Coal remains South Africa?s most abundant and cheapest source of energy, and there is an ever-increasing necessity for optimal and safe extraction of the remaining reserves. Increasing focus on cost-effective mining and zero harm to the environment and miners has resulted in a shift in attitude towards the application of geophysics in local coal mining and exploration. Furthermore, technological advances have contributed to geophysics being embraced more readily by the coal mining industry, compared to a decade or two ago. Predictably, the growing interest in geophysical technologies has also created a need for education and training in the basic principles and application of geophysical methods, as local coal mining companies generally do not have in-house geophysicists. Consequently, the Coaltech Research Organisation?s Geology and Geophysics working group forum compiled a textbook aimed at addressing this need: to produce a guide for applying geophysics to coal mining problems in South Africa. The target audience for such a book would be coal geologists, mine surveyors, mine planners, and other mining staff with limited or no geophysics background. This paper provides a very brief overview of the book by summarizing key sections and selected examples. In doing so, the value of geophysics to solving a range of coal mining and exploration problems is highlighted.

Core sediment samples collected from the KODOS area of the Clarion-Clipperton Fracture Zone in the NE Equatorial Pacific were analyzed for chemical and mineralogical compositions to investigate the depth- and time-related variation of paleoenvironmental and paleoceanographic conditions during their deposition. These core sediments are divided into three layers from top to bottom by its color; 1) brown layer (Unit I), 2) pale brown layer (Unit II), and 3) black brown layer (Unit III). Geochronology of 10Be indicated the depositional age of Quaternary for Units I and II and of late Pliocene for Unit III with a potential short hiatus between them. Analyses of interelemental correlation identified three major groups of elemental groups that show moderate-to-strong correlations: 1) Al, Ti, K, and Fe representing for terrestrial alumino-silicate fraction of sediments, 2) Ca, P, REEs, Cu, and Zn for biogenic apatite, and 3) Mn, Ni, and Co for hydrogenous Mn-oxide. With an exception, Fe content was very high and showed fair correlations with Mn, Ni, and Co in Unit III. Unit III shows high smectite but low quartz and illite contents compared to the overlying two units, indicative of reduced supply of terrestrial materials. In a meanwhile, major elements (Fe2O3, CaO, P2O5), minor elements (Cu, Zn) and REEs are highly enriched in Unit III compared to the upper two units. All these elements other than Fe reflect the fraction of biogenic apatite, which indicates higher fraction of biogenic components in Unit III. This is also supported by higher amount of smectite formed by the consumption of siliceous biogenic components. The reduced supply of terrestrial material and/or increased productivity of surface water at the time of Unit III deposition are attributed to Pliocene warming preceding Northern-pole glaciation during Quaternary. Unit III also includes clinoptilolite and unidentified 8Å mineral, likely amphibole, that are absent in Units I and II, suggestive of the possibility of different source region and/or materials during Pliocene. Higher contents of Mn and Fe in Unit III are likely due to the high fraction of Mn-oxide that was formed by diagenetic process after deposition.

"The successful use of the gas mask by the American Army it France in combatting the poisonous gases of German .shells caused many Army men to feel that the as masks were proof against any kind of gas which might be encountered. The result has been that from time to time there have been reported in the press, deaths of former army men through using their masks to enter various kinds of gases such as illuminating gas, gasoline vapor, and the gaseous atmospheres produced by mine fire. Such a case has just been reported from a mine, in Copperopolis, California, where a former Army man lost his life in descending a mine shaft filled with the fumes of a mine fire. Another man who, in attempting to rescue him, merely used a dust respirator, lost his life also.While the American type of the Army gas mask was developed by the Bureau of Mines for the War Department, and since the war a section of the Bureau's in¬vestigative force has been developing industrial gas masks for certain specificgases, the Bureau has repeatedly called to the attention of the public the fact that such masks have serious limitations and in no case should a gas mask be used in underground workings for the reason that there may be an insufficient amount of oxygen to breathe, (and the gas mask does not supply oxygen) or there may be present carbon monoxide, which the Army mask will not remove, and there always is some carbon monoxide produced by a mine fire or by a coal-mine explosion, or by a blast of dynamite or other explosive.It is true that the Bureau has been developing a mask which may take care of a small percentage of carbon monoxide, that is, one per cent and under, but in mine fires and after explosions, there may be, and frequently is, a much larger percentage of carbon monoxide in the mine atmosphere. Masks such as these, for small percentages of carbon monoxide and associated gases are for use in connection with industrial surface plants, as for example, on the top of a blast furnace or around gas producers in the open air."

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. Unplanned dilution and ore loss directly influence not only the productivity of underground stopes, but also the profitability of the entire mining process. Stope dilution is a result of complex interactions between a number of factors, and cannot be predicted prior to mining. In this study, unplanned dilution and ore loss prediction models were established using multiple linear and nonlinear regression analysis (MLRA and MNRA), as well as an artificial neural network (ANN) method based on 1067 datasets with ten causative factors from three underground longhole stoping mines in Western Australia. Models were established for individual mines, as well as a general model that includes all of the mine data-sets. The correlation coefficient (R) was used to evaluate the methods, and the values for MLRA, MNRA, and ANN compared with the general model were 0.419, 0.438, and 0.719, respectively. Considering that the current unplanned dilution and ore loss prediction for the mines investigated yielded an R of 0.088, the ANN model results are noteworthy. The proposed ANN model can be used directly as a practical tool to predict unplanned dilution and ore loss in mines, which will not only enhance productivity, but will also be beneficial for stope planning and design.

During the early design stages of the San Manuel Concentrator, numerous questions were raised concerning the required slope for tailings pipelines. The tailings disposal area which had been selected was so situated, that an average down-slope of 5% existed. A gravity tailings disposal system was to be designed and it was necessary to determine the optimum pipeline slope for design purposes. This information was also necessary to determine the life of the available disposal areas before tailings pumping would be required. At approximately the same time as this problem arose, it was reported that a concentrator in the southwest was having considerable operational difficulties due to periodic plugging of tailings lines. These factors combined made it seem desirable to conduct some sort of test work which might give information concerning the flow characteristics of the tailings to be produced, from the San Manuel Concentrator. It was felt that the maximum information could be obtained if a tailings line could be erected which would allow for varying slopes, varying heads and accurate measurement of pulp velocity. A five-foot Denver Agitator was installed on a bank overlooking a cut for a rail- road track. Approximately 160 feet for new &-inch pipeline with victaulic connections was installed on low trestles along the track, with provisions made for varying the slope of the line by use of accurately constructed sets of shims, A valve discharge was installed on the tank so agitated pulp could be run into a standpipe at controlled volumes. This standpipe was 10 inches in diameter and approximately 5 feet high. A 4-inch nipple welded into the side of the standpipe approximately one inch from the bottom was connected to the 4-inch pipeline. At the discharge end of the 4-inch pipeline a launder arrangement was so constructed that the entire discharge could run into a pump sump or into 50-gallon measuring vessels. In normal operation the flow was from the agitator to the standpipe through the pipeline into the pump sump and from there pumped back to the agitator tank.

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

A new approach has been developed that is capable of ascertaining the ore component that is responsible for the preg­robbing of pregnant pulps. Many gold mines are currently treating ores containing a component that is detrimental to the recovery of gold, in that they "preg-rob" the pregnant pulp by adsorption of some of the dissolved gold. The identity of the preg-robbing component in this type of ore has been the subject of considerable debate over a lengthy period, th various suggestions including amorphous carbon, chlonte, chalcopyrite and layered silicates, such as the phyllosilicate minerals pyrophyllite, kaolinite, phlogopite and illite. A means is now available to identify and characterize the preg-robber in gold ores. This new approach consists of contacting the ore with a synthetic aurocyanide solution, identifying the mineral grains by optical microscopy and analysing each grain individually using high-sensitivity electron microprobe analysis. The approach is exemplified in this initial study by identifying the preg-robbing component in an active sample of gold-bearing shale to be an amorphous carbonaceous phase consisting of discrete particles of about 5 µm diameter interspersed with shale particles and agglomerated into grains of up to 100 µm diameter. Microanalysis of these grains as well as other mineral particles revealed that the gold content of some of the carbonaceous grains was close to 7000 g,lt, with no gold being detected in any of the other mineral phases that were found to be present (e.g. quartz, chlorite, muscovite, pyrophyllite, etc). Bulk analysis of the sample for carbon and gold confirmed that gold loadings of around 7000 g,/t would be expected if all of the gold were adsorbed onto the carbonaceous component. The carbonaceous constituent is probably also responsible for the anomalously high surface area measured for the material. It probably acts in a similar fashion to activated carbon, and the correct choice of organic blinding agent will decrease the extent of preg-robbing by lowering the activity of the material for gold, without causing any downstream problems such as fouling of the activated carbon used for gold recovery

The war has caused an increasing scarcity of phosphorus and its well known alloys with copper and tin. At the same time, the production of brass and bronze, nickel-silver, cupro-nickel, and other non-ferrous alloys, has considerably increased. The manufacturers of these products had therefore to secure other materials which would serve their purpose; principally that of a deoxidizer, which could be obtained promptly and regularly. Fortunately these materials, pure carbon-free manganese metal and manganese-copper alloy, were not hard to find—in fact, they were never lost. Manganese in various forms has been used in Europe for more than a century; in this country, however, when manganese was first used, and indeed for a long time thereafter, it was consumed mainly in the manufacture of manganese-bronze. Many foundrymen at that time used manganese-copper with the same freedom as phosphor-copper. Although iron enters into the composition of certain grades of bronze, it is very detrimental to non-ferrous mixtures in general; consequently ferromanganese is not applicable, and therefore pure manganese metal, or the alloy of manganese and copper, technically free from iron and other impurities, is now being generally used. The following are the principal elements having an affinity for oxygen: 1, Sodium. 2, Potassium. 3, Calcium. 4, Strontium. 5, Barium. 6, Magnesium. 7, Aluminum, 8, Phosphorus. 9, Silicon. 10, Manganese. 11, Iron. 12, Zinc. 13, Lead. Each metal has its natural flux, or deoxidizer, in the form of a metal or non-metal which will alloy with it, and has a strong affinity for oxygen. For example, phosphorus, as is well known, acts very beneficially in copper alloys that contain tin. Within the last few years, and particularly since the war began, the .great value of mangancse in nickel alloys has been demonstrated, and one by one the manufacturers of these products have adopted its use. While manganese has not so strong an affinity for oxygen as magnesium, aluminum, or silicon, it is nevertheless sufficiently powerful to reduce any oxide of nickel, copper, or zinc that may be present in the nickel alloy to be purified.

The Ohio Valley Coal Company (Ohio Valley) has operated the Powhatan No. 6 Mine in Belmont County, Ohio since 1972. Ohio University owns a 455-acre research farm over a portion of the Ohio Valley reserve containing 51 acres of old-growth forest known as Dysart Woods. In 1988, when Ohio Valley applied for a new mining area for its first longwall located several miles away from Dysart Woods, Ohio University claimed that mining at that distance would lower the regional water table and kill the old trees. In response, Ohio Valley began to study potential impacts from longwall mining on hydrology, soil moisture, and tree growth. Early studies examined the impacts of longwall mining on hydrology, soil moisture, and tree growth directly over mined areas compared to woodlots that were not undermined. A subsequent study examined tree-ring growth for a five-year period before and after longwall mining for several woodlots, some directly over panels and others at distances of up to 2000 ft away. No significant differences in growth rate associated with longwall mining were observed. New research was begun that compared longwall-mining impacts on groundwater hydrology, available soil moisture, and tree growth in two stands of mature trees located near Dysart Woods in order to confirm the earlier results. Using a test technique known as "Before-and-After-Controlled-Impact-Pairs," data was collected from one woodlot (test) that was undermined and from another (control) that was not undermined. Data collection began several years prior to longwall mining and has continued for several years after mining. The data for the test site shows that although the shallow and deep groundwater levels were affected by longwall mining, the soil moisture, vigor rating, or the growth rate of trees did not decline significantly compared to the control site where there were hydrologic impacts. The study shows that there are no known significant impacts to trees from longwall mining. The results of these studies were used by Ohio Valley to obtain State approval to longwall to within 300 ft of Dysart Woods

THE relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent.of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant. that inherent tendency of the industrial worker to be careless, negligent or disobedient, in respect to his own safety, and after that also f his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling, anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics compiled from the records of the Department of Mines of the Union of South Africa to be clue in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are clue to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 2 ½ years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management-in short were-clue to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. Much has been said and written recently about the manpower problem in the mining industry. The coal segment of the industry has been scrambling to staff and man its companies and operations in order to accommodate the current boom, and there are some interesting side- lights and developments which deserve further attention from coal mining people. This column will deal with the manpower problem in general and the plight of the professional-the mining engineer-in particular. At this point in the game, it is desirable and perhaps necessary to ask ourselves if there really is a manpower problem and, if so, how serious it is. Suprisingly, there are varying and conflicting answers to this question. If we are talking about warm bodies, then in most mining areas there is no problem. If, however, we are talking about skilled or trained people-at all levels-there are apparently serious shortages, especially in the coal industry and in the U. S. Bureau of Mines. To define quantitatively the present and future need for mining professionals is a formidable task, to say the least. Without pretending that these figures are anything but an educated guess, we feel there is an immediate need for about 1000 mining engineers right now and a continuing need for about 300 mining school graduates per year (double last year's number) for the next ten years in order to take up the slack, provide for attrition and maintain a normal growth rate. Mining companies, large and small, are just now beginning to realize that the industry is undergoing a revolution, It is no longer possible to design, build and operate coal mines by the "seat of the pants." Production demands, the new health and safety law and the inevitable new legislation on surface mining will require more engineering, more planning and new technology. There are mine operators who need mining engineers and don't even know that they need them. This could mean rough going for the small operator. It surely means that there will be a trend toward increasing the ratio of technical to nontechnical employees and the ratio of technical employees to dollars of capital towards levels comparable with other highly mechanized industries.

IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. In my last report on Petroleum in Burma and India1, details were given of production and development up to 1932. It was pointed nut, that the only statements available for Burma were those published officially by' the Government of India in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India), which are issued about 10 or 11 months after the close of the year. Operations in Burma are almost entirely in the hands of three companies—the Burmah Oil Co., the British Burmah Petroleum Co. (with its subsidiary, the Rangoon Oil Co.) and the Indo-Burma Petroleum Co.—and these companies preserve a policy of secrecy, so that details are not available of new wells, depth, wells abandoned, or of other figures, except in so far as the Government considers it advisable to publish the information in its possession. GeneRal Developments in 1933-1934 As predicted in 1933, there have been no spectacular developments and no new fields have been discovered. Nor are there any new indications of a likelihood of fresh discoveries. The policy of extremely careful exploitation. has been continued and intensified; production is being maintained at an almost steady level and can be so maintained for many years to come—indeed, it is the policy of the leading company to permit refinery and local market requirements to dictate the production required. Contrary to experience in practically every other part of the world, India has shown a slightly decreased demand for petroleum products—especially kerosene, but also for gasoline. The increased use of electricity would explain the lower demand for kerosene, but the falling off in the demand for gasolinc can only be attributed, according to the Chairman of the Burmah Oil Co., to the depression and to the incidence of heavy taxation. In India (including Burma) as a whole, production was 305,018,751 Imperial gallons in 1931 (8,714,822 U. S. barrels); 308,606,031 Imp. gal. in 1932; 306,009,022 in 1933 and is estimated at 308,000,000 in 1934.

For many years there have been small scale tests available for evaluating the toxic fumes production by capsensitive explosives (DOT Class 1. l), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agents in construction and mining, there is a need to determine the quantities of toxic ti,tmes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pet) tieI oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/set for the 1 to 10 pet range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4~mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding 5 and 10 pet aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. There was a general upward trend of all petroleum activities in Oklahoma during 1933, especially in the last quarter, though the average price for crude oil for the year was below 1932 and overproduction in East Texas demoralized conditions for several months. As the Federal Agencies established under the National Industry Recovery Act began to function conditions in Oklahoma were visibly affected and production of "hot oil" from Oklahoma City field practically ceased. More oil wells were completed, six new fields discovered, extensive geophysical prospecting carried on in many parts of the state, and an increased amount of clean-out and reconditioning work done in older pools during the past year. To increase quantity and rate of recovery of oil many wells producing from limestone formations were treated with hydrochloric acid. The Oklahoma City field had a reported production of 66,984,570 bbl. of oil during 1933, or almost exactly twice the amount reported for 1932. Potential tests and other indicators show that the wells are rapidly approaching the stage where mechanical lift must be applied to all of them, including the wells in the Wilcox sand zone. The major pipe-line companies serving the oil fields of Oklahoma have been anxious to make connections to all wells during 1933 and have indicated a willingness to accept all oil available. The amount offered has been restricted by proration orders, but the state did produce 178,356,-449 bbl. during the year, an increase of about 18.6 per cent over 1932. This increase was practically all due to the greater demand for Oklahoma City oil, as all other pools of any importance showed loss in production or very small gains last year. The U. S. Bureau of Mines' laboratory reports the lubricating distillate content of Oklahoma City crude from Arbuckle and Lower Simpson formations about 17 per cent by volume. There is a dearth of information on the economic threat of silicosis. Even the insurance companies and rating bureaus are in a quandary, and the majority of them avoid any action that will stir up an awakened public consciousness of the serious nature of this industrial hazard. Individual claims for $100,000 are now common in silicosis lawsuits. Because of ('hidden costs," in lowered plant efficiency, the total cost of this disease to industry is probably four times its apparent direct cost. The direct costs vary with the labor policies of the employer and with the labor legislation in force. Direct costs may originate in three ways: (1) voluntary assumption by the employer of medical expenses and loss of earning power of stricken employees; (2) state enforcement of industrial disease compensation acts; and (3) awards or settlements after suits in common law. Examples are offered in the last two classifications. In the Rand, South Africa, compensation laws are in effect and in approximately 20 years prior to 1932 about $65,000,000 has been awarded for silicosis and an additional liability of $34,000,000 incurred, or an average of about t5,000,000 per year. During 1932 silicosis compensation on the Rand was about $6,000,000. No figures are available for the direct capital or operating costs for preventive measures there, nor for the additional "hidden costs." It might be reasonable to assume that silicosis has cost the gold-mining industry of South Africa twenty to twenty-five millions of dollars per year. It is estimated that common-law silicosis claims have, in the last few years, aggregated $50,000,000 in New York State alone and have exceeded $300,000,000 in the United States. Attention is called to the involved nature of the insurance situation for industrial diseases in contrast to accidents. The indeterminant, insidious nature of silicosis makes it particularly difficult to predict necessary insurance premiums and reserves. The serious hazard of this disease was not properly appreciated by either insurance companies or industrialists, so sufficient study has not been given its causation, prevention, detection, treatment, and compensation.
