DECEMBER, 1971 The Wanders Club, Johannesburg Sunday, 9th April, to Friday, 14th April, 1972 The Tenth Symposium which is the first ever held outside the North American continent is being organised by the South African Institute of Mining and Metallurgy (with the South African Council for Scientific and Industrial Research and the South African Council for Automation and Computation), in collaboration with the previous co-sponsors. '" The programme includes over 60 papers from thirteen different countries. Attendance promises to be good and interested parties who have not yet registered are earnestly requested to do so without delay. The closure date for registration application is 31st January, 1972. The objective of this symposium is to pool experience and knowledge and to discuss new and potential developments for the planning and control of mineral projects. The papers which are to be presented will indicate the progress which has been made in this direction through the successful application of operations research, mathematical, statistical and computer methods. The intention is to bring together those persons responsible for managing various operations in the mineral industry with those engaged in the development of such mathematical and computer techniques as could assist this management. (San Francisco sleeting, September, 1915) THE accompanying chart has been drawn for the convenience of engineers as a means of quickly determining the correct number of plies of conveyor belts operating under specific conditions. The calculations are based on the average safe strength (factor of safety, 15) of the various standard rubber conveyor belts. The, calculations assume maximum loading conditions; that is, the belt is considered as carrying the greatest load that it will handle without spillage at ordinary belt speeds. This not only produces the most economical operating conditions, but also the maximum tension in the belt. The chart is a graphical representation of the formula: p = kgW (L + 1OH) Where, p = the correct number of plies k = a constant, depending on the type of drive g = the weight in pounds per cubic foot of material handled W = the width of the belt in inches L = the length of the belt in feet (approximately twice the center distance). H = the difference in elevation between the head and tail pulleys, in feet. (communication to the Secretary?).-In discussing the question of the deoxidation of steel and material suitable for performing this function at the end of the heat, it would seem logical also to include the question of prevention of oxidation in the steel or the formation of iron oxide, FeO. I refer to the use of manganese in the basic open-hearth and basic Bessemer processes. The advantages of high manganese in pig iron for these processes have evidently been clearly understood in Germany for a number of years, although little has been written in regard to the exact manner in which the benefits are obtained. In this country, while we make no steel by the basic Bessemer process, our basic open-hearth process is becoming more and more important. Until 10 years ago, in this country, manganese in the pig iron for this process was considered of little value and by many writers it was spoken of as a disadvantage. During the past 10 years, however, in certain parts of the United States, higher contents of manganese in basic pig have been used with considerable success, although there is apparently nothing in our technical literature to show the reasons for this trend. A German book, "The Basic Open-Hearth Steel Process" by Carl Dichmann does, however, offer an explanation. Dichmann says that if the charge for either of the above-mentioned processes contains 3 per cent. of manganese or above, satisfactory steel.

DESPITE strikes, domestic production of copper and zinc in 1951 rose about 3 pct and 10 pct, respectively. Lead output fell only about 7 pct. Primary refined, including processed scrap and imported concentrates, was somewhat higher for zinc, and slightly lower for copper and lead. Prospects are for moderately larger mine and refined production in 1952 according to Standard & Poor's analysis of nonferrous metals. The survey goes on to report domestic copper prices averaged 14 pct higher in 1951, lead prices 30 pct higher, and zinc prices 32 pct higher. The 2¢ rise in zinc and lead ceilings in October will lift the average price in 1952 over 8 pet, assuming no further price change. Currently, OPS appears opposed to raising the 24 ½ ¢ copper ceiling to the 24 ½ ¢ maximum on imported metal. The steep premiums in world markets are likely to be reduced in 1952. Sales in 1951 were at new peaks. A further moderate rise is indicated for 1952. Earnings of the industry were at a new high in 1951. The increase for companies covered in the survey was perhaps 25 pet, despite a tax rate of about 53 pet, against about 40 pct. in 1950. Relatively maintained to moderately higher earnings are currently indicated for 1952. About two thirds of the companies covered in the survey raised dividends, including extras, in 1951. In general, maintained payments appear probable in 1952.

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

While the National Academy of Sciences has stated that gravimetric sampling technology for compliance purposes is adequate, research into various aspects of respirable dust control require data on many other parameters of airborne dust. These, in turn, have created the need to use many instruments, other than personal gravimetric samplers, in mine environments for dust measurement. There is a need to evaluate the performance of these instruments under conditions of potential use. As part of research in the Generic Technology Center for Respirable Dust, cascade impactors, gravimetric personal samplers and gravimetric samplers collecting dust using isokinetic sampling principles were employed for dust measurements under identical conditions in a mine airway. During the course of the experiments, 8-stage cascade impactors and gravimetric samplers drawing air isokinetically were located in the center of a mine airway at various stations. Two types of data were examined - concentration of dust and size distribution of the dust collected in the samplers. The data show that the amount of dust collected by an impactor is less than half the amount collected isokinetically. The size distributions of the dusts collected from the two instruments, though comparable, show a consistent difference in median diameters. The cause for this bias is examined. The paper presents and discusses the results of the tests, including the concentrations and size distributions obtained from the two instruments for different experimental conditions. There is a need to document the performance of various dust measuring devices in mine airflow conditions.

INVESTIGATIONS of thermal conductivity and impact strength of the titanium alloy RC-130-B and 316 stainless steel were undertaken because of interest in strong, nonmagnetic, commercially available alloys of low thermal conductivity for use in low temperature experiments. Measurements of electrical resistivity and thermoelectric power were also made for some of the samples studied. The titanium alloy designated as RC-130-B is manufactured by Rem Cru Titanium Inc. It contains 0.14 pct C, 3.99 pct Al, and 4.7 pct Mn. A general discussion of properties of the two phase Ti-4Mn- 4A1 alloys is given by Finlay and Vordahl.' The alloy is machinable and has a yield strength greater than 130,000 lb per sq in. at 0.2 pct offset. The 316 stainless steel sample used for both conductivity and impact strength measurements was obtained from the Allegheny-Ludlum Steel Corp. and is designated as Allegheny metal 18-8M, Type 316, Grade 316. The sample had received 25 pct minimum final cold reduction and had a Brine11 hardness rating of 255. Several impact tests were made on a sample of 316 stainless which had not received the 25 pct cold reduction. Also several data points are reported giving thermal conductivity and electrical resistivity for a sample of 304 stainless steel taken from stock. In a recent paper, Rawdon and Mutchlerl gave some exceptionally interesting results on the Brinell and scratch hardness of severely cold-worked metals. In their work, they found that, on continued cold rolling, the metal hardened up to a particular point and then reversed and became softer; this was true for both Brinell and scratch hardness values. The generally reported behavior2 of metals, with respect to Brinell tests on cold-worked material, is that the metals harden up to a certain point and then, on further cold rolling, no change in Brinell hardness occurs. Jeffries and Archer3 state that there is little difference between the scratch hardness of annealed and cold-worked metals; the work of Faust and Tammann4 also indicated no difference between the hardness of annealed and cold-worked copper. Rawdon and Mutchler found, when they plotted the reduction ratio (initial thickness divided by thickness after rolling) against the hardness value for the cold-rolled material, that the hardness number increased up to a reduction ratio of about 3 and then decreased and became even smaller than that for the annealed metal. This behavior was reported for both scratch and Brinell hardness; Figs. 1 and 2 show their results for Brinell hardness on the metals for which they published data. This is an exceptionally interesting phenomenon, if it occurs under all conditions of rolling, and would have an important bearing on the practice of cold

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

HERETOFORE, there has been very little study of the effects of various metallurgical factors on the behavior of thermoelectric materials, the need for which is evident if optimum processing and design of thermoelectric devices is to be realized. Accordingly, we have undertaken such an investigation on the thermoelectric materials bismuth and Bi-Sb alloy and in this paper present some preliminary results which merit consideration, in particular the relatively high thermoelectric power and figure of merit values obtained for the Bi-12Sb (at. pct) alloy powder compacts. The thermoelectric parameters for ingot and powder compact specimens are determined and the results are compared with published data for single crystals. Preparation of Materials. The bismuth and antimony used in this investigation are six nines pure. Melting and casting of the ingots was carried out in air for expediency, since most oxidation unavoidably occurs during the preparation of the powder by filing of the ingots. Chill cast ingots of pure bismuth were prepared by pouring the melt into split copper chill molds, and unidirectionally solidified ingots of bismuth and Bi-Sb alloy were obtained by slow directional cooling in pyrex tubes. All melts remained bright during melting and casting, indicating minimum oxidation. Powder for the powder compact samples was obtained by filing the ingots with a fine and coarse file to give a variation in the particle size of the compacts. Those who deem the subject of this paper an old and superseded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 R. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " StÜckofen," the father of the blastfurnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand.

ALTHOUGH a number of articles appeared during the war advocating the use of cadmium in lead-tin solders, very little information of value can be found in the literature regarding the properties of solders containing cadmium. In most of the published articles the cadmium seems to have been considered merely as a partial substitute for tin in a tin-lead alloy rather than as an essential constituent of a ternary alloy. The primary object of the substitution of cadmium for tin was to lessen the amount of tin required, at a time when the latter was scarce and high-priced, and thus to produce a cheaper solder. While this object was accomplished, the new properties resulting from a change from a binary lead-tin alloy to a ternary lead-tin-cadmium alloy were not given proper consideration in many cases. For the past few years, the American Smelting & Refining Co. has been marketing a very considerable amount of cadmium in the form of lead-tin-cadmium alloys for use as solders for certain special purposes, and the successful use of these solders suggested that if more extensive knowledge were available concerning the properties of lead-tin-cadmium alloys of various compositions their field of usefulness might be materially extended. The investigation described in the present paper was undertaken to obtain this information and, by means of tests under conditions approaching those of practical use, to determine the suitability of cadmium solders for various purposes.

"The production of silica and magnesia crucibles in the induction furnace was attempted and achieved in the laboratory of the Pacific Experiment Station of the United States Bureau of Mines. This work was undertaken at the request of other stations for laboratory crucibles of a certain specified wall thickness and capacity.The essential new parts of this work are the development of a technique for the high-frequency furnace production of silica crucibles of greater wall thickness than could be readily fabricated from commercial fused silica, and for heavy-walled magnesia. crucibles of great density and mechanical strength. A considerable bode of patent literature on the Production of fused silica ware in resistor-type furnaces was examined, but it furnished no significant help for the present problem. Similarly sintered magnesia refractories are often made for technical purposes, but for use at temperatures of 2000o C. or over, the material must be sintered at higher temperatures than can be attained by combustion firing, and the very great shrinkage encountered at these temperatures requires special methods. Small crucibles. of magnesia fused in the electric arc have been made by Tritton and Hansen,3 but the practical size of such containers is very limited.Many different methods of making crucibles in the induction furnace were tried before satisfactory results were obtained. The following description covers only the most satisfactory method, which produced crucibles of excellent quality in a reasonable time and with a moderate expenditure of power and materials."

In the United States, the United Kingdom and numerous other countries, copper has long been the plumbing material of choice. This has been the case since the late 1920s in the United States and since World War II in the United Kingdom. However, in recent years the plumbing tube market has caught the eye of the chemical industry, and several plastic resins have been introduced to the marketplace as substitutes for copper in household plumbing systems. One of these, polybutylene tube, had so many failures in the United States that a class action law suit was filed, and the manufactures of this product were forced to create a trust fund of nearly one billion dollars to repair damages caused by their product. Chlorinated polyvinylchloride (CPVC), in rigid pipe form, on the other hand, has been mechanically acceptable albeit its recent introduction precludes the test of time enjoyed by copper tube in this application. This paper reviews the State of California&apos;s portrayal of copper&apos;s environmental effects and will be largely based on the data and information assembled by the Copper Development Association Inc. in its presentation to the State of California in August, 1998 in response to the State&apos;s Draft Environmental Impact Report for Chlorinated Polyvinyl Chloride (CVPC) Pipe for Use for Potable Water Piping in Residential Buildings. The paper is intended for use as a model for the use of other copper organizations and individuals in responding to similar situations.

An idea of what is meant by "Ultrafine Minerals Or Slimes" as used in the title can be had by an examination of Fig. I. Particle size distributions are presented for a crude kaolin clay, a coarse fraction and a fine fraction. The crude kaolin as mined was blunged with water, degritted through a 325-mesh Tyler screen, and dispersed with sodium silicate. The dispersed crude was then centrifuged in the laboratory into the coarse and fine fractions shown in the figure. The distribution curves were obtained by the well known sedimentation technique of Casagrande&apos; using a long arm centrifuge to obtain equivalent spherical diameters down to 0.2 microns on the finer fraction. Fig. 1 shows the coarse fraction kaolin to be 50% finer than 3 microns, while the crude kaolin is 50% finer than 1.4 microns, and the fine fraction 50% finer than 0.6 microns. For comparison 53 microns on the horizontal scale would represent Stokesian diameters which would just pass a 325- mesh Tyler screen, taking into consideration the Andreasen sieve correction factor of 1.22 X the screen opening.&apos; Another helpful comparison is the surface areas, which in square meters per gram, are 0.044 for 53 micron particles, 0.77 for 3 microns, 1.65 for 1.4 microns, and 5.0 for 0.46 micron particles. Fig. 2 is an electron micrograph of a similar fine fraction kaolin showing the hexagonal plate- like particle shapes.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e. g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1, 5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6).
