As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

The Zinifex Century Mine employs a large number of Detritor mills for fine and ultra-fine grinding to liberate silica and sphalerite at 80 per cent passing 7.5 microns before final zinc flotation. A joint project between CSIRO Minerals and the Zinifex Century Mine was carried out to evaluate the Detritor mill performance. Plant surveys were conducted around the Detritors in conjunction with laboratory tests. The survey data showed that the Detritors in the ultra-fine milling circuit performed well. They reduced a feed F80 sizing of 46 microns to a product P80 sizing of 7.5 microns at a gross energy consumption of 37.2 kWh/t. Scale-up of ultra-fine milling Detritors was studied using a 0.55 kW laboratory batch unit and a 355 kW full-scale Detritor by processing Century zinc concentrate with 1 mm sand media. The results indicated that the 0.55 kW laboratory mill underestimated the energy consumption of the full-scale Detritor by about 20 per cent for a product P80 of seven microns. The performances of a horizontal IsaMill and a vertical Detritor were compared as ultra-fine milling devices for processing Century zinc concentrate. The experimental data demonstrated that, when using the same grinding media, the energy efficiency of the two mills is similar despite the difference in mill designs. The Detritors used for regrind duty at the Century Mine performed poorly when processing feed at 80 per cent passing 88 micron. The energy consumption was high and the product size distribution was broad with particles above 100 microns in the feed unbroken and particles below ten microns overground. A coarser ceramic media of 3 mm was therefore tested in a laboratory Detritor to process the regrind Detritor feed as an alternative to the 1 mm Colorado sand used at the Century Mine. The ceramic media reduced the energy consumption significantly and produced a narrower product size distribution, which is more desirable for the downstream flotation process.

TROUGH washers were among the earliest methods used for concentrating ores; they are referred to by Agricola about the middle of the sixteenth century as already being used while the hand- operated jigging sieve had only recently come into use. For cleaning coal the trough washer apparently was first used in France and Belgium about 184.1. The early trough washers were intermittent and the refuse at least was shoveled out by hand. The invention of a continuous jig washer, by a Frenchman, Berard, in 1848, acted as a stimulus to coal washings in jigs and retarded progress in trough washing in the nineteenth century. Chapman and Mott 1 describe a number of trough washers developed in England and on the Continent from 1850 to 1900, such as the Bell and Ramsay, Ramsay, Bell and Green, Wunderlich, Scaife, McLellan, Lodge, Elliott, Blackett, and Murton. The later of these removed the refuse mechanically, either intermittently or continuously, but in ways that interfered with stratification. THE RHEOLAVEUR A Belgian engineer, Antoine France, is responsible for the development of means to remove refuse materials continuously from a trough washer, while preserving stratification and preventing the loss of coal with the refuse. The methods and equipment devised, which have become known throughout the world as rheolaveur, were initiated at the St. Nicholas mine near Liége, Belgium, about 1912. This installation consisted of two units to wash 20 to 8-mill. (3/16 to 5/16-in.) and 8-mm. to 0 (5/16-in. to 0), each having only two superimposed inclined troughs. The first few "Rheo" boxes on the top trough removed refuse directly and the remaining Rheo boxes discharged impure refuse to the lower trough for rewashing. On the lower trough the first few boxes removed refuse and the following boxes removed a middling product used for boiler fuel or other purposes. The overflow of both troughs was joined to form the washed coal product.

The authors of the previous comment stated that Dorn and Rajnak33 and others34-40 concluded that "agreement with this function [(t'/tp) -f(Un/2Un) = T/Tc} may be used as a criterion for that (the Peierls) mechanism of deformation". In contrast, however, Dorn and Rajnak33 and others34-40 never made such a statement. In order to clarify the issues involved it is appropriate to recapitulate the conditions that must be satisfied in order to suggest that some deformation process might obey the Peierls mechanism: 1) Within permissible variations due to changes in the slope of the Peierls hill the T*/Tp - T/Tc relationship must be obeyed. Although some mechanisms, e.g.. solute atom stress field, recombination of dissociated partials in bcc metals, intersection of dissociated dislocations, and so forth, give about the same t* - T relationship, other mechanisms, such as cross slip, disruption of attractive junctions, climb, motion of jogged screw dislocations, and so forth, give distinctly different t*-T relationships. On this basis some distinction can be made of the various mechanisms. 2) An important feature of the Peierls mechanism concerns its physical origin based on the nucleation of pairs of kinks. The value of T* at 0°K increases with the density of dislocation (i.e. , cold work) for the intersection mechanism and it increases with the square root of the atomic fraction of solute atoms in the solute atom interaction mechanism. In contrast the value of t* at 0°k, for the Peierls mechanism which depends only on the line energy and the shape of the Peierls hills. is independent of cold working and the square root of the solute atom concentration. These differences have been employed by various investigators for elimination of a few other possible mechanisms. On the other hand it is not possible to eliminate all mechanisms, e.g., the recombination of dissociated dislocations in bcc metals, and so forth, on this basis alone. 3) Further discrimination between possible mechanisms is based on the activation volume. 11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. Chromium is one of the new metals, but considerable research has been required to determine an approximate record of its production from 1827 until the present. Its use in the form of pure metal is not extensive; of the chromite mined, about one-half is required for making ferrochro-mium, about two-fifths goes directly into refractories and the remainder is absorbed chiefly by the chemical trades. The industries that demand chromite for such uses are mainly in countries that produce little chromite, while the important chromite-producing countries are not generally consumers. The international flow of chromite is therefore of interest, as well as the political and commercial control of resources of the metal. World Production The first mining of chromite is said to have occurred as early as 1820, at the Roros deposit in Norway, but the first well-established output came from the Reed mine, in Maryland, about 1827. Thereafter the United States led the world in chromite production until 1860, when Turkey took the lead. Russia in turn became the chief producer from 1897 to 1902, inclusive. From 1903 to 1909, New Caledonia held first place, but alternated with Southern Rhodesia from 1910 to 1917, inclusive. In 1918, 1919 and 1920-1921, the United States, India and New Caledonia led, respectively. In 1922 Southern Rhodesia assumed first place and has since continued to be the world's foremost producer by a large margin. Fig. 1 illustrates the production of the leading countries from 1890 to 1929, inclusive. Fig. 2 shows the world production of chromite from 1890 to 1929, inclusive, in long tons and Table 2 gives the production by countries for the same period. The total world production for the 103 years, 1827 to 1929, ipclusive, is estimated at about 7,100,000 long tons, distributed as shown in Table 1. The deposit of rock salt along the shores of Lake Huron, in Canada, has been brought before the public during the last six months, in consequence of the developments made by the diamond drill at Goderich. It is likely to be of more than common interest in the future, since now actual operations have been commenced to exploit the deposit and work it by regular mining. The methods of mining rock salt being but little known in this country, it may be of interest to make a few general remarks in regard to them before entering, upon the description of this new mining enterprise. According to the conditions under which salt is .found in nature, various methods have been resorted to, in course of time, to make it available for the human race. They consist in: A. Natural or solar evaporation. B. Artificial evaporation, either exclusively or in connection with the former. C. Mining the rock salt in its natural state, and converting it to a marketable product, if need be, by simply pulverizing it. Without going into the details of the various methods of making salt available in an economical point of view, dependent on its degree of pority, or on various local influences, we cannot refrain from alluding to the general principles which influence the mining and manufacturing of salt in countries where they have been carried on for hundreds of years. ECONOMICAL CONDITIONS FOR SUCCESS. Salt being one of the articles of prime necessity, and one universally distributed throughout nature, it must always be sold at a comparatively low price. It would even be quoted in the market at prices far below those now ruling, if it were not for the high duties generally imposed upon it, for purposes of state revenues. But looking closer into the subject, it will be found that this duty is probably one of the least oppressive, although in some countries it exceeds sixfold the cost of profitable production. As reported in a previous publication,1 isothermal grain growth in high purity aluminum and in an aluminum alloy with 2 pct magnesium can be adequately described by means of the empirical relation: [ ] or in some cases, by the simpler relation, [ ] Here, D is the average grain size after an annealing period t. The annealing period includes the time for complete recrystallization R, and the time for grain growth [to]. DA is the grain size as recrystallized, n is a parameter depending on the temperature and on the material. The effect of 2 pct magnesium in solid solution was to decrease D, and to increase R, A and n at a given temperature. The present work was undertaken in order to investigate the above listed effects of magnesium in solid solution, as functions of the magnesium content. The work also includes the study of certain anomalous effects observed in the recrystallization and grain growth of the 2 pct magnesium alloy at 350°C. EXPERIMENTAL PROCEDURE The method of producing the ingots used in this work was described in detail1 and need not be reproduced here. The materials used were high purity aluminum, furnished by the Aluminum Co. of America, of lot analysis shown in Table I and magnesium from a high purity distilled stock of magnesium crystals. [ ] Ingots were prepared for a series of binary aluminum-magnesium alloys of increasing alloy content. The numbers used to designate these ingots and their magnesium contents by chemical analysis are given in Table 2. [ ] The analyses showed no difference in composition between the top and the bottom of the ingots. Spectrographic analysis of the ingots for elements other than magnesium showed, within the limits of accuracy of the method, no increase in impurities over the amounts given in the lot analysis for the high purity aluminum in Table I. When the United States Government started buying gold at varying prices per ounce, set by the President and the Treasury Department, the gold miner found himself facing new conditions, as gold became a commodity with a fluctuating market price. While it was self-evident that the miner was to receive more for his gold than the old established price of $20.67 per ounce, there was an element of uncertainty, which made it difficult, and perhaps dangerous, to decide to invest his time and money to produce gold, especially if the profit would represent only the difference between $20.67 an ounce and the new price as set from day to day by the Government. When, however, on Jan. 30, 1934, the United States went off the gold standard, the price of newly mined gold being rather definitely set at $35 per ounce, with some assurance that the price would be maintained at or near this figure for a long time to come, the gold miner was justified in revaluing his property on the basis of the new price, and the prospector was offered inducement to spend his time and energies hunting for new mines, or going back to old locations previously abandoned as of doubtful value. It is interesting to see what this new price means to the producer of newly mined gold, and how much of the increase is passed on to the producer. It will be found that, as with the base metals, the nearer he can get to producing a finished product himself the greater his reward will be; the net returns for bullion being necessarily higher than for the same amount of gold shipped in concentrates to the smelter. Bullion can be shipped to the United States mints or Government assay offices under the following terms and conditions. An affidavit must accompany the shipment, stating, among other things: 1. The source of the gold; whether ore, tailings or placer. 2. The tons of ore, tailings or cubic yards of gravel from which the shipment was recovered.

THE use of natural feldspathic rocks, as opposed to straight feldspar, for ceramic purposes is not new. "Cornwall stone," a semi-kaolinized granite containing fluorite, has long been used by the English pottery trade instead of feldspar, and "Carolina stone," a similar rock, is now being offered to the American trade. A recent report of the U. S. Bureau of Mines states that trachyte, a glassy volcanic rock, is being used in California instead of feldspar in ceramic bodies. In Germany, phonolite and basalt have been investigated, and possibly also used, as ceramic raw materials, and extensive research has been conducted in Russia in recent years looking to the utilization of the immense bodies of nepheline syenite of the Kola Peninsula, which is the host rock of the apatite deposits now being exploited on a large scale in the Murmansk region; the nepheline is recovered as a by-product of the concentration of the apatite. Long used principally as a raw material for the pottery and allied industries, where, in bodies, glazes, enamels, etc., it serves as a fluxing ingredient and forms, on firing, a glassy bond with the more refractory clay, flint and coloring particles, feldspar has been finding ever increasing employment in glass. In 1936, over half of the nearly quarter of a million tons of feldspar sold in the United States went to the glass trade. Its usefulness for this purpose is due to the resistance to thermal shock which it imparts to glass products, particularly bottles, containers and tableware, because of its alumina content, which averages from 16 to 20 per cent. Active search has been made on the American continent during the past few years for other minerals of feldspathoid type, with comparable or higher alumina content, that may be suitable for glass and other ceramic purposes. One of the most important results of this work has been the delimiting in central Ontario of large bodies of nepheline syenite of excellent ceramic grade.

"Sulphuric acid atmospheric leaching of nickel saprolite / garnierite ores was proposed in the early twentieth century, prior to the development of the pressure acid leaching process for limonite ores. Sulphuric acid leaching with alkali addition for iron precipitation as jarosite has been considered periodically since the early 1970s, shortly after the development of the jarosite process for iron control in zinc refining. In the late 1990’s a series of flowsheets were proposed and tested involving simultaneous atmospheric leaching, iron precipitation and acid regeneration. These were considered particularly suited to sequential leaching of limonite and saprolite ores. A number of laterite sulphuric acid leaching processes utilising this chemistry have been put into commercial operation. Similar sequential leaching flow sheets involving precipitation of iron as goethite were also developed and piloted. This paper will firstly describe some of the important historical developments of both the jarosite and goethite processes. It will then provide descriptions of the commercialised processes involving alkali jarosite/alunite precipitation, with special emphasis on the downstream impurity removal requirements necessary for efficient recovery of nickel and cobalt from solution.INTRODUCTION This paper is a summary and extension of previous works with which the authors have been involved, on the subject of sulphuric acid leaching of nickel laterites (Adams, et al., 2004), (Liu H. , Gillaspie, Lewis, Neudorf, & Barnett, 2004), (White, Miller, & Napier, 2006), (White, 2009), (White & Gillaspie, 2013), (White & Gillaspie, 2015). Some of the historical developments of both the jarosite and goethite leaching-precipitation processes will be described, followed by a description of the commercialised sequential nickel laterite leaching processes, involving alkali jarosite/alunite precipitation and acid regeneration, with a comparison to the equivalent goethite based processes. These will include Jarosite Atmospheric Leaching (JAL), Goethite Atmospheric Leaching (GAL) and combined Pressure Acid Leaching – Atmospheric Leaching, termed EPAL®. There will also be an explanation of the downstream impurity removal requirements necessary for efficient recovery of nickel and cobalt from solution."

SANTA Rita del Cobre Grant, as the present Chino property was known in the early part of the nineteenth century, was the scene of the first copper-mining operations of consequence in the territory now included in the United States. As early as 1801, the mines afforded the principal supply of copper for coinage by the Mexican Government. According to an estimate made from old records by H. A. Thorne, now superintendent of mines for the Chino company, about 41,000,- 000 lb. of copper had been produced prior to 1845, when the exploitation of the native copper deposits of the Lake Superior district was started for the first time by white men. B. S. Butler, in Mineral Resources of the United States for 1913, estimated the production from Grant County, New Mexico, from 1845 to 1913, at 134,353,963 1b.-an amazingly precise figure, considering the character of the data that he must have used. As "Grant County" may be interpreted for practical purposes as the Santa Rita district, it seems fair to credit the Chino group with a production of 165,000,000 lb. of copper prior to the time when the modern operations commenced. Unlike Morenci, which, by the way, lies only about 80 miles westerly across the Arizona-New Mexico line, Chino offers no problem as to when its production might properly be classified as coming from a Porphyry Copper. The time is definitely fixed by the starting of the new mill at Hurley in October, 1911. The interval from 1903 to 1913 had witnessed little production of any kind; and prior to that time operations had been confined entirely to the mining of narrow veins or lenses of ore assaying 10 to 15 per cent copper or even more. The subject of the flow of homogeneous fluids—gases alone or gas-free liquids—through porous media may be considered at the present time to be fairly well completed. That is, analytical, graphical, numerical, or experimental methods are now available for obtaining detailed descriptions of the behavior of such homogeneous fluid systems of any reasonable geometry. Thus, satisfactory empirical techniques are now well established for the determination of the permeability of porous media for homogeneous fluids, the numerical magnitude of this permeability uniquely and completely describing a porous medium as a carrier of a homogeneous fluid. Considering this constant as known, the treatment of a wide variety of specific problems involving either the flow of gases or liquids has been carried through to satisfactory conclusions. Beginning with the simple case of strictly radial two-dimensional flow of a liquid or gas into a well under steady-state conditions, generalizations have been developed to apply for systems where the flow is not strictly radial, due either to a lack of uniformity in the reservoir pressures at points distant from the well or deviations from circularity of the external boundary whereby the fluid is being supplied, and finally, to the lack of complete penetration of the well into the producing strata. Satisfactory descriptions are now available for cases where gravity is acting as the driving agent inducing the flow of liquid into the well, either alone or as a supplement to the effect of pressure. The effect of acid treatment on limestone wells has been given a reasonable interpretation on the basis of the fundamental theory of the flow of homogeneous fluids through sands, as have the important features of the problem of water-coning. Pneumatic converting (Bessemerizing) of iron revolutionized the steel industry. Bessemerizing of copper (conversion of copper sulfide matte to copper metal) was proposed at almost the same time, but it was slow in being accepted. The differences between iron and copper converting were great and technical problems were substantial. It took 25 years for the process to become viable and another 25 years before a truly economical solution was found. A major economical and productivity problem was the short life for converter refractory linings. The first converters had acid (silica) linings, which were quickly consumed since silica was a flux for the process. Converters had to be relined at least once per day, a laboriously expensive manual process with only the most rudimentary mechanical aids available to assist. The industry was revolutionized almost overnight when finally a viable basic (magnesite) lining was developed. This lasted 100's of days versus less than one, leading to converters that were easier to operate and which handled larger charges. This change occurred after W.H. Peirce and E.A.C. Smith, with support from the Guggenheim interests, successfully operated a basic lined converter in a copper refinery in Baltimore. While Peirce and Smith are generally given credit for the development and explosive acceptance of this idea, a Pittsburgh industrialist, Ralph M. Baggaley, working in an independent smelter in Butte, Montana, successfully built and operated a basic lined converter four years before they did. In fact, the early support for Peirce and Smith likely occurred because Guggenheim's staff were encouraged after thoroughly examining Baggaley on his earlier successes. The questions of technology primacy between Baggaley and Peirce/Smith are ironically similar to those between Wm. Kelly and Bessemer in converting iron to steel. This paper will review what Baggaley (and other early researchers) accomplished, examine why he (or they) did not receive credit equal to Peirce and Smith and explore what his (their) place should be in the development of successful basic linings. Mica can claim a considerably greater importance than would be assumed from its comparatively small dollar volume, which came to about $37,000,000 for the United States industry as a whole in 1957. Mica is one of the strategic minerals. We must depend on imports from distant sources for virtually all of our requirements of high grade block and all of our mica splittings. Mica is essential and indispensable for vacuum tubes and high-performance condensers, two electronic components which are vital military necessities besides being nearly indispensable to civilization today. Composition and Properties Mica is the general name for a group of some nine different minerals, two of which, muscovite and phlogopite, are the minerals used by the mica industry as its raw material. Several of the other varieties are commercially useful-vermiculite, * used for heat insulation in expanded form, and lepidolite, used as an ore of lithium while the others-biotite, roscoelite lepidomelane, paragonite and zinnwaldite have little or no commercial importance. Biotite frequently occurs as an undesirable impurity in muscovite. Table 1 lists various properties and other data concerning muscovite and phlogopite. Chemically, mica is a complex silicate of sodium, potassium and aluminum. Most varieties of muscovite are higher in sodium, and of phlogopite in magnesium. There are no important uses of mica where the chemical analysis is important, except that in some uses of ground mica, the content of iron oxide present as an impurity must be kept to a very low limit. Muscovite occurs in a range of color from the so-called India "ruby" which is more closely a pinkish brown, to light and dark green, with numerous other intermediate shades. Ruby color is usually preferred by industry, especially in the better qualities. When split very thin the color in most [ ] micas disappears. Muscovite mica is frequently found containing black and red "stain" as a homogeneous part of the books or sheets. In most cases this stain or impurity is magnetite

The Black Star Open Cut is located immediately adjacent to the township of Mt Isa and is situated in the middle of extensive pre-existing infrastructure including two concentrators, two smelters, a wet fill plant and two shafts. At any one time there are in excess of 500 people working on the surface within an industry-accepted 600 m exclusion zone from Black Star blasts. Apart from the surface operations there are also the underground operations including the lead mine (closed in December 2005) and the Enterprise and X-41 mines that must clear for all Black Star blasts. The application of industry standard blasting exclusion zones (600 m) was risk assessed as imposing operationally prohibitive constraints which could cause significant business interruption due to the logistical challenges required to ensure that all personnel from surface plants were evacuated for each blast and potential for lost production whilst these personnel were not operating the plant. In was therefore an imperative for the blast exclusion zone to be reduced. This was achieved by the: use of a QA/QC team to ensure that relevant drill and blast implementation is within an acceptable tolerance (KPIs) from design; use of high-quality stemming material called HMR, which is a by- product of the concentrating process and is generally sized at -14 mm with very little fines; implementation of appropriate training and support to Black StarÆs own blast crews, reinforcing the need to achieve the designed amount of stemming in every hole; and provision of appropriate support from Black StarÆs management for additional resources to ensure that every blast achieves design within the KPIs but especially in high-risk areas. The blast exclusion zone was successfully reduced after monitoring the flyrock results from more than 176 blasts. Black Star Open Cut now maintains a minimum blast exclusion of 200 m in critical areas; however, general blasting currently uses a 250 m exclusion as this provides additional risk management whilst still minimising the logistics associated with clearing and securing the slightly increased area.

IT is now recognized that several important types of reactions in metallic systems proceed by the formation of nuclei and the growth of these nuclei. The process of freezing is a simple example of this, as Tammann pointed out years ago.1 Tammann held that ' the rate, of freezing is determined by a rate of nucleation, expressed as the number of nuclei formed per unit volume of unfrozen liquid per second, and a rate of growth of these nuclei, expressed as the linear rate of radial growth in units of length per second. For isothermal freezing the conception is simple; for ordinary freezing, extending over a range of temperature, it is not as simple, for the values of the two constants must change with change in temperature. There is ample evidence that the postulated mechanism is correct even though a quantitative derivation of the rate of isothermal or of ordinary freezing in terms of the two constants has been lacking. In recent years other reactions have been found to proceed in a similar fashion. It has been well established, particularly by Bain,2-8 that. the formation of pearlite from the eutectoid decomposition of the solid solu-tion austenite proceeds in such a way, and Polanyi and Schmid, Tammann and Crone, Karnop and Sachs, and others9-11 have shown that the process of recrystallization proceeds in a similar way. Isothermal reaction rates have been determined for eutectoid decom-position by a number of investigators. Bain's2-8 work on the formation of pearlite from austenite is especially valuable in this respect-the type of isothermal reaction curve obtained, as illustrated in Fig. 13, showed an initial slow rate, accelerating to an intermediate maximum rate which then decelerated to the completion of the reaction; similar curves have been obtained by Wever and his collaborators.12 Other eutectoid decompositions show similar behavior: for example, the decomposition of the beta eutectoid in the copper-aluminum system, studied by Smith
