Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. The demand for aluminum for military use during World War II called for an expansion of aluminum production in the United States A large part of the bauxite (the normal ore of aluminum) consumed in this county comes from Netherlands Guiana, South America. During the war, enemy activities were at times a serious threat to the flow of bauxite to the United States. The need for aluminum. stimulated the investigation of domestic deposits of bauxite and emphasized the wisdom of studying other aluminous materials, such as high-alumina and diaspore clays, to determine their possible use as aluminum ores. The occurrence in Pennsylvania of high-alumina flint clays and nodular diaspore clays has been known for many years. Several companies are mining these high-alumina, low-iron (less than 3 percent Fe2O3) clays and using them for the manufacture of refractory brick. Most of the production has come from Clearfield County, but clay deposits arc known also in Cambria, Centre, Clarion, Clinton, Indiana, Jefferson, Somerset, and Westmoreland, Counties.

C. H. BENEDICT, chief metallurgist of the Calumet and Hecla Consolidated Copper Co., has pioneered for nearly half a century. Noted for his ammonia leaching process, lie has Iong been responsible for all Calumet and Hecla mill, concentrator, and reclaination plant flowsheets. His influence has spread far beyond his own organization. lie is dean of Lake Superior metallurgists and has contributed greatly toward raising his specialty-the country over-to an honored profession; not merely an honored profession but a profitable one for industry and the public. The leaching process which he developed in 1912 has, since 1915, produced for Calumet and Hecla 250,000 tons of copper from waste tailings at a cost per pound, in 1929, below five cents. It has yielded profits of $35,000,000. In the war just ended, this process proved the only one adaptable to the recovery of copper from gilding-metal¬clad steel strip, and Calumet and Hecla treated more than 50,000 tons of such scrap for the Government.

Bulk density and grade were determined on a variety of ore samples from the Mount Tom Price iron ore mine and the interrelationship between these properties and porosity deduced.Variable porosity is responsible for the wide scatter of data points and low accuracy of prediction in the grade of a single sample from grade/bulk density relationships.However, with a sufficient number of such data points, as from a nuclear geophysical borehole logging operation, the mean ore grade in an exploration-type drill hole (~63 per cent Fe) could be determined by regressionanal~sis with 95 per cent confidence intervals of approximately ± 1 per cent Fe. From the same logging operation, utilizing core data for calibration of the probe, the -mean fractional porosity for the drill hole (0·19 ± 0·016 at 95 per cent confidence interval) was deduced. This is less accurate than the corresponding result obtained on core material in the laboratory (0·20 ± 0·005).The range of porosity was from 0·08 for dense, high grade sectIOns of the ore, to 0·28 for friable ore of high grade or goethitic ore of lower grade. Shale band porosity ranged from 0·15 to anomalously high values of 0·48 believed to be caused by leaching of iron minerals from the shale. Porosity values for the iron ore component of the deposit are comparable to those found for the Cockatoo Island (W.A.) mine, and for sections of the Krivoy Rog (Ukraine) iron ore deposit of the Soviet Union.

PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the' coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

This report is an engineering-economic evaluation of alternate methods of handling the parting between two coal seams. It consists of evaluations of parting stowing techniques applicable in a representative, thick seam western United States mine. Methods are examined for their potential implementation, and an estimated operating cost per yard of material moved is developed. The methods are of two categories castback or haulback. Haulback methods use truck haulage except With scrapers, and the castback methods are a direct stowage with no intermediate haulage equipment. Possible equipment combinations include draglines, shovels, hydraulic backhoes, bucket wheel excavators, scrapers, and front end loaders. The purpose of this report is to evaluate the effective competetiveness of the various alternatives.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

Crushed limestone is now being "de-dusted" at the Warner Co. plant in Bellefonte, Pa., by a new high-efficiency classifier utilizing aerodynamic principles not previously employed in classifiers. Crushed limestone for certain glass industry requirements must not have more than 10 pct fines in the overall aggregate, and it is the function of the new-type classifier to separate these fines from the coarse material. During the development of this classifier by the Buell Engineering Co. of New York, it was found to have possible applications for separating pulverized coal, sintered metals, ores, mineral flours, and fillers, among other items. Limestone from Warner's deep mine is initially crushed and particles larger than 3/8-in. mesh are burned in kilns to provide calcium oxide for the chemical industry. The 3/8-in. screenings are dried and crushed to -16 mesh for use by the glass industry. For those applications requiring a minimum of fines, no more than 10 pct -100 mesh material is allowable in the end product. Hence the need for high-efficiency separation.

RICHARDS, South Bethlehem, Pa.-I think my affections are still rather with the radiation pyrometer than the optical pyrometer, for practical use, and I wish that Prof. Burgess would use the two together, under the same conditions, using the optical as his standard, if he prefers. Then, assuming the optical emissivity which he feels is correct for the optical pyrometer, he could calculate the thermal emissivity for use with .the radiation pyrometer. If we could thus get reliable values for the thermal emissivity, we could then use the radiation pyrometer, and would avoid the use of the standard lamp, which has to be frequently calibrated for use in the optical pyrometer. It is very advisable to distinguish carefully between the terms optical emissivity and thermal emissivity. There -is considerable confusion caused by the bare statement that molten iron has an emissivity of so much, meaning by that its optical emissivity, for a light wave of a certain length; whereas what we want in the radiation pyrometer is its total ther-

When using grinding time for a batch grinding operation as a measure of the energy usefully employed for comminution; the assumptions made are often not valid. A kinetic approach, based on a study of the rate constant, or k, value for the material is more acceptable. The Rosin-Rammler distribution equation has been theoretically derived from the general equation for first-order batch grinding. This relationship, incorporating a term for k, was used in a study of the rod milling of a binary mixture of quartz and limestone.The presence and degree of interaction between the components was considered by comparing the size distribution of the mill product with that predicted by assuming the overall distribution equal to the sum ofthe distributions given by the Rosin-Rammler equations for each component weighted according to its volume fraction in the mixture. The interaction was found to be complex and particularly sensitive to particle size.A simple graphical procedure was devised to predict the size distribution of the mill. Product components and this gave a fairly good approximation to experimental data.

Zinc is just now a very important metal. Its use in cartridges and shrapnel brass are in the public eye. But its uses after the war are no less important. Brass as an engineering material for electrical machin-ery, journal bearings, and plumbing fixtures takes fully 50 per cent. of the production, and its use in these lines would have been increased in the last few years but for the price. Its use for barbed wire is probably more in war time than in peace. In the composition of paints, it is becoming more and more necessary. One of the forms of pigment, litho- pone, is the base of nearly all interior wall paints; of all the sanitary enamels for bath-rooms and bath-tubs, and is now in great demand. Zinc oxide is also increasing in use for paint, and for manufacture of linoleum. Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. Discounted cash flow (DCF) methods are well suited and recommended as a primary valuation method for mineral assets for which there are at least indicated resources and some form of feasibility study containing engineering, production and capital and operating cost data. DCF methods are also applicable as a secondary or check valuation method for exploration properties for which no technical study has been prepared. For projects where little or no engineering, production and/or cost data is available, the process of formulating a project concept by specialists who do not possess experience and expertise in the relevant technical faculties is totally rejected as a basis for applying DCF techniques as a primary valuation method. Such an approach runs counter to The Australasian Institute of Mining and Metallurgy (AusIMM) requirement to apply relevant expertise to specific aspects of mineral valuation. Technical and commercial inputs to mineral valuation should be reviewed by specialists who have specific expertise in the relevant disciplines, and should be tempered by the quantity and quality of technical evaluation which has been undertaken and the development status of the asset.

Large tonnage operations face many problems in adequately planning ahead for future years production. In order to maintain desired levels of production, such problems as source of tonnage, man- power and equipment requirements, tailings disposal and water requirements must be anticipated. Of course, before any of these problems can be analyzed, daily tonnage requirements and its source must be determined. Looking ahead for one year or even two or three is usually not sufficient time to adequately prepare an area for production. Because of the sequence of mining and the multilevel nature of the 42,000 tpd Climax mine in Colorado long-range planning must be on a ten-year basis. By using a ten-year base, adequate time is allowed to gain access and prepare a new level for production. Usually eight years will be required for this phase of the initial mine preparation. Once production has been started on a level and access to the area is available, three years is usually sufficient to prepare a new block for production as long as it follows in the normal sequence of mining.

Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as 'mines' and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up 'actual' value. This data is used to establish the spatial structures on a macro scale between 'mines' for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and 'mine' frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up 'actual' values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the 'actuals' to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.

A detailed description is given of an experimental method for determining relative permeability of porous media to gas. Results are presented for natural and synthetic cores. The experimental data for two and three phase systems are compared. The reproduci-bility of the equilibrium gas saturation ii demonstrated and the effects due to a variation in rate of gas flow are discussed. An attempt is made to correlate total permeability and rock textural factors with relative permeability to gas. Capillary pressure curves obtained simultaneously with the relative permeability curves are shown to be equivalent to those obtained in conventional displacement cells. INTRODUCTION The advances in petroleum reservoir technology during the past decade have made increasingly apparent the desirability of a simple, rapid, reliable metliod for obtaining relative permeability data on small cores. Such data are needed in order to study fluid mechanics in porous media and for the more refined reservoir behavior prediction calculations now under development. Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.
