The first prize of the President's Prizes has been awarded to J. J. Beeson for his paper entitled "Disseminated Copper Ores of Bingham, Canyon." When this paper-was written, Mr. Beeson was a student at Stanford University, and was president of the Stanford Geological and Mining Society. The President's prizes were established in 1915, funds being provided, at that time for three prizes of $50, $30 and $20 respectively, for the best essays, or other papers submitted in competition by Junior Members and Members of Affiliated, Student Societies. The original intention was to award all three during the year 1915, but the committee has deemed it advisable to extend the time for the second and third prizes, and the Secretary of the Institute will be glad to hear from any member who wishes to compete for one of these prizes. A competitor for the President's Prizes must be, at the time of submitting his essay, either a Junior Member or a Member of an Affiliated Student Society of this Institute. The essays must be upon some subject related to Mining, Economic Geology, or Metallurgy. Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

"EXECUTIVE SUMMARYThe automotive industry's search for increased fuel efficiency through component weight reduction has driven the growth in consumption of magnesium metal in the form of die cast alloys. This trend, which began in North America and should soon accelerate in Europe, will require enhanced recycling services since each tonne of metal used for die cast parts production produces about 500 kg of scrap.Currently, the European die cast market is plagued by very high tolling prices for scrap recycling due to lack of competition and high transport costs due to the distances between the scrap generator and the recycling facility. This situation clearly increases the cost of magnesium die cast components and reduces magnesium's competitiveness with other materials. The challenge for the magnesium industry in the short term is to provide cost ·effective recycling solutions for the die cast industry. In addition effective recycling, in the medium to long term, is needed for the anticipated large volumes of secondary or used scrap that will become available as the die cast components reach the end of their life cycle. This paper will present The Antheus Integrated Magnesium Project as a Novel approach addressing some of the key recycling related issues facing the magnesium industry, in particular the die casters. The paper outlines the many advantages of an integrated magnesium metal park, in an overall goal of increasing magnesium metal's competitiveness."

The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

Over the past decade, the copper industry has been through an extended downturn followed by several years of sustained high copper price. A number of new technologies have been developed over the past 10 years aimed at reducing costs by decreasing energy, labor, and materials requirements, or by increasing metal recovery. The energy intensity of different copper extraction routes and different technologies varies considerably and this has a significant impact on the economics of extraction. Based on average ore grade materials, the total energy for the extraction of copper typically varies from about 24-26 MJ/lb (6.7-7.2 kWh/lb) for the mining, crushing, milling, flotation, smelting and refining route to about 14¬16 MJ/lb (3.9-4.5 kWh/lb) for the mining, crushing, heap leaching, solution extraction and electrowinning route. New technology developments are providing opportunities for significant reductions in energy consumption for copper extraction, representing energy savings up to 20-25% in some cases. In addition, in many cases, these new technologies have introduced environmental, safety and health benefits over the incumbent technology. Some of these technology developments have been more successful than others, and many hold great promise for application in the coming decade. This paper provides an overview of the technology developments that have occurred, and explores the underlying reasons behind successful implementation.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

MULSIM/NL (multiple scams, nonlinear) is a three-dimensional boundary-element method (BEM) program developed at the U.S. Bureau of Mines for stress and displacement analysis of coal mines and thin metalliferous veins. It can analyze one to four parallel seams that can have any orientation with respect to the Earth's surface. Three main new features distinguish MULSIM/NL from its predecessors: (1) nonlinear material models, (2) multiple mining steps, and (3) energy release and strain energy computations. MULSIM/NL has six material models for the in-seam material: (1) linear elastic for coal, (2) strain softening, (3) elastic plastic, (4) bilinear hardening, (5) strain hardening, and (6) linear elastic for gob. Detailed checks show that numerical stress and displacement calculations compare well to known analytic solutions for simple problems. The total energy release calculated by MULSIM/NL is comprised of three basic terms: (1) strain energy release from the mined-out material, (2) linear kinetic energy release due to change in gravitational potential over the mined-out area, and (3) nonlinear kinetic energy release due to nonlinear materials in the total backfill and gob area. The strain energy release term is modified to account for nonlinear stress-strain behavior in the unmined materials. Comparisons of these numerical energy release rate calculations with known analytic solutions show excellent agreement.

"At Opemiska Copper Mines we have, over the past four years, operated 300 cu. ft. and 700 cu. ft. flotation cells as roughers, scavengers and cleaners and found them competitive with conventional flotation cells on a cu. ft. basis on all phases of flotation.The economics are very much in favour of the large cells for the following reasons:Power consumption is 35 to 40%, of conventional machinesMaintenance cost is about 20 to 25% of conventional machinesSpace required is about 30 to 35% of conventional machinesInstallect cost is about 40%, of conventional machinesTo put the above in more concrete terms below is what we are doing at Opemiska:1. Increasing mill capacity from 2000 to 3000 T.P.D. and will use only 5Cff, of the flotation space for 3000 tons that we used for 2000 T.P.D. with conventional flotation machines.2. Will require only 10 flotation cells for 3000 tons against 85 conventional cells for 2000 tons.3. Cells will be, one 2000 cu. ft. rougher, six 700 cu. ft. scavengers (2 banks of 3 each) and one cleaning circuit using three 300 cu. ft. cells.You will note that in this 3000 ton per day plant, we are going to have only ten cells. Had we put in conventional cells for this tonnage, we would have needed 120 cells."

Au/TiO2 catalysts were prepared by deposition-precipitation using NaOH (DPN) (~3 wt % Au) and urea (DPU) (~8 wt % Au), and calcined at various temperatures between 100 and 400 °C. They were characterized by UV-Visible, XANES, EXAFS and TEM. Their activity were tested in the reaction of CO oxidation at 5°C. After preparation, the gold species are in the oxidic state III. They begin to transform into metallic gold under air at ~100 °C for DPN and ~150 °C for DPU. At 200 °C, all the gold is metallic for the two preparation methods. The particle size increases from 1.5 to 3.5 nm with the calcination temperature. The catalytic activity for CO oxidation increases with the percentage of metallic gold, and it is maximum at 200°C for both types of samples. The activities (per mole of Au) are the same for the two types of catalysts. At higher temperatures, the catalytic activity drops. The decrease of activity is mainly due to a change of particle shape with the calcination temperature rather than to the increase of the particle size. At a calcination temperature of 200°C, the particles present small facets with rounded parts, and their outer surface contains a large proportion of low coordinated sites (steps and corners) while at high temperature of calcination, they are truncated octahedra with smooth facets.

Optical technologies have progressed rapidly in the past 15 years. One application of laser technology in underground coal mines currently under evaluation is the remote measurement of explosive methane gas. Federal regulations require that atmospheric monitoring systems used in gassy underground mines where permissible equipment is required shall be intrinsically safe. Mine Safety and Health Administration criteria for the evaluation and testing of intrinsically safe apparatus and associated apparatus contain no specific guidance for optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting a study to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in under- ground coal mines. Results of experiments involving ignition of methane-air mixtures by collections of small heated particles of Pittsburgh seam coal and black iron oxide are reported. The inert but more strongly absorbing iron oxide targets consistently ignited methane-air mixtures at lower powers than the coal targets. Minimum observed igniting powers for laser energy delivered by 200, 400 and 800 pm core fiber optic cables and directed onto iron oxide targets in methane-air atmospheres were 0.6, 1.1, and 2.2 W, respectively. Comparisons with the results of other researchers are made. A thermal layer theoretical approach to describing the process is included as an appendix.

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.
