"Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

Excavation engineering involves complex processes for primary and secondary extraction of materials. The shovel excavators bear varying mechanical energy input and stress loading across the working bench during excavation. These varying mechanical energy input and stress loading effects cause significant wear and tear and fatigue failure in equipment components. These effects further result in unplanned downtimes, reduced efficiency and high production costs. In addition, the mechanical and electrical control systems must be operated in efficient profiles to generate maximum outputs and efficiency from these excavators. Efficient technologies are therefore required to solve these problems in order to reduce production costs and increase efficiency. In this paper, the authors develop a rigorous simulator for a hydraulic shovel in a surface mining environment. The finite element model is used to capture the stress profile within the shovel components during excavation, such as, the bucket, stick and boom assemblies. The profiles are classified into normal, critical and extreme ranges, with appropriate corrective measures to avoid extreme loading conditions. The loading capability of shovel excavators can be examined by assessing its structural strength against all possible maximum loads working on the equipment. The dynamic model is used to define efficient profiles of the critical structural components of hydraulic shovels during digging operation. This assessment is used to locate the maximum possible loads and the critical sections of the structures. The method presented in this paper forms the basis for developing comprehensive simulator models for efficient shovel operations in constrained mining environments.

The host dolomite of the Pine Point lead-zinc ore is a prolific ground-water aquifer that occurs locally under watertable and artesian conditions. Mining schedules and severe climate require rapid and thorough dewatering of open pits. Pumping-test methods, common to ground-water supply studies, were applied to dewatering design for a model ore pit in 1968. Procedures for testing and design at other ore bodies were established and have been carried out successfully by mine personnel. At the inception of ground-water studies, parts of ore bodies were below prevailing ground-water levels by 35 to more than 150 ft. Movement of ground water through the coarsely recrystallized dolomite occurs largely through fractures and solution openings. Because the overburden deposits consist mainly of glacial till, it is estimated that the recharge to the aquifer is about 25% of the 13-in. annual precipitation. Natural groundwater flow is northeastward toward Great Slave Lake. Background data included extensive diamond drill hole logs and cores and static level data for a number of ore pits. An ore pit, known as N-42, that required 40 ft of dewatering was selected for the initial application of the pumping-test method. Production wells, cased with 14in. pipe, were drilled to a depth of 300 ft on the rim of the ore pit. Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser. I have heard it said that the late Mr. Holley made use of this remark: " There is an inherent, cussedness about rolls which, so far, no man has been able to find out." I think this can be safely claimed in reference to steel, as there are certain peculiarities about it that are pretty hard to account for. Previous to the introduction of the Bessemer process there was, as it were, a great chasm between iron and crucible steel; and, outside of what futile attempts had been made in puddling steel, nothing had been done to fill this gap. The Bessemer steel struck a medium between the two, the softest of it not being able to take the place of good iron, while the hardest was not suitable to encroach very far upon the crucible-steel trade. The open-hearth process made quite an inroad into the latter, but only for the lower and cheaper grades; and, beyond a doubt, for the finest grades of tool-steel, the cruciblesteel business has a long life before it. On the other side of the line comes the " basic " process, which brings us a step nearer iron ; but to fill up the gap completely, comes the Clapp-Griffiths process, which makes a grade of material—call it what you will—that is as soft as iron, welds as readily, and is in a fair way to supersede iron altogether. Search for ore continued at a feverish pace-as can be attested to by anyone who has tried to arrange for extensive diamond drilling. The stakes are high, and so is the cost as was indicated by Selco Exploration Ltd. when they announced discovery of base metal sulfides at Uchi Lake in northwestern Ontario. It was apparently their first commercial find after 15 years of exploration at a cost of more than $10 million. For the first time in many, many years the big exploration news has come from east of the Mississippi River. In January, the New Jersey Zinc Co., in an unusually worded press release, stated that they had made a major zinc discovery of 13-50 million tons of ore averaging 5-10% Zn. New Jersey's holdings are said to embrace 500 sq mi. The ore was discovered in eastern Tennessee in the upper part of the Knox dolomite of early Ordovician age. Reportedly the mineralization is at depths of 900 to 2000 ft. Currently about 20 diamond drills are working the area for New Jersey. At least nine other major companies are prospecting the region, which now includes parts of Kentucky. Five hundred thousand acres are said to be under lease. Greatest activity is clustered around Carthage, Tenn. In Missouri, the St. Joseph Lead Co. announced plans to develop a new mine in the Brushy Creek area of the "New Lead Belt." copper and zinc concentrates will be by-products.

RATHBUN,* Salt Lake City, Utah (written discussion?).¬While the engineer should carefully weigh the merits of the various types of equipment, he must bear in mind that the object of his plant is the recovery of suspended solids, and a thing is unimportant except as it contributes to this end, other engineering principles being duly considered. The controversy regarding the use of synchronous motor-driven rectifiers by which the power for the treater is taken directly from the mains of the local power system, rather than the motor-generator rectifier giving each treater unit its own isolated electrical system, has led many to think that on the type of rectifier depends the success of .the plant. It is in fact a relatively unimportant part of the plant and represents a very small fraction of the investment; the recoveries in dust and fume are practically the same in each case. One large smelting concern has adopted the motor-generator type for all of its plants after years of experience with the synchronous-motor type. Its reasons are practically the same as those set down by Mr. Eschholz for his preference. Given more in detail they are: 1. An independent electric system prevents outside power-line conditions, like voltage fluctuations, from interfering with the operation of the Cottrell plant and eliminates the possibility of the Cottrell plant causing trouble for the power company. In this paper, the use of topology preserving projections (Sammon maps) and neural networks are considered as a basis for the construction of multivariate statistical process control charts for a semi-autogenous grinding circuit on a gold plant. Comminution circuits are often operated in a quasi-steady state mode, where the mills tend to move rapidly from one state to another. This makes them difficult to monitor by conventional means designed for continuous steady state processes. As a first step, process data reflecting normal operating conditions are mapped with SammonÆs algorithm. Only one feature is extracted at a time and each mapping is captured by a neural network model to allow online application. Reverse neural network models are used to reconstruct the data prior to the extraction of subsequent features from the data residuals. The ensemble of neural network models can then be used for both fault detection and identification. The approach compared favourable with both linear and non-linear principal component models. It was able to detect two simulated fault conditions both with a reliability of 100 per cent, as opposed to 57.8 per cent and 95.2 per cent detected by an approach based on the use of linear principal component analysis and 84.1 per cent and 98.0 per cent detected by an approach based on non-linear principal components extracted with auto-associative neural networks.

The lamp has but just passed the experimental stage, and is now on sale in England for the purpose of testing it in practice. The only complaint I have heard made against it is the high price. Y.: So far as my obsrvations and experience go, we have not yet reached a state of affairs in the coal-mines of this country which calls for the general use of safetylamps by common miners. Certainly such a practice is to be avoided if possible, on account of the recklessness of miners, which it seems almost impossible to control by warning or discipliue. AN explosive of balanced composition might be expected, on first consideration, to develop maximum propulsive strength.1 This hypoth¬esis is based on the assumption that an excess of oxygen would act simply as an inert material with a consequent lowering of flame temperature, also that a deficiency of oxygen would tend toward incomplete reaction of the combustible materials, thereby preventing development of the full strength of the explosion. Actually, however, it can be shown both theoretically and experimentally that an explosive having a certain oxygen deficiency will develop the greatest propulsive strength. This fact has been known to the technical staffs of explosives manufacturers for many years, but it has not always been recognized by explosives engineers in the field. For example: There is a fairly widespread opinion that the wrapper of a stick of dynamite is merely a container for the explosive and that it plays little if any part in the development of propulsive strength. Actually, it can be shown that the wrapper enters fairly completely into the explosive reaction. In the case of most gelatin dynamites, a given weight of explosive from which the wrappers have been removed will develop considerably less strength than the same weight of explosive plus wrapper, in spite of the fact that the latter combination contains less weight of the actual explosive ingredient. In order to assess the requirements for online matching when using a transverse electric field (E-field) applicator to treat mineral ores continuously, the effect of varying load properties on matching has been investigated by simulation. The effective permittivity of the ore to be treated is expected to show variation on both short (< 1 s ) and long (minutes) time scales. By modelling the ore as a series of slices with alternating effective permittivity values, it was shown that permittivity variations on the scale of the expected particle size are attenuated significantly and matching is not required. For variations in permittivity on the length scale of the free-space wavelength, variations in reflected power are at most within ±10% of the mean. This is not considered operationally significant, as extreme permittivity variation over this length scale is unlikely, given the expected distribution of ore particle sizes to be treated. At typical ore transport speeds through the applicator, these variations occur on a time scale an order of magnitude shorter than the response time of typical industrial online matching equipment. This implies that online matching is neither required nor possible for short time scale variation. Long-term variations in dielectric properties can be adequately compensated for by current matching technologies. It is concluded that the transverse E-field applicator is robust to changes in the dielectric properties of crushed ores within the expected range of their variation.

THE following results, presented here in condensed form,1 were obtained in a preliminary study of the adsorption of n-hexane thiol, hexyl mercaptan, on sphalerite, zincite, willemite, and quartz, from aqueous solution and from a gas. Interest in this subject was aroused by a Belgian report2 of effective use of hexyl mercaptan for flotation collection of oxidized zinc minerals. The relatively low boiling point, 149°C, of the mercaptan3 suggested the desirability of extending the usual measurements of partition of collector between aqueous solution and gas and between gas and mineral. It is believed that this paper presents the first measurements of this type on a flotation system. Attempts were made to carry out the measurements at equilibrium, but as the work progressed it became increasingly doubtful that this desirable condition had been achieved. To control composition and extent of the gas phase, the apparatus was a wholly-enclosed thermally-controlled glass system. Because of these constraints and the desirability of dealing with pure minerals, a scale of operations was chosen in which a few grams of deslimed mineral were used in each test. It was also necessary to choose a particularly sensitive method for mercaptan analysis, and in fact a method that would permit the experimenters to follow the approach to equilibrium. For these reasons mercaptan marked by radiosulphur 35 was used. An analysis was made for the radiosulphur by a modification of the method of Gaudin and Carr.4

INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

Coal Mining in India had been confined in the past primarily to two or three coalfields. Unscientific mining has led to huge degradation of land including massive subsidence of strata and disturbances of water tables to a wide extent. This has caused problems not only in flooding of mines from surface water but also in further planning of the surface drainage for current mining activities. Now, therefore, surface hydrology and land-use potentialities of the area have been endangered inflicting severe damage to the overall environment and ecology of the area. The paper Discusses certain investigative aspects of the problems highlighted as above in one of the coalfields, and encompasses mainly the following areas : 1) Quantitative estimation of the damage already done to the natural surface drainage system. For this purpose damage to topography and drainage for the last fifty years have been made out through the aerial photographs and topographic map sheets 2) Analysis and comparison of different states of such photographs are carried through to indicate the extent of damage to the hydrological conditions inducing undesirable changes in its land-use pattern. Based on the analysis, concrete suggestions are made to restore the water drainage system which will be most suitable for future mining in the area containing high grade coal. The design and planning of the drainage system is based on the total system approach including the cost benefit analysis as well as hydrological considerations.

IN a study of the blast-furnace process, the Bureau of Mines has made many experiments for the purpose of determining the exact nature of the combustion of coke in the neighborhood of the tuyeres. Two papers1 presented at a meeting of this Institute discussed somewhat the practical aspects of coke combustibility in its relation to the operation of the blast furnace. In a later paper,2 Sherman and Kinney discussed the possible effect of variations in the combustibility of cokes on the furnace operation, and find that the "reoxidation theory" of Koppers and the "heat concentration theory" of Brassert3 are insufficient to explain the variation in the conduct of different cokes that has been observed by furnace operators. In their report to the D-5 Committee of the American Society for Testing Materials, with which the Bureau of Mines has been cooperating, Perrott and Fieldner4 seem to agree with Sherman and Kinney that, for practical purposes, the nature of the combustion of coke at the tuyeres of any furnace is constant and is affected neither by the physical properties of the coke nor by the nature of the furnace operation. They omit as unimportant any tests on the combustibility of coke from their proposed methods for standard tests on coke. HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

GEOLOGISTS and engineers working around a diamond drill rig have often had the opportunity to observe the magnetic attraction of drill rods pulled out of the hole for core removal. This is sometimes an amusing pastime, but this same magnetic force inadvertently applied to a compass needle can cause it to lose its polarity entirely or to become reverse polarized when placed in the immediate vicinity of stacked rods. The first recommendation, of course, would be to avoid the rods, but in surveying an operating drillhole this is not always possible; therefore steps must be taken to neutralize the magnetic effect of the drill rods. Early in the summer of 1949 the geological department of the New Jersey Zinc Co. undertook at Franklin, N. J., an extensive program of surveying the course of deep diamond drillholes. The majority of the holes were surveyed while in the process of being drilled, and considerable difficulty was encountered. A pattern for the deviation of drillholes had been established for the district from surveys in holes from which the drill rig had been removed. It was observed that a certain operating deep drill- hole being surveyed did not fit this pattern. In the resulting confusion of repeated surveys and cementing a plug for wedging operations, the lower 1800 ft of the hole was lost. Because of this incident studies were initiated to determine the source of the difficulties and to develop safeguards against recurrence of faulty surveys.

IN the early part of 1934, the St. Joseph Lead Co. purchased from the Kadco Corporation three dust-removal units, two suitable for raise work, and the other for drifting operations. The equipment was installed at the Balmat mine, in St. Lawrence County, New York. The Kadco dust-control system can be briefly described as one in which hoods, through which the drill steel is drawn, control the dust at the drill hole, the dust is conveyed through rubber hose or pipe to a collector, where it is removed from the air stream, and the air is then available for recircula-tion in the working place. As during the last few years a number of studies had been completed for the purpose of determining whether or not the dust was effectively removed by the Kadco system, and as the dust counts taken in these tests apparently indicate that it was, the St. Joseph Lead Co. was only inter-ested in obtaining data to show the efficiency of drilling, expressed in terms of minutes per foot drilled, when -using Kadco equipment, in comparison with the former method of drilling dry in a raise and drilling wet in a drift. Comparative dust counts were taken at Balmat, however, by the Metropolitan Life Insurance Co. to show the difference in the dust content of the air in which the operators worked when drilling dry, wet, or with the Kadco equipment.
