THIS paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the best economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American Shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per square inch (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per square inch (50.59 kg. per sq. mm.) for their upper limit. Canadian leadership in a global mining context will depend not only on entrepreneurship and best practice but also on technological innovation. This paper argues for more ambition and commitment to R&D for technological innovation in Canadian mining. It focuses on underground hardrock mining, where past R&D initiatives have simply not stood the test of time, and it is important to examine why. Concerns arise because industry’s commitment to R&D has not been sustained over time. Innovation through exploration, processing, and environmental technologies has been more significant. Meanwhile, R&D capacity and synergies in government institutions and universities have not been exploited. There is a need for more commitment, coordination, and collaboration by industry, governments, and universities. This paper examines some corporate models that have achieved sustainable innovation, along with some that have not. A strategy for innovation is discussed that relates to culture, commitment, coordination, and collaboration.

When evaluating mining investment opportunities, one should consider the risks associated with mineral exploration and development. These are commonly classified as technical, economic, and political risks, and are accounted for in the investment decision by changing the discount rate. Thus, a company may use different discount rates associated with varying risks in order to compensate for the variability of success. The discount rate has a tremendous effect on the economic evaluation of mineral projects. Even when all other factors used as inputs for calculating the NPV (net present value) are equal, the project under consideration may be accepted or rejected depending upon the discount rate. Determining a realistic discount rate for a given project is therefore the most difficult and important aspect of cash flow analysis. It should be determined with the consideration of proper technical, economic, and political conditions surrounding the specific project undergoing economic evaluation. One key problem for determining the appropriate discount rate is that it typically depends more on subjective perception of the degree of risk or other experience factors than on a systematic approach. Thus, this study aims to identify, analyse, and document the type, role, and impact of risk factors influencing the determination of discount rates, and then to determine discount rate by using the aforementioned factors.

Available high-fernperatzwe equilibrium measurements and other thermochernical data have been critically reciewed for sulfation reactions of the type: Recommended values for log K and ?Fo as junctions of temperature are given for thirty-six suck reactions involving twenty-six different metals. Methods of calculation and choice between conflict-ing data are discussed. SELECTIVE sulfation now enjoys a considerable renaissance as a metallurgical unit process due, in large part, to the available of the fluid-bed re- actor—a device capable of the close control of temperature and gas composition necessary for a successful sulfation process. An additional need, however, if sulfation chemistry is to be approached in a scientific manner, is a reliable body of data on the equilibrium and kinetics of sulfation reactions in simple and complex systems. This paper offers a critical review and compilation of equilibrium data on pure sulfates (simple systems). The last such review, by K. K. Kelley in 1935:30 has proven itself most useful, but the existence of many new data makes necessary a re-evaluation of the available information. "A characteristic of all methods of copper concentrate smelting is that slags with a high copper content are produced at some phase of the operation. Recirculation to the smelting unit, electric furnace reduction or flotation are at present used on an industrial scale to recover the copper from these slags. This paper describes the application of the top-blowing technique, originally developed by KHD Humboldt- Wedag AG for refining of metallic copper, for the treatment of copper-containing slags. By this method, a mixture of a reducing gas and commercial oxygen is blown onto the melt at velocities which can be supersonic from the tip of a water cooled lance. The impingement of the reaction gas mixture on the surface of the slag forms a depression in the molten phase and a deflection of the jet which brings the slag into a rotating motion. This causes high rates of heat and mass transfer. Results of pilot-plant tests for batch and continuous treatment of slags are presented, and the potential applications of top blowing for industrial-scale operation are indicated. In combination with the cyclone as a smelting unit, this process appears to be economic for smelters of very low capacity."

"The current state of knowledge concerning pipeline transport of coal in water slurry form is summarized for the four categories: coal-water fuels, conventional fine coal slurries, coarse coals and stabilized mixtures of coarse and fine particles. Surface chemistry is of dominant importance for coal-water fuels and considerable progress in understanding the role of surfactants has been achieved in recent years. Little generalized research on the flow of conventional fine coal slurries has been done in the past 17years, although innumerable conceptual designs and feasibility studies have been undertaken. Coarse coal slurries are fairly well understood but the model which explains their flow requires more data to be established fully. Stabilized flow mixtures should probably obey the same model as coarse coal slurries but experimental results for stabilized mixtures have not yet been incorporated in a comprehensive theory.IntroductionPipeline transportation of coal in a water vehicle has been employed for many years in coal washeries. It has been used less frequently in hydraulic mining and thermal power station fuel supply systems. The suitability of coal for pipeline transport arises from its moderate specific gravity relative to the carrier fluid and the fact that throughputs are often large and steady over long periods of time."

According to the annual Bureau of Mines survey of refinery capacity, there were 343 petroleum refineries in the United States as of January 1, 1953, with a total daily crude-oil throughput capacity of 7,638,661 barrels. Compared with the previous year, this represents a decline of 7 in the total number of refineries, but a gain of 305,776 barrels in daily crude-oil throughput capacity. The capacity of the average refinery to process crude oil increased to 22,270 barrels, a gain of 1,319 barrels during 1952. All refining districts reported increases in installed capacity for the year, with Texas Gulf Coast accounting for 28 percent of the increase; California, 21 percent; and the Indiana-Illinois-Kentucky district, 18 percent. Additional crude-oil capacity under construction January 1, 1953, was 60 percent greater than at the beginning of 1952. The total reported, 509,721 barrels daily, is a record high for refinery expansion. In addition to the new facilities under way, facilities for 127,755 barrels daily are being installed to replace those that are obsolete. Four new refineries were under construction at the beginning of the year, and three of these are now in operation. Plans for five' new refineries have been announced, but actual construction has not been started.

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Up until the past couple of years, thermal coal dryers were only used to dry midwest and eastern United States bituminous coals. These dryers were primarily installed at coal preparation plants to freeze proof the coal and lower the transportation costs per BTU. Today thermal coal dryers are being specified to dry western sub-bituminous and lignite coals for these and other reasons brought about by the intense interest in coal gasification and liquefaction. One reason for drying western coals ahead of a coal gasification plant is the elimination of surface moisture which would prevent efficient sizing of the coal, since feed material size consist is very important in most commercial coal gasification processes. Thermal dryers are being proposed for liquefaction processes because of the need for a feed material containing approximately 4% or less total moisture Future coal gasification processes may also need to reduce feed material moisture content.

Simulation tools are preferred for evaluating complex systems due to its ability to mimic reality and quickly evaluate many different what-if scenarios and find global solutions. A simulation model is capable of representing variable and dynamic disturbances that are typically encountered in day-to-day operations; this is where spreadsheet models or linear programs fall short because they cannot account for the dynamic behavior and relationships. The simulation model used for this work was developed by Xstrata-Nickel (previously Falconbridge). The simulation tool is very flexible and can be used to simulate different mining and development methods. The scope of the modeling included production mining, geology, equipment fleets, equipment maintenance and random failures, manpower, shift schedules, and cycle activity times. A case overview of the 170 Orebody will be presented along with the challenges associated with data collection for the model inputs. Results and lessons learned will also be discussed.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

"Steel industry has been expanding every year, consequently there has been an increase in waste generation in this area. Thus, companies in this sector are finding it difficult to give a correct destination of waste. For example, only in a basic oxygen furnace (BOF) converter are generated about l8kg of dust per ton of steel. The aim of this work was the characterization of dust generated in the BOF converter. The characterization was performed by chemical analysis (titration for iron and its oxides and Inductively Coupled Plasma Atomic Emission Spectroscopy for other elements), scanning electron microscopy, size analysis using Mastersizer 2000 equipment and X-ray diffraction. It was observed that dust is composed mainly iron in form of magnetite, metallic iron and wustite with approximately 99% of the particle size below 100 µm.IntroductionToday, steel is a important metal for the world. It can be produced for two routes, blast furnace/ basic oxygen furnace (BOF) converter and electric arc furnace (EAF) [1].First route, the iron is produced from the reduction of iron ore and coke for fuel injection and! or natural gas for a production of pig iron in blast furnace. The pig iron is sent until BOF converter to perform the blowing of oxygen to obtain the steel. In the second route, the steel is produced using scraps or direct reduced iron (DR!) using electric arc.During steel production are generated a lot of wastes like slag, sludges, scraps and dust [2]. Only in the first six months of201O, world steel production totaled 706 million tons [3]. According to Watson and Wang [4], some 10 to 20 kg of dust is generated per tonne of liquid steel produced. Thus, the reuse of these wastes can be a great to companies, because it reduces the amount of raw material to be extracted and reducing disposal costs [5,6]."

There are certain concepts that seem to invite responses from some, including some in the foundation industry and even some within DFI, that are at best surprising. Business owners and their employees share the desire that their company does well and continues to operate. Maybe company growth is not always realistic but maintaining the current level of activity is in the least what they hope for. In other words, they hope that their company is sustainable, and they are fully behind that notion. But when the concept of sustainability is raised, there is, at least with some, suddenly doubt that that is a good thing. And yet, that concept only aims to achieve at a grander scale what the owners and employees desire for their company. There are many definitions of the term sustainability, but probably the most commonly used description is that framed by the United Nations in 1987. It states that sustainability is the concept of meeting the needs of the present without compromising the ability of future generations to meet their own needs. Arguably that definition is too abstract and does not provide the type of specific goals and targets we are used to. To help with that, to some extent, in 2015 the United Nations formulated 17 Sustainable Development Goals (SDGs), to provide "a shared blueprint for peace and prosperity for people and the planet, now and into the future." And undoubtedly those SDGs are fodder for those that question the concept of sustainability in the foundation industry. How can our industry, they wonder, ensure that there is no poverty or hunger (SDG 1 and 2), and the climate action goal (SDG 13) immediately leads to the hot button topic of global warming. And maybe this is where advocates lose (some of) the sceptics of the sustainability concept, but hopefully they will continue to read this article that lays out why sustainability simply makes sense, also for the foundation industry and especially for DFI.

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

Many changes in equipment have had to be made to handle the flotation products at the blast furnace, and these changes have meant an expenditure of considerable money, which has not been compensated by an increase in smelting tonnage. To date, very few new lead mines have been developed, so that the help derived by the innovation of flotation has been directed to old producing properties, where the ratio of concentration is greater now than when gravity concentration was in effect. In some smelting plants there has been an abandonment of complete units due to the introduction of flotation. Flotation Products Difficult to Handle The physical characteristics of the flotation product do not make for economic handling for lead blast-furnace work, either mechanically or metallurgically. The millman or miner do not know what trials and tribulations they have passed on to the smelterman. To the smelterman it is "the everchanging flotation," for little does he know what new reagent will be perfected tomorrow that may completely change the grade and physical characteristics of the product. Even the mining companies who have complete units of mining, milling and smelting have had a hard time to reconcile themselves to the fact that the unit cost per ton of ore smelted must go up with the increase of flotation product on the blast-furnace charge. The "smelterman's burden," for that is what flotation has been for the last few years, has not caused the smelter operator to lag or fall down, but has spurred him on with new zeal. The physical properties of the flotation products are as follows: (1) High moisture content; (2) mucky nature of product; (3) fineness of product, and (4) high metal content. INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered.
