FOR several years an investigation has been in progress in the research laboratory of The American Brass Co. to determine the thermal and electrical conductivities of most copper alloys of commercial importance and several of scientific interest. This paper contains such data on the binary alloys of copper with silicon, aluminum, manganese and nickel, and on a large number of ternary or more complex alloys. Some interesting general relationships between the thermal and electrical conductivities for all copper alloys at all temperatures are pointed out. The data for the copper-zinc, copper-phosphorus and copper-tin binary systems have already been publishedl 1,2 † except for the electrical conductivity at 200° C., which is given in the appendix of this paper. LITERATURE ON THERMAL CONDUCTIVITY OF COPPER ALLOYS The papers referred to above contained a summary of the figures available in 1929 for the thermal conductivity of copper alloys. There is given in Table 1 herewith a selection of the data that have appeared since that time. The measurements of Hanson and Rogers3 are particularly interesting since they cover a series of alloys in the alpha solid solution range and show the effect of heat-treatment. Their alloys were tested as annealed castings, and are not therefore directly comparable to the worked alloys measured in the present investigation, although the difference is small. Bailey's determinations4 were carried out on the alloys used by Lees5 in 1906, and extend his results to higher temperatures. Production and financial planning for a new underground mine requires the coordination of equipment and coal reserves in a manner which assures that resources are utilized efficiently in achieving the target mine production. It is necessary to establish the productions which are attainable at the section level during different mining operations (advance, retreat, development) and under different mining conditions (roof, seam height, resource quality). It is also necessary to identify the interactions between production plans and ventilation equipment So that operations can be carried out without disruptions caused by inadequate ventilation. A set of computer models has been applied in planning a number of new coal, oil shale, and phosphate mines. A critical path production model, CPMINE, was used to determine face production levels for different cut sequences and seam heights, taking into account machine performance characteristics and operational availabilities under these varying conditions. The results formed a production data base for use in the mine sequencing model, MPLAN. This model processes each of the segments of a user-defined mine sequence network (strategy tree) taking into account the equipment available for mining operations and the previously determined production scheme devised by the mining engineer. Mine ventilation was analyzed with an expanded version of the Penn State MVS Ventilation model to determine fan and ventilation shaft requirements for supporting alternative production strategies. The MCOM mine cost analysis model has been applied to evaluate the economic performance of mining alternatives. The results of these studies were used to make decisions relating to equipment selection and acquisition schedules for both room-and-pillar and longwall mining systems. The approach and procedures which were used during these studies are described.

A method for determining average reservoir pressure is presented, which is simpler to apply than that devised by Matthews. Brons and Hazebroek. For bounded reservoirs, identical results are obtained if stabilized-flow conditions prevail. The present method yields inferior results in the transient state. The method can, with a slight modification, also be used for water-drive reservoirs. INTRODUCTION In the method proposed by Matthews, Brons and Haze-broek' for determining average reservoir pressure in a multi-well reservoir, the cumulative production (the production time of each well) enters twice: once when the buildup is plotted against In (t + t)/At to arrive at p*, and a second time when the correction, p*-p is determined with one of the several formulas for differently shaped drainage areas. Once a steady state has been attained, however, the previous production history should be immaterial. The same pressure distribution could have been arrived at after different cumulative productions of the individual wells. In principle, therefore, it should be possible to determine average pressures without referring to cumulative productions. In the following paragraphs an expression is presented for the difference between the pressure in a producing well and the average pressure of its drainage area. Then the build-up time needed to overcome this difference is indicated. Numerous laboratory tests and field measurements conducted by different persons have indicated that most mine rocks behave viscoelastically rather than elastically. Hence, for an accurate and realistic design of underground structure, the time factor should be taken into account, and the theory of viscoelasticity can be used. By considering the time factor, the time-safe-strength may be used for economical design instead of liberal safety factors with design based on the elasticity theory. The deflection and moment distributions on an elastic roof slab resting on elastic pillars have already been studied.l In this chapter, the stress- strain analysis for a viscoelastic mine roof resting on pillars of the same material or on supports of different material is first considered theoretically. Viscoelastic solutions for deflections, moments, and shears are de- rived from the elastic plate theory on the basis of the elastic-viscoelastic correspondence principle. The Laplace transformation technique is employed as the operational method in the mathematical treatment. The roof slab materials are represented by four different rheological models and four different loading histories are considered. The method of finite difference equations is employed for solving the partial differential equations, using FORTRAN programs to calculate roof deflections, moments, and shears. Numerical examples are given for one of the four models under two of the four loading histories with regular and staggered pillar patterns. The results are discussed in terms of the variance with time of deflections, moments, and shears as well as their variation in space due to the dimensions and configuration of the structure system. In 1993 a detailed review of drill sample yuuluy was rouxluard through twin and triplet drill holes using open hole, crossover suhreverse circulation (RC) and diamond drill methods. Advances in face-sampling RC methods demanded a further review of the validity and reproducibility of drill sample data. A program was undertaken to drill three RC holes using the latest technology (new face- sampling bits, dust suppressers, cyclones and compressors). Volumetric and mass studies were undertaken to review sample recoveries. Modal analyses on indicator minerals were logged to interpret the relative degree of mineralisation. Ambiguities in the results were immediately apparent and the consensus was for follow-up twin diamond holes using HQ3 coring tubes. The most mineralised RC hole was selected for the first twin diamond hole. This RC hole (MS 313) encountered one intersection of >0.47 g/t; in contrast the diamond hole (MS 342) had nine intersections at > I g/t. Results at hand show definitively that face-sampling RC drilling is not acceptable as a method of exploration for gold deposits of the Woods Point type. Furthermore it is demonstrated that RC drilling should not be used for any type of exploration of high-grade gold vein deposits related to highly fractured or porous hostrock, or areas of previous mining activity. Methods are proposed for reviewing of rates of sample recovery, distribution and cross-contamination. Comparisons also show that in limited metreage reconnaissance drill programs, diamond drilling is more similar to percussion in per metre costs, than it is credited with, and always provides more bang for the Buck.

The development of Mount Isa Mines Limited power supply is traced through the history of the mine operations. As would be expected, growth of the power supply system follows closely the increase in mine output, although it will be seen that total kWh. produced per ton milled shows a considerable reduction in later years when the mine output showed a more rapid rate of increase. That this reduction is not more marked is possibly due to the increased community and Shire Council power usage per head of population.INTRODUCTIONThe geographical position of Mount lsa, far from any large regional power supply Authority, dictated the policy that the Company be responsible for the production and suppiy of all power required for the plant operation. The Company also, in November 1937, accepted responsibility for the supply of a part of the power requirements of the township of Mount Isa. The history of power supply to the Mine may be divided into several phases.1. The supply Of lighting and power during the first plant construction period 1929-1931.2. The construction of the first section of the Mines Power Station, comprising Nos. 1 and 2 turbo alternators and boilers.3. The addition of No. 3 turbo alternator and boiler.4. The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

Industrial minerals - being the basic materials for much of the industrial activity in the world -suffer or gain in the market place with changes in that activity. The period 1970 and early 1971 has been one of little growth in many of the mineral-consuming industries, particularly those associated with building and construction. Consequently, the production of many commodities revealed little or no increase above 1969 levels. The pick-up of construction activity in the last half of 1971, however, is expected to be at an intensity which will result in an over-all good year; for example, cement shipments may, establish a record. Some industrial minerals products that bucked downward trends were those allied with the agricultural industry. Phosphate rock shipments increased, particularly from Florida which contributes over 400/c of the phosphate rock in the western world. Potash had higher sales and production for the third straight year, which means that inventories are being eased. The catch-all term of ecology is an oft-mentioned theme among industrial minerals suppliers. Specifically, the need for control of dust emissions is adding a heavy capital investment burden to many of the producers; such a burden, in fact, that plants have had to cease operations because the cost of dust collection equipment could not be born. As an order-of-magnitude estimate, dust collection equipment for cement plants can run $2-3 million for a single plant; some estimates are that the total cost of dust collection equipment in a new plant can be approximately 20% of total investment. All minerals processers have dust control expense of greater or lesser proportion.

This paper deals principally with investigations undertaken by the Welding Research Sub-committee of the Welding Committee of the Emergency Fleet Corporation. The general object of the investigations has been to extend the use of welding in the construction of merchant ships and, specifically, to provide a definite basis for obtaining the greatest economy and efficiency in employing welding in place of riveting in the construction of the hulls of such ships. Composition of_ Ship-plate Steel The chemical composition of the steel employed in such hull construction varies with the thickness of the plates. Through the courtesy of Mr. H. Jasper Cox, of Lloyd's Register of Shipping, the following information may be given concerning the kind of steel plate employed in American shipyards in 1918 for the hull construction of merchant ships. Lloyd's requirements do not relate to the chemical composition. They require a tensile strength of 58,000 lb. per sq. in. (40.75 kg. per sq. mm.) for their lower limit and 72,000 lb. per sq. in. (50.59 kg. per sq. mm.) for their upper limit. "INTRODUCTIONSeafloor massive sulfides (SMS) along mid-ocean ridges are often seen as a possible future contribution to a secure metal supply for global human needs. A growing interest over the past few years resulted in six national exploration licenses and one application pending, covering 10,000 km2 each, that have been brought before the UN International Seabed Authority (ISA) since 2011. Each contractor has to explore these 10,000 km2 within the 15-year runtime of the contract. However, the need to define areas that are not economically interesting is more pressing, as 50% of the 100 license blocks have to be returned to ISA after only eight years - hopefully areas that do not contain large and economically interesting SMS deposits. Current geochemical prospecting technologies, however, have mainly been developed for the search for active hydrothermal systems (e.g. hydrothermal vents and associated black smokers) that can easily be traced through physical and chemical anomalies in the water column (temperature, chemical variations of elements such as Mn, Fe, redox potential, and/or the particle concentration in the water column). Such plume surveys have been a primary tool for exploration of SMS systems, but they only identify active, and therefore mostly young and small hydrothermal systems. In a recent high-resolution AUV survey performed within the EU-FP7 funded project “Blue Mining”, we covered 47 km2 along the TAG segment of the Mid-Atlantic Ridge to test exploration methodology for fast and reliable exploration of larger areas of the seafloor for inactive seafloor massive sulfide occurrences using the autonomous underwater vehicle (AUV) “Abyss”."

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-airlift hybrid prevents or reduces surging and increases system efficiency away from the optimum depth for airlift operation. Delivered solids concentration is increased. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

Nineteen quarry blasts were instrumented with particle-velocity gages mounted in a uniform soil overburden, back of one face in a quarry in Iowa. Three components of particle velocity, radial, vertical, and transverse, were recorded at each of eight stations back of each blast. Distances from blast area to gage stations ranged from 150 to 3,000 feet. Eleven of the quarry blasts employed millisecond delays, and eight were instantaneous blasts. Charge weight per hole was 200 pounds, and the charge weight per delay interval, including the instantaneous blasts, ranged from 100 to 3,000 pounds. Analysis of the data from these tests shows that the particle velocity, V, produced at distance, D, by a quarry blast of charge per delay interval, W, can be represented by an equation of the form, V=KWb D-n, where b and n are exponents, and K is the intercept constant which is a measure of the level of vibration. The value of K for a millisecond-delayed blast employing one hole per delay interval is about 42 percent larger than the value of K for a single-hole blast. The value of K for a multiple-hole milli-second-delayed blast is about the same as that for an instantaneous blast when the charge per delay for the millisecond blast is equal to the total charge for the instanteneous blast. The vibration level from millisecond-delayed blasts employing one hole per delay is shown to be independent of the length of the delay interval and the number of delay intervals over the range of the variables tested: 9, 17, and 34 milliseconds and 3, 7, and 15 delays per blast.

Field Demonstration of the Remote Mine Sealing System in a Coal Mine 8. 1 Selection of Field Test Site Eastern Associated Coal Corporation (EACC) offered its Federal No. 1 coal mine in Grant Town, West Virginia as the site for field testing of the remote sealing system. The choice of Federal No. 1 mine was particularly appropriate as the first attempt at fire control by remote sealing was done in this mine in 1963. EACC provided the men and equipment required for much of the initial preparation. Considerable assistance, advice, and background on coal mining technology was given by Mr. William Laird, Vice President for Research and Development, EACC, and by Mr. Lawrence Jackson, Resident Engineer at the Federal No. 1 mine. District 3 USBM office, the West Virginia Bureau of Mines, the Technical Support Group of the USBM, and Local 4047 of the United Mine Workers of America also cooperated. 8.2 Preparation of Field Test Site 8.2. 1 Underground Site Preparation The underground site chosen for the field testing was in a non-working portion of the mine within a few hundred feet of the main haulage road, as shown in Figure 80. Known as "Seven Switch, " this area was a 20 minute walk or 5 minute "jeep" trip from the man-trip shaft. Ten years having passed since this area was actively worked, considerable effort was required for gob clearing, roof bolting, rock dusting, and rejuvenating the track from the haulage road to the test area. "The work in the paper introduces a 2-dimensional finite element model for analyzing particular material processing in a roller press. Two basic roller geometries are considered: (a) smooth rolls (used for milling and compaction) and (b) rolls with cavities, commonly used for briquetting. A model is presented that is suitable to analyze material behavior through all stages of the rolling process: feeding zone, nip region, neutral plane and release section. It can predict pressure, shear stress, slip of the material over the roller surface, material velocity field, failure of the compact during release and the course of other important process variables.MODEL, RESULTS AND CONCLUSIONSAn associated Gurson model was employed as a constitutive model for the material. The calibration of the model was based on experimental results from an instrumented compaction die. Coulomb friction law was used to describe phenomena on the material/roller surface interface. Powder River Basin sub bituminous coal fines with moisture content 9% was used as a model material.Two finite element models have been set up, one for the briquetting roll and one for the “equivalent” flat roll. Approximately 3200 plain strain continuum elements with reduced integration (CPE4R) were used. Lagrangian-Eulerian (ALE) approach in conjunction with judiciously applied remeshing was employed with the commercially-available, dynamic explicit version of ABAQUS finite element code.Comparison of model predictions with experiment shows that there is an agreement in terms of the general trends of experimental values recorded on laboratory roller presses. Gurson model overpredicts stresses at low densities and, as a consequence, overpredicts roll force and roll torque."

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Gas and water permeabilities of a large number of samples from the Pittsburgh and Pocahontas coals were measured at various overburden and mean flow pressures. A wide variation in the air and water permeabilities was obtained for each type of coal. Overburden pressure has the most significant effect on the single-phase permeability. Considerable hysteretic effect was observed for both air and water permeabilities. Gas permeabilities are affected to a lesser degree by mean flow pressures above atmospheric. However, at subatmospheric mean pressures, appreciable increase in permeability occurs for low permeability samples. Air and water relative permeabilities were also measured for numerous samples of Pittsburgh and Pocahontas coals. Tests were performed under steady-state conditions for both drainage and imbibition cycles. Results indicate that the flow of gas is greatly reduced during the latter process, whereas it is largely undiminished over a wide water-saturation range during drainage. It is also shown that imbibition saturation distributions obtained from liquid-water imbibition as opposed to water-vapor adsorption produce gas permeability curves of radically different character. The effective permeabilities to both gas and water were significantly reduced with the application of overburden pressures in the range of 0 to 1,000 psig, but the general shapes of the relative permeability curves remained the same.

"Grande Cache Coal (GCC), an investor-owned Alberta company, is in the final stages of the regulatory process leading to the resumption of coal mining in the Smoky River Coal Field of Alberta. Although many opportunities for low-cost, high-yield mining remained on the property, GCC opted for a long-term production plan that ensures stability for the local economy, sustainable use of the resources in the area, environmental responsibility and a satisfactory return for its investors.GCC entered the Alberta coal approval process in late 2000 with a public disclosure document. In October 2001, GCC formally submitted an application for mining approval and an environmental impact assessment (EIA) to the government and the public. The application covered the proposed Grande Cache Coal project, which includes the No. 7 underground mine, No. 8 surface mine and coal processing operations. The EIA provided a comprehensive investigation of environmental sensitivities in the project area, matched with environmental protection programs. The project is based on commencement of operations in late 2002. GCC’s plans are founded on a commitment to sustainable development and has framed this commitment in the context of a long-range mine development plan that will sustain the community of Grande Cache over the next 25 years. The Grande Cache coalfields offer extensive coal reserves and opportunities, for both surface and underground mining. Combining highly productive U.S.-style room and- pillar underground mining methods and conventional truck-and-shovel open pit mining, GCC’s approach to sustainable development encompasses community involvement and reclamation of mine sites to productive land uses after mining."

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

The personal dust monitor (PDM) is a new coal mine respirable dust sampling instrument that has the ability to provide accurate end-of-shift and real-time respirable dust exposure data. A hypothetical cost comparison analysis of the PDM with the current MSHA-required coal mine dust personal sampling unit (CMDPSU) was conducted. Some simplifying assumptions were made to create hypothetical cases for analysis. This analysis was limited to respirable dust sampling of one designated operator (DO) and one designated area (DA) for one mechanized mining unit (MMU) which operated one shift per day. Only sampling intervals of the minimum sampling as required by federal regulations and continuous sampling were analyzed. This cost analysis from the company perspective is only one part of an overall cost/benefit analysis that should be conducted at a later date. In this analysis, company-associated costs were examined for both sampling systems. Results show that the PDM, while it has high initial costs of approximately $12,600, may be a cost-effective sampling system for measuring coal mine respirable dust. The estimated present worth cost of conducting the minimum required dust sampling over a five-year life ranges from $5,850 to $19,000 for the CMDPSU, with the higher present worth cost including costs of potential violations incurred. For the PDM, the comparable present worth cost is $14,900 to $19,300, with the lower present worth cost representing a lower capital cost of $8,150 per unit if more than 850 units are produced per year, while the higher present worth cost reflects the result with the higher $12,600 capital cost.
