FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. The Tuesday morning session of the Rocky Mountain Coal Mining Institute was opened at 9:00 a.m. by Bob von Storch, in the absence of the President. Mr. von Storch appointed the following new members to the Resolution Committee in the absence of three of the members: Albert Keenan, E. S. O'Connor and Howard Crandell. This committee was asked to be ready to report at the Wednesday morning session. Mr. von Storch then introduced Lyman Fearn, State Mine Inspector for the State of Wyoming, who presided over the morning session. Mr. Fearn introduced the first speaker for the morning, Louis A. Engstrom, Engineer at Kemmerer Coal Company, Kemmerer, Wyoming, who delivered a talk illustrated with slides in the absence of Mike Zakotnik, Jr., who was unable to attend. The next paper, "New Horizons -Coal for the Steam Plants of the West," was delivered by Don Newberry, superintendent of the Castle Gate Mine of the Independent Coal and Coke Company, Castle Gate, Utah, in the absence of W. Fly ash is a finely divide non ? combustible material obtained as a by ? product of coal combustion. It is a major by ? product of coal based thermal power stations. Until recent past it was considered as a waste and highly polluting material. However its formation can only be minimized by using suitable technology in the boilers. In recent past it is found that Fly ash has many end uses and it has proven itself to be a potential construction material. But the suitability of fly ash for various applications largely depends on the amount of unburned carbon, which is turn depends on the firing method. Fly ash samples from various power plants existing in India using a fluidized bed method and pulverized bed were analyzed and a comparison of these two firing methods was carried. This paper deals with the compositional requirements for fly ash used for the fabrication of insulating doors using AAC (Aerated Autoclave Concrete) and the methods employed to make fly ash suitable for this purpose. It also includes the latest ?U? beam technology for effective fly ash recycle. If the by products of coal combustion from power plants like fly ash as the paper stresses are utilized properly, it is not an exaggeration to say that power generation is possible with absolutely zero cost.

The experiments described in this paper are very incomplete and only preliminary to those I hope to make in the future. Having had a good deal of experience in cutting, forming and drawing sheet-metals, and feeling a great interest in the commercially new and wonderful metal, aluminum, I applied to my friend, Mr. A. E. Hunt, for some specimens in sheet-form, that I might, from time to time, test its working-properties in presses with which we happened to be experimenting at the works of the Ferracute Machine Company. The chances for such trials being accidental only, and the time having been limited to the last few weeks, no crucial experiments have been tried, and no exact data have been obtained for a rigid comparison with other metals. The results of what little we have done, however, are shown in the articles exhibited in connection with the reading of this paper, which comprise various cups, plates, boxes, bells and cartridge-cup and shells. For the latter I am indebted to my friend, Mr. Hobbs, of the Union Metallic Cartridge Co., who, at my request, ran several pieces of sheet-aluminum through the dies with which he was making brass cartridges. The specimens are rougher than they would be had the metal not been a little too thin for the particular dies which he happened to be running.

IN his well-known work,1 published in 1867, P. Ritter von Rittinger gives the following formula for the velocity of a particle settling in still water: v=C/D(a -1) and for average grains he assigns to the constant C a value of 2.44. As is well known, the value of C depends on the shape of the grains resulting from crushing, and it is obvious that values obtained for coal particles will not only be very different from those for ore particles but will even be characteristic of coal from a certain seam. The only way of finding an accurate value of C, applicable to conditions in Russia, where all coal-washing plants are built on German principles, is to conduct a series of tests of which the results will determine what value of C is to be used. In the investigation outlined in this paper the theories of Prof. Robert H. Richards2 were taken as the basis of the tests; the slimes were removed from the charges to eliminate the trouble of handling them; and to obtain accurate results free from errors inevitably resulting from human observation, photographic apparatus was used and a series of pictures taken which form the basis for constructing a suitable diagram of velocity vs. time.3

"A novel process for minor elements control in copper pyrometallurgical production is proposed based on a theoretical analysis and the results of an experimental program. Its application can solves operational problems related to volatile elements that determine pollutants gas emissions and the final quality of anodes. The process considers a calcination of mixtures of the dust with sulfidizing agents such as dirty copper concentrate or elemental sulfur at temperature under 800 °C. The product are a clean calcine that recovers all the Cu content on the dust and a gas stream that collect the minor elements as sulfides species. The calcine can be returned to the smelter avoiding the As increasing in the circuit and so on, the capacity for the treatment of dirty concentrates for the smelter can be higher. The possibility to apply vacuum in the calcinations step can decrease the operation temperature. HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

Carlisle: This is August 1960 and I am sitting across the table from Henry DeWitt Smith. We both took the mining course at Yale the same year; and here we are, over fifty years later, at Nantucket Island where we have spent quite a number of summers together. Now, let's start the questions with something about the center of your career. Let's say Tsumeb; not about the mine itself which people know, but some of the details on how you happened to take it over for Newmont. Mr. Smith: I first heard of Tsumeb, a famous German mine, through our own associates O'okiep Copper Co. From 1935 on, the local management at O'okiep, being reasonably close, kept the New York office informed. It served as a listening post for new mine development, as well as being a highly profitable copper mine in the northwest Cape Colony. We had all known of a famous German mine in South West Africa called Tsumeb. But it had a reputation for not welcoming visiting engineers. One engineer who went to this property for the Ministry of Supply in 1943, '44 and '45 was Arthur Storke. He was much impressed with possibilities of profitable operation. This mine had been operated by a German company since 1910. It was finally taken over by the Custodian of Enemy Property for the Union of South Africa.

Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

Weiss Transit and Level The illustrations shown are the transits and levels manufactured by the Weiss Instrument Co. of Denver, Colo:, and they state that city and mining engineers are securing satisfactory results. It is claimed that their patented prismatic telescope gives increased illumination with an astronomical eye-piece. The prisms are set in a milled seat for this purpose, and cemented in so they can never come loose or out of adjustment. All adjustment for collimation is clone with the cross-hairs. This telescope is 8 in. long for magnifying power of 20 diameters against 12 in. for regular old style. The field is 1° 45' with a clear aperture of 1 1/8 in. The Light Mountain Transit of the same type, Fig. 1, has a telescope 6 ½ in. long, magnifying power 17 diameters; field 2° 15'; clear aperture 1 1/16 in.; weight 9 lb. The Mine Transit made by this ?company is interesting because it may be sighted directly down a shaft.. The principal advantage claimed for this type is the arrangement by means. of which vertical' sights can be had without an additional telescope.. As illustrated in Fig. 2 the telescope is in the position of a regular transit, and used exactly the same.

The magnetic concentration of iron-ores has been so often and so widely studied and discussed among the members of the Institute that any remarks concerning its general importance, from an economic standpoint, would be superfluous; but it is thought that a description of the Ball and Norton ore-separator, designed for cobbing and separating magnetic iron-ores, indicating its essential differences from other machines and the advantages claimed for it, together with some account of recent results obtained in its application to the concentration of such ores, will prove of interest. This machine is the joint invention of Mr. Sheldon Norton, of Hokendauqua, Pa., and the writer, and has been patented in the United States, Canada, and other countries. Of the accompanying illustrations, Pig. 1 represents a longitudinal vertical section of the perfected ore-separator, adapted for separating fine ore, and Fig. 2 the same, adapted for cobbing ore of the size of stove- or chestnut-coal. The two designs are identical in principle, and vary from each other in minor details only. Optimisation techniques, based on the block model, for solving the optimum pit limit problem were discussed in an earlier paper. Of the available techniques the one based on graph theory proved to be the most attractive. In the graph theory model the vertices represent blocks and the arcs represent the mining restrictions. For large ore-bodies direct application of the graph theory method poses considerable computational and storage problems. Techniques for easing the computational effort by reducingthe problem size were introduced in an earlier paper. Further, significant computational savings can be made by exploiting the structure of the graph. This is done by building the graph up level by level and successively applying the graph theory algorithm to reduce the number of blocks. In building up the graph in this way one needs what is called a "search pattern" to indicate which arcs are to be added as new vertices are introduced. Moreover, as it is essential to keep the number of arcs to a minimum it is necessary to establish a "minimum search pattern".The problem of determining minimum search patterns for any block model and for any wall slope restrictions has not been considered in the literature.The objective of this paper is to present a complete solution to this problem and to discuss, through typical case studies, the application of the associated software developed.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The opening oxidation of a hydrometallurgical treatment of natural sulphides must for several reasons be so controlled that a maximum of the sulphide sulphur is transformed into elemental. If the oxidation is performed at low pressure and moderate temperatures and with mild reagents such as diluted nitric acid (or ferric or cupric chloride) the just mentioned condition is realized and it has been found possible to conduct the reaction so that solutions are obtained from which the metals can be recovered and the reagents required for the dissolution are regenerated. Experiments in laboratory scale with nitric-acid promoted oxidation have shown that this method is applicable to several types of raw materials, and in combination with electrodialysis both for partial neutralization and for final regeneration of the circulating acid can the requirements of low consumption of chemical reagents and formation of harmless residues be well fulfilled. The metals can be recovered as cathodic deposits or as hydroxides, and the method should be applicable also for low grade ores and concentrates. Although oxidation of sulphides by ferric or cupric ions has the advantage that it can be performed in open vessels it seems well worth the complication of working with nitric acid promotion in a low-pressure autoclave. Also complex sulphidic, oxidic and metallic materials can be treated.

In a process being investigated by the Bureau of Mines for recovering alumina from domestic nonbauxitic resources, calcined kaolinitic clay is leached with hydrochloric acid. Iron impurity in the clay is coleached and is removed in a solvent extraction step prior to crystallization of aluminum chloride hexahydrate, which is subsequently thermally decomposed to alumina. The FeCI3-HCl stripping liquor from the solvent extraction step is unsuitable for discharging to the environment; furthermore, economics requires recovery of the contained chloride values. In the present research, it was shown that the stripping liquor can be reacted with calcined clay to yield AlC13 in solution, plus precipitated iron oxides, residual silica, and unreacted excess clay as mixed solids. For the recovery of the AICl3 solution, the slurry could be separated or returned to the clay-HCI process stream at the solids washing step that follows primary HCI leaching of the clay. For the range 20° to 99° C, the time (t) (103 sec) required to react the waste liquor with excess clay, for essentially complete iron precipitation, depends on the absolute temperature (T) chosen, according to the expression t = e[(9.000/T) -23.5J. (1) Alumina was tried as a reagent alternative to clay but was not very effective, even under pressure and at high temperatures.

This paper gives an overview of the primary copper smelting business during the years of flash Smelting in the light of various projects taking into account the sustainability of copper production. Also the future challenges of copper smelting are addressed with special emphasis on the environment. Flash Smelting connected with either Peirce-Smith converting or Flash Converting offers the most economical and environmentally friendly alternatives for the smelting of normal and lean copper concentrates. For rich copper concentrates the feasibility of Outokumpu Direct Blister Flash smelting is, understandably, beyond compare. When the total investment costs for building a smelter and acid plant are considered, it is clear that Flash Smelting is the more feasible option compared to bath smelting. Reduction of equipment and operating cost is further achieved by the LUREC-process developed by Outokumpu Technology for operating plants with SO2-contents up to 25 % by volume. As an example the Kennecott-Outokumpu Flash Converting Furnace (FCF) has been in operation at Kennecott Utah Copper for 10 years and has achieved excellent results both environmentally and production vice. The FCF treats the entire output of the Kennecott Flash Smelting Furnace and has excess converting capacity. Furnace life, initially projected at two to three years, is now projected to be more than 5 years. It is likely the life will be essentially the same as a well-operated Flash Smelting furnace.
