We have developed a high-performance, flexible scheme for interpolating multi-dimensional data. The technique can reproduce exactly the results obtained, for example, from Ordinary Kriging and related techniques in 3D, or from Thin-Plate Splines (Briggs' minimum-cuwature algorithm) in 2D. Moreover, com- pared to traditional implementations of these algorithms, our method enjoys large computational-cost savings. The new approach produces an interpolation that obeys a Partial Differential Equation (PDE). The PDE may arise from physically based arguments, but its form can vary widely. It might be specified only implicitly (as through a Model Variogram), or be nonlinear (although a performance penalty could then apply). While a formal equivalence between Kriging and Splines has been known for some time (Matheron, 1980), the present derivation, from radial basis functions, further illuminates this connection. Thus, for example, we can make explicit the PDEs that underlie some of the Model Variograms most often used in Geostatistics. Besides its practical utility, the work thereby ac- quires a theoretical interest.

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

THERE have been many recent studies of nonequi-librium alloy structures using specimens which have been formed by rapid solidification.' The general methods for achieving nonequilibrium structure utilize high velocity impingement of a liquid metallic droplet(s) and one or more substrates of relatively high heat conductivity. Specimens formed by current popular techniques are small and have various forms of irregular geometry which severely limit their use for many measurements of physical or mechanical properties. As a result of geometric limitations most research has been restricted to X-ray diffraction, electron microscopy, and to a small degree, electrical resistivity. Recently several attempts in mechanical property evaluation have been reported.2,3 A technique for casting large quantities of regular, rectilinear, continuous metallic fibers has existed for a number of years.4 We have utilized this technique with some slight modifications to produce nonequi- librium alloy structures. The displacements of axially loaded single piles are analyzed with an approach based on elasticity. Young?s modulus and Poisson?s ratio of the soil encompassing a pile are the unknowns required as input to obtain predictions based on the elastic method. Attention is directed towards Young?s modulus because the range and variability of Poisson?s ratio is not significant in displacement calculations. A database of axial pile load tests established for the California Department of Transportation (Caltrans) is investigated. All of the tested piles were driven into the ground. Measurements of displacements and loads were made only at the top of the pile. First the magnitude of displacements is determined up to loads that are half of the failure load measured from pile load tests. Various correlations for Young?s modulus are then employed to determine how accurately each predicts the actual measured displacement. The chosen correlations utilize the routinely available parameters of laboratory triaxial undrained shear strength for cohesive soils and standard penetration test blowcount for cohesionless soils.

THE TTT-curve for the beginning of transformation in hypoeutectoid steels containing appreciable amounts of relatively strong carbide-forming alloying elements often exhibits a "bay" at intermediate temperatures. In many of these steels, proeutectoid ferrite is the initial product of the decomposition of austenite not only at temperatures above the bay but also in an appreciable temperature range below the region of the bay. Hultgren has postulated that ferrite formed above the bay, termed "orthoferrite", contains the equilibrium concentration of alloying element at temperatures above the eutectoid range, and the extrapolated metastable equilibrium concentration at lower temperatures. The ferrite formed below the bay, on the other hand, termed "paraferrite", was assumed to inherit completely the bulk alloy content of the austenite without regard for the compositional requirements of equilibrium. As shown schematically in Fig. 1, the two types of ferrite were taken to have different Ae3 temperatures and different C-curves on a TTT-diagram. Their different kinetic behaviors were thus considered responsible for the bay in the TTT-curve for the proeutectoid ferrite reaction in this type of alloy steel.

Estimating the power draw of a ball mill is of great importance from both operational and control standpoints. There are many factors that affect the power draw, and its prediction is particularly difficult in an operating plant. The important factors that affect power draw are the mill dimensions and operating parameters. Although mill dimensions remain the same for any given mill, the operational factors, such as ball load, mill filling and mill speed, may vary. This makes the modeling effort extremely cumbersome. It is for this reason that an artificial neural network is considered for the development of a black-box-type model to predict power draw. In this work, a total of 48 sets of plant data are used. Using these data, a neural network is built and trained. The trained network is used to predict power that is found to be in good agreement with operating mill power for many situations. In addition, the results of simulations are also com- pared to those obtained from a discrete-element method- based power-draw model.

This paper reviews the major deposits of lower-grade chromite in the world, and a wide variety of methods used for the recovery of chromium from them. Gangue materials in more coarsely sized ores can be separated by gravity means, whereas flotation techniques are required for finer-grained materials. However, unless there is considerable Iron In the ores, physical means cannot increase the Cr/Fe ratios. Chemical techniques such as hydrometallurgical methods, chlorination, roasting and leaching, and smelting are required for this purpose. A greater understanding of the physical properties of chromites and the chemical reactions that take place in the recovery operations is required before. the recoveries from lower-grade chromites can be maximized. More efficient recovery operations can be realized If It can be shown definitively that the reduction of chromites occurs via either a gas-solld or solid-solid mechanism, for example. The effects of specific impurities on the chromite reduction reactions need to be better understood, as do reagent and pH control in the flotation of chromite.

During the reconstruction of the motorway Zagreb-Krapina three reinforced concrete bridges were demolished, for their width was not adequate for the new motorway. Demolition of the three bridges was carried out by blasting as duration of the traffic cut on the motorway and the railway was limited to maximally 4 hours. During that period of time the demolished bridges had to be removed. Therefore, very tiny granulation was requested suitable for loading and not endangering the surrounding structures. Before each of three main blasting, trial blasting were carried out including the seismic measurements registering the seismic effects. The nearest residential building was at the distance of less than 30 m from the place of blasting. Additional difficulty was the fact that by each of the three bridges there is a new bridge, with minimal distance between the old and the new bridge being 30 cm. As each of the bridges is of different construction and of various thickness, particular blasting technique has been prepared for each one of the bridges.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

A computational procedure has been developed to determine the lung volume function for the upper airways of the human respiratory system. This analytical procedure computes a person's partial lung volume from an experimental two-microphone acoustic measurement of the upper airway passages obtained through a molded tubular mouthpiece. The theoretical transfer function for the two microphone signals as well as the related acoustic impedance and reflection coefficient for the upper airways are calculated using two-channel spectrum analysis techniques. An inverse spectrum analysis scheme then converts the reflection coefficient to an impulse response from which the airway area function is extracted using an area recovery algorithm. Numerical integration of the upper airway area function yields the lung volume function for the upper airways of the human respiratory sysytem. A software program to accomplish this computation of human upper airway volumes will be described in this paper. Application of this computational procedure to the measured tracheal acoustic impedances of 15 human subjects will illustrate the program's capability toward early detection of lung dysfunction using a prototype clinical facility.

The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

Recent investigations on fine grinding with jet mill miprototypes of original design, constructed at the DIMM and Centro Studi of the National Research Council at Cagliari University, have led to the realization of a third generation micronizer characterized by large capacity and high efficiency. The new model and its distinctive features are described here and the results are presented of grinding tests on typical, high grade Sardinian minerals used for quality products. The operating principles of the jet mill are described in relation to the mechanico-elastic properties of the minerals treated. In particular the efficacy of the comminution process is demonstrated in terms of both solid treated and of impact, attrition and shearing forces generated in the micronizer. Particle size distribution of the finished products are reported, that satisfy the most stringent market specifications for the different minerals, as well as energy consumptions. The alternative operating options for solving particular grinding problems and minimizing energy consumption are discussed. Lastly, the main developments of the jet mill for a possible application at industrial scale are suggested.

The Mercur Mine, developed and operated by Getty Mining Company, is designed to process 3,000 tons/day of gold ore from the historic Mercur Hill mining district. The mill process involves crushing, grinding, and cyanide carbon-in-leach for recovery of gold from ores ranging from 0.08 to 0.10 oz/ton. During the mining of normal grade ore, a substantial tonnage of material containing 0.02 to 0.05 oz/ton is mined and would be available for heap leaching. Also, Getty Mining is developing methods to test and prepare lower grade material for heap leaching by rejecting a coarse rock fraction from the grinding SAG mill circuit. This lower grade fraction is suitable for heap leaching, and its removal will upgrade the regular mill feed. Other test methods are directed toward leaching techniques on some 4.0 million tons of tailings that resulted from roasting and/or cyanide leaching Mercur ores in the early 1900's. The natural carbons associated with the Mercur deposits require special treatment to reduce their gold adsorption effects when leached with cyanide.

Theodore Dehon Rand was appointed Treasurer of the American Institute of Mining Engineers by the Council, at the Boston meeting of February, 1873, to fill a vacancy caused by the resignation of the treasurer who had been elected at the first meeting in Wilkes-Barre in May, 1871. Scale-up and simulation of flotation columns requires construction of mathematical models which employ, as a minimum, rate constants for quantifying particle recovery in the collection zone as well as split factors for quantifying froth zone performance. To date, measurement of these rate parameters has proven to be difficult, due to the interdependent nature of the collection and froth zones. This paper describes a technique for making these measurements. The method requires recovery data from two modes of operation: countercurrent and cocurrent. In cocurrent flow slurry is fed at the bottom of the column and tailings are withdrawn a short distance below the froth interface. Countercurrent mode is conventional operation. The critical difference is that particles which are dropped out of the froth in cocurrent mode are immediately lost to tailings, while in countercurrent mode the particles are subjected to recollection. Fitting of the measured recoveries to the equations that describe flotation in the two modes yields rate constant or recovery values for both the collection and the froth zones.

Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government's participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.

THERE are 19 pct fewer undergraduate and graduate mineral engineering students enrolled in the ECPD accredited schools of the United States this year than there were a year ago. The figures are: 8727 this year and 10,674 last year. The entire engineering group in both countries numbers 171,070, as compared with 184,547 last year and 252,250 in 1947-48, the peak year. This is a decrease of 7.3 pct since last year, less than half as much as the decrease in the mineral engineering group. These figures on engineering enrollment for the current year, 195.1-52, in colleges of the United States and Canada were prepared jointly by the U. S. Office of Education and the American Society for Engineering Education. The seriousness of the situation is shown. by the reported demand for 60,000 to 90,000 engineers this year for civilian and defense industries and only 35,800 will graduate next June. The Bureau of Mines has developed test procedures and criteria for evaluating explosive reactivity of explosive-contaminated solid waste substances generated by U.S. Army ammunition plants. These substances are produced as explosive-contaminated sludge from wastewater treatment plants, residues from the burning of munitions and explosives on open ground, and residues from deactivation furnaces. The characterization of explosive reactivity is a prerequisite for disposal of such waste materials, which may be contaminated with primary explosives, propellants, or pyrotechnic materials. The Bureau has proposed two tests for this purpose. These tests were developed to evaluate the explosive reactivity as defined in Title 40, Code of Federal Regulations (CFR), part 261.23(a)(6) and (7). These are the Bureau's gap and internal ignition tests, which determine the sensitivity to shock and thermal stimuli, respectively. This report also includes gap and internal ignition reference data for typical blasting agents, high explosives, propellants, and marginally reactive substances. These reference data were used to establish test criteria. The Bureau has evaluated over 400 samples of contaminated soil, sludge, and burning residues using these two test methods.

FIRST TOWN PLANNING PROPOSALS Initially, accommodation at the minesite was provided at the Pastoral Homestead situated some seven kilometres north-east of the mine and between 1963 and 1966 was the base of the exploration camp. Tents were used for sleeping of 100 men and the Homestead used for dining and office facilities. With the beginning of ore production and shipment due to commence in 1969 a permanent town location was sought. Early town planning studies had been commissioned by Amax Inc. and Colonial Sugar Refining Co. Ltd. and in 1967 The Broken Hill Proprietary Company Ltd. took over the responsibility for putting them into effect. The location chosen was about four kilometres due east of the mine. Certain dominant factors influenced this choice. It was near enough to the mine to share services, yet far enough away not to be affected by dust and noise and received the additional shelter of a range of hills separating it from the mine. A predominant slope to the east provided good drainage and the ground was easy to excavate for services.
