The unusual interest taken in the papers on steel at the New York (1922) meeting showed that the time is ripe for the renewal of the general discussion of the physics of steel, on the same lines that wete used formerly and produced such good and lasting results. The curves shown in Figs. 1 to 4 and the appendix were added to my paper1 after the February meeting, but, unfortunately, Figs. 1 and 3 were transposed; the curves on page 252 are for bessemer steel and belong on page 254; while those on page 254 are for open-hearth steel and belong on page 252. These errors are evident at once on referring to the data in Tables 1 and 2, pages 227 and 228. The curves for each 0.05 per cent. of carbon and manganese in basic open-hearth steel are given in Figs. 1 and 2; these lines for the lower carbons and manganese are comparatively uniform. Figs. 3 and 4 give similar lines for carbon and manganese in bessemer steel. The large break in the carbon lines from 0.55 per cent. to 0.60 per cent. is caused by much higher silicon in the steels of 0.60 per cent, carbon and over that are used for springs, etc. The estimated ultimate strength of pure iron, and the increase in strength by carbon, phosphorus, and manganese, with the different views regarding the same, were given and diseussed. All of this can be considered as an introduction to the practical use that is now being made of such data in selecting the heats of steel best suited to give the required physical tests called for in the finished rolled material. The chemical composition of the steel, of course, tells only a part of the story, as many other factors that have an influence on the physical properties of the steel must be considered, and controlled as far as is possible. Some of these have already been referred to, but there are other important ones to be considered and discussed.

STEAM is, and doubtless always will be, the basic power in the anthracite industry, either directly applied through engines and pumps or electrically. The rapidity with which electric power is being applied to the mining and preparation of anthracite leaves little doubt as to its utility and economy. There is practically no operation, except possibly the drilling of hard rock, that has not been successfully electrified and the matter of drilling is handled economically with electrically driven compressors and the standard compressed-air drills. Conservation and the seemingly ever-increasing cost of production, justify careful consideration of the possible results of the more extensive use of electric power in the industry. It is not planned to discuss, herein, the relative economies of individual applications but to consider the relative economy and flexibility of steam and electric power. The reports available for the year 1920 indicate a production of slightly over 80,000,000 tons of anthracite, of which 8,843,500 tons were used for power and heating purposes; in other words, over 11 per cent. of the production was used at the mines. Some of this was used to generate electric power at the mines, about 160,000,000 kw-hr., while 150,000,000 kw.-hr. was purchased from the public utility companies. One large producer, who is buying some electric power and generating some, used over 13 per cent. of the production for power and heating at the mines. Another producer, where considerable electric power is generated on the properties, is using less than 9 per cent. of the output for power and heating. One of the largest producers has a fuel consumption of over 15 per cent. of the output, besides which considerable power is purchased. A careful study of the field indicates that steam-operated plants use upwards of 13 per cent. of the production for power and heating, while electrically operated plants use about 1 per cent. for heating; so that, for steam-power purposes at least 12 per cent., or 268.8 lb., are used for power out of each ton produced.

PRESIDENT DOWLING'S ? ADDRESS I feel that it is a great honor to be invited to reply to this toast on behalf of the Canadian Mining Institute. I wish to thank you for your very cordial reception of the toast and for the sentiments expressed in your invitation to the Institute to cooperate in a series of joint meetings. It is an earnest of the mutual regard which the peoples of the two countries have for each other. We have been allies in a very great war and the feelings of good-will engendered by that alliance will survive, I believe, through the strenuous times of peace. The other nations of the alliance had through many changes in history, fought each other and for each other and had thereby gained a clear conception of the social aims and moral character of their peoples. With this knowledge came mutual trust-the one element necessary for united action or lasting agreement. On this continent the two peoples are drawn together by bonds of a common origin and, largely, a common language. No war has been necessary to force declarations of national aims on which to base terms of amity and now our peoples who had studied the arts of peace together have together passed through fire-drawn into the conflict by a like horror at the sacrilege of the crucifixion of the rights of humanity. Their courage and manhood has been tested at Ypres and Chateau Thiery by the great assayer war, and, together, with thankful hearts we see the triumph of right over night and better than ever know that we have the same conception of the government of the people for the people. We are met to celebrate the close of the association of our brethren it the front in the fight for freedom for the world-a freedom that to us hems natural but which to the majority of the allied nations is a heritage derived from the protest made by the American colonies against German ideas of government of which remnants had until then survived in Great Britain.

IF you wish to make the acid that is vulgarly called common aqua fortis,* for parting gold from silver, you must first provide as many cucurbits and alembics, receivers, and materials as you wish, and then make a furnace that is long and conveniently wide for holding three or four pairs of cucurbits or as many as you wish. If you have to make this by art in order to work a large quantity, you could make several small furnaces for it seems that not more than three or four pairs are suitable for one. Prepare the places where the cucurbits are to stand with bottoms or covers made of potter's clay or tiles that are half round like the bottoms of the cucurbits and have a little rim around the top so that they can be built in. Proceed to build these in in pairs, one by the other with convenient spaces between, placing an iron support across to make this place stronger and more secure. In every corner and also in the middle a hole must be made as a vent for the smoke, as is done in all furnaces. You will see the form of this somewhat roughly drawn here. [Figure 25] Near this prepare a number of cucurbits which are made of glass, as clear and uniform as possible and very well formed. There must be no bubbles or other indentations in these, for they would be dangerous and uncertain for your work. Lute these with lutum sapientiae up to within three dita or less from where the neck narrows. This lute must be spread out well all over to the thickness of two threads or a little more. Then cover and make them strong with this well-made plaster, and finally dry it, taking care that there are no clefts or cracks such as clays are often prone to make even though they be well prepared. For greater security choose among these [64v] a clay that is lean and then mix it with at least a fourth part or more of wool-clloth clippings and about an eighth part of wash

WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

THE solubility of columbium nitride in ? iron has been determined for the temperature range 1191o to 1336°C from the nitrogen content and metallogra-phic examination of a series of Fe-Nb alloys.* (0.0 to 0.92 pct Nb) equilibrated with a purified gas mixture of 1 pct hydrogen in nitrogen. The method is the same as that used by Darken, Smith, and Filer' to determine the solubility of aluminum nitride in y iron. The variation in the furnace temperature during an equilibration period was about ± 2.0°C. Each sample was approximately 1/2 in. wide, 2 in. long, and 1/16 in. thick. A time series at 1200°C using samples of highest columbium content indicated that one day was sufficient for equilibrium; however, to be on the safe side all samples were left in the furnace for either two or three days. Afterequilibration, the samples were brought to room temperature by quenching in water. The experimental results are shown in Fig. 1. To be in accord with the values reported by Wriedt and Gonzalez2 and the temperature coefficient of our results at higher temperatures, the nitrogen content of iron at 1191oC is assumed to be slightly lower than our experimental value. Our data for the single-phase regions are not sufficiently accurate to establish an interaction coefficient for nitrogen in these alloys. However, the change in nitrogen content with change in alloy content for a number of systems (Fe-N-A1;3,1 Fe-N-Ni;372 Fe-N-Si.3949 Fe-N-V;3,5 Fe-N-Cr;3,6 Fe-N-Mo3,7) has practically the same value for the liquid alloy at a temperature near 1600°C as for the solid alloy at temperatures near 1200oC when the alloy content is below a few percent. On this basis the lines through the single-phase regions have been drawn with a slope corresponding to an increase in nitrogen of 0.0013 pct per 0.1 pct Nb.3 The straight lines through the two-phase regions were drawn with a slope corresponding to a one-to-one atom ratio of nitrogen to columbium in the nitride. Kansas continued holding, for its seventh year, the fourth position in the list of oil-producing states. The crude-oil production, according to purchaser's reports to the State Corporation Commission, was 40,008,940 bbl.; as assembled by the Oil and Gas Journal, 41,305,768, and by the U. S. Bureau of Mines, 41,942,000 barrels. Increase of production from 1932 was largely due to greater stability of the industry, and increased return of demand for Kansas oil, caused by the addition of Federal assistance in national production regulation which reduced illegal production, of some areas out of Kansas, that had been destructively competing with Kansas crude or its refined products, at less than cost of production. Prices continued to advance from the lowest level of 25c per barrel during part of May and June, until by the end of September 36" gravity crude had reached $1 per barrel and continued at this price the remainder of the year. Price stability, for a period greater than in previous years, has brought renewed confidence to those producing oil and has led to renewed interest and increased purchases of Kansas leases. Drilling was confined chiefly to the number of wells necessary to protect from offset and other drainage in the field and to meet the requirements of expiring lease contract deeper areas in Mid-Continent, are an added inducement to exploration. The renewal of interest in the search for new fields in Kansas is already apparent and 1934 will probably see more wildcatting than for several years. This is due both to the expiration of leases on large blocks and to actual demand of the industry for new fields. Exploration for favorable areas is being actively conducted by the various methods of surface, subsurface and core drilling and geophysical work. Much of western Kansas cannot be mapped by surface study and geophysical exploration has been of considerable assistance and has led to a large use of the seismograph. Several companies are conducting seismograph surveys and leasing on findings already secured. Development under the more favorable conditions of 1933 can be readily seen by the comparison of the following reports for the last weeks of December in the respective years.

In recent years much attention has been given to comminution theory and the design of crushing and grinding installations in large plants. The day of the small plant is not over, however, and we will attempt to analyze some cost aspects of conventional plant design, particular to their smallness. Small plants generally have the same design requirements as large plants, however, certain additional restraints are imposed which generally reduce efficiency and availability. The engineer must take particular note of these restraints in order to properly design crushing and grinding installations for these plants. Whatever equipment is selected for small plant crushing and grinding circuits, it is more costly on a per-ton capacity basis than for a large plant. Circuit Design Small crushing and grinding circuits of recent design usually are of one-line concept utilizing simplified flowsheets. This is the logical outcome of a cost evaluation excluding special considerations and is the basis of the circuit design discussion and cost evaluation which follows. Objections to the one-line concept have been voiced with arguments claiming little flexibility, low availability, higher disaster risk, etc., however, experience has proven these arguments not to be convincing. Equipment of sufficient capacity is available on the market for all normal applications up to the 4000 mtpd plant size here considered and the engineer has complete freedom of choice. Where separate treatment of ores is required, the single-line plant concept requires adequate ore storage be provided with facilities for clean-out between campaigns on one or the other ores. It is very difficult to justify parallel crushing and grinding sections for small plants as material handling is more difficult with small flows involved, and equipment costs become significantly higher. Cost Evaluation Criteria In order to evaluate the small plant comminution circuit on a cost-effectiveness basis, a test model is here established for a comparison basis. Although it is recognized that the parameters chosen will fit only certain metal mining applications, the cost trends should provide useful information for other applications. The test model used is a one-line comminution circuit which considers maximum space utilization in an all-enclosed plant. IN previous workif2 we have shown that the steady state cyclic stress response of pure copper tested in the low cycle fatigue range was determined only by the plastic strain amplitude and the test temperature. hus, copper, at any given temperature, has a unique cyclic stress-strain curve independent of prior history. Cu-7.5 wt pct Al, however, showed a stress response for a given plastic strain amplitude and temperature which depended sensitively on prior history. From this work we predicted that all wavy slip mode materials, typified by copper, would have a unique cyclic stress-strain curve; whereas all planar slip mode materials, typified by Cu-7.5 pct Al, would not. This prediction has now been tested for a number of materials of widely varying crystal structure and slip character. Wavy slip mode materials studied include: Fe. Al, Cd, disordered FeCo-V, and Cu-3 pct Co (quenched and aged). Planar slip mode materials investigated include: Fe-3 pct Si, ordered FeCo-V, disordered Ni3Mn, ordered Ni3Mn, and Zn. The treatment and properties of these materials are listed in Table I. Cyclic stress-strain curves were determined by controlled plastic strain tests (see Ref. 1 for details) at room temperature for all materials in both the initially annealed and cold worked conditions. The results obtained for iron and Fe-3 pct Si are typical of wavy and planar slip mode materials, respectively. The cyclic stress-strain curves for these materials are shown in Fig. 1 and it can be seen that iron has a unique cyclic stress strain curve while Fe-3 pct Si does not. Aluminum, Cu-3 pct Co, and disordered FeCo-V showed a behavior like that for iron, while Ni3Mn in both the disordered and ordered condition behaved in the same manner as Fe-3 pct Si. These results therefore support the general conclusion drawn in Refs. 1 and 2 that. for wavy slip mode materials, a cyclic mechanical equation of slate it =t.(hcp, i. "Environmentally correct materials like the lignocellulosic natural fibers, which are renewable and biodegradable, are being extensively investigated as possible substitutes for synthetic fiber in polymeric composites. Several natural fibers have never been thoroughly investigated as possible composite reinforcement. The fiber obtained from the leaves of the buriti (Mauritia flexuosa) palm tree is one example. Therefore, the objective of this work was to study the properties of buriti waste fibers, in amounts of up to 30%, reinforcing polyester composites.IntroductionIn the past century, the technological development gave priority to new synthetic materials with energy intensive methods of production. Today, there is a concern that conventional energy source such as petroleum, natural gas and coal are the main responsible for global warming. Therefore, the use of natural materials is gaining attention not only for the saving in process energy but also the renewable and biodegradable characteristics that make them environmentally correct. The lignocellulosic natural fibers extracted from cultivated vegetables like jute, sisal, hemp, coconut, flax, ramie and many others are typical examples. This type of fiber is being extensively investigated as a possible substitute for synthetic ones, especially the glass fiber, as composite reinforcement [1].A relevant example of lignocellulosic fiber substitution is nowadays occurring in vehicles. The automobile industry is applying composites reinforced with natural fibers to replace parts such as panels and seat cushions made of fiberglass or polymeric foams [4], as illustrated in Fig. 1. The practical reasons for this preference are that natural fiber composites present less damage to tools and molding equipments as well as relatively better finishing and less abrasive surface than corresponding parts made, for instance, of glass fibers. On top of these advantages, low cost is probably the main motivation for the industrial interest for natural fiber composites, especially in the case of residual fibers [5] or post-used fabrics such as jute sackcloth [6]. Natural fibers, however, are hydrophilic and will not form strong bonding with a hydrophobic polymer, normally used as composite matrix [1-3]. Another disadvantage is the heterogeneous characteristics of a natural fiber, which is typical of biomaterials. This results in a relatively great dispersion of dimensions and properties values such as the mechanical strength [1-3]."

THE present administration has made sincere and effective efforts to reduce the expense of the Federal Government, but it has reached a point beyond which it seems impossible, or anyway extraordi-narily difficult, to go. This is ascribable to the large part of the budget that is represented as war expense. There is no doubt that this spells high taxation for many years to come. Nevertheless, although a large part of the taxation will be attributable to the war, the paying out of the proceeds of that taxation by the government will not be war expense, except in minor part, as will be hereinafter made clear. It will be useful to explain the economic meaning of this situation, for it has bear-ings upon several open questions, such as a bonus to the ex-soldiers, the foreign debt accounts, etc. The expense of the war on the part of the American people was in the main paid concurrently with its prose-cution. This was necessary. Warfare is not conducted with money, but with materials and labor. Except for such previous production as was represented by stocks of goods, the requirements had to be supplied by coincident production. With the end of 1918 our war expense ceased, save for such production, e.g., of ships, that was allowed to run on unchecked, and the indemnities that had to be paid for cancelled contracts. When those matters have been settled we shall be done, barring one important thing. Of course, our war expense began to contract right after the armistice and shrunk rapidly with the demobilization of the troops in 1919. If we had not been able to obtain all needful material from our own sources and had been constrained to borrow it from foreign countries, incurring a foreign debt, we should have been in the quite different posi-tion of having to repay that material, or its equivalent, during subsequent years. The European countries had to come to us for such supplies. This outlines the fundamental difference between their present situations and ours. We were therefore compelled not only to furnish materials and man-power for our own warfare but also much for the Allies.

For some years past the annual reviews of the metallurgy of lead have almost uniformly stated that there have been no great changes, such as there were being more particularly noticeable in the refinement of details. While this is quite true, nevertheless these changes in details are gradually bringing about a condition that, taken as a whole, constitutes a considerable advance in the art. Local circumstances have often compelled metallurgists to adopt certain peculiarities of practice which upon trial have been found advantageously applicable to more than the restricted district of origin. This paper will deal with some of the more novel features developed in recent years at the United States smelter, Midvale, Utah, particularly with reference to the influence of the bag house. The plant is equipped with six blast furnaces, 48 by 160 in., mechanically fed; four Wedge furnaces for roasting matte and sulphide ores; four Dwight-Lloyd sintering machines; 20 converter boxes for blast roasting; storage bins for ore, fuel, and fluxes; "oxide" and "sulphide" sampling mills; bag house taking all the gases of the plant; arsenic plant for treating the dust gathered there; laboratory, shops, etc. The most marked feature of the plant is its complete bag-house system. Of the many schemes thus far tried for preventing damage to surrounding agricultural interests the writer is aware of none as yet quite as efficient as the bag house. A common remark of visitors upon approaching the plant and viewing the clear stacks is that it appears to be shut down, whereas once inside all the evidences of industry are found. Bag-housing blast-furnace gases presents no peculiar difficulties. The gases from properly run furnaces are comparatively cool, contain scarcely a trace of acid and do not burn the filtering medium. All that is required is a proper mechanical design of the bag house and its accessories, the provision of ample filtering area, and of convenient means for handling and treating the product. While cotton or duck bags have been used, on the whole woolen bags woven of the raw wool appear to give sufficiently longer life to warrant their heavier expense. As for the filtering

"A kinetic model was developed for the conditioning and flotation processes of an industrial lead concentrate dezincing circuit. The models were incorporated into a flowsheet simulator. Simulation results demonstrate the advantages of split conditioning of coarse and fine particles and the potential of this approach for the production of the heuristics required for the development of intelligent control strategies.The conditioning model relates the proportions of activated and hydrophobic surfaces and residual reagent concentrations to activator and collector reagent flowrates. The model accounts for the solids and water flowrates, and for the solids grade and size distribution. The flotation model uses the predicted proportion of hydrophobic mineral surface, the aeration rate and the froth depth to estimate cell, bank and circuit performances. IntroductionFlotation has been the object of modelling and simulation studies for more than two decades. The process is usually modelled as a kinetic one in which the particle flotation rate constants are key parameters. Rate constants are related to the operating variables (pH, reagent flowrates, aeration rate, etc), however these relationships are seldom established in the literature.In spite of the large amount of literature on flotation modelling and simulation, few papers deal with the interaction between flotation rate constants and operating variables. This important gap, which was identified in the early seventies by Woodburn (l970), still exists. One of the first attempts to include operating conditions in a flotation simulator was made by King (l973), who explicitly introduced the aeration rate into an air bubble loading model. Lynch et al. (1981) used an empirical model to relate the proportion of slow floating particles to the ratio of collector per ton of ore. Such empirical relationships are difficult to calibrate and cumbersome to use when an activator and a collector are added to slurries in which particle size distribution and surface characteristics are changing. Eascur and Herbst (l982) relate in a fundamental way the mineral flotation rate constants to the aeration rate, froth depth, agitation and frother concentration, however the model does not account for reagent flowrates. Niemi et al. (1982) have proposed a model for the conditioning of minerals and included it into a conventional flotation simulator."

In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes hack well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948. Summary Of the eight million tons of coal mined in the two states in 1947. ap- proximately two million tons were washed in wet washing plants, using concentrating tables or jigs. The one table plant accounted for 70 pct of the output of washed coal, and two large Baum jig plants accounted for an additional 26 pct, leaving only a small residual tonnage to be accounted for by other types of jigs The necessity for washing coal is occasioned by the desire or necessity of reducing the ash content of the coals— sulphur is not a problem in this area. All washeries, except the table plant, are at or near the tipple, hence wash only one kind of coal. At the table plant a large number of different coals are washed. Only at the table plant is there any occasion for drying any considerable quantity of fine coal— other plants size and/or dewater on shaking screens. The results of washing at the smaller plants are judged by the number (or lack) of complaints about the quality of the washed coal. This is probably as good a system as can he devised for small, intermittent operations. The efficiency of the Baum jig ap-pears to be quite high. This is to be expected as long as the automatic control of the refuse gate operates properly. The efficiency of the concentrating table is not as high as that of the Baum jig, especially when the "difficulty" of washing is taken into consideration. When dealing with coals in which the "bone" is larger than the "coal," the table appears to be at a definite disadvantage, because of its sizing action.

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical prospecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geophysics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. That peak level of activity will probably be held for 10 years, although the site of maximum activity will shift from country to country; by the end of 25 years from now, I should expect the foreign use of the methods to have leveled off to one-fourth to one-half the peak level. Foreign service in geophysics does not seem to offer an attractive career, except for men of exceptional disposition. Young men just out of college, who are willing and who can afford to spend three or four years having a fling at adventure before settling down, will find it attractive, but when their tour of foreign service is over, they probably will have harder work finding a job than when they were seniors, and their foreign experience will count for little, except for further foreign service. A few men, mainly the higher men, will have headquarters at civilized or semi-civilized cities and towns or at permanent oil-company towns, and can

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

Under the traditional environmental paradigm, industry, stakeholders, and government impact the environment through production, consumption, and regulation. For more than twenty years, this paradigm has survived more or less unchallenged. Environmental action has followed a typical pattern: industry pollutes, the public clamors, government enacts legislation, and industry expenditures for pollution-control equipment soar. In the 1990's, many groups realize that command-and-control techniques may not be the most effective method of dealing with environmental issues in the new millennium. The need for regulatory reform became apparent in the 1980's after an accident at the Union Carbide plant in Bhopal, India. In addition, the prospects of an integrated European market and increased global trade sparked a need for common standards regarding the production of goods and services, which led to the adoption of the International Standards Organization (ISO) 9000 Quality Standards. These factors, and others, triggered the development of the Environmental Management System (EMS). Over the past decade, country-and industry- specific EMSs were developed. However, the IS0 realized the need for a single, internationally recognized standard that would be workable for any type organization. The goal of this standard is to promote economic competitiveness, remove trade barriers, and promote environmental protection. To this end, the IS0 14000 Standards were developed to provide business with a structure for managing environmental impacts. This article argues that a new paradigm has begun to transcend the old. Protection of the environment if shifting from "government drivers" to "market drivers". This shift means that industry and stakeholders, instead of government, are taking the lead to develop ways to protect the environment. This article also argues that government can use this new paradigm, in a time of declining budgets and regulatory reform, to continue to protect the environment through increased compliance monitoring and rigorous enforcement. Specifically, the IS0 14000 Standards can allow the government to reduce compliance costs, streamline permit and reporting requirements, and provide business with regulatory flexibility. Finally, this article argues that IS0 14000 will be central to the regulatory reform effort, because it can be internally implemented with little need for legislative intervention.
