The American petroleum industry is supplying the present domestic demand for liquid fuels. Known reserves of petroleum in the ground, however, are limited, and the .cost per barrel of finding new oil pools is increasing. Any deficiencies of domestic production in the near future doubtlessly could be made up by imports: Dependence upon foreign oil for part of our industrial requirements is not necessarily cause for alarm, but in time of war an adequate, dependable, domestic source of liquid fuels is vital to the defense of the country. As a national defense measure, and to insure a future continuous oil supply for our economic machine, it would appear logical to take steps now to develop methods for producing petroleum substitutes within our own borders. This undoubtedly was in the mind of Congress when it passed the Synthetic Liquid Fuels Act (58 stat.190; 30 U. S. C. Sup. Secs. 321-325), Approved April 5, 1944.The title' of the Law reads: An Act authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes. Congress authorized $30,000,000 for a 5-year program and directed the Bureau of Mines to carry it out. The part of the program pertaining to oil shale is being conducted on Naval Oil-Shale Reserves Nos. 1 and 3 (fig. 1) at Anvil Points, near Rifle, Colo.

This report discusses the waxes made from shale-oil wax distillate, a specific fraction obtained- from crude shale oil. The plate wax crystals Were exceptionally well suited to solvent extraction. Methyl ethyl ketone was the preferred dewaxing solvent.' The quantity of wax recovered at 32°F was 18.8 percent of the wax distillate, or 6.6 percent of the crude shale oil. The laboratory batch processes used for separating the wax from the distillate and subsequent refining were based .upon conventional petroleum methods. Three grades of shale-oil waxes were made and designated as crude, semirefined, and fully refined. The solvent-extracted wax consisted mainly of paraffin and olefin hydrocarbons. The physical Properties of the fully refined shale-oil wax were the same as er corresponded closely to those of Billy refined petroleum paraffin wax. Inasmuch as the crude and semirefined shale-oil waxes can be separated and refined in much the same manner as petroleum waxes, the cest of manufacture should be about equal to that for making petroleum paraffin wax. The cast of making a fully refined shale oil wax will be somewhat greater than for making .a fully refined petroleum paraffin, due to the loss of the oleofinic material from the shale-oil wax by acid treatment and the increased quantity of acid required for its removal. An analytical method for the determination of wax in shale-oil dietillates, a list of the physical properties that wore determined for the waxes, and the method for testing those properties are given in the appendix to this report

Kriging is an interpolation technique for predicting unobserved responses at target locations from observed responses at specified locations. Kriging predictors are best linear unbiased predictors (BLUPs) and the precision of the BLUP is assessed by the mean square prediction error (MSPE), commonly known as the kriging variance. Both the BLUP and the MSPE depend on the covariance function describing the spatial correlation between locations and on specific parameters. The parameters are usually treated as known, whereas in practice they invariably have to be estimated and the empirical BLUP (that is, the EBLUP) so obtained. The empirical or estimated mean square prediction error (EMSPE), or the so called ?plug-in? kriging variance estimator, underestimates the true kriging variance of the EBLUP, at least in general. In this paper five estimators for the kriging variance of the EBLUP are considered and compared by means of a simulation study in which a Gaussian distribution for the responses, an exponential structure for the covariance function, and three levels of spatial correlation ? weak, moderate, and strong ? are adopted. The Prasad-Rao estimator obtained using restricted or residual maximum likelihood (REML) is recommended for moderate and strong spatial correlation and the Kacker-Harville estimator for weak correlation in the random fields.

"FOREWORDAmong many problems created by World War II, the question of supplies and distribution of raw materials is of outstanding importance. One of the most critical of these raw materials is fuel, and of the fuels coal is of primary importance. The normal consumption of coal has increased greatly owing to the increased tempo of industry in general. It has been necessary to divert much of the fuel oil, gasoline, etc., ordinarily used for industrial and domestic purposes, to supply the enormous demands of mechanized warfare. Coal must be provided to replace this fuel. Furthermore, the enormous increase in the production of steel has increased the demand for coking coals to a critical point.The Solid Fuels Administration for War is encouraging the use of anthracite fines in the production of byproduct coke for blast furnaces for three reasons. First, the production of anthracite for domestic use; is hampered by the inability to find a market for the fines incidental to the production of domestic sizes. Second, the shortage of low-volatile coking coal is acute, and any action that will decrease the quantity of low-volatile coal required will relieve the situation. As will be seen in this report, there is some promise that use of anthracite fines in coke-oven mixes will lower the amounts of low-volatile coal required. Third, utilization of those anthracite fines will tend also to alleviate the general fuel shortage. It has been the privilege of the Bureau of Mines to cooperate with the Solid Fuels Administration in the technical problems involved."

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

Mine Dewatering for reoccupation of a flooded mine requires rehabilitation and recommissioning of shaft and sane level functions to provide safe efficient access, services and logistics, as well as securing connections with all exposed workings. The objective is the earliest secure reoccupation of the target depth horizon for minimum water pumping, consistent with an appropriate investment and optimum schedule of operating inputs to the dewatering, redevelopment, services and consolidation processes. Strategy must focus on recommissioning of relevant functions in the shaft and at stage pumping horizons, advance of logistics close to pumping and rehabilitation, management of the secured exposed workings. The progress must be systematic, sustained and integrated, and must be secured against risk and uncertainty. There must be a strategic capability to respond effectively, and manage interruptions to processes, conditions requiring higher or different resources, and contingencies which affect schedule, budget or risk profile for the continuing programme. Planning must aim to reduce or contain risk or uncertainty elements and contingencies, limit interruption frequency and severity, identify and provide the capability for efficient responses. It is appropriate to model and simulate the reoccupation analogous to a mine initial development production programme. Only minor changes to relationships and relativities of models for Capital works, Operations (Production and Development) and Services/Logistics are needed but the model for management of workings is more relevant than that for depleted workings in an operating mine because of the water and other transfers. An important difference is the unsteady state of operations which requires probabilistic modelling of availability and utilization of equipment and processes.

This paper provides a brief fundamental insight regarding the fabric media concept for liquor filtration. The subject matter will be of interest to metallurgists and engineers with professional responsibility for world class design of solid liquid separation processes and efficient lowest cost operation of existing mineral process plant. Avocet Mining commissioned the worldÆs first mineral liquor clarification process incorporating a fabric media liquor filter at their Lanut gold mine in Sulawesi, in 2004 with design consulting provided by the Australian company SLS Technology Pty Ltd. Development of the technology continues with applied research focused on selecting textile parameters to apply filtration to a wider range of particle and contaminant types, higher solids concentrations, and different process liquors. Liquor filtration with the Fabric Media technology offers an array of attractive benefits. For Avocet Mining, filtration of pregnant liquor directly from the heap leach pad has enabled removal of the sediment pond and sand filters from the traditional process flow sheet, thus providing significant cost and installation time savings. Avocet Mining has recently expressed confidence in the technology indicating selection preference of the technology for the expansion at Lanut and for a new project. The application design window for the Fabric Media concept is extremely flexible with the technology now successfully applied to many different liquor chemistries and application objectives around the world. Potential cost savings for solid liquid separation process plant, such as counter current decantation circuits, clarifier vessels and thickener tanks can be calculated from laboratory measurements or pilot plant demonstrations.

(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. I have investigated the heat-balance of a lirne-kiln ailci the commercial advantage of using generator-gas for calcination. Mr. Eldred proposes to calcine the materials in the present type of rotary kiln, gas-fired with long-flame combustion, and to Pdke the fritted calcines to a special, gas-fired clinkering-kiln, which shall embody heat-regenerators. A water-balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site in South Dakota. The model was developed to evaluate the risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates, for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for the analysis of precipitation based on historic records and to make a probabilistic estimation of annual and monthly runoff from disturbed/mining activity areas that now require, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water-balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota, were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/ Excel add-in "@Risk" was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation and of groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

In the history of American mining, so far as I know, there is no cleaner, brighter, or more completely successful mining adventure than that of the United Verde Extension.* It deserves to be placed on record here. The mine is at Jerome, 25 miles northeast of Prescott, in Yavapai county, Arizona. For 30 years before the U.V.X., as it is known to mining men, achieved celebrity, the Jerome district was identified with a copper mine, the United Verde, one of the great mines of the world. The success of this mine, of course, stimulated the search for similar orebodies, or for an extension of those already known, in adjacent ground; but, despite vigorous prospecting, the United Verde remained for many years alone in its glory. The reason for this solitariness was geologic: a fault with a big throw frustrated the effort to trace the ore-zone, thereby causing exploratory work to be both uncertain and costly. Despite these failures to develop other mines in the vicinity, the belief persisted that all the ore was not localized in the United Verde mine, but before we consider the reasons for such a belief we must look at the geologic conditions. The basal rock of the Jerome district is a schist, which has been correlated with the Yavapai formation of the Bradshaw quadrangle. This schist is geologically ancient, for it is of pre-Cambrian age. Methane emissions from a longwall ventilation system are an important indicator of how much methane a particular mine is producing and how much air should be provided to keep the methane levels under statutory limits. Knowing the amount of ventilation methane emission is also important for environmental considerations and for identifying opportunities to capture and utilize the methane for energy production. Prediction of methane emissions before mining is difficult since it depends on a number of geological, geographical, and operational factors. This study proposes a principle component analysis (PCA) and artificial neural network (ANN)-based approach to predict the ventilation methane emission rates of U.S. longwall mines. Ventilation emission data obtained from 63 longwall mines in 10 states for the years between 1985 and 2005 were combined with corresponding coalbed properties, geographical information, and longwall operation parameters. The compiled database resulted in 17 parameters that potentially impacted emissions. PCA was used to determine those variables that most influenced ventilation emissions and were considered for further predictive modeling using ANN. Different combinations of variables in the data set and network structures were used for network training and testing to achieve minimum mean square errors and high correlations between measurements and predictions. The resultant ANN model using nine main input variables was superior to multilinear and second-order non-linear models for predicting the new data. The ANN model predicted methane emissions with high accuracy. It is concluded that the model can be used as a predictive tool since it includes those factors that influence longwall ventilation emission rates.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health conducted a study of the explosibility of various metals and other elemental dusts dispersed in air, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating the explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafhium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties - from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" (very low volatility) elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechc ignitors. The experimental data obtained included the minimum explosible concentrations, maximum explosion pressures, and maximum explosion temperatures. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from -1 550 K for tin and tungsten powders to -2800 K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures. In general, the dusts whose experimental temperatures were closer to the adiabatic values were those with the finer particle sizes, those that were more easily vaporized, and/or those that were intrinsically more reactive.

Every text book for blasting in Japan says that Hauser's law can be applied for practice. But recently it came true that there was no historical record about him and no actual datum of his own or other's to testify. According to his theory, the funnel ratio N = r/W in crater test is inversely proportional to the rock strength and proportional to the explosive amount: where r is the radius of crater and W is the burden. But experiment showed the opposite result, and revealed new information. Two kinds of experiment, crater test and boulder blasting of mortar, were carried out to investigate the effects of rock properties on blasting. The material used for test 1 and test 2 was a mortar block (60cm)3 cube, 4 vertical faces of which were used for crater test. The results from Test 1 and test 2 were summarized as follows. The funnel ratio ranges between 2.5 to 4.5 in proportion to rock strength and burden. The standard ratio of 1, reported by Hauser, was not observed in any instances. It was also noted that the funnel ratio is independent of the explosive amount. The material used for boulder blasting, test 3, was a mortar block (40cm)3 cube, in the middle of which was located a vertical borehole for the explosive charge. The results of test 3 were as follows. The necessary explosive amount for boulder blasting is in inverse proportion to the mortar strength. Fragmentation and throw are proportional to the mortar strength.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.
