophilic. Alternately if the reduced ore is hydrophobic, like MoS2, then a partial oxidation of the sulfide will convert the surface to a hydrophilic oxide and the talc can be floated away in a separate step. Talc in grades from 20 to 90% has been commercially exploited in a wide range of pigment (paint and paper), material (ceramic, construction and cosmetic), reinforcing (polymers and composites) and functional (pitch adsorbent, lubricating agent) applications. Initially these tended to be local or regional markets, but eventually with certain higher purity grades, cosmetic, polymer and ceramic applications became valuable enough to be national and trans ocean markets. TALC FLOATATION PLANTS This drove the need for higher purity grades of talc and initially this need was met primarily by ore sorting. This works well for certain deposits with well crystallized talc lenses, but for ores, such as those from widely available ultramafic deposits, where the liberation size is closer to 100 microns, sorting is not effective. That drove the need for floatation and the first investigations were published by Clemmer and Cooke of the US Bureau of Mines in 19362. The first commercial floatation plant was installed in Johnson, VT by the Eastern Magnesia Talc Co in 1937. The circuit is shown in the schematic (Figure 1). The ore was an ultramafic, serpentine derived talc; mineralogy was about 55% talc, 40% ferroan magnesite and 5% oxides, sulfides and other silicates. The oxides include hematite and chromite, sulfides pyrite and gerstorffite and silicates chlorite, serpentine and mica. After crushing, the ore was dry ball milled and then air classified to remove minus 325 mesh fines. The coarse fraction was further classified to cut at about 100 mesh and the fines from this were the feed to floatation. The -325 mesh (about 15% of the ore) was sold as a paint grade and the plus 100 mesh (about 25% of the ore) was screened to make an asphalt backsurfacing grade."

This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

Single crystals of ZnTe and ZnTe1-,Sex with x up to 0.13 have been grown from the elements by temperature gradient solution zoning using excess tellurium as a solvent. Best results have been obtained with charges with the compositions 45/55 at. pct Zn, Te, for ZnTe and increasing amounts of selenium for ZnTe1-xSex. The temperature in the molten zone was maintained at about 1070°C with a gradient of about 10°C per cm. Chemical analyses of quenched ZnTe ingots show tellurium concentrations in the molten zone as high as 70 pct with concentration differences across the zone of 1 to 2 at. pct Dark dots which are observed by transmitted light microscopy in as-grown crystals can be removed by annealing in zinc vapor at 900 C. INTEREST in wide band gap semiconductors has led to a new study of ZnTe and ZnTel-xSex crystal growth. ZnTe is the only II-VI compound with a wide band gap (2.3 ev) that can be made p type with low resistivity. Attempts to make it n type with low enough resistivity to be useful for p-n junctions have so far been unsuccessful.1 ZnSe has a band gap of 2.65 ev but can be made n type only. However, ZnTel-xSex solid solutions with x as low as 0.36 have been made both highly n and p type2 with a minimum band gap around 2.12 ev3 at room temperature and appear to hold the best promise for efficient injection electroluminescence in the visible. ZnTe has the lowest melting point of the zinc chal-cogenides (1295°C) and consequently attempts have been made to grow crystals from both the liquid and the vapor phase.4 Complicated apparatus is required for growth from stoichiometric melts because of the high vapor pressures of the elements at the melting point of ZnTe and because of the problem of quartz devitrification. Small crystals have thus been grown in high-pressure equipment by Fischer5 and by Narita et a1.6 with pressures of the order of 50 atm of argon to prevent excessive evaporation from the melt. Large crystals of ZnTe can be obtained by growth from the vapor phase4 but they often present numerous dislocations and inclusions. An improvement in the quality of vapor- grown ZnTe crystals was reported by Albers and Aten7 by equilibration of mixtures of small crystals with compositions lying on either side of the solid single-phase field at fixed temperature. The same technique was later applied by Aten8 to the growth of ZnTe1-xSex crystals with less than 1 pct inhomo-geneity. Because of the higher liquidus temperatures of the solid solutions and the high vapor pressure of selenium, previous attempts to grow ZnTel-xSex from the melt have been limited and unsuccessful.9 The phase diagram of the Zn- Te system is reproduced in Fig. 1, based on data from Kobayashi10 and Kulwicki.11 Carides and Fishher12 have reported lower liquidus temperatures on the tellurium-rich side, but their data would require confirmation. The liquidus temperature on the tellurium-rich side decreases rapidly with increasing tellurium concentration and the Te2 vapor pressure over the liquidus also decreases accordingly.'3 The decrease in liquidus temperature and vapor pressure therefore makes it possible to use conventional apparatus if there is a sufficient excess of tellurium in the melt. Single crystals of ZnTe have thus been grown by Kucza,14 in a modified Bridgman technique, from solutions containing up to 60 at. pct of Te by lowering unsupported quartz ampoules through a temperature gradient at about 1200°C. Under these conditions, the phase diagram indicates that the entire charge is initially molten. Crystal growth can therefore proceed by normal freezing and rejection of excess tellurium into the melt. The modified Bridgman technique has several major limitations. Because of the rejection of excess tellurium into the melt during freezing, the melt composition and the temperature at the growth interface vary continuously. They tend to follow the liquidus until the eutectic which is very close to pure tellurium (447°C, >99 pct Te). Since the solidus composition also varies with temperature,15 crystals grown by this method are inhomogeneous. They present small variations from stoichiometry which may affect their structure and physical properties. The simultaneous increase in tellurium content and decrease in melt temperature also combine to reduce the rate of diffusion of tellurium away from the growth interface, thereby causing constitutional supercooling and possibly dendritic growth. To minimize these effects, the initial melt composition is in practice kept relatively close to stoichiometry (less than 60 pct Te). This however limits the possibilities of operating at low temperatures and pressures. This paper describes a modified method of crystal growth by temperature gradient solution zoning (TGSZ) which is an adaptation of the temperature gradient zone-melting technique developed by pfann16 and of the traveling solvent method of Mlavsky and weinstein.I7 The TGSZ method now applied to the growth of ZnTe and ZnTel-xSex crystals is characterized by its very simple experimental arrangement and sample preparation technique. Unlike the modified Bridgman technique, there is no increase in the tellurium concentration in the melt and therefore it is possible to operate at lower temperatures and pressures. This method is also suitable for maintaining a constant temperature at the growth interface.

Pike County in the easternmost portion of Kentucky is one of the major coal-producing areas in the eastern Kentucky coal field. The county contains numerous coal beds, many of which are too thin to support mining. The commercially important beds are usually 4 feet or more thick, but selective mining at some places calls for removal of a much thinner section of the bed. The variation in quality of the beds from place to place and the large number of coal beds make correlation uncertain. Samples were collected from 14 different coal beds, of which the Elkhorn group is by far the most important. In addition to the Upper Elkhorn No. 3, Upper Elkhorn No. 2, Upper Elkhorn No. 1, and Lower Elkhorn beds that comprise the Elkhorn group, the Winifrede, Williamson, and Bingham beds constitute the principal coal deposits in Pike County.

The Bureau of Mines conducted a flammability study of plastic ventilation ducts. Six rigid 16-in-diam fiberglass-reinforced plastic ducts from five manufacturers were examined using laboratory-scale, large-scale, and full-scale fire tests. The laboratory-scale tests included the American Society for Testing and Materials E162 radiant panel test, the E2863 oxygen index test, and the standardized small-scale flammability test (S3FT) developed by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, and replicated by the Bureau of Mines. Ten-foot lengths of the same ducts were also subjected to a large-scale vertical fire test, and 20-to 30-ft lengths were tested in a full-scale in-mine fire test at the Bureau's Lake Lynn Laboratory mine. The data from the laboratory-scale radiant panel test and oxygen index test indicated that the ducts were fire-resistant, However, five of the six ducts failed the S3FT and vertical fire tests, and four of the ducts failed the full-scale in-mine tests with flame propagation rates that ranged from 3 to 10 ft/min. The results indicate the need for improved fire-resistant plastic ducts. The good agreement between the S3FT re-sults and the vertical and full-scale tests show that the S3FT provides a good indication of the flammability of fiberglass-reinforced plastic ducting under realistic fire conditions.
