Man had to learn to break rocks as early as the Stone Age, when they formed his main source of raw material. He started with chipping and over the years has reached a stage where he can employ atomic blasts and break, with one blast, millions of tons of rock. In between these two extremes there have been several stages of development including firesetting, use of the expansion of water on freezing in chipped cracks in cold climates, the use of low or deflagrating explosive black powder in about the 17th century, the use of high explosives with the discovery of nitroglycerine in 1846 by Sobrero, followed by the monumental discoveries of the great Swedish scientist Alfred Nobel in the latter half of the nineteenth century. The attempts to develop a stronger and still stronger explosive force were accompanied by investigations to understand the mechanism of failure of rock so that the force could be used to the best advantage; the latter, of course, have lagged far behind the former. This is mainly due to the fact that the chemical reactions involving high explosives as well as the processes resulting in the breakage of rock take place at too great a rate to be studied with the equipment that has been only recently available. Moreover, the development of stronger explosive forces was prompted by military necessities in the past and competition, at present, among highly developed nations. "INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

"Recent process advances at Lac Minerals Est Malartic Division are discussed. The Est Malartic mill treats massive sulphide, copper/gold ore from the Bousquet 2 mine, to produce a gravity gold product, a copper flotation concentrate and a gold precipitate. The mill operation has been improved by the application of Knelson concentrators to replace jigs, the application of Outukumpu high grade tank cells and optimizing the cyanide leach to minimize cyanide consumption.IntroductionThe Est Malartic mill is located near the town of Malartic in the Abitibi Region of north western Quebec. The mill has been in production since the mid- J 930's processing mainly clean, free milling gold ore. Active mining from the Est Malartic mine ceased in 1980 and the mill was switched to custom processing of ore from La Mine Doyon located some 45 km to the west. This custom processing arrangement continued until 1987 when the expanded mill at Doyon became available to process all of the Doyon production. In 1987, Lac Minerals commenced development of a second mine at the Bousquet site located 40 km west of Malartic. This mine, Bousquet 2, is the down dip extension of the La Ronde mine developed by Agnico Eagle. During pre-feasibility evaluations, it was determined that modification of the Est Malartic mill to handle this new ore source was economically more attractive than building a new facility on site. Modifications to the mill to process the high copper/gold ore from the Bousquet 2 mine began in late 1989 and the new circuits were commissioned in mid-1990. Modifications included the addition of both gravity and flotation concentration circuits to recover coarse, free gold and the copper. The existing leach circuit continued operating on the copper flotation tailings with some minor modifications to the solution handling systems. An SO,/air cyanide destruction circuit was also added at this time."

Mining companies around the globe have long struggled with the need to ensure that earth moving equipment is designed to be operated and maintained under all site conditions without causing harm to people. Incident and accident data from a range of sources clearly identify mining equipment related issues as major causal factors. One Australian source, the NSW Department of Primary Industries? International Mining Fatality Database Project Report (2008) noted that ?Approximately 77% of mining accidents resulting in a fatality have? involved equipment?. The largest number of fatalities were associated with trucks; the next with LHDs. Many of the technical advances in equipment design over the past few decades have not been matched by advances in the human factors design of mining equipment, resulting in a ?design vacuum? that must be filled prior to commissioning new equipment. This ?design vacuum? is generally filled by local dealers. They retrofit equipment according to customer requirements to mitigate risks that have not been designed out by the Original Equipment Manufacturer (OEM). Mining companies have been frustrated by lost time and additional costs associated with this need to retrofit ex-factory designs. Some companies have attempted to address the problem by negotiating company or site-wide ?solutions? to equipment designs, but this has not simplified or clarified the issue from the point of view of the equipment manufacturers. A number of mining companies operating in Australia first discussed the concept of a joint customer approach to improve the Human Factors design of earth moving equipment at the factory level in 2004. They agreed that a new approach to engaging with OEMs was needed; one that would define the ?Problem?, in other words, the basis of the risks, rather than dictate the ?Solution?. The Earth Moving Equipment Safety Round Table (EMESRT) was formally established in 2006 by six global mining companies to establish a process of engagement between Original Equipment Manufacturers (OEMs) and mining customers.

The expansion project in Naoshima smelter and refinery to meet enhancing recycling business of E-scrap was successfully completed in 2016 to have a capacity of 110,000 tpa of E-scrap treatment. Increasing treatment of E-scrap has raised the Ni content of copper anode to 4000 ppm on average, which is double the level of 10 years ago, and to 6000 ppm or more occasionally. The tank house has refined such copper anode to copper cathode with starter sheets. Since most Ni in Copper anode dissolves in copper electrolyte, the Ni content of the electrolyte has increased to 27 g/L and more. Ni accumulated in the electrolyte has increased power consumption during the electrolytic refining of copper, although cathode quality has been controlled satisfactory so far. In order to ensure sustainable operation while growing E- scrap business, the NiSO4 process has been expanded recently so as to recover Ni in the electrolyte more and the pressurized-leaching technology will be introduced to the slime leaching process so as to enhance the capacity of slime treatment and to improve Ni recovery in the near future. INTRODUCTION In recent years, the treatment amount of E-scrap at Naoshima smelter and refinery has increased according to the growth of its recycling business as shown in Figure 1, while impurities from E-scrap have concentrated in copper anode as well. Especially, Ni content in anode has been increasing remarkably since 2012, causing to raise Ni content in the electrolyte as shown in Figure 2. The increment of Ni content in copper anode and electrolyte has adversely affected the electrorefining process, slime leaching process, and NiSO4 crystallization process at the tank house. Such severe conditions provided opportunities to redesign the tank house to establish a robust process to which more Ni is acceptable.

The application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written.

"The Brunswick No.12 site concentrator processes 10,500 tonnes per day of a complex lead, zinc, copper and silver ore producing four concentrates by differential flotation. Research over the years has led to increased understanding about the mineralogical and flotation characteristics of the ore. A pilot plant study conducted at Lakefield Research, primarily designed to investigate the technical feasibility of semi-autogenous grinding, provided an opportunity to test recent theories about grind size,, reagent schedule and flowsheet configuration.A fundamental approach was taken with each of the unit processes involved in grinding and flotation. Basic operating and metallurgical criteria were established in each area and a step-by-step implementation program initiated in the plant.Significant improvements in metallurgical and financial performance have been realized through the application of basic grinding and flotation principles using conventional milling equipment and without major capital expenditure. Current operating practice is detailed and metallurgical advancements cited.INTRODUCTIONBrunswick Mining and Smelting operates one of the world's largest lead and zinc mines near Bathurst, New Brunswick. Brunswick is a publicly traded company with majority ownership held by Noranda Minerals (63%). In addition to the No. 12 underground mine, the company operates a lead smelter and phosphate fertilizer plant in Belledune, N.B. and maintains a 25% interest in a joint venture with Noranda Minerals' Heath Steele mine near Newcastle, N.B. Through the four operations, a total of 2000 people are directly employed with fixed assets totalling Cdn$187 million (BM&S, 1991)."

"The influence of an unconventional lance with a central nozzle on the multiphase fluid flow in a steelmaking converter is studied in this work by means of computer simulations. The lance has four peripheral supersonic nozzles and a vertical central nozzle. Besides, the oxygen flow in the central nozzle is considered independent from the main oxygen supply. Transient two-dimensional numerical simulations were carried out considering just molten steel and gaseous oxygen as the existing phases. Numerical results show that bath agitation and droplet generation are enhanced as a result of the central nozzle. However, the performance of this lance strongly depends on the distance of the lance tip to the molten steel surface and the velocity of the oxygen jet.IntroductionCurrently, two thirds of the world crude steel is produced through the steelmaking oxygen converter [1]. Given the unquestionable economic importance of this technology, any improvement or optimization proposal is welcome. In the majority of current oxygen converters a top oxygen supersonic jet is blown onto the molten steel through a water-cooled lance to eliminate by oxidation some impurities such as carbon and phosphorus. Conventional lances have inclined peripheral nozzles whose number depends on the converter capacity. During the process, a large amount of gases evolves, forming metal droplets and a metal-slag-gas emulsion [2]. The droplets and the resultant emulsion increase the reaction interfacial area, promoting in this way carbon removal and dephosphorization of the molten steel bath [3]. However, during the blowing stage, the emulsion rises towards the lance and converter mouth and frequently forms layers which accumulate in the lance, reducing the life of the lance tip [4, 5]. It is possible that some freezing of the molten metal occurs due to the low oxygen injection temperature, however there are no reports on this. Besides, frequently undesirable operating phenomena such as spitting and slopping may arise as a result of inappropriate blowing practices or bad lance design. In the oxygen steelmaking industry, novel lances design are needed in order to enhance the decaburization rate and the slag formation and, at the same time, preventing operating practices that decrease productivity and move away the shop from safety standards."

THE committee appointed to investigate the application of oxygenated air to the blast' furnace believes, after a careful study of the problem, that this enriched air will increase hearth temperature, tonnage, flexibility of operation, and quality of pig iron made, and that fuel consumption will be decreased. These improvements are supported by theoretical evidence; but a practical trial of the process is necessary to establish more definitely the magnitude of benefits realized. The commercial application, however, may profitably be preceded by a test on a smaller scale. A small furnace will, in general, respond to the enriched air in the same way as a commercial furnace and the magnitude of the benefits to be gained from varying additions of oxygen can be fairly well established at relatively little expense. A new experimental furnace, being built jointly by the Bureau of Mines and the University of Minnesota, at Minneapolis, will have a capacity of about 6 tons and will riot require more than 700 cu. ft. of natural air per minute. Its hearth is 36 in. in diameter and its height about 32 ft. Enough oxygen to enrich the blast to the extent recommended by the committee can be obtained from a small oxygen unit. It might even be cheaper to perform preliminary experiments with tanks of oxygen obtained from regular, dealers. A procedure in making the test that suggests itself is to start with operation on normal air; then to use blast, enriched in several steps. Systematic temperature measurements of the tuyeres, slag, and metal would reveal any changes in hearth temperature. When these changes become large enough, the burden may be gradually increased to just within the breaking point and the furnace brought back to normal, if possible, by the addition of oxygen. Such a test would show what might be expected in the way of a decrease in fuel consumption and the time taken to "straighten up" the furnace by means of oxygen. The new furnace at Minneapolis is so equipped that the furnace process can be observed from the stock line to the iron notch. We have been taking gas samples at various elevations in the furnace to study combustibility of the fuel and the reducing power of the gas. If either of these is affected by removing inert nitrogen, the change can easily be measured.

SYNOPSIS Two pilot plants operating on different types of carbon were used to generate steady-state adsorption data in the treatment of gold-plant solutions of high and low tenor. A pilot plant comprising three 4 m long columns and using 3 mm extruded activated carbon was used to treat pregnant solutions with a gold concentration of 5 to 8 g/t at pH 10 to 11,5. Column influent was pumped at a super¬ficial flow velocity of 0,5 m/min while the carbon was moved daily so as to effect gold loadings on the carbon of 5 to 10 k /t. With a carbon-bed depth of 12 m, an adsorption efficiency of 99,9 per cent was obtained in a bed depth of 9 m, which was subsequently reduced to 8 m when the depth of the carbon bed was reduced to 8 m. This improvement in efficiency was attributed to the reduced residence time of the carbon from 12 to 8 days. A corresponding decrease in adsorbed silica indicated that some silica fouling of the carbon had occurred. A second pilot plant, comprising a single column 6 m in length and using coconut-shell carbon of 1,0 to 2,4 mm, treated a solution with a gold concentration of 0,7 g/t at pH 8,0. Feed solution was pumped at a superficial flow velocity of 1,0 m/min while carbon was moved every 8 hours to give gold loadings of more than 5 kg/t. An adsorp¬tion efficiency of 99,5 per cent was indicated at steady state. Intermittent washing of the column with dilute hydrochloric acid was shown to have a beneficial effect on the gold adsorption and to reduce the pressure drop across the column. Intermittent washing with dilute sulphuric acid indicated that there had been some passivation of the car¬bon during the treatment of a solution with a gold concentration of only 0,2 g/t. Compared with other adsorption systems, the countercurrent moving bed appears to offer significant advantages in terms of metallurgical efficiency and capital investment. The inability normally associated with moving-bed systems to treat solutions containing suspended solids may be overcome to a degree by the use of relatively coarse extrud¬ed carbon.

IT HAS been generally recognized that, owing to the extreme friability of, galena, fine grinding has a tendency to cause excessive sliming of the mineral, so operators of lead mills have attempted to avoid this condition by commencing concentration at as coarse sizes as any mineral is freed. Jigging has been the basis of the milling process, making a clean coarse concentrate and a large amount of tailing, which was considered sufficiently low-grade to be rejected. However, developments and improvements in concentration processes are everywhere changing the low-grade tailing of yesterday into material worth retreating today. Investigations of the work of the Hancock jig on the Bonne Terre ore- have shown that the best results to be expected will give a tailing assaying 0.75 per cent. lead; the average over all conditions and grades of ore will be between .0.80 and 0.90 per cent. By crushing the jig tailings in ball-mills and retreating by tables and flotation, a tailing of considerably lower grade can be made; the problem then becomes an economic one of increased crushing costs versus higher recovery. In considering the entire elimination of jigging, the increased smelting charges; due to a greater amount of slime galena will be counterbalanced by the lower operating cost, in-creased recovery, and the many advantages of a simpler flow sheet. In developing these problems in the Bonne Terre mill of the' St. Joseph Lead Co., a long series of tests has been carried out covering every stage of crushing and concentration, and a large number of possible flow sheets were considered and tried. Only the final results and a few comparisons will be given here. At the same time, a careful and detailed cost-keeping system has enabled us to compare milling costs with the various flow sheets, and to calculate the economics of the problem' with great accuracy. .

[Secretary's Note.—At the Spokane meeting of the Institute, in discussion of President Brunton's address on "Modern Progress in Mining and Metallurgy in the Western United States," and at the request of members present, Mr. Ayres gave an oral account of his new separator, which is here published as an independent paper, partly because of its inherent importance and partly because it describes an improvement which did not originate in the Western United States, and therefore does not fall, strictly speaking, under the title of President Urunton's address.—R. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. "Comparative surface analysis of floated and rejected free gold grains from a number of full scale benefication plants and from pilot plant testwork, has shown silver (the most common impurity in gold) and sulphur invariably in greater concentration on floated gold grains, implying that they assisted gold flotation (gold activators). Collector loading measurements on individual gold grains from concentrates of staged rougher flotation tests on a cyclone U/F product of a pyritic gold ore, revealed first progressively lower concentrations of the collector monomer on gold from each follow-up concentrate and secondly a direct proportionality between the surface concentration of silver and the collector monomer. These two observations leave no doubt that silver activates gold and that collector monomers play a significant, previously not fully recognized role in gold flotation.INTRODUCTIONGold to some degree is naturally floatable in industrial systems, which means that it can be recovered without collector addition (Marsden and House, 1992). This is due to the adsorption of hydrocarbons and deposition of sulphur, which are dependent on the metallic properties of gold, particularly its high electrical conductivity, which allows surface electrochemical reactions to occur catalytically and selectively. Cyclic voltammetry has shown that gold can be rendered hydrophobic by deposition of a surface layer of sulphur (Sº) from S2- and HS- solutions (Walker et al., 1984). Twenty monolayers of sulphur were required to produce a hydrophobic gold surface.However, no sulphide flotation plant relies solely on the natural floatability of gold for its recovery. Gold hydrophobicity is enhanced by the addition of flotation collectors such as xanthates (X), dithiophosphates (DTP), dithiophosphinates (DTPI), mercaptobenzothiolates (MBC) etc., as used in sulphide mineral flotation (Dekok, 1973: Adams et al., 1986). The mechanism invoked in enhancing the hydrophobicity of pure gold with the aforementioned four groups of collectors is similar to that of pyrite, whereby collector anions are oxidized at the gold surface to form dimers (Groot, 1987; Marsden and House, 1992; Basilio et al., 1992) As an example, xanthate ions are oxidized at the gold surface to form the neutral dimer dixanthogen (X2):"

I DESIRE to call the attention of the Institute to a novel system of dredging, which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at least of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circumstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges ; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action ; and, so long as holes could be bored and fired in solid rock, this process was effective enough. THe necessity of adopting improved methods of bituminous-coal cleaning at many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their market value by degradation in size, and, in any event, if the cleaning .process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to bypass the finer coal dry, if this can be done without too great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16-in. mesh. The effect on the specific gravity of any given coal as a result of variations in ash and pyritic sulfur content is well known; in fact, it has been made use of in commercially ascertaining ash content by deter-

Numerous rock blasting design methodologies have been developed over the years, relating either to the primary objectives of blasting, such as the size distribution of the blasted material, or to its undesirable side effects, such as damage to the remaining rock mass. All existing methodologies, while of use, do have serious shortcomings. The question remains whether further improvements can be achieved in the field of practical rock blasting engineering. One approach that seems to hold promise is the relatively new matrix-based rock engineering systems (RES) methodology. It has been conceptually demonstrated that RES could be efficiently adapted to blasting. A brief overview of rock blasting design techniques and their main shortcomings is followed by the basic concepts governing rock engineering systems and a discussion on their pertinence to blasting. The paper concludes with a review of current efforts to develop a useful practical blast design tool using RES. De nombreuses méthodologies de conception d?abattage du roc à l?explosif ont été développées au cours des années, qui ont adressé soit les principaux objectifs des tirs, comme par exemple la granulométrie du matériel dynamité, soit ses effets secondaires indésirables, tels les dommages au massif rocheux. Toutes les méthodes existantes fonctionnent dans une certaine mesure et sont utiles - elles sont cependant pour ainsi dire toutes affectées par des limitations ou défauts plus ou moins sévères. La question demeure quant à savoir si des améliorations supplémentaires peuvent être apportées dans le domaine de la conception pratique des opérations d?abattage du roc à l?explosif. Une approche alternative qui semble prometteuse est celle relativement récente des systèmes matriciels d?ingénierie du roc (?Rock Engineering Systems?, ou RES). Il a été démontré de manière conceptuelle que les RES ont le potentiel d?être adaptés aux opérations de sautage. Une brêve revue des principales techniques de conception des tirs à l?explosif est suivie d?un énoncé des principes de base gouvernant les RES, ainsi que d?une discussion sur leur pertinence aux opérations de tir. THE application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of, which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products ; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful - men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written. * President's Opening Address. THESE days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," "safety," "industrial education," "efficiency," and the many other things' which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the hu¬man and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved-not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them.

I. INTRODUCTION AT the time of the discovery of America the old world had a scant supply-of the precious metals. Both the northern and the southern part of the new continent proved wonderfully rich in gold and silver and its treasures were eagerly looted; though the looting has lasted four centuries, the nines of its mountain chains are far from being exhausted. Even the later discoveries in Australasia and eastern Siberia could not rob the Western Hemisphere of its position as the greatest gold and silver producing region of the world, though finally the developments in a narrow and circumscribed area in South Africa wrested from the Americas their supremacy in the production of gold. Nevertheless the history of the two parts of the great western continent has been strikingly different. At first the Spaniards extracted vast treasures of silver from Mexico, Peru, and Bolivia, while Colombia and some placer deposits in Peru yielded a smaller quantity of gold. A couple of centuries later, a stream of gold began to flow from Brazil, the silver production from the countries mentioned above continuing strong in the meanwhile. Later on, the yield of South America diminished, but to offset this there began a wonderful series of discoveries in North America. The gold fields of California astonished the world; and when the cream of these had been skimmed off there began a no less amazing development of the Central Cordilleran gold and silver districts, which soon wade the United States the greatest producer of the precious metals. Aided by ever improving technique, extensive exploration, and a system of railroads, the yield was maintained and increased. Still later followed the discoveries of the gold fields of the arctic region and silenced those who had maintained that the zenith in gold production had passed. The North-South Bypass Tunnel is the first project to get underway as part of BrisbaneÆs transport plan, which aims to improve the urban road network. The total length to be excavated is 6.8 km, which includes 4.8 km of driven tunnel and associated road connections. Construction commenced in August 2006 with project completion targeted well before the contractual completion date of October 2010. Due to the local geology, in particular the hard Brisbane tuff and neranleigh-fernvale formation, a combination of tunnel excavation methods are used. The majority of the tunnel is excavated by two tunnel boring machines which have a rate of progress of 16 - 20 m per day in rock having a compressive strength of between 80 and 150 MPa. Ten roadheaders operate at a rate of up to 2 m per day excavating the remaining tunnels, such as ramps, access tunnels, cross passages and merges. The tunnel team are managing the challenges and complexities associated with tunnelling through the hard Brisbane rock. A major challenge arose during the planning of the initial mainline excavation underneath the Royal National Association Showground in Bowen Hills. This section contains low rock cover and historical maps indicate that the showground is located within a former topographic depression (alluvial valley), which a creek once flowed through.Due to traffic merge design requirements, both tunnel boring machine (TBM) and roadheader excavation methods were required to be used in this challenging geological profile. The answer was to stabilise the alluvium above both TBM section tunnels from the surface prior to excavation and to operate the TBM in single shield mode with immediate grouting of annular void from the tail shield. In addition, the roadheader section of tunnel required additional support by spiles and canopy tubes installed from the tunnel face.
