[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. In recent years, the use of modal analysis has increased to include many different aspects of the construction industry. Computer modal analysis can be used in determining the dynamic properties of a structure by mathematical equations and knowledge of the structure’s physical properties. This technique can now be used to predict the level of vibration induced by blasting on adjacent structures. Ground vibration induced by buried explosives is a major concern for contractors when excavating near utility pipelines such as gas and water lines. The size limitations placed on easements causes the necessity of additional utility lines to be placed in close proximity to existing lines. Through the development of computer models of the pipe, stress analysis can be performed prior to blasting. Based on the calculated dynamic properties (natural frequencies and modal shapes) and the maximum allowable displacements and stress levels (which are established by the pipe manufacturer) the allowable maximum charge weight per delay can be selected for the blast. The selected maximum charge weight per delay will ensure that the resulting pipe peak particle velocity level is within 95% confidence. This means, statistically, there exists a 95% probability that the actual pipe peak particle velocity would be less than the predicted value. The pipe is then instrumented with vibration measuring sensors to ensure that vibration levels are within the allowable maximum pipe strength. In conclusion, this technique can assist the engineers and blasters, to establish the proper blast design. It allows for safe and efficient installation of additional utility lines adjacent to existing lines. This technique can also be applied to predict the structural response to blasting induced vibration for a variety of complex structures. A detailed explanation of this technique, as well as an example of application including formulas used for this technique will be provided in this paper.

Since the time when Canada's East and West were joined by the railway, and communication was established into the interior, settlements grew on the southern fringe of the great Precambrian area that formed the northern protaxis of the continent during its vicissitudes of growth. They clung precariously to the fringe of that ancient land, for the Precambrian is not generous to those who wish to live by the fruits of the soil, except in those limited areas where the Pleistocene ice-sheet has been profuse in its gifts of clay to cover the hard surface of the Precambrian rock. Later settlements spread westwards over the expanse of Cretacean plains that now form the wheatfields of the Canadian West; but there still remained in northern and western Ontario, in eastern and northern Manitoba, a pioneer race, to whom agriculture had attractions only in so far that it provided the wherewithal to lay siege to the riches of the Precambrian. And they had a vision beyond their time. More than they knew, they had seized the fact that for the complete rounding out of Canadian national life, a8 well as for the establishing of the necessary contributions towards the economic stability of Canada and its provinces, an industry in mining sh01.dd be well and truly built in the hinterland of the central provinces. Failing the winning of mineral from the rocks, and timber from the forests, there would remain between the East and the West an enormous barrier of unproductive country which would not only be an incubus to the agricultural people in their struggle for economic liberty, but would effectively, and for all time, remain an un-populated void across which the aspirations of East and West would be unable to unite.

All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. When the mining industry starts to talk about compatibility between what it is doing and what “me,” as the consumer, wants, what “we,” as citizens of a community, want, and what’s good for the “world,” we’re going to see the next culture change happen, she concluded."

THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

"In this research, fundamental characteristics of dust and sludge containing iron from the dusting system of sintering process, blast furnace, oxygen converter and rolling process in steel enterprise were studied by chemical analysis, X-ray diffraction analysis, optical microscope analysis, scanning electron microscopy analysis, particle size analysis and other analysis means. Development direction of resource utilization for dust and sludge containing iron from steel enterprise was put forward on the basis of above study.IntroductionDust and sludge containing iron for steel enterprise mainly come from the dusting system of sintering process, pelletizing process, blast furnace, oxygen converter, rolling process and other related process. Iron content of dust and sludge is between 30% and 70%, and they also contain certain content of carbon, calcium oxide, magnesium oxide and harmful elements [1-3]. Output of dust and sludge is determined by raw materials conditions, technological processes, equipment configuration and management level. Dust output in sintering process accounts for about 2% to 3% of the sinter production, while dust and sludge from iron making and steel making process respectively take up 3% to 4% of hot metal and crude steel production, and the solid waste from rolling process accounts for about 0.8% to 1.5% of the output of rolled products [4,5]. Dust and sludge contains Fe, CaO, MgO, C and other valuable resources, it will not only result in the waste of resources, but also cause serious pollution to environment ifthe dust and sludge are not recycled. China's crude steel production in 2012 is about 700 million tons and output of dust and sludge containing iron is nearly 60 million tons, so, it is of great significance to have a resource recycling for dust and sludge containing iron from steel enterprise."

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "Yielding bolt has been widely used for rock reinforcement in mining and civil engineering in high stress conditions. However, the interaction mechanism of yielding bolt and matrix mass is still not clear at present, and no analytical model is available to predict its reinforcement effect quantitatively. In this paper, the mainstream yielding rock bolts were reviewed firstly. After that, a coupling model is proposed to account for the interaction between yielding bolt and matrix mass. Based on the plane strain axial symmetry assumption and the incremental theory of plasticity, equilibrium equations and compatibility equations of matrix mass, and also the response of yielding rock bolt are deduced theoretically. The proposed method was programmed in Visual Basic development environment, and a semi-analytical solution for the coupling model is achieved. The reinforcement mechanism of yielding bolt in conventional tunnelling is clearly demonstrated through an illustrative case study. The reinforcement effect of yielding bolt is estimated quantitatively, and the distribution of axial force along the bolt is presented. In addition, the validity of proposed method is verified by numerical simulations. INTRODUCTIONHigh stress in surrounding rock mass can cause serious stability problems such as massive squeezing in soft rock and rock burst in hard rock. It is observed that many conventional rock bolts failed when experiencing large displacement, which implies that they are too stiff to sustain large deformation and dynamic conditions (Stillborg, 1994; Hoek et al., 1995). Yielding bolt, which can also be called energy-absorbing bolt, has been widely used for rock reinforcement in mining and civil engineering for these conditions (Neugebauer, E., 2008). This paper focuses on the static reinforcement effects of the yielding bolts with analytical method and numerical simulations."

"During the past several years a great deal of discussion has centered around the question of the permissible limit of sulphur content in fuels for automotive and aviation motors. Under certain conditions of operation, sulphur in motor fuels causes the formation of corrosive substances which attack bearings, wrist pins, and other parts of engines. On the other hand, in making gasoline from certain stocks, the gasoline fraction normally contains a relatively large proportion of sulphur compounds. By the generally used processes of reducing the sulphur content, a significant part of the gasoline fraction is lost as motor fuel, and added expenses are entailed for chemicals, labor, and other process costs. This condition has been an economic burden to some refiners of high-sulphur crudes. In some instances the treating losses have been rather severe and the treating costs relatively high, but the data presented in this paper indicate that the reduction of sulphur content of motor fuel is a problem to a relatively small number of refiners and of little or no concern to the remainder; in fact, more than 90 per cent of the 153 samples analyzed passed the Federal specification requirement, Which limits the sulphur content to 0.10 per cent. 3This report is based upon the results of an examination for sulphur content, Doctor test, copper strip corrosion, and color of the samples collected during January, 1930, for the twenty-first semiannual gasoline survey of the Bureau of Mines. The results of the gravity ad distillation tests of the survey were published as Report of Investigations 2995. The numbering of the samples given in this report is the same as in Report of Investigations 2995; for example, No. 25 of this report is the same sample as No. 25 of Report of Investigations 2995."

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

"The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

(San Francisco Meeting, October, 1911.) LIME is the alkali that is almost universally added to the solutions in the cyanide process of gold- and silver-extraction for maintaining the so-called, protective" alkalinity. It is produced by the burning of limestone. The value of lime for this purpose depends upon the percentage of calcium oxide contained, which is determined by three factors : 1, purity of the limestone used; 2, degree of the burning-temperature and the period of burning; and 3, length of time of storage of burned material and the condition stored, and whether it has been damp or wet during the storage. These three factors render uncertain the quality of lime bought in the open market. In the United States, lime bought from reliable manufacturers, who thoroughly burn a pure limestone and deliver at once to the consumer from the kilns, may be of a fairly-high and uniform composition ; but in Mexico and Central America, where it is purchased from many small producers, who often start with a poor grade of limestone and burn it in small crude kilns with as little fuel as possible, the quality of the product is quite variable. In consideration of the foregoing, it is apparent at once that there is a great need for a rapid technical method for the valuation of the lime to be used in a cyanide-plant. The determination of calcium by the gravimetric method, with the necessity of determining also the proportion of carbon dioxide, silica, and iron, requires too much time, and is usually out of the question for an isolated plant unequipped with a skilled chemist and, the necessary apparatus. The calculating of all the calcium so found to calcium oxide, although sometimes done, is manifestly very inaccurate.

In distributing natural and mixed gas, the industry is each year confronted with the problem of manufacturing gas in increasing amounts as the supply of natural gas becomes more nearly exhausted. The manufactured gas is now used in mixtures with the still available natural product, and will subsequently be used straight as a substitute gas. The gases that might be considered, and are producible by tried and developed processes, include water gas, carbureted water gas, and coal gas. Singularly, these gases can be used in this manner in ordinary appliances only when proportional amounts of them in the mixtures do not vary beyond rather definite limits, unless burner adjustments are made. The limits are defined by the specific gravity, content of inerts, and burning properties of the respective gases. Anticipating a future standard for city gas lower than that of natural gas during the period when considerable natural gas is available, there is justification for considering the possibility of re-forming natural gas and making a product that has substantially the same properties as other gases which can readily be generated. This report gives the results obtained during a series of tests made under a cooperative agreement by the U. S. Bureau of Mines with the Ohio Fuel Gas Co., re-forming natural gas at Toledo, Ohio, in full-scale operation in a water-gas generator having a grate area of 25.1 square feet. In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the 256,430-acre Alvord Desert and part of the 22,240-acre East Alvord Wilderness Study Area (OR-002-074 and OR-002-073A, respectively), in order to evaluate their identified mineral resources. The study areas are located in Harney and Malheur Counties, OR, about 25 mi northeast of the small village of Fields. There are no mines, prospects, or identified mineral resources inside the study areas. Basalt flows within the study areas contain chalcedony-lined vugs and banded agate which may be of interest to rock hounds. An ignimbrite flow contains perlitic material, but crystalline contaminants make it unsuitable for commercial uses. Lacustrine (lake) sediments contain diatomite and clays, and evaporite crusts contain boron too low grade to profitably mine. Small quantities of common opal and petrified wood occur which might be of possible interest to rock hounds. Some of the petrified wood is black, free of fractures, and polishes well; it may be suitable as backing material for soft, thin, and brittle gemstones, such as precious opal. The lacustrine sediments also contain black, fetid layers which have above background, but economically insignificant concentrations of zinc, cobalt, nickel, barium, iron, manganese, aluminum, and potassium. Large quantities of fine-grained dune sands within the study areas are too far from markets for economic consideration. Ephemeral streams in the study areas contain small amounts of placer gold of no economic interest. The western portions of both study areas are reported to have moderate favorability for occurrences of natural gas, and both study areas are reported to have high favorability for the occurrence of geothermal resources. As of December 1986, oil and gas leases covered 3,100 acres in the study areas.

"In producing multilayer films for magnetic data storage applications, the interfacial roughness must be controlled in order to obtain high quality materials with reproducible properties. The present understanding of the effect of roughness on multilayer properties such as magnetoresistance is sketchy, particularly for electrodeposited films. In this study, quantitative atomic force microscopy was used to characterize surface morphology before and after Ni films of varying thickness were deposited on Cu cathodes. A multinuclear multilayer growth mechanism is supported by both the deposition conditions and the AFM images, and a multinuclear multilayer model gave a satisfactory fit to measurements of the density of peaks on ultrathin Ni films between 0 and 8 nm thick.Alloys consisting of alternating ferro-and paramagnetic layers have begun to replace Permalloy in the sensing elements of magnetic hard drives. The operating principle of the new read heads is giant magnetoresistance (GMR), and they are smaller and more sensitive than previous inductive heads (1). Experimental studies on sputtered multilayers have emphasized the role of layer thickness and interlayer roughness in determining the presence and size of the GMR effect (e.g., 2,3,4,5,6). However, roughness in electrodeposited multilayers has rarely been measured, even though read heads are likely to continue to be made by this process for some time to come. Cu/Ni can be considered a model system for understanding processing-microstructure-property relationships in electrodeposited multilayers and is the most widely investigated of all such systems (e.g., 7,8,9,10,11,12). Nevertheless, the roughness of the interfaces in Cu/Ni electrodeposits has not been systematically characterized by quantitative techniques, and in all studies reported so far, the total deposit thicknesses were considerably greater than the 10 nm needed for most sensor applications (1). The thinnest such films were about 50 nm (7)."

"GENUINE CONCERN for the environment is a built-in attitude of mind. If you do not have it by age 40 you probably never will. Some people speak the jargon of 'environment' and 'ecology' for political reasons, others because it feeds their need and bias toward attitudes of moral indignation or dissent. Others pay lip-service for purely business reasons. Complete reactionaries equate conservationists, ecologists and environmentalists as either 'commies' or 'pinkos'. Their real credo is the old saying, ""Where there's muck there's brass."" Those who have genuine concern for good environment are not only romantics like Thoreau but realists who sense the danger to our planet if human greed is rampant and unchallenged. The cities are in real trouble. Almost 75 per cent of the population already live in and around cities. Even mining men live in cities or bring up their children in the new 'instant' towns. The ecology of cities is the concern of all. Our distinguished guest Stewart Udall, in his book ""The-Quiet Crisis,"" quoted Thoreau in 1859 as having written ""each town should have a miniature wilderness park, a primitive forest of five hundred or a thousand acres where a stick should never be cut for fuel, a common possession forever."" Mr. Udall will be glad to know that this advice was taken in at least one instance known to me. I refer to Stanley Park in Vancouver. It is a primitive forest of 1000 acres right inside our small downtown peninsula. It remains unmanicured. This month we celebrated the completion of a seawall of 4%, miles along its perimeter. The construction of this wonderful walkway started in 1910. We are very, very proud of our park."

"INTRODUCTION The purpose of the investigation discussed in this article was to evaluate the toxic hazard from gases produced when thermosetting plastic materials used for electrical insulating purposes are burned or thermally decomposed in enclosed spaces. For brevity the term ""toxicity"" is used throughout the article to refer to the nature of gases produced under these conditions. A need for immediate study of the problem was created as a re¬sult of the battle damage reports received from various United States Fleet units. These indicated that the fumes emitted when these materials were burned or thermally decomposed had, in several instances, resulted in toxic atmospheres. In attempting to develop a suitable test method for evaluating toxicity, it was recognized that no single test procedure could be expected to duplicate the variety of conditions that might exist in an actual fire aboard ship. In view of the immediate need, however, it was felt that considerable information could be obtained, at least to classify comparatively the several types of materials as to the toxic effect caused by burning or thermal decomposition, through the development of a sound empirical method which could be applied to all of the materials. On this basis, it was decided to modify the Navy flame resistance test for thermosetting plastics to render it applicable to the determination of the toxic, gases evolved when this test was employed. A wide variety of materials was tested, both molded and laminated, to cover the types commonly used by the Navy in electrical applications. Toxicity determinations were conducted at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Parallel tests, to determine the flame resistance of the materials, were conducted at the Material Laboratory, U. S. Navy Yard, New York, N. Y."

This short article is quite different to the general run of papers that are presented to the Institute, but no apology is offered because I consider that first-aid and mine-rescue work are of equal importance to many other subjects that are dealt with in our Transactions. Members of the Institute should be as much interested in the safety of persons engaged in the mining industry as they are in the practical methods of modern mining. We must not only do our best to conserve life and property by adopting every known device to that end, but we must also prepare ourselves so that we may take prompt and effective action when life is in danger, or when property is subject to loss. The need for such preparation in Alberta is perhaps greater than in most places where mining is carried on, and we must spare no effort to assemble at every mine men who are well trained in first-aid and mine-rescue work. The large area over which the mines are distributed renders central training stations out of the question, hence the need for local rescue-teams. Hospitals with skilled staffs, close enough to the mines to be convenient, also seem to be out of the question; therefore the greater need of a high standard of first-aid training for the people in our mining camps. The Government mine-rescue cars are supplied with the equipment necessary for training persons in this essential work and also for dealing with disasters should they occur. The question then arises: are there a sufficient number of men who are trained ? If so we can rest assured that what is possible to be done will be done. But if a sufficient number of trained men are not available much loss of life and damage to property is likely to result.

Annually at least 5% percent of world power consumption is involved in the process of ore dressing while ore processing technology. Such rate of energy consumption demonstrates the importance of a given process study in the human life-sustaining activity. Examining of interparticle destruction being under external stress pressure in ore responses this problem solution at the greatest degree. The technology of destruction in the roll press is of great interest. The use of the given equipment allows to save a significant amount of energy by means of the built-in ore destruction mechanism. Examination of stress-strain fields which determine the level of interparticle destruction between the rolls in the ore layer enables to specify both level of ore destruction and power consumption. The mathematical computer modeling for the deformable environment use based on the finite-element method (FEM) allows to carry out the given research. We use FEM solution for elastic contact problem for the most complete study of power consumption employed in ore and interparticle destruction. This problem solution allows also to examine energy consumption expenses spent for ore crushing in the roll press. Also we have identified the mechanism of ore in a layer of the particles under pressure roller press. It is established that high level of performance and reduction of energy consumption in interparticle destruction of ore in the layer due to the appearance of the gradient of normal stresses in contact of particles of mineral raw materials. The algorithm has been developed determining crushing product particle size distribution of fractured particles in the layer, using the Bond’s theory of crushing. The use of our FEM model reduces the time of equipment selection for new plant and at the design stage to reduce the risks of errors in the choice of roller presses.
