Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. T has been proposed1 on the basis of slip and flow I- that the ideal deformation texture of cold rolled face-centered cubic metals is (110) [112]. As pointed out recently by Brick,' this theory does not account for the difference between the pole figures for cold rolled copper and 70-30 alpha brass, which develop strikingly different spreads from the ideal orientations. It does suggest that the pole figures might be similar for these two metals if they are rolled sufficiently. This has been found to be the case for cold drawn wire.' Experimental Procedure: Four inch sections of cast cakes of copper and 70-30 alpha brass were obtained through the courtesy of the Bridgeport Brass Co. Pieces from these cakes were cold straight rolled 99.993 pct reduction in thickness with the assistance of the Remington Arms Co., Bridgeport, Conn., and by the use of pack rolling. Pole figures were made using the X ray camera and techniques described by Brick.' These pole figures were not significantly different from those previously published for the same materials rolled 98 pct. Eight thicknesses of this strip were then pack rolled. This material failed completely and extensively in tension as shown in fig. 1, developing wavy transverse fractures and bulges. No further work could be done on these samples. Summary: Within the range of this experiment, no attainable amount of cold rolling would cause the pole figures of cold rolled copper and 70-30 brass to become similar, in spite of the fact that such a similarity is predicted by theory.' With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. The efforts of petroleum production engineers during the past year have largely concentrated upon ways and means of reducing operating investments and expenses in order that the industry may survive a period of low crude oil prices. Major progress was made in outlining and solving the technical problems pertinent to unit operation in order that executives and legal staffs may actually arrange operating contracts to effect unit operation. Consequent savings in development and operating costs, accompanied by increased recovery, will thus be obtained. Well spacing has received considerable constructive thought and study, from which practical results are assured in the near future. The control of edge and bottom waters has advanced in technique through the engineering work done in Yates, Hobbs and East Texas, and there is evidence of greater cooperative efforts between engineers to increase recovery from pools by mutual gas conservation. The use of pressure control by surface and bottom-hole chokes has become general practice to reduce gas-oil ratios. The study of bottom-hole pressures has led to new conceptions of proper utilization of reservoir energy and maintenance of pressure by natural means. Pressure gradients of flowing wells have been measured in practice and strides made to develop workable formulas for the flow of oil and gas mixtures through vertical pipes. The information thus obtained will permit the intelligent design of flow tubing combinations. Gas-lit and repressuring advancements have been few, due to overproduction from naturally flowing wells. Satisfactory unloading valves for gas-lift wells have been developed and consistent progress made in gas-lift displacement pumps. The necessity for producing wells at high rates of flow while producing large quantities of sand has resulted in radical changes in Christmas tree and separator designs for the Oklahoma City pool. The opening of wells to obtain potential production for proration purposes has been eliminated in the Yates and Hobbs pools by the application of engineering principles.

OF the western European countries, only England has made any extensive use of equipment developed initially by the coal preparation industry of the United States. About 20 years ago, the Chance sand flotation process for cleaning coal was introduced in England, and it has had a fairly wide adoption, particularly in the South Wales coal fields. In recent years, particularly since 1946, a considerable number of Denver flotation cells have been installed throughout the English coal fields for the cleaning of slurry. Until the advent of the Denver cells, the flotation of coal slurries in Western Europe had been done largely with the Mineral Separations cell or its modifications. Kleinbentik of Dutch State Mines had developed a cylindrical cell used in Holland and occasionally in Belgium and France. In England, the establishment of the National Coal Board to control the planning and operation of all coal production has retarded somewhat modernization of properties. A considerable period of study was required before definite long-range plans could be formulated. It was soon recognized that stopgap measures were needed in many cases to bridge the period until final plans could be developed and consummated. One of the stopgap problems in coal preparation was providing plants of small and medium capacity that could be used for a few years at one site and yet could be moved economically to another site so as to reduce depreciation charges per year and per ton. Such plants are being installed but the most satisfactory answer probably has not yet been found. One such installation uses a Norton Baum jig to wash 6 in. to 0. The equipment is in a steel structure rather than in a reinforced concrete frame with brick curtain walls, which is the normal structure for permanent plants. Since England has between 700 and 800 preparation plants for an output of 200 million tons per year, one of the long-range objectives is a consolidation of mine output which will require fewer coal

THE measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value.. In its crudest application, the barrel-day price is determined by the "$10 to $.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the, barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the" $10 to $.01" rule is used extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc.

In my short " Contribution to the Early History of the Industry of Phosphate of Lime in the United States,"* mention is made of the erection by Dr. Emmons and myself of a magnetic machine for the removal of iron-ore from the so-called "red sand," a granular form of apatite. At the time of writing, it was not possible to refer to my diary and notes, and the general statements were made from recollection. The subject seems to have special interest at this time, by reason of the many forms of machines now being introduced and patented for similar purposes; and, having received letters of in quiry for further details, I have availed myself of the opportunity, when recently at home for a few days, to refer to the original notes and records made by me in 1852, when living at Crown Point and Moriah, on Lake Champlain. The machine mentioned in my former communication mas pur chased of Ransom Cook, of Vermont. It arrived, and was un loaded from the boat and taken part way up to the nine, on October 18,1852. The weight was 1400 pounds and the cost $1200. It was constructed, not with permanent magnets but with electro-mag nets. It was set up and first turned by hand on October 28th, using twelve battery-cups or cells, the connections being made with wires in small cups of quicksilver. The magnets were not sufficiently strong, and the machine did not work well. More batteries were sent for, arid the machine was started with steam-power on Novem ber 6th. The ore was dried in kilns, then put through a coffee-mill crusher or grinder, and then fed upon the leather belt which carried it under the magnets. Many experimental runs were made, and some diffi culties were overcome, before December 21st, when the record states that the machine was working pretty well, using 24 cells and giving a product of from 3 to 5 tons a day of granular phosphate. INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day's flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. CHINA The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest.

Delivered by K. B. Gross at the First Ordinary Meeting of the Australasian Institute of Mining and Metallurgy, August 18th, 1952.Mr. President, Ladies and Gentlemen:Confronted with the task of reviewing the progress of Mount Isa Mines Limited, since the inception of the Company 28 years ago, I soon found that effective coverage was a task beyohd me, if I were to confine the address within the limits of time allowable. Faced with the alternative, a summary, that could only fail to -do justice to the subject, I turned elsewherl? for inspiration and found it in Chester Wilmot's book "The Struggle for Europe". Those of you who have read this masterly contribution to the literature of World War II will recall that he takes us, most dramatically, behind the scenes and we learn of the thoughts and ideas that were uppermost in the minds of both allied and enemy leaders at times when decision's that profoundly influenced the course of the war were taken. I felt I could safely follow this rather novel approach to my own problem. Strengthened by the realisation that the technical achievements of the Company have largely been covered over the years, and that the results of our labours are mainly here before you, I have attempted to liven up my modest canvas by going behind the scenes, and have sought to deal with ideas and the reasons for important decisions, rather. than to embark upon a purely descriptive essay.If then, you will bear with me, we shall skip back through the years to the days of struggle that our President's address has so aptly covered, and find that one man's ideas and faith stand out beyond all others. W. H. Corbould must always be credited with having founded the enterprise, for he correctly appraised the potential of the struggling prospect and foresaw what could be done, despite the handicaps of geography, climate and need for heavy expenditure.

The Hunter Valley Coal Chain Coordinator (HVCCC) Limited is the primary planning organisation responsible for the export of coal through the Port of Newcastle, Australia. HVCCC stakeholders include producers (mining companies), rail track owners, above rail operators, and terminal operators. The HVCCC is tasked with coordinating the activities of all the corresponding parts of the coal export supply chain so as to maximise the system efficiency. The HVCCC also has a forward looking planning role: with demand for coal expected to double in the next decade, strategic capacity planning is a core activity for the HVCCC. Optimisation and simulation models are key aids in such activity. They are used to suggest and evaluate infrastructure expansions and operating policy changes. These models require input data in the form of shipping stems, which are arrival streams of ships at the port, together with their cargo types and composition, and date and time of arrival.Although everyone is familiar with the expression ægarbage in equals garbage outÆ, relatively little research is dedicated to the issues surrounding input data generation. In this research we seek to redress this, and have developed a method for generating high quality shipping data. Shipping stems used as input should be realistic, reflecting key characteristics of historical patterns. They should accurately represent future demand scenarios. Yet they should also have controllable parameters that can be used to test what-if scenarios, such as are required by the HVCCC to answer questions about future infrastructure or operational plans.Here we review our process for achieving this, and give a case study analysing the effects of different shipping stems on the performance of the coal chain, as measured by a capacity assessment tool. The latter is an optimisation model that takes shipping stem and infrastructure data as input, and calculates key supply chain performance metrics. The potential benefits of alternative demand management strategies are analysed by measuring the performance of the coal chain given different shipping stems obtained via the stem generatorÆs controllable parameters.

MECHANICAL loading and conveying equipment has been available for the coal-mining industry for more than twenty years. The earlier equip-ment-was admittedly crude and ill-fitted to perform its intended functions, but there are available today a variety of mechanical loaders and conveyors which may be said to be almost on a par with coal-cutting machines. Despite the fact that such equipment is available and that better and other types of equipment are continually being developed, mechanical loading of coal cannot yet be said to be economically successful, except in a few special cases. It is not an accomplished fact in the sense that machine cutting of coal and electric haulage are accomplished facts and a part of accepted practice. There are two general opinions why we have failed to obtain better results with mechanical loading and con-veying equipment. The equipment manufacturers will say that coal-mine operators have generally failed to establish and maintain the conditions required for suc-cess. The coal-mine operator says that the equipment is not adapted to cope with his specific conditions to the extent required for economically successful results. Just what is the objective of this movement toward mechanical loading? We speak of mechanical loading in such a way as to lead one to believe that we are mere-ly seeking a mechanical equivalent of the human loader and his shovel. Really, we are impressed with the fact that the coal-mining industry has not advanced toward greater productive efficiency to anything like the degree achieved by practically all of the other productive in-dustries, and we are seeking the means to remedy this. We have seen the advantages which follow the intro-duction of coal-cutters and electric haulage-locomotives. The loading of coal is the one major operation in coal mining which has not been mechanized. We believe that a satisfactory, mechanical substitute for the man with the shovel will help us increase our productive efficiency to the same degree as has been accomplished in the other productive industries.

Engineering design problems encountered by mining engineers often depend on the properties of natural granular materials such as soil, poorly consolidated sediment, fault gouge, and hydrothermally produced clay. The physical properties of such granular materials frequently are determined by the properties of silicate clays. In most mining applications, the clays are in contact with water. Swelling of clay due to water infiltration can interfere with underground support and haulage systems. Water-saturated clay on fault, fracture, and bedding planes causes slope failures in open pit mines, roof falls and heaving of weak underclays in coal mines. Water may be removed and cementing agents may be produced in clays by electrical methods. When an electrical potential gradient is applied to a charged capillary by two electrodes, water moves toward the negative electrode.1 This electrokinetic phenomena is known as electroosmosis and has been used to successfully dewater clay minerals which lack strength because of water. A consolidation effect occurs when the flow of water is accompanied by a decrease in water content. Electrochemical changes in the clay result in cementing and irreversible hardening. Theory A mathematical basis of electroosmotic phenomena is presented by Helmholtz.3 Smoluchowski5 modifies Helmholtz’ model and presents Eq. 1 to describe fluid flow velocity due to electroosmosis. For this formula, the zeta potential can be measured experimentally. The Helmholtz-Smoluchowski model is reasonably valid for clay aggregates with large pores saturated with fresh water or dilute electrolyte solutions.° An assumption used for Eq. 1 (equations are given Table 1; terms are defined in Table 2) is that the thickness of the electrical double layer surrounding the clay particles is small compared with the pore radii. Because this is generally not the case, Schmid7 presents Eq. 2. The volume charge density in the pore may be approximated from cation exchange capacity and porosity measurements. Casagrande8 offers a semi-empirical relationship (Eq. 3) for volume rate of electroosmotic flow and finds that k, is relatively constant for most clays with an average

IN THE marketing of mineral products, it is always highly desirable for both the producer and the consumer to be able to discuss things in a common language, and this can only be done if there are standard methods for expressing the properties of the raw materials. Having developed such a form of expression, the next step would be the making of specifications, which may serve as a basis for selecting raw materials. Considering the large number of non-metallic minerals that are used, there are not a few for which there are no standard laboratory tests to be used in determining their properties, or even standard specifications on which grades or market price may be based. Indeed in many cases the consumer simply requests the producer to submit samples, and rejects or accepts them without any explanation. Could the producer know in advance just what the consumer needed, time and money might often be saved. It appears to the writer that it is of the highest importance to devise standard laboratory tests wherever possible, as this enables the consumer to state definitely what he needs, and is of great assistance to the producer. It should also work to reduce misunderstandings and disputes. 'In the case of sands, we find that they show a wide variation in their character, ranging from those that are so coarse as to be of gravelly nature to those that are so fine that they might be classed as silt; and from very clayey ones to those that are practically free from clay. For this wide range of sands, we have a corresponding variety of uses, which are based mainly on the physical properties of the sand, although these are not always very definitely stated. The chemical composition need rarely be considered, if the sand is of siliceous nature. To determine and express these properties there should be standard tests, which are to be followed in all cases where the material is tested in the laboratory.

A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. Several methods1-3 are being used to determine the WL and individual Rn-daughter concentrations in uranium mine atmospheres. The best of these methods is the one given in Ref. 3. According to this method, the WL and the Rn-daughter concentrations are determined from the total a-counts observed during three consecutive time intervals. Its only disadvantage lies in the fact that rather involved calculations are necessary to convert the observed counts into WL or pCi/l (picocuries per liter). There are, however, counting intervals that give simple weighting coefficients for the observed counts. This fact makes it possible to convert from a-counts to WL or pCi/l with the aid of a graph. After some trial runs on a computer the following equations emerged as the basis for the most practical procedure: [ ] NA, N.., and & stand for the number of RaA, RaB, and RaC atoms per liter of air. C(t1,t2) denotes the counts observed from time t. to time t2 (in minutes) after the end of the 5-min sampling period. E is the detector efficiency and V is the flow rate in liters per minute. With an accuracy loss of less than -5% one finds from [Eq. 1] by adding the corresponding terms: If the WL would have been calculated according to [Eq. 2] instead of using the graph, the result would have been 0.31. Since the values used for C's under [Eq. 3] represent the exact number of counts from a Rn-daughter mixture in equilibrium with 100/3 pCi of Rn the exact WL of this mixture can be calculated easily. The Morning silver-lead-zinc mine of the Federal Mining & Smelting Co. is about 'two miles northwest of Mullan, Ida. The lode is a metasomatic fissure vein. The orebody is approximately 2000 ft. long within the bounds of the property and varies in width from knife edge stringers to 50 ft. It has been developed to a depth of 3600 ft. and stands nearly vertical in Revett quartzite, which .strikes north 65" west. The high-grade veins and lenses are generally mixed with waste (siderite, quartz, and quartzite). The average grade of ore to sorting plant in 1921 was 4 oz. silver per ton, 8.6 per cent. lead, and 4.1 per cent. zinc. Wall rock stands only a short time without timbering. The minimum angle of gravity flow is 45". The ratio of waste sorted out to ore is 6 per cent. No gases are generated underground and temperature has no influence on mining operations. Fresh air is forced down the air raise and up the main shaft. Drifting and Stoping Main drifts 12 ft. wide and 13 ft. high are driven every 200 ft. (vertically) and are connected by raises 125 ft. apart. These raises consist of three compartments (chute, tramway, and timber slide) and are for the purpose of ventilation, access, and hoisting supplies to stopes. Ground is stoped between raises. Chutes are placed every 25 ft. for drawing off ore broken in stopes. Waste for filling is obtained from waste raises off the stope in walls or waste is dumped from the level above down the chute compartment of raises, which is bulkheaded so that waste can be drawn off at any floor as required. Timbering Posts and caps for square sets (varying in diameter from 6 to 24 in.) are cut to length in a sawmill on the surface. No preseratives are used. A. R. POWELL*—Mr. Doherty has outlined in a most thorough manner valid arguments for the development of an industry in this country making syn. thetic liquid fuels from coal. No thoughtful person will dispute the statement that it is essential to carry on fundamental and applied research and acquire engineering "know-how" by the erection and operation of two or three large plants in the near future. Considerations of national security indicate that this should be done, irrespective of any temporary present surplus of natural petroleum. It is the belief of the discusser and of many others interested in coal technology that our energy picture of the future will include an increasing utilization of coal directly, without any conversion to liquid fuel, as a source of energy. A fact that is sometimes forgotten is that petroleum fuels have often been cheaper than coal in many locations and over long periods of time, and this price factor has been of great importance in expanding the use of petroleum fuels at the expense of coal. Synthetic liquid fuel made from coal must necessarily be several times as costly as the coal from which it is made, and this fact alone will have a profound effect on the future energy pattern of our country. This complete change in the economic relationship between solid and liquid fuels will lead to the substitution of coal itself for many uses now supplied by the relatively cheap petroleum fuels. From the standpoint of conservation of our natural resources, the substitution of coal itself for liquid fuels wherever possible when the age of synthetic liquid fuel arrives is also logical. At least 50 pct of the energy of coal is lost during conversion to liquid fuel. Nor is this com-pensated for by a higher utilization effi-ciency of the liquid fuel in most cases. For example, modern steam-boiler plants can operate at equal fuel efficiencies with either coal or fuel oil.
