T HE appointment of Herbert Hoover to the portfolio of Commerce in the President's Cabinet is to engineers the fulfillment of a long deferred hope to have an engineer in high political office and is a matter of congratulation to us for three reasons; because he is a mining engineer who represents the highest type of idealistic engineering effort; because he is a past president of the Institute; and because he has probably a broader grasp of world problems than any other living engineer. Frank A. Vanderlip in the preface to his book "What Happened to Europe" tells of the many interviews he had with the most prominent men in Europe which were made possible for him by his eminence as a banker and by the courtesy of the American ambassadors. He cites by name such well known figures as Austin Chamberlain, Sir Auckland Geddes, Monsieur Delacroix, Monsieur Briand, Mr. Padkrewski, Mr. Venizelos, Colonel House, General Pershing, Mr. Baruch, and many others and says :

The destabilizing effect of water pressure on rock mass stability is examined quantitatively by the finite element method. A coupled code that accounts for the simultaneous effects of rock mass deformation and transient fluid flow is used for this purpose. The traditional soil mechanics assumption of an incompressible fluid is shown to be untenable for the analysis of porous, fractured rock slopes. A Mandel-Cryer effect, a transitory but elevated and potentially destabilizing water pressure following a cut, was not observed.

In 2000 Ferroatlantica started a project with the aim to develop a new casting machine for silicon and other ferroalloys. Until now, it has been cast more than 25.000 tons of silicon for the chemical and metallurgical market. This system has improved the process yield, productivity and product quality which place?s Ferroatlantica at the top of technology development in this field. After the first presentation of the Ferroatlantica?s casting machine at Infacon X, we would like to show the improvements in the control which have permitted us to increase the lifetime of the copper and to obtain, at the end of the machine, the right product size for the customer avoiding the current necessity of crushing and sizing the lumpy metal. Furthermore, we have improved the system in relation to the obtaining of smaller granulometries at the end of casting machine. Not only is this kind of machine cost competitive for special silicon applications but also for other normal ferroalloys with different specifications of size and thickness.

Temperature distribution as well as position of the solidified front is solved by means of "heat balance integral", for the case of freezing a slab with time-dependent surface temperature. Numerical solutions for the cases of linear variation and exponential decay for surface temperature are given. Application also includes solidification of casting. An increased interest in the heat-transfer problem involving a change of phase has been developed in recent years. Practical problems include solidification of a casting, freezing and thawing of soil, ice formation, and others. Despite the importance of the topic, a literature search reveals relatively few solutions which may be extended to practical problems. Due to mathematical complexity, which comes from the nonlinearity of governing differential equations, exact analytical solutions which have been published are limited to a few cases with simple boundary conditions. Although numerical solutions of these problems have become available after highspeed digital computers were introduced, lack of simple and general methods of programming for computation makes this approach impractical. The case of the semi-infinite slab with constant surface temperature was solved in the 19th century. In honor of Neumann, who first found an analytical solution, this kind of problem is generally referred to as the Neumann solution. As has been shown in Fig. 1, the problem to be analyzed is the freezing of a semi-infinite region (x > 0) which is initially liquid at the melting temperature with the surface (x = 0) maintained at time-dependent temperature. This analysis can be applied to the study of many casting processes where most of the heat removal is essentially unidirectional. "Heat balance integral" which has been used by Goodman1 is employed in this analysis. The concept of "heat balance integral" is to define a quantity, d(t), called the thermal layer. Beyond this thermal layer, for all practical purposes, there is no heat transfer, and the region is at the equilibrium temperature. "Heat balance integral" is obtained by integrating the conduction equation with respect to the space variable over this thermal layer d(t). Choosing some plausible temperature distribution, usually a polynomial or a finite trigonometric series in the space variable, this integral equation becomes an ordinary differential equation, with time as the independent variable, which can be solved by classical methods. The thermal layer and "heat balance integral" are equivalent, respectively, to the boundary-layer thickness and the momentum integral in hydrodynamics. A modern account of Prandtl's concept of the boundary layer and von Karman's momentum integral may be found in Ref. 2. Although the problem considered here has been limited initially to uniform melting temperature, the present method is equally applicable to the case with arbitrary temperature distribution in the liquid. INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

The Copper Canyon and Copper Basin properties of Duval Corp., in Lander Co., have been recently added to the list of porphyry copper mines in Nevada, marking the first new copper open pit operations in this state in 15 years. Ore is processed in the 4000 tpd flotation mill at Copper Canyon, with some copper being recovered by dump leaching. The ore from Copper Basin, 10 miles northeast of the Canyon, is trucked to the mill for concentration. Cost of developing the properties is estimated at $22 million. It was recognized at an early stage of exploration that the two deposits were quite different. Continuity, mineralogy and grade of ore are much more uniform in the Canyon than in the higher grade, pod-like deposits in the Basin. The fundamental difference between the two areas is that the Canyon mineralization is dominantly hypogene, whereas the Basin ores are secondarily enriched.

An improved mathematical model with the attendant computer program to calculate multiphase fluid flow in petroleum reservoirs is presented. The model is used to simulate the behavior when a fluid is used to displace hydro-carbon fluids in a reservoir. The method is an expansion of a previously published method, in Bureau of Mines RI 7011, but handles constant injection rate as an alternative to constant pressure. Program documentation is provided along with thorough explanations of the added program features. Using the program, the petroleum engineer can calculate oil recoveries for different flood patterns and operating conditions and select the conditions most likely to optimize recovery. Experience with the previous model demonstrated the need for the improvements in order to simulate reservoir behavior more accurately. The improved method will result in improved oil recovery. In this paper, the significant improvements are described in detail so that anyone interested can put the program to use.

Synthetic zeolites were tried as selective adsorbents for recovering sulfur dioxide from synthetic gases and gases produced from gypsum decomposition . Initial adsorption tests , using the synthetic gases , indicated that three of these compounds , having sulfur dioxide capacities of up to 29 grams per 100 grams of adsorbent , were satisfactory . Regeneration studies showed that over 90 pct of the sulfur dioxide desorbed from the loaded beds was of sufficient purity for direct liquefaction . However , all zeolites tested lost adsorptive capacity with repeated use . The zeolite determined to be the most promising in the preliminary synthetic gas tests was also evaluated for capability in adsorbing sulfur dioxide from gases produced by the thermal decomposition of gypsum . Despite small amounts of hydrogen sulfide in the gypsum decomposition offgas , good adsorption of sulfur dioxide was attained . The economic practicality of utilizing zeolites for sulfur dioxide removal from industrial gases was not evaluated , but the technical feasibility was demonstrated .

The EPA and DOE have collaborated on a series of studies to evaluate the effectiveness of treatment technologies at stabilizing bulk elemental mercury and wastes containing high concentrations (i.e., with greater than 260 mglkg total mercury) and multiple forms of mercury. The data from these treatment demonstrations are intended to help EPA to determine if regulatory revisions to allow a stabilization alternative for high-mercury subcategory wastes are warranted. In addition to mercury-contaminated wastes, the disposal of bulk elemental mercury is of concern because of the excess quantity of mercury in the Defense Logistics Agency (DLA) stockpile, as well as other potential sources of excess elemental mercury. The studies evaluated the effectiveness of several technologies at: I) stabilization of mercury in a "hard-to-treat" matrix; and 2) conversion of elemental mercury into a stable waste form for disposal. A surrogate waste was designed for the study on high-mercury wastes, which included an organic form of mercury, elemental mercury, and several mercury salts in an inorganic matrix. The surrogate waste and the bulk elemental mercury were treated by the vendors, and the treated waste forms evaluated for mercury Icachability, using both the TCLP and an automated, constant-pH leaching protocol. Constant pH leaching was conducted at pH 2,4,6,8 10 and 12 for 14 days at each pH. The leaching data demonstrate that the stability of the mercury in three treated waste forms varies widely across the pH range tested. Clearly, the stability of mercury in these treated waste forms will be highly dependant on the disposal conditions. The combination of site-specific disposal conditions and appropriate treatment technology must be considered as decisions are made about disposal of high-mercury wastes.

Magnesium borates of varying compositions and properties are synthesized using different reagents and methods for the possible potential uses as termoluminescent material, anti-wear and anti-friction additive, fire retardant, catalyst for the conversion of hydrocarbons, whisker material and ferroelastic material. In the current work, the conditions for synthesizing MgB4O7 compound by high-temperature solid-state reactions were investigated using boric acid and magnesium oxide as the starting materials. The MgO:B2O3 mole ratios applied in the experiments were 1:1, 1:2, 1:3 and the thermal behaviours of each mixture were studied between 25~1200°C by TG/DTA analyses under static air atmosphere to find out the probable formation temperature of MgB4O7 phase. Considering TG/DTA results, freshly prepared boric acid and magnesium oxide solid mixtures were heated at predeter-mined temperatures and the phases were identified by XRD analyses. Accordingly, MgO:B2O3 mole ratio of 1:2, heating temperature of 950°C and a reaction time of 2 hours were selected as the optimum conditions for the formation of maximum amounts of MgB4O7. After obtaining solids prepared at the pre-determined optimum conditions, their chemical composition, IR spectrum, TG/DTA pattern, B.E.T. surface area value, particle size distribution and SEM images were deter-mined to point out the possible use areas. Experimental results showed that it was not possible to obtain pure product at the optimum conditions due to formation of minor amounts of t-Mg2B2O5 and the presence of some unreacted B2O3. The product synthesized has the potential for use as a corrosion inhibitor on some metal surfaces.

MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

Low grade phosphorus-containing iron ore (LGPIO), a raw and wasted industrial solid material was used as an adsorbent to remove Cd(II) ion from wastewater. The effects of initial pH value, adsorptive time, initial Cd(II) ion concentration, adsorptive temperature and LGPIO dosage on the Cd(II) ion removal efficiency were studied. The results show that the Cd(II) ion removal efficiencies exceed 99.8% and Cd(II) ion concentrations are less than 0.10 mg/L under the pH value 6, temperature 20 °C, adsorptive time 90 min, initial Cd(II) ion concentration 50 mg/L, particle size <0.15 mm, adsorbent dosage 50 g/L and stirring speed 290 r/min. After Cd(II) ion removal reaction, the Cd(II) ion concentrations completely complies with the requirement of national discharge standard of water pollutants for cadmium and zinc industry (GB 20466-2010) (TCd(II) = 0.1 mg/L) in China. Therefore, it can be concluded that LGPIO is a new low-cost adsorbent which is suitable for the adsorption of Cd(II) ion from wastewater.

The objective of this investigation was to make a preliminary evaluation of titanium-vanadium-zirconium, alloys using room-temperature tensile properties as criteria for selecting promising alloys for future critical studies. Arc-melted titanium-vanadium-zirconium alloys ranging in composition from 5 to 20 a/o (atomic-percent) vanadium and 5 to 30 a/o zirconium, were investigated to evaluate hardness, hot workability, and room-temperature tensile properties. Metallographic examination coupled with hardness measurements were used to follow structural changes and aging response. Room-temperature tensile properties were criteria for evaluating mechanical and engineering properties of the alloys.

A high-Btu gas was made at the Bruceton, Pa., laboratories of the Bureau of Mines to demonstrate the feasibility of using the gas as a nonpolluting fuel for automobiles. The pilot plants at Bruceton were revised to combine the processes of coal gasification, gas purification, and catalytic methanation in one overall system. Tests in the Bureau&apos;s test automobiles at Bartlesville, Okla., showed the Synthane gas was less polluting than natural gas.

"Because of its wide areal extent, its numerous lithological facies and its high degree of metamorphism, the Quebec portion of the Grenville province has only partly been explored and prospected. Rock types that are economically among the most interesting in the Grenville are those of mafic and ultramafic compositions, because of their great potential for coppernickel and chromium-platinum. The peculiar mode of occurrence and the distribution of these igneous masses in which copper-nickel mineralization is known to occur indicate' two common geological features: (1) aerial photographs and/or topographic maps strongly' suggest close spatial (and possibly temporal and genetic) association of most of these mineralized mafic and ultramafic intrusions with circular structures; (2) when plotted on a large-scale map comprising the Quebec portion of the Grenville, these circular structures fall along two lines which could correspond to major tectonic features. Even though the genetic links among the mineralized mafic-ultramafic masses, the circular structures and the linear features are not yet fully understood, their associations are believed to be empirically valid and should therefore be used as geological tools by those interested in exploring the Grenville for copper-nickel and possibly chromium-platinum deposits. It should be noted that these mafic and ultramafic bodies do not appear to be spatially related to anorthosite complexes."

As the second largest phosphate resource in the world, Chinese phosphate ores generally grades with low of P2O5. The presentation of beneficiation test on the low grade of phosphate rock in this paper may be used for a reference for development and utilization of the similar reserves. The ore is a marine sedimentary phosphate rock containing low grade of P2O5 and high content of MgO and R2O3; The banded structure shows its suitability for heavy medium separation. The laboratory heavy liquid testing results indicate that as specific gravity of the heavy liquid is 2.85 g/cm3, a rougher concentrate assaying 28.71% P2O5 could be obtained while the rougher tailings contain only 4.47% P2O5. When the combined process with heavy liquid separation followed by direct & re-verse flotation is employed to treat the feed containing 21.15% P2O5, 3.79% MgO, 1.86% Fe2O3, 3.66% Al2O3, 23.75% A.I, and specific gravity of heavy liquid is 2.84 g/cm3, the optimum mesh of grind is 67.5% minus 200 mesh, a phosphate concentrate contained 32.51% P2O5, 0.48% MgO, 0.81% Fe2O3, 1.69% Al2O3 can be produced at a yield of 55.24%. The concentrate P2O5 recovery is 85% with which quality comply with the Class A specifications for production of phosphate fertilizer.

Co-precipitation of dilute toxic anions with ferrihydrite is an important removal mechanism in wastewater treatment system. Although, numerous qualitative studies have been published on removal characteristic from wastewater of dilute anions by co-precipitation treatment, detail mechanism or quantitative characteristic is not well understood. This paper discussed the co-precipitation mechanism of As(V) and Cr(VI) with ferrihydrite by comparative experiments between co-precipitation and simple adsorption. In this study, co-precipitation experiments and simple adsorption ones were distinguished closely. In the former, precipitation of hydroxides and adsorption of anions develop simultaneously, but in the latter, anions adsorb onto prepared hydroxides. Although high affinity anions for hydroxides (e.g. As(V) for ferrihydrite) showed quantitative difference of removal ratio between co-precipitation experiments and simple adsorption ones, low affinity anions (e.g. Cr(VI) for ferrihydrite) showed quantitative agreement in spite of deferent forms of ferrihydrites between them, that is, amorphous ferrihydrite was formed in co-precipitation experiments, but goethite was formed in simple adsorption ones. In order to discuss the mechanism of co-precipitation phenomena, three experimental studies have been carried out: (i) adsorption isotherm measurement in the co-precipitation experiments of As(V) or Cr(VI) with ferrihydrite, (ii) zeta potential measurement of co-precipitated or simple ad-sorbed ferrihydrite with As(V) or Cr(VI), and (iii) XRD analysis of co-precipitated As(V) for ferrihydrite. All experimental results suggested the main mechanism in co-precipitation phenomena of As(V) was not only a surface complexation (simple adsorption) but also a surface precipitation.

The South African mining industry plays a significant role in the economy of the country. Nonetheless, the negative impacts on the environment continue to prevail. In regions where mining exists in proximity to communities, mining activities have led to the disruption of modality. Rural communities are mostly affected as they depend on land use for agriculture to sustain their livelihoods. The conversion of land for mining activities often leaves the communities vulnerable when mines close because of the limited life span of mines. An ongoing discourse focuses on how the mining industry can contribute to sustainable development of the communities in which they operate. Post-mining transformation offers an approach for the mining companies to contribute to sustainable livelihoods post-mine closure by strengthening rural-urban linkages, which ensures inclusive development of both rural and urban areas. The paper employs a case study approach to Richards Bay Minerals and the adjacent rural communities of Sokhulu and Mbonambi. It sets out to understand the post-mining transformation employed by RBM and explore the rural-urban linkages that manifest as a result. Findings show that sand dune rehabilitation employed by RBM is successful in restoring soil fertility and establishing the natural ecosystem. The casuarina planted to rehabilitate the dunes is used to spur an alternative charcoal industry post-closure. The main rural-urban linkages that manifest are flows of people due to job opportunities and flows of goods from the sale of charcoal produced. However, there is a lack of communication and lack of authority to ensure responsible management of the casuarina plantation and equitable sharing of benefits. The paper recommends that other post-mining transformation strategies such as eco-tourism should be explored and that the government, at both national and local level, the community and the mine should be involved to ensure overall success and sustainability of the strategy.
