For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

In this paper, the authors give a brief overview of the current practice guidelines and tools for the seismic design of sheet pile quay walls, emphasizing how the design guidelines are lacking when the existing structure performance evaluation is required to meet performance-based criteria. Relying on recent experience they explain how the existing practices can be amended to focus more on performance evaluation as opposed to design. An example is given of an old sheet pile quay wall analyzed and evaluated for its performance according the recent performance criteria devised for Californian Marine Oil Terminals.

Recent advances in digital cameras and image processing allow photographers to produce excellent high-resolution action shots in low light and high contrast conditions commonly encountered underground. Digital photography is often used for construction and inspection documentation for underground structures. Designers, owners, and contractors benefit from quality photographs that document incremental progress and project milestones. Documentation photos serve as a lasting record of as-built conditions, are an important marketing tool, and help the owner build public support for expensive public works projects. When the project is complete, the only mementos that the participants will hold onto are the photographs.

BARCUS AND SONS, INC. PROJECT PROFILE: 108-10 in. diameter AugerPiles installed to an approximate depth of 32 ft. Piles were installed through Stiff Clayey Fill and Medium-Dense Sands to Decomposed Shale. Piles were drilled to a refusal criteria of 1 ft. / 3 min. Piles were installed using a Barcus Mantis AugerPile rig which is large enough to install piles 25 to 50 ft. long outdoors. The Mantis is also ideal for indoor and low overhead installations. On top of being extremely versatile, the Mantis is also very economical to mobilize. The existing structure is supported on H-Piles. The AugerPiles were furnished and installed for less than the material price of the H-Piles. Design loads were under 40 tons which eliminated the need for a load test. AugerPiles were selected for minimal vibration, limited noise, and economy.

This article describes the implementation of a new jointing process for use between diaphragm wall panels. This process was initially introduced on the SOCATOP work site in uburban Paris (which involved the closing of the western section of the A86 bypass road), on a tunnel ventilation shaft. This brand new system upgrades the potential offered by other types of joints available and enables both ensuring the continuity of panels for structures over 40 m in depth under the strictest safety conditions and constructing shafts with diameters of less than 15 m. A patent for this process has recently been filed.

Anchored sheep pile is normally used in deep excavations, many of which only require stability in accordance with Terzaghi theory. In this paper, based on the experience, new lateral earth pressure method is adopted taking account into interaction among soil, anchors and sheet piles so that a group for the project under very difficult conditions and very severe requirments, especially, for the displacements are determined according to that mentioned above. During and after construction, displacements monitoring were carried out for about four months, which was proved that there was a little difference between calculation and practice.

The Coal Mine Roof Rating (CMRR) is a practical rock mass classification system for use in design of mine openings. Data can be obtained for this purpose from exploration drill cores if simple geotechnical logging and rock mechanics testing is conducted. The CMRR is an excellent method to quantify rock characteristics for engineering purposes. It bridges the gap between geologic description and engineering design. The CMRR was utilized in the design of a 10,000 fl. long coal belt conveyor tunnel connecting an Eastern Associated Coal Corp. mine and preparation plant in Boone County, West Virginia. Data gathering and analysis techniques are discussed involving the calculation of the CMRR and its application in the design of the tunnel, which was driven through a thin coal bed zone. The preliminary findings have correlated well with actual roof and mining conditions encountered during driving the tunnel and it is concluded the CMRR is an effective method to utilize geologic data from exploration core holes for engineering analysis and design.

One model each of three different makes of portable displacement seismographs was calibrated on a shaking table capable of 5,000 pounds of force, Calibration tests were conducted in the frequency range of 5 to 200 c.p,s, and in the amplitude range of 0,002 to 0.05 inch peak-to-peak, The seismographs were tested under two mounting conditions: (1) The feet of the instrument were bolted to the shaking table, and (2) the feet were resting on emery cloth affixed to the table, The results of these tests show that, in the frequency range of 5 to 40 c.p,s, and for vibration levels less than 0.2 g, the magnification for all three instruments is constant with input level but varies slightly with frequency. For vibration levels greater than 0.4 g. and for frequencies greater than 40 c.p.s., the magnification of all three instruments shows large variations with frequency and amplitude of table motion.

This paper presents the use of non-parametric approach (i.e., data envelopment analysis, DEA) for the development of environmental sustainability indicators in mineral processing using environmental, economic and/or integrated indicators (i.e., indicators that interrelate two dimensions of sustainability). A case study based on real publicly available data is presented to illustrate how the proposed approach can be implemented in practice. The merit of this approach, which is based on the productive efficiency framework, is that it provides environmental sustainability indicators that can be used internally for benchmarking purposes and externally for sustainability reporting.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The thermal decomposition of the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of praseodymium, neodymium, and samarium was investigated thermogravimetrically in the temperature range 25° to 1,500° C. Each salt was decomposed at a heating rate of 2.5° C, per minute. The pyrolytic sequences have been identified and the temperatures of formation of inter-mediates, the minimum oxide formation temperatures, and values for loss on ignition have been determined. The nonstoichiometric ranges between Pr6011 and Pr203 and the extent of these ranges have been determined for oxides derived from the carbonate, nitrate, and oxalate salts of praseodymium. The alum and sulfate salts of praseodymium produced the sesquioxide without forming the intermediate non-stoichiometric oxides. The temperature limits of formation and regions of stability for the alums and sulfates were better defined than were those for the carbonates, nitrates, and oxalates. The minimum oxide formation temperature increased in the order of samarium, neodymium, and praseodymium irrespective of the anion.

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

Traditionally, the gravity cleaning of coal has been evaluated in pilot plant tests. Attention is now turning to the development of empirical models of gravity cleaning equipment that can be used for the design and evaluation of circuits. This paper presents some preliminary information for spirals and water-only cyclones treating fine coals. Also discussed is how such information gives a better understanding of the operating and performance characteristics of this equipment, how realistic comparisons can be made between different types of equipment, and how small mobile plants could be designed for treating the fine coals 'stockpiled' at many NZ mines.

This paper is based on a study to determine the potential beneficiation opportunities for marble from Griekwastad in the Northern Cape Province. The marble was characterized mineralogically by X-ray diffraction. Major and trace elements were determined using inductively coupled plasma-optical emission spectroscopy. The sample was crushed, and the crushed material beneficiated by tumbling and polishing. The resulting beads were incorporated into a variety of jewellery and other decorative items. It is concluded that the beneficiation of Griekwastad marble presents a good opportunity for value addition and job creation, provided that an effective marketing strategy for the products can be developed..
