The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. "Effective control of metallurgy by manual adjustment of cell levels is common flotation practice. With an on-stream XRF analyzer interfaced to a process control computer it is possible to program the computer to carry out this function automatically. This paper describes the development and implementation of closed loop control of the concentrate and tailing grades at the Clarabelle Mill of the International Nickel Company of Canada, Limited, The XRF analyzer was used as the sensor, cell level as the control and the computer as the controller.IntroductionThe International Nickel Company of Canada, Limited recently brought on-stream Clarabelle Mill having a rated capacity of 35,000 tons per day. The plant was required to increase milling capacity in the Sudbury area by 9,000 tons per day and to improve milling efficiencies by replacing the obsolete crushing and grinding equipment at the Copper Cliff Mill. This represents the fourth mill built since 1959 and incorporates the latest thinking in a continuing evolution of instrumentation and control concepts. Table 1 illustrates control progress at Inco since 1959.In 1967 Frood-Stobie Mill came on-stream incorporating a central control room, an on-stream analyzer, a data gathering computer, and a significant change in instrumentation from direct-contacted pneumatic to miniature electronic. The computer successfully controls the analyzer but has very limited process control capability. Based on this experience a process control computer system was installed at Clarabelle Mill with the objective of carrying out extensive supervisory control and a limited amount of direct digital control."

Evaluation of the capacity of large-diameter drilled shafts using current load test methods present challenges when considering the magnitude of loads required to fully mobilize their capacities. Often, these full scale tests do not fully mobilize the capacity through side resistance. Therefore, the need for innovative solutions to extrapolate side resistance and interpret nominal capacity are of key interest. In this study, we evaluate three methodologies for extrapolating unit side resistance based on bi-directional load test data. Fellenius (2001) presented these methods for interpretation of pile capacity using static load tests. Our interpretations are based on the evaluation of 116 load tests. Unit side resistance was calculated and reviewed for each load test and categorized using three criteria of mobilization; (A) full, (B) partial and (C) linear. This study specifically focuses on load tests that showed fully mobilized unit side resistance behavior (Criteria A). The three methodologies were applied assuming Criteria (A) load tests were mobilized to 50% of their measured values. Subsequent comparisons of each extrapolation were then compared against the full measured values for each test and generally showed good agreement. INTRODUCTION It is widely accepted that conducting load tests such as standard top-down tests or bi-directional (i.e. O- cell) tests can help designers understand load-settlement behavior and the nominal resistance of drilled shaft foundations. These load testing methods provide the advantage of confirming design assumptions as well as improving the reliability of the foundation design. The potential cost savings from the application of these methods for mid to large size projects is self-evident. For example, in a recent project in Northern Nevada, an O-cell test on a 6.9 ft diameter, 114.8 ft length drilled shaft imposed an initial cost of $125k to the project, resulting in a 15% reduction on the total foundation cost; equivalent to $1.3 million in overall savings (Pease, 2014). However, the costs of implementing such methods on smaller projects can be prohibitively expensive (Hagerty et al, 2016). Despite the clear advantages of drilled shaft load testing, the current practice is not without limitations. Performing load tests on large-diameter drilled shafts with high capacities is a challenge considering the significant loads required to fully mobilize the capacity of such foundations. In some cases, the feasibility of these tests is impractical because the associated initial cost is not guaranteed to outweigh the final savings. As a result, large scale load tests are sometimes ruled out from the design phase of projects. Furthermore, in the majority of load tests the magnitude of loads applied are specifically selected to not approach failure, so the shafts can be used in the future foundation system (i.e. production shafts). This practice of field testing restricts our knowledge of the true capacity of the drilled shaft at failure; hence the nominal resistance remains unknown.

A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

O presente trabalho tem como objetivo estudar a viabilidade do uso e a influência do ácido cítrico nas propriedades de pastas e argamassas feitas com cimento Portland CPV ARI, tanto no estado fresco quanto no endurecido. As dosagens de ácido cítrico utilizadas foram 0, 0,4% e 0,8% em relação à massa do aglomerante. Nas pastas de cimento produzidas, foram feitos ensaios de determinação da água de consistência normal e tempo de início e fim de pega. Já nas argamassas foram realizados ensaios de determinação do índice de consistência, densidade de massa, teor de ar incorporado no estado fresco, resistência à compressão axial, nas idades de 7, 14 e 28 dias e análises por meio da técnica de DRX. Os resultados mostram que o ácido cítrico, além de melhorar a trabalhabilidade da massa, contribui para aumento na resistência mecânica nas idades superiores a 14 dias, desde que aplicado em teores aceitáveis.

O efeito da temperatura de deformação a quente na textura cristalográfica de um aço inoxidável ferrítico AISI 430 estabilizado ao Nióbio foi estudado por ensaios de torção a quente. A laminação de acabamento em laminador Steckel foi simulada utilizando diferentes faixas de temperatura, buscando promover o amaciamento por recristalização. Após cada ensaio, as amostras foram temperadas até a temperatura ambiente objetivando a análise das microestruturas geradas. Foram também realizados ensaios de torção interrompidos visando avaliar a ocorrência da recristalização entre passes. A técnica de EBSD foi utilizada para analisar a microestrutura das amostras ensaiadas, a textura formada e o tamanho de grão. Foi observado que a de temperatura de simulação que mais favorece a ocorrência da recristalização estática está entre 900 e 840 ºC e o tamanho de grão resultante é menor em tais condições. A textura de torção obtida está em concordância com a literatura.

"The operations of Bethlehem Copper are situated in the south-central interior of British Columbia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Columbia.The minerals are chiefly chalcopytite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies some pyrite is present. Average grade of mill feed is 0.55% copper.History of Milling Operations Production commenced in December 1962 at a rate of 3,000 tpd in a plant that comprised two-stage crushing followed by rod and ball milling. Production ratings were increased to 6,000, 10,000 and 12,000 tpd by the addition of a further stage of crushing and more rod and ball mills. When the last expansion was completed tonnage throughput exceeded the 12,000 ton designed rate and was stabilized at 15,500 tpd.However, recovery did not meet expectations at the expanded rate because of coarse flotation feed. Capacity in the rod mill circuits exceeded the subsequent fine grinding capacity, resulting in poor liberation. Studies were initiated to improve recovery without decreasing throughput.Description of Operation Prior to Pebble Milling Crushing with primary, secondary and a closed tertiary stage proceeds at a scheduled 20.5 shifts per week. Fine ore screened on 1/2"" x 4"" apertures is stored in a 30,000-ton bin ahead of two 12.5' x 15' rod mills. Rod mill discharge joins secondary ball mill (one 10.5' x 14' and one 11' x 14') discharge for classification in a single 50"" cyclone which closes the secondary mills. Overflow from this cyclone is split between three third-stage ball mill-pump-cyclone circuits (two 11' x 14' and one 12.5' x 15'). Prior to addition of the two pebble mills the flotation feed was produced by this three-stage grinding system. Grinding criteria are shown in Table I."

"Spodumene mineral is a source of lithium for lithium ion batteries. Thus, the production of a spodumene concentrate with an approximate grade of 6% Li2O is targeted. Traditionally, spodumene is concentrated by froth flotation using fatty acid as the collector. Amine collector can also be used to float mica ahead of spodumene as required or feldspar from the spodumene tailings. Slimes have a negative effect on spodumene flotation and they are commonly separated by scrubbing and de-sliming prior to spodumene flotation. The main losses in spodumene flotation typically occur in cyclone overflow, scrubbing slimes, spodumene flotation tailings and mica concentrate. In recent years, dense media separation (DMS) is the main concentrating process in Australian spodumene operations. In these operations, DMS is efficient at generating coarse grain concentrates and rejecting large portions of silicate gangue, thereby directly reducing the milling cost. The ore should be crushed to 3/8” or coarser while further crushing is possibly necessary on the middling particles to scalp further spodumene. The DMS feed should be classified to remove fines (typically -0.5 mm particles). The final middlings and undersize fractions could then be processed by flotation. The main requirement in DMS operations is to have good spodumene liberation at relatively large grain size. This paper reviews the most significant DMS and flotation parameters in spodumene beneficiation. The treatments of different minerals in the spodumene ore are also addressed.INTRODUCTION A number of laboratory/pilot plant programs have been recently conducted at the SGS Lakefield site, sponsored by different clients. The main objective has been to develop a process flowsheet to generate a spodumene concentrate containing 6.0% or higher Li2O (~75% spodumene) suitable for producing lithium carbonate by a hydrometallurgical process. Depending on spodumene liberation size, dense media separation (DMS) can be an attractive option to produce a final high grade concentrate and to reduce the mass to be treated in the flotation circuit. In such a case, crushing would typically be performed in stages, with DMS separation to recover a spodumene concentrate and reject gangue minerals following each stage. DMS middlings and -0.5 mm fines can be processed by flotation to further recover spodumene. In the flotation process, coarse stage grinding minimizes the grinding cost and formation of slimes. In the majority of cases, a grind size (K80) of approximately 200 microns is sufficient for flotation. After primary grinding, mica, if present in an appreciable amount, should be floated to minimize interference with spodumene flotation. Desliming after scrubbing and high density conditioning are the key process operations prior to spodumene flotation. Spodumene can then be floated from silicate gangue minerals with a fatty acid or a mixture of fatty acid and petroleum sulfonate at slightly alkaline pH. Subsequently, feldspars can then be floated from the spodumene tailings."

The Ashlu Creek Hydro-electric project, located north of Squamish, BC, at the confluence of Ashlu Creek and the Squamish River, comprises a 49 MW run-of-river project and features a 4.08 m diameter, 4.4 km power tunnel and a 128 m deep drop shaft. The Ashlu Creek Hydro-electric project is being developed by Innergex under Ashlu Creek Investments Limited. Site civil works are being completed by Ledcor CMI of Vancouver with tunnel construction by Frontier Kemper Constructors ULC under a lump sum design-build contract. Site works got underway in September 2006 with the construction of the tunnel portal and laydown area. These site works required rock slope stabilization over a 50 m rock slope to secure the laydown area as well as the construction of a tail track muck tipping station and structural wall to facilitate TBM excavation and spoil removal. Starter tunnel construction commenced in early 2007 and TBM tunneling started in the late spring of 2007 and is planned to continue until early 2009. The power tunnel is being excavated using a 1,200 kW Wirth open-type hard rock TBM dressed with 31?17' cutters. The TBM featured two fixed mounted rock bolt drills behind the finger shield: these were removed and replaced with jacklegs to improve access. A probe drill at the end of the main beam is also present. The geology along the 4.4 km power tunnel comprises very strong and generally massive granitic bedrock with rock strength greater than 225 MPa. A unique feature of the project is that no subsurface investigations have been completed for the tunnel however extensive bedrock outcrops are present along the Ashlu Creek valley. A historical quarry exists approximately mid-way along the tunnel alignment that has exposed good quality granitic bedrock. TBM tunneling to date has achieved advance rates of 10?20 m/day with a maximum of 23 m and has encountered all of the anticipated six major fault zones where the installation of various standard high capacity tunnel support was successful to facilitate TBM advance through these sections.

Experimental equilibrium vaporization ratios (K values) were obtained for nitrogen, methane, carbon dioxide, ethane and hydrogen sulfide in two natural gas-absorber oil mixtures and in two natural gas-Elk Basin crude oil mixtures. For each mixture of constant over-all composition, data were obtained at 100°, 150° and 200°F and at various pressures in the range 200 to 5,000 psia. Some effects of composition on the K values were obtained to serve as a guide in choosing K's for engineering calculations on other mixtures. The pressure cell used to obtain the data is a new type and is described here for the first time. INTRODUCTION The phase equilibria of complex hydrocarbon mixtures such as natural gases, crude oils and their mixtures have been studied previously for the purpose of finding equilibrium vaporization ratios for the hydrocarbon constitutents. In a few cases, such non-hydrocarbon.: as nitrogen, carbon dioxide, and hydrogen sulfide were included in the mixture. studied because they occur. in the fluids obtained from petroleum reservoirs. The increasing occurrerce. of these non-liydrocarbon.; antl their growing economic importance. make it necessary to account for them more accurately in engineering calculation.: than is now possible using the meager published data. The available data for non-hydrocarbons may he classified into two groups: namely, binary mixtures of a hydrocarbon and a non-hydrocarbon. and mixtures containing three or more components, only one of which is a non-hydrocarbon. Amon: the former. phase analyses are available for two nitrogen-HC mixtures, tve carbon dioxide-HC mixtures and three hydrogen sulfide-HC mixtures. Data for more complex mixtures are available as follows: Nitrogen-Methane-Pentane'; Nitrogen-Methane-Hexane,'; Nitrogen-Methane-Heptane'; Carbon dioxide-Natural Gas-Natural Gasorline": Carbon dioxide-Natural Gas-Crude Oil". These data have been used generally lor engineering calculations, often with little regard for their precise applicability because data for the non-hydrocarbons in the complex mixtures being dealt with were not available. The use of K values from binary data for calculation:; involving complex mixtures is open to criticism because such K's are not a function of composition and very often show large differences from the K's for the same components in a complex mixture. Thus the effects of composition must be evaluated when obtaining K's for components in complex mixtures. Poettmann and Katz " varied the carbon dioxide content of their mixture.; from about five to ten mol per cent and found substantially no effect on the K values due to this change. This was not surprising since one might expect that changing a minor com-ponent by * three mol per cent would have little effect. It is more important to find the composition change which have the largest effect on the K values. For example. varying the methane or heptanes — plus compositions over a wide rangr may have a large effect on the K'. of all components in the mixture. Interesting data to this effect were obtained by Eilerts and Smith." It was toward these problems that the experimental data presented here were directed. Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Although the worldwide readership of the Journal results in a preference for papers in English, the Council treats papers in Afrikaans on an equal basis, but, to meet the needs of the majority of readers, an English summary of some 5OO to 750 words should be provided.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. LAYOUT AND STYLE Orthodox sequence Title and author's name, with author's degrees, titles, position. Synopsis, including a brief statement of conclusions. Index, only if paper is long and involved. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. General: A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol %is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.I.) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramms metre per second per second (kg m/s'). The Federal Bureau of Mines provided five test materials--amosite, short-and long-fiber chrysotile, crocidolite, and nonfibrous tremolite--to the National Institute of Environmental Health Sciences (NIEHS) for studies on the biological effects of orally ingested asbestos-related materials. An inter-agency agreement between the Bureau and NIEHS made possible this program to characterize these test materials. The Bureau in turn received support through contracts with the Ontario Research Foundation for the milling of amosite and crocidolite, and with the University of Maryland for microscopic measurements. The five test materials, which were supplied in quantities of 960 to 1,200 pounds each, were characterized by chemical-instrumental analysis for elemental composition, surface area, density, X-ray diffraction, infrared spectroscopy, thermogravimetric analysis, mineralogy, and particle size analyses. Particle size distributions were emphasized because of the current theories relating adverse biological effects to length-width characteristics of durable elongated particles.

"The underwater search for the passenger aircraft MH 370 produced rare high resolution datasets of the ocean floor of extraordinary size and detail. The survey design and operations were for sole purpose of finding the aircraft debris field. The aircraft was not found in the detailed search area and the survey was suspended. As planned, the data are now being made available to scientists and researchers. The large survey area includes geologic settings that might be prospective for seafloor minerals. A review of the data can provide insights to seafloor mineral prospectivity in the Southern Indian Ocean and is a large dataset that can be used to calibrate object detection for the design of dedicated mineral exploration surveys.Economic minerals in the Southern Indian OceanOceanographic research and scientific drilling cruises have assembled geologic and geophysical data points in the Southern Indian Ocean. These, together with satellite derived bathymetry and gravimetric data, earthquake mapping, and mapping of magnetic anomalies have, even if they lack detail, produced a general understanding of the main tectonic features and plate movements in the Southern Indian Ocean as well as contributed some marine mineral data.The Southeast Indian Ocean Manganese Pavement, a large manganese nodule field south of Diamantina Fracture Zone was discovered in 1970. Dredging and photographic data from the discovery cruise determined that dense nodule accumulations cover 900,000 sq. km."
