This report (Safety File 3.0) is the fourth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

The room temperature flow characteristics of a series of Cu-Cr alloys are found to be related to the amount and characteristics of the chromium-rich precipitate. The results are consistent with the theory of Fisher, Hart, and Pry, which considers the trapping to dislocation loops around precipitate particles. THE use of dispersed phases for hardening metals, particularly high temperature alloys, has been practiced for several years. Current theories describing the effects of dispersions on the basis of dislocation theory have been proposed by Mott and Nabarro.l-4 rowan," and Fisher, Hart, and Pry.8 These theories recently have been discussed by Hart,' who pointed out that the experimental data available for comparison with theoretical calculations for overaged alloys are confined to studies by Gensamer, Pearsall, Pellini, and Low,8 Shaw, Sher-by, Starr, and Dorn,9 and some hitherto unpublished data on Cu-Cr alloys which will be described herein. Certain difficulties were associated with the interpretation of the first two studies. Gensamer, Pearsall, Pellini, and Low were concerned principally with interparticle spacing and did not document particle sizes. Shaw, Sherby, Starr, and Dorn included all the data in their report which was necessary for the theoretical evaluation, but their study is subject to some question1" due to difference in prior history of various specimens and due to systematic differences in particle characteristics" which appeared to be associated with differences in the magnification of their microscopic examination. The current study was undertaken to obtain critical data in a manner which avoids some of these limitations. Specimens of eight Cu-Cr alloys remaining from a previous investigation'' were available in the form of 100 mil sheet of the compositions shown in Table I. At 200 mil this material had been previously an- nealed ½ hr at 1000°C, water quenched, and cold rolled 50 pct. Samples were further cold rolled to a thickness of 20 mil for a total reduction of 90 pct. Sheet tensile specimens of standard geometry with a gage length 2½ in. long and 0.20 in. wide were machined from this sheet. These specimens were then annealed in a dried N2-H2 atmosphere for the times and temperatures indicated in Table I. This anneal served two purposes: 1—to obtain a fairly uniform and nearly constant grain size of 0.015 to 0.022 mm average diameter, and 2—to precipitate a fairly uniform, nearly spherical over-aged dispersion of essentially pure chromium. A typical microstructure illustrating the grain size and the uniformity of the dispersion is shown in Fig. 1. A typical dispersion illustrating the range of sizes and shapes of the particles is shown in Fig. 2. The tensile specimens were tested in the Instron equipment described in ref. 11 at room temperature at a strain rate of 0.04 in. per in. per min. Three tests were run on each alloy with sufficient repro-ducibility that a single true stress-true plastic strain curve could be drawn through the three sets of data for each alloy. Typical curves are shown in Fig. 3.

The kyanite minerals, including kyanite, silimanite, and andalusite, are anhydrous aluminum silicates with the formula Al2O3SiO2. lumortierite and topaz are also included in this group because they are closely allied in composition and thermal behavior. However, leither are mined commercially today. They ire typical metamorphic minerals which are found in metamorphic rocks on every continent. Kyanite minerals are prized chiefly for their refractoriness and are important components in a broad range of acid refractory products, especially in mortars and castables. World production of kyanite minerals is currently about 250,000 tpy and has been increasing at the rate of 3 to 8% a year for many {ears (Anon, 1972). While kyanite minerals lave widespread occurrence, the consumption of kyanite minerals is concentrated in the relatively few highly industrialized areas where refractories are manufactured, and which in turn are typically close to the major iron and steel producing regions of the world. Thus northern Europe, England, the United States, and Japan are the principal consumers of refractories and kyanite minerals. Of these countries only the U.S. is a significant producer. The largest use for domestic kyanite, both raw and calcined, is in the manufacture of refractory mortars, cements, castables, and plastic ramming mixes. In these applications kyanite constitutes from 10 to 40% of the mixture, the balance being refractory clays and coarser grog materials. A certain proportion of raw kyanite is used to offset the shrinking of the clay binder, whereas the calcined kyanite is used in the coarser sizes for body. Certain high grade refractory shapes and kiln furniture are composed chiefly of graded sizes of calcined kyanite bonded with a little ball clay. In most applications, however, kyanite is used only to fortify the mix or as a minor ingredient. Some manufacturers of mullite brick use domestic calcined kyanite for the fine-grained portion of the brick, but seldom in quantities exceeding 10% by weight. Kyanite is used by ceramic manufacturers of wall tile and sanitary ware to offset shrinkage and cracking after firing. Indian kyanite has traditionally been used to make the coarse grog sizes needed for the manufacture of mullite brick, and for the grog portions of mortar, cement, and castable mixes. It has been largely replaced, however, by synthetic mullite, high fired flint, and diaspore clay or calcined bauxite for other applications. Indian kyanite is available in lump as well as in granules and concentrates, as are sillimanite materials from India and South Africa. Andalusite is available as 8 mesh granules and as fines with chemical analyses not unlike those of domestic kyanites. From time to time and from place to place minor amounts of other aluminum silicate minerals such as dumortier- ite, topaz, and pyrophyllite have been made available at various prices and specifications, but have not been significant factors in the refractory industry. A mixture of kyanite and sillimanite of relatively fine grain-size and of low iron content was at one time offered to the molding sand industry by the Du Pont Co. as a byproduct from their deposits of heavy

OVER the past two decades, the Cr-Ni stainless steels, popularly termed 18-8 steels, have been used in ever increasing amounts in the aircraft, automotive, chemical, transportation, and building industries.' The contribution of nickel to these steels is associated with its strong austenite forming tendencies which assure good hot and cold forming characteristics, and with its beneficial influence upon corrosion resistance, especially in oxidizing acids. The adjustment of the chromium and nickel contents has been used advantageously in controlling the rollability and the response of the mechanical properties of these steels to cold reduction. With the advent of the jet age and the government stockpiling of nickel, considerable emphasis has been placed upon the development of satisfactory low nickel or nickel-free substitute austenitic stainless steels, especially for nonmilitary applications.2 Fer-ritic 17 pct Cr (AISI Type 430) stainless steel has been effectively substituted for the austenitic grades in applications with mildly corrosive exposure. However, the limited formability and ferromagnetic behavior of this grade do not permit its satisfactory use for many applications. To achieve better formability in a nenmagnetic steel and conserve nickel, a number of low nickel substitute austenitic grades of stainless steel have been developed in recent years. In most of these steels, manganese and nitrogen have been substituted for a portion of the nickel content, for example, 17 pct Cr-4 pct Ni-6 pct Mn (AISI Type 201), 18 pct Cr-5 pct Ni-8 pct Mn (AISI Type 202), and 16 pct Cr-1 pct Ni-17 pct Mn, all of which contain approximately 0.15 pct N.1 The precipitation of ferrite when large ingots of these Cr-Ni-Mn-N steels are heated to temperatures high enough for conversion to slabs on conventional universal slabbing mills has seriously affected the hot workability of these steels. This has been especially true in the case of the 16 pct Cr-1 pct Ni-17 pct Mn (sometimes referred to as 15 pct Cr-1 pct Ni-15 pct Mn) composition." Because it is possible that little, if any, nickel will be available for nonmilitary stainless steel applications in the event of a national emergency, a need has existed for a nickel-free austenitic stainless steel containing hot and cold forming characteristics similar to 18-8 steels and corrosion resistance at least comparable to the 17 pct Cr ferritic steel. The aforementioned deleterious effect of ferrite upon the hot working characteristics of the 16 pct Cr-1 pct Ni-17 pct Mn, steel indicates the importance of establishing the austenite-austenite plus ferrite phase boundaries as the first step in the development of nickel-free or low nickel substitute steels. This paper presents the data collected in an elevated temperature constitutional study of the Cr-Ni-Mn-N system at the South Works of the United States Steel Corp. Experimental Procedure The 300 compositions used in the investigation were melted in a 26 Ib induction furnace and cast in 3 14 in. diam by 18 in tall hot-tcpped ingot mo1ds.

Solubilities and densities are reported for alumina hydrates in NaOH solutions under the conditions of the Bayer process employed to purify alumina for aluminum production. The equilibrium constants for reactions to form A102- accurately correlate the effects of NaOH concentration on the solubilities; the temperature coefficients of the equilibria lead to heats of solution of 7.34, 4.76, and 5.24 kcal for the a trihydrate, a monohydrate, and ß trihydrate, respectively. Moderate calcination does not change the solubility of the a trihydrate but increases that of the a monohydrate. At solution temperatures above 100°C, the trihydrates transform rapidly to a monohydrate. Hydro-thermally produced a monohydrate is the stable phase above 20°C. CORNERSTONE of the aluminum industry, the Bayer process for alumina production is based on the difference in solubility of hydrated alumina in NaOH solutions between 170" and 40°C. Solubilities and densities in this system were determined thirty years ago by M. Tosterudl under the direction of J. D. Edwards and C. S. Taylor. The solubility data, which still appear more concordant than those in the literature, are employed to sort out the complex equilibria in this system. The nomenclature for the alumina hydrates is that presented in The Aluminum Industry' and more recently summarized in Alumina Properties.3 a trihydrate is the purified phase analogous to gibbsite, a monohydrate is similarly akin to boehmite, and ß trihydrate is sometimes known as bayerite. Literature Goudriaan4 reviewed the early literature on alumina in NaOH solutions and presented data on the solubility at 30°C of several forms. The gel precipitated from aluminum sulphate or chloride with ammonia and dried at 130" to 140°C had the highest solubility but was unstable, its solubility being cut to one-tenth on standing in NaOH. The solubility of the gel was decreased one-third on calcination at 300" to 400°C, while that of the gel transformed in NaOH at room temperature to a crystalline trihydrate was unchanged on calcination. The preparation produced by slow hydrolysis of sodium aluminate solution with CO, in the air gave solubilities in rough agreement with later values for a trihydrate. The solubility of this form was increased slightly by the calcination. Fricke and Jucaitis5 extended the work to 30" and 60°C with a trihydrate. They also gave solubilities for ß trihydrate (bayerite b), although the residue belonging to the left branch of the solubility curve corresponded to a trihydrate. The residues at high NaOH concentrations were mono and trisodium aluminates, the latter being 3Na2O . AL2O3 • 6H2O. Solubilities of a trihydrate at 95°C and of a monohydrate at 150" and 200 °C come from the work of Magarchak.6 a trihydrate transformed to a monohydrate above 95°C. A few measurements on the solubility at 25°C of an alumina trihydrate prepared by slow hydrolysis of NaAIO, solutions were presented by Sprauer and pearce.? Their analyses showed the monosodium aluminate to have the composition Na2O.Al2O3-2.5H2O.

A three ton per day blast furnace using blast temperatures up to 2200°F was operated to recover manganese from open-hearth slag and manganiferous iron ore. The spiegel product containing 12 to 24 pct Mn was blown in a basic converter to high manganese oxide slag as described in the paper which follows this one. HE steel industry, which uses over 900,000 short tons of contained manganese yearly, depends on the maintenance of supplies of manganese from foreign sources such as India, Gold Coast, and Union of South Africa. Domestic ores furnish less than 10 pct of the yearly requirements of metallurgical ores and, unfortunately, the United States has no large, or even moderate, grade deposits that could supply a major portion of the requirements for many years. It may be necessary to obtain manganese from low grade materials, even though the cost is appreciably higher than when imported ores are used. An American Iron and Steel Institute questionnaire prepared in 1949 revealed the startling fact that open-hearth slags contained about as much manganese as is imported annually. The quantity of slag produced each year by integrated steel plants (not including cold-melt shops) and the manganese contained in the slag follows: Flush slag, 4,500,000 net tons a year containing 408,000 net tons Mn; tap slag, 7,230,000 net tons a year containing 364,000 net tons Mn; for a total of 772,000 net tons Mn. Some of this slag is returned to blast furnaces but about 75 pct would be available for the recovery of manganese. In several decades, when many of the present sources of high manganese ores have been depleted, open-hearth slag and manganiferous iron ore may become the major source of the manganese required for steel production. In 1948, manganese-ore imports from the U.S.S.R. were 427,000 net tons or 34 pct of the foreign ore. Imports from this source were only 81,000 tons in 1949. It became evident that adequate stockpiles of manganese could not be accumulated for many years. The Bureau of Mines initiated an extensive research program on methods for increasing domestic production of manganese and entered into a cooperative agreement with the American Iron and Steel Institute for recovering manganese from open-hearth slags whereby the Institute provided additional research funds and trained operating personnel. Description of Process and Equipment Numerous pyrometallurgical and hydrometallur-gical processes and combinations of the two can be applied to the recovery of manganese from open-hearth slag and manganiferous iron ore. The process being developed at the Pittsburgh Station of the Bureau of Mines consists of: 1—Reduction of open-hearth slag in a blast furnace to recover the iron and manganese as spiegel-eisen with 12 to 24 pct Mn. 2—Selective oxidation of the manganese from the blast-furnace metal in a basic-lined converter to produce a high manganese slag with up to 60 pct Mn content, which is a synthetic ore for the production of ferromanganese. This process has the advantage over other processes in that the equipment which would be used, such as blast furnaces and converters, has been highly

MARSHAL Foch has been made an honorary member of the four national American societies of civil, mining and metallurgical, mechanical, and electrical engineers. The governing bodies of these societies, aggregating 45,000 members, conferred this signal honor in expression of the appreciation of American engineers for the unmatched services of this master of engineering principles. At Engineering Societies Building, in New York City, on Tuesday afternoon, Dec. 13, the presidents of the four societies presented one beautifully engrossed certificate of honorary membership in the four societies. The auditorium was filled so that not even standing room was left, more than a half hour before the cere-monies began, and the main entrance on the street had to be closed. J. Vipond Davies, president of the United Engineering Society, made the opening address. Col. William Barclay-Parsons, 'who was commander of the first engineer regiment to go abroad, addressed Marshal Foch in French. Colonel Parsons said: The art of engineering was defined a long time ago as "the art of directing the great sources of power in nature for the use and convenience of man." No better definition can be found today. Of all the sources of power in nature, the greatest, the most valuable, and at the same time the most difficult to direct, is the energy of man himself. He who can direct human energy and turn it to the service of mankind is a great engineer. You, Marshal, have directed a greater mass of human energy than any other man has ever done. And you have successfully directed this mass for the highest uses of mankind, in that you by its aid have preserved for him one of the most precious of human possessions-liberty-liberty not only for your own illustrious country, but for all the nations of the world. The four national engineering societies, of the United States now desire to make record of their appreciation of this fact and to convey to you an expression of their most profound admiration for the great leader of men by conferring on you honorary member-ship in all the societies, the highest honor in their gift and one hitherto never conferred on a single individual. Four thousand members of these societies were enrolled in the armed service of the United States, the greater part of whom had the glorious distinction to serve the common cause in France under your orders. They heard the voice and they saw the hand of the master as he led them through battle to victory. Now we desire that you will still continue to lead us, but in peace, by permitting us to inscribe your name at the head of our roll of honor, where it will be, as your deeds have been, an example to us to do better work, and where it will remain forever a noble inspiration for all future generations. Marshal, in the name of those members of the societies who served under your orders and particularly .in the name of those who fell on the field of honor in France, I salute you.

An experimental investigation has been made to study the effects of tooth angle and confining pressure on the force required for indentation of dry rock samples under confining pressure. In these experiments static single-tooth indentations were made on two standstones, a limestone, a schist and a slate under confining pressures of 5,000 to 15,000 psi. Sharp wedge-shaped teeth with included angles ranging from 30°to 105°were used. In all cases the force-displarenzent curves are approxinlately linear for rocks tested under confining pressure, as contrmted with the discontinuous curves obtained for silnilar rocks at atmospheric conditions. Photonzicrographs of thin sections through the craters indicate very little evidence of chip formation during indentation. In general the experimental data lie between calculated values for perfectly rough and perfectly smooth tooth-rock interfaces. INTRODUCTION The variables associated with ctrilling at depth are numerous and, in many instances, are not easity isolated and controlled. Also, many of these variables are interdependent; however, if the variables which are sufficiently independent of each other are held constant and are appropriately introduced, the dependent variables can be more easily studied and evaluated. It is the purpose of the present investigation to study experimentally the simplest case of bit tooth-rock interaction. In essence, the experiments have involved the static loading of sharp wedge-shaped tools on the surfaces of effectively semi-infinite dry rock samples subjected to confining pressures. During this investigation the following quantities have been maintained constant: 1. Pore pressure: atmospheric (i.e., the rock is dry). 2. permeability: although the rocks may be permeable, they are "jacketed" in such a manner that the fluid is not permitted to flow through them. 3. Temperature: 75F. 4. Rate of loading: essentially static (approximately 0.002 in./second). 5. Bit tooth: a sharp wedge-shaped tooth loaded normal to the rock surface. 6. Rock surface: smooth and flat. 7. Drilling fluid: hydraulic oil. In addition to the above conditions, the rock surface was free of a layer of cuttings. There was no indexing to previously indented surfaces, and the influence of corners of the borehole was neglected because the rock samples were effectively semi-infinite. The following quantities have been varied, and the resulting effects have been studied: 1. Rock a) Type (e.g., limestone, sandstone, etc.). b) Mechanical properties ) Necessarily dependent c) Porosity on type of rock. 2. Bit tooth (included angle of wedge-shaped tooth). 3. Depth of penetration. 4. cobfining pressure. On the basis of laboratory experiments which have shown that many rocks exhibit ductile behavior at confining pressures corresponding to depths usually reached during drilling,'.' a theory has previously been advanced which predicts the force required for penetration by a single sharp wedge tooth into a ductile* material.' The material is assumed to be isotropic, homogeneous and rigidly plastic (no elastic deformation) and to obey the Coubomb yield criterion (Figs. 1 and 2). Equations governing the force required for penelration are given for two extreme cases:** 1. In this theoretical paper, a transport-reaction mechanism is suggested for the enhancement of the rate of vaporization of metals, or other materials, brought about by the process of convection and condensation. Based on theoretical reasoning it is predicted that, when there is a temperature gradient surrounding the heated object, a slight increase in the rate of vaporization brought about by natural convection is enhanced further as a result of condensation of the vapor close to the surface of the object. In order to derive the effective vapor-concentration profile, consideration is given to the super saturation of the vapor necessary for the homogeneous nucleation of the condensed phase from the vapor. For the formulation of the rate equation based on this mechanism, adequate information should be available on the transport properties of gases and vapors at elevated temperatures and the method of calculating nucleation pressures of the vapor. The methods of deriving such data are discussed in the paper and a rate equation is calculated for the vaporization of iron in helium for various temperature gradients in the boundary layer. Considerations are also given to the effect of oxygen on rates of vaporization of metals under isother ma1 and nonisotherma1 conditions. THE study of the methods of enhancement or retardation of basically transport-controlled vaporization reactions is of theoretical interest with possible practical implications. There are several ways of bringing about such effects. For example, Turk-dogan, Grieveson, and Darken1 demonstrated that the rates of vaporization of metals under isothermal conditions were increased by several orders of magnitude, up to the maximum rate attainable in vacuo, by introducing some reacting gas into the inert atmosphere surrounding the metal. Such an effect is brought about by the interaction of the counter-diffusing reacting gas and metal vapor in close proximity of the metal-gas interface. Another case which is often experienced in practice is that of vaporization affected by natural convection. Although several theoretical and experimental studies of this problem have already been made, no detailed consideration has been given to the possible effects of condensation of the vapor in the boundary layer on vaporization rates, which constitutes the subject matter of this paper. BASIC CONCEPT OF ENHANCED DIFFUSION-LIMITED VAPORIZATION When a heated object, for example a metal sphere, is submerged in a fluid medium, heat is transferred from the surface of the object to its surroundings by four simultaneously occurring transfer processes: i) free-molecular conduction at the gas-solid interface over the distance equal to the mean free path of the gas, ii) conduction and convection through the fluid-dynamic boundary layer, iii) latent heat of mass transferred, and it!) radiation. The free-molecular conduction becomes pronounced only when the total pressure in the system is very low, e.g., below 1 mm Hg. Therefore, this term may be neglected for ordinary pressures. At low mass-transfer rates, due to vaporization of the object, the contribution of process iii) to the heat transfer can also be neglected. Finally, since the temperature profile is not affected by radiation, the latter need not be considered. Before this paper was presented, the terms "f" and "v1/f in flow equations had been called "friction coefficient" and "friction factor," respectively. However, many authors have used the names for the terms interchangeably, with the result that considerable confusion has existed in the literature on flow of fluids. In an effort to establish a clear and concise terminology for these terms, the authors have designated f as "resistance coefficient" and dm as "transmission factor." Transmission factors for the flow strings of gas wells were determined by tests on wells in six fields of Oklahoma, Texas, and Louisiana. Data were collected on 14 gas wells while gas was flowing through 1 1/4, 2, 21/2, and 3-in. tubing and 51/2 and 7-in. casing. The transmission factors developed from these data were found to follow the resistance equation published by Nikuradse1 for turbulent flow in "rough" pipes with an average absolute roughness of 0.000,65 in. This average absolute roughness is believed to be representative generally of the flow strings of gas wells with the exception of those that have been exposed to corrosion or other conditions causing undue roughness. Also, use of an absolute roughness of 0.000,65 in. probably will result in transmission factors that are more representative of gas-well conditions than those in common use today, provided that the transmission factors are calculated by the methods outlined in this report. The authors believe that use of these transmission factors will permit calculation of more accurate subsurface pressures in gas wells than those in use today. Engineers use transmission factors in flow equations to compute subsurface pressures in flowing gas wells from measured wellhead pressures. These subsurface pressures are necessary for determining the productivity of gas wells from "back-pressure" tests. The methods of calculating pressures in flowing gas wells, as outlined by Rawlins and Schellhardt2 in Bureau of Mines Monograph 7, are based on the transmission factors in the well-known Weymouth formula" Natural gas engineers have realized that errors introduced by using transmission factors as given by the Weymouth formula are relatively unimportant in testing low-capacity gas wells; but they also know that such factors are important considerations in testing large-capacity wells. Accordingly, the research described in this report was undertaken to fulfill the need for more accurate means of calculating subsurface pressures in gas wells. This report is part of the Bureau's study of the flow of natural gas through pipe and commercial pipelines. Several of the conclusions regarding flow in the flow strings of gas wells were influenced by the results of the study of flow in horizontal pipelines. These instances are mentioned in the text of this report. METHODS OF COMPUTING TRANSMISSION FACTORS Methods and procedures for computing transmission factors for turbulent flow in circular pipes from test data taken on gas wells have been derived and explained in detail in a paper by Smith4. 25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. The activities of iron and chromium in their binary system have been measured by the Knudsen orifice technique. The system is close to ideal at 1200- 1250 C with slight positive deviations. The effect of this on the liquidus and solidus is discussed and these are calculated for two limiting assumptions. The vapor pressure of pure iron, pure chromium, and one alloy is compared with that obtained by the Langmuir free-evaporation technique. The results agree, indicating a vaporization coefficient close to 1. HERE are no reported data on the thermody-A namic activity of iron and chromium in the solid portions of the phase diagram. It is generally assumed'.' that the liquid solutions of iron and chromium obey Raoult's law. Chen and Chipman" have inferred that the liquid solution obeys Raoult's law. The minimum' in the solidus-liquidus curves for the iron-chromium system shows that there are deviations from ideality in either the solid or liquid or both. Because of the importance of developing reliable techniques for obtaining activity data in alloy systems at high temperatures and of the data so obtained, an investigation of the activity of iron and chromium in the binary at 1200-1250 C was undertaken using the Knudsen cell. Experimental The apparatus and experimental procedures used in this investigation were described in a previous paper." The various materials used for the construction of the Knudsen cell are listed in Table I. The metal used for the determination of the vapor pressure of chromium was 99.9 pet pure, obtained from A. D. Mackay, Inc. The iron was obtained as electrolytic grade from Fisher Scientific Company. The Fe-Cr alloys used are shown in Table 11. The largest error and controlling factor in the accuracy in the experiments reported here are introduced because of temperature uncertainty, which is estimated to be ±3 deg C. This introduces an uncertainty of 26 pet in the measured pressure. Experimental Results and Calculations The vapor pressures of pure iron and pure chromium were calculated from the measurements by the Knudsen equation3 on the assumption that only Cr or Fe atoms were present in the gas phase. For metal vapors, at the high temperatures and low pressures involved in these measurements this should be a reasonable assumption. Whitman" corrections for the cells were made. The data and results of pressure calculations are presented in Table I, and are plotted in Fig. 1. In addition the heat of vaporization at the absolute zero, ?E°°, has been calculated for chromium. These calculations are summarized in Table 111. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

PREVIOUS work' on a four-component system (Cu-Mn-Ni-Fe) resulted in the development of consistent relationships between the chemical composition and the electrical properties of these manganin-type alloys. The present study was undertaken to develop alloys with temperature coefficients of resistivity and thermoelectric properties more desirable than those of the manganin type, and to determine whether the relationships which had been found for the Cu-Mn-Ni-Fe alloys could be extended to five-and six-component alloy systems. PREPARATION OF ALLOYS The five- and six-component alloys were made from OFHC copper rod, ARMCO iron, electrolytic nickel, manganese cathode chip, and special high-purity aluminum and indium. A Cu-Mg master was used for deoxidation. The compositions of these materials are given in Table I. The alloys were melted and cast as indicated previously,' except that no cover was used and the melts were teemed. EXPERIMENTAL PROCEDURE The finished wire size of 0.0808 in. diam was again selected for the reason that the test specimens would be self-supporting, thus eliminating any extraneous effects which might have been introduced by winding smaller diameter wire on spools or forms. The following tests were performed on the finished wires: A) Chemical Analyses—All of the components of these alloys were determined by premium gravimetric methods. The principle residual impurity contained in these alloys is 0.008 pct Mg (by weight), maximum. Tables II and 111 present the mean analyses computed from at least four determinations of each constituent. B) Electrical Characteristics—The test procedures forthe determination of the thermal emf vs copper, resistivity, and the resistance-temperature relationship are given in detail in Ref. 1. It was also shown that the resistance-temperature relationship is of the form Pt = P,n + At -B/2, [1] where P, is the resistance at t C expressed in percent of a given standard resistance, P, is this per- 0 centage at 0°C, and A and B are constants for a given, properly treated, composition. The results of the electrical tests are also given in Tables II and 111. INTERPRETATION OF DATA The modified Linde2 formula, known to be valid for dilute binary solid solutions, was applied to the complex Cu-Mn-Ni-Fe type alloys. This relationship is of the form where Ap is the increase in resistivity. Zb the valence of the solute, Zn the valence of the solvent, and K and K are designations assigned by Robinson and Dorn3 to the constants for the periodic group to which solute element belongs. The units of K, are -cm per valence difference squared per at. pct; those of K2 are pa-cm per at. pct. For the sake of brevity, these units are not repeated in the following discussion. Calculations were made to determine if this formula was accurate for five-component systems. No experimental studies were made of the Cu-In and Cu-A1 binary systems. The effects of indium additions upon the resistivity of copper are given by Linde. These data, along with those of the effects of Mn and Fe, permitted the calculation of the effects of Al.

Colloidal silica dissolved in aqueous suspensions of high surface area thoria was permitted to adsorb on the thoria surface. Silica in three forms was identified by means of infrared spectroscopy and characterized by Si-O vibrational modes in the 9.0 to 10.5 region. A band at 9. 1 was attributed to free unad-sorbed silica, while adsorbed silica resulted in bands of greatest absorbency at 9.4 or 10.3p, depending upon the character of the surface bonding. Size considerations, the amount of silica adsorbed, and the character of the infrared spectrum for strongly adsorbed silica has been interpreted as evidence of formation of chain or layer silica linkages on the thoria surface. Infrared spectroscopy has been used successfully in recent years for the identification of minerals and synthetic inorganic substances. Unfortunately, infrared studies of silicate minerals have not proceeded to the point that unambiguous assignments may be made for Si-O vibrational modes as affected by lattice substitutions and structures. Several investigators have presented infrared spectra of silicate minerals, 1,7 and their work has pointed to the potential value of infrared to identify minerals as well as to note the sensitivity of various Si-O modes to structural and substitutional environments. The strong infrared absorption of various Si-O vibrational modes makes the infrared method a very useful tool for the study of silica adsorbed on the surface of solids of high surface area. Spaepen et a18 studied the adsorption of silica on thoria surfaces from aqueous solutions of silicic acid up to 300°C. A general review of the application of the infrared method to the study of surface adsorption has been presented by Pliskin and Eischens.9 EXPERIMENTAL Du Pont colloidal silica, Ludox SM (16.36% SiO2) and Ludox HS (30.25% SiO2) in aqueous suspensions were used as the sources of silica for the adsorption studies. The thoria used for this study was supplied by Union Carbide Nuclear Co.* under the preparation *Chemical Technology Div., Union Carbide Nuclear Co., Oak Ridge, Tenn. . number D-16-650. It was fired from the oxalate at 650°C and had a surface area of 32.4 ± 0.6 m2 per g measured by nitrogen adsorption. The chemical analysis of the D-16 thoria in ppm was: CO3= (5500), NO3- (< 4), so4±PO4 (100), and Si (20). The Ludox silica was placed in contact with the thoria in a two-liter autoclave10 between room temperature and 250°C. Slurries were made by placing 1 g of thoria in one liter of distilled water containing various additions of the silica sol. Samples were removed from the autoclave by opening a small stainless steel valve. Extracted samples were centrifuged for 10 min and excess solution was decanted. The sample was then dried for several hours at 80°C. Infrared samples were prepared by thoroughly mixing 10 mg of the thoria with 400 mg KBr in polystyrene vials on a "Wig-L-Bug" amalgamator. INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries&apos; share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

"This paper describes the Sasol coal liquefaction process, as used in South Africa. It covers coal supply, coal gasification, gas purification, Fischer-Tropsch synthesis, the major utility systems involved and the economics of the process.IntroductionThe Sasol coal liquefaction process is based on Fischer-Tropsch synthesis of liquid fuels from carbon monoxide and hydrogen, which are in turn obtained by gasification of coal with steam and oxygen. The process is shown schematically in Figure I.The first step in the process is coal preparation, in which the coal is crushed and screened to a 3-50 mm size for gasification on one side and to -3 mm size for steam and power production on the other. Oxygen needed for coal gasificatoin is produced in the air separation plant.Coal is gasified under pressure by steam and oxygen in the Lurgi gasification plant, where raw, impure gas is produced . The raw gas is first washed in a scrubber with a circulating gas liquor, heat is then recovered from it in a waste heat recovery boiler and the gas is further cooled for purification. Water-insoluble materials (tar oils) in the gas liquor are separated from aqueous solution and sent to tar refining for the recovery of tar products. The aqueous portion of the gas liquor goes to a Phenosolvan solvent extraction process, where phenols and ammonia are recovered. Water then proceeds to the effluent treatment plant.The scrubbed and cooled raw gas goes to a Rectisol gas purification plant, where all components other than hydrogen, carbon monoxide and methane are removed as completely as possible by absorption in refrigerated methanol. The acid gases (CO2, H2S) stripped from the methanol in the Rectisol unit are processed in a Stretford plant for recovery of sulphur. Regenerated methanol is returned to the process. The purified synthesis gas is passed to the fluidized-bed Synthol reactors, where Fischer-Tropsch synthesis reactions take place.The synthesis products are recovered in a product recovery unit as separate streams of decant oil containing higher-molecular- weight hydrocarbons, light oil comprised of lower-molecular- weight species, the aqueous stream containing water solubles, a C3/C4 stream, a C2 stream , a methane stream and a hydrogen-rich stream. Most of the hydrogen is recycled to the Synthol reactors; a major portion of the methane is reformed to hydrogen and carbon monoxide for recycle; the C2 fraction goes to an ethylene plant; and liquid streams proceed to the product refinery.The product refinery is used to upgrade and purify the Synthol products to specification fuels and chemicals.Sasol l, the first coal liquefaction plant in South Africa , was built in 1955. It is still operating and has a product output of about half a million tonnes per year. The Sasol II plant is in a commissioning stage and will be in full operation in 1981. It is about five times the size of Sasoll. It uses over 12 million tonnes of coal and produces more than 2 million tonnes of saleable products annually (1,2,3). The Sasol llI plant, which is a mirror image of Sasol II, is under construction and scheduled for completion in 1983."

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco&apos;s Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.&apos; where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.&apos; From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

There is a Chinese saying-may you live in interesting times. Certainly we do tod.a~our mining professions. We are, of course, totally dependent on a&apos; healthy mining industry for the chance to practice our chosen professions, and for our Institute.Let us look at one of the more interesting facts. The mining industry now accounts for some 50 per cent of Australia&apos;s exports.This massive earning of foreign exchange is the key to keeping our increasing overseas debt in check. Furthermore, mineral production..including petroleum, saves us a large amount of foreign currency by providing essential minerals, including energy minerals, for local consumption.With such fundamental inputs to our economy, any primary school student, any child in fact, should be able to see that the mining industry and mining professions are very important to our nation. Yet the average citizen is unaware of this simple fact as they enjoy their high standard&apos;of living and think that we are still living in the lucky country.Therefore, it is most interesting to me that the average citizen, and most of our politicians, seem to hold mining and miners in low esteem. I use the term miners to describe all those important people, like us, who work in the mining professions, and are employed by, or are dependent on, the mining industry.So why are we miners in this paradoxical situation of doing wonderful works, being the backbone of the country, and yet being held in low regard by the very community we underwrite.Truly-it is interesting-or did the Chinese mean intriguing?It is indeed paradoxical that we are the rare people who open up the land, borrow small parts of it for a relatively short time to harvest the mineral crops, then return it to the community for other uses; and when we return the land back to the community at large it should be in better shape than when we started. There will be infrastructure - roads, airstrips, supplies of water and power, parks and housing-all left behind after mining.These benefits to the community are ignored while our critics focus on the small scars on the landscape which sometimes cannot be healed at reasonable cost; and yet, if we allow time, nature usually heals the small scars anyway. Look at New Zealand, particularly the Coromandel Peninsula which was intensively mined and logged; now it is covered with secondary growth and stark pine plantations. Remember that mining scars are infinitesimally small when compared to urban sprawl or clearing of land for farming and grazing, or highways, or the area of most national parks.Thus, miners are important citizens economically, and we are the majority of the few who actually practice the principles of multiple land use.What are the consequences of our image? They are serious in that the poor image we seem to project, discourages many people from becoming involved in, or supportive of, our industry. This brings me to my theme for the year: Students, Education and Communication - the Key to our Future.
