"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. Work has been carried out under Bureau of Mines Contract HO 395132 to develop improved sensor cells for use in direct-reading detectors and diffusion exposure meters. A pumped CO sensor cell was developed which has a shorter response time, improved temperature cycle characteristics, and improved linearity and stability at high CO concentrations. Diffusion CO sensor cells have shown good response level stability and linearity up to 1000 ppm. In addition, a new sensor cell catalyst has been developed for NO2 sensor cells which has a much shorter response time and improved response stability characteristics.

The in-pipe treatment of slurries with polymer addition shortly prior to deposition is a noteworthy emerging technology of increasing popularity. Although polymer treatment has been shown to substantially modify and improve depositional and dewatering behaviour in a significant number of cases, the impacts of polymer treatment on geotechnical performance of tailings are less well understood. For example, certain combinations of polymer and slurry type have been shown to result in lower final densities at a given vertical effective stress. Despite these lower densities, polymer-treated tailings often exhibit peak undrained shear strengths consistent with untreated material. However, the sensitivity and/or brittleness of the material may be negatively influenced by the looser state created. Although these changes have been studied, most testing available in the literature was undertaken on relatively ‘fresh’ samples of polymer-treated material. However, significant shear may occur following treatment and prior to the commencement of settling and self-weight consolidation as the material moves down the beach.To study the effects of shearing on the subsequent performance of polymer-treated tailings, a test program consisting of consolidation, triaxial and direct simple shear tests was undertaken on presheared polymer-treated material. Materials used were identical to those used in previously published studies on the impacts of polymer treatment in a ‘fresh’ condition. Shearing of the polymer-treated material generally appeared to lessen the impacts of the polymer treatment process. However, the behaviour of the material when sheared indicated that the polymer was still impacting the behaviour of the material in some respects. The results indicate the importance of the consideration of shearing on material behaviour when planning and designing a tailings deposit where polymer treatment is to be implemented.CITATION:Reid, D and Fourie, A, 2015. In the present work, the effect of pH, non-ionic polyacrylamide flocculant and anionic polyphosphate on rheology and settling behaviour of colloidal TiO2 suspensions (15 ? 50 wt% solid) is investigated. Maximum particle aggregation, reflecting in the highest suspension settling rate and maximum shear yield stress was achieved at pH 7.2, the isoelectric point (iep), consistent with DLVO expectation. However, the maximum aggregation condition at the iep also resulted in the poorest suspension consolidation behaviour. Significantly enhanced consolidation was achieved for a more dispersed suspension at pH values away from the iep but at reduced settling rate. Thus, when pH alone is used to control conditions which facilitate strong interparticle attraction, a high settling behaviour which is not conducive to compact consolidation results. Improved suspension consolidation may be achieved at the iep via anionic polyphosphate addition which leads to attenuation of the strongly attractive van der Waals forces and emergence of "soft" repulsion due to weak inter-particle electro-steric forces. The weak repulsion act to lubricate particles involved in the hydrodynamic interactions which controls the compressibility of the sediment bed, allowing a compact consolidation of solids to be obtained. Alternatively, non-ionic polyacrylamide homo-polymer (Magnafloc 333) was fairly effective in flocculating titanium dioxide suspensions leading to high settling rate and acceptable pulp consolidation at the iep.

This report summarizes Bureau of Mines contract research on the disposal of retorted oil shale. A data base has been developed describing the physical-chemical properties, geotechnical engineering properties, and natural cementation characteristics of spent shale. Results of field compaction tests and seepage pond tests are presented, along with results of a partially saturated finite element seepage model used to predict infiltration and seepage rates. Preliminary engineering analyses are presented for underground disposal systems, which include material transport methods, and for a surface disposal system, which includes stability analyses.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. Sedimentation behaviour of siliceous mill tailings derived from a magnetite-chalcopyrite ore in fresh water, fresh water - sea water mixtures and full-salinity sea waters are compared. Results of batch settling tests are presented in the form of settling curves and solids flux curves. The addition of a few per cent of sea water markedly enhanced the zone sedimentation rate due to particle agglomeration caused by a reduction in zeta potential of the suspended solids. The presence of a small amount of residual, previously magnetized magnetite in the tailings also enhanced agglomeration and sedimentation. The significance of these results to submarine disposal of mill tailings is discussed.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. LOS ALAMOS, New Mexico, the birthplace f the atomic bomb, is one of the most famous-and mysterious-places in the world. It leaped into fame on Aug. 6, 1945, when the first atomic bomb burst over Hiroshima. Unheard of until that day, its present life is as hidden from most people as was its very existence in pre-Hiroshima days. Then, those who did know of it dared not breathe their knowledge. "What do you tell your wife when you go to Shangri La?" was the favorite quip of the few consultants who made regular trips from east or west to Los Alamos during the tense months when the bomb was in the making. Security regulations made it impossible even to hint at the rigid secrecy surrounding the project. The puzzled wives in question knew only that their husbands had top priority on airplane flights to Albuquerque. When they had verified the safe arrival of the flight, they undoubtedly breathed a sigh of relief. If they could have visualized the rest of the trip, the sigh of relief would have been replaced by a state of tizzy, until a telegram came saying "Arriving home on Flight X" (on a nice safe airplane).

Because of continuing concerns regarding the effects of cumulative quantities of materials in the environment, the Bureau of Mines has initiated a series of studies to evaluate, to the fullest extent possible, all aspects of the materials flow sequence fur selected commodities. Although tungsten and its compounds do not pose a significant health hazard to the environment, they do represent valuable resource materials to which appropriate conservation considerations must be given. The present study includes a description of recent trends in the consumption, loss, and recycling of tungsten-containing materials in the United States during the period 1974 to 1991 and an estimation of the cumulative loss of tungsten to the environment since 1910. Obsolete tungsten is recycled primarily as cemented tungsten carbide components that have been used in cutting and wear-resistant applications. The quantity recycled, as a of annual U.S. consumption of tungsten, was estimated to have increased from 10% in 1974 to 341a in 1991. An estimated 58% of the 148,000 metric tons of primary tungsten consumed since 1910 was lost to the environment through means such as dissipation, discard, and dilution.

"Survival in today's business climate requires participation of all employees in a Total Quality Management Program encompassing everything - ""safety, quality of products, quality ofet1ch and every job done, and of course production "". We all know what needs to be accomplished, but struggle with how to do it, especially in an industry which has not always experienced management/union cooperation, and mistrust is still present.This paper describes a process to improve team work and employee involvement in Inco's nickel carbonyl refinery at Copper Cliff The process involves facilitatorship training for all employees, and a system for reinforcing and accomplishing the required behavioural change. The system is described in detail and a number of examples are presented. At the refinery, the staff is starting to understand as Max DePree recently wrote ""Without Quality Behaviour, you cannot have Quality Product"". IntroductionThe Copper Cliff Nickel Refinery (CCNR) is Inco's largest and most modern nickel refinery, which celebrated its twentieth year of successful operation in April 1993.The heart of the refinery is the Inco pressure carbonyl (IPq plant which produces high purity nickel pellets and specialty powders by refining an approximate 80% nickel granule feed. The carbonyl plant is a modem chemical plant with very special and demanding requirements for safety and environmental protection due to the toxic nature of the refining gas.Since 1987, there has been an emphasis at CCNR on a comprehensive Total Quality Improvement (TQI) Program which was designed based on recognizing customers' needs for improved systems for quality management. This program is customer oriented and comprises such elements as team organizational concepts, customer audits, process assessment and internal quality auditing.A detailed review of progress was made in early 1991 and it became apparent that the ""ownership"" of the TQI program was not broad based. In fact, the program was very much a staff driven effort and fell far short of total employee involvement and relentless continuous improvement that are now considered essential to remain competitive and stay in business.Inco staff has now come to regard that early phase of our TQI program as ""the technical aspects of total quality improvement"".The safety experience was also puzzling. Even though the safety statistics were good with an average lost time frequency of 1.6 for the last five years, the perfonnance improvement had plateaued and remained pretty much the same. Clearly a new approach was required if significant progress and continuous improvement was to be made."

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

"In order to improve the properties of cast Ti-Al alloys to replace Ni-based superalloys past the low pressure stages of aircraft engines investigations into inoculation for grain refinement were carried out. Previous work showed isomorphic self-inoculation using Ti-Al-Nb particles was effective for grain refinement, however the relatively fast diffusion of Nb in Ti-Al make it difficult to observe the mechanism of nucleation. An alternative alloy was developed in the Ti-Ta system for isomorphic self-inoculation, maximizing the Ta content to improve the particles survivability in the melt. The powder processing produced comparatively small inoculant particles which dissolved, however larger particles were seen to survive solidification. The density difference between the inoculant particles and melt resulted in an inhomogeneous mixing of the particles and the melt with larger particles found near the outer edges of the ingots. Variations on particle size and interaction time between the inoculants and the melt resulted in the Ti-Ta inoculant reducing the as-cast equiaxed grain size by a factor of two compared to non-inoculated samples as well as increasing the equiaxed fraction in the ingot.INTRODUCTION Lightweight metals are of particular interest in aerospace applications. The hot sections of turbines are dominated by blades made of nickel based superalloys. Recently the GEnx turbine introduced TiAl blades in the last low pressure stage of the turbine to reduce weight and improve fuel efficiency (Kim & Dimiduk, 1991). In order to carry these benefits deeper into the turbine the high temperature (>800oC) properties of the alloys must be improved. Current grain refinement methods to improve properties rely on boron additions which may not be applicable for all blades as brittle precipitates may be formed during processing (McCullough, Levi, Mehrabian, & Hyman, 1991). A novel grain refinement process was previously introduced called “isomorphic self-inoculation” using Ti-Al-Nb particles to successfully grain refine TiAl (Kennedy, Zollinger, Bouzy, & Daloz, 2016). In order to better understand the mechanism of this process an investigation was carried out using the same process but with a Ti-Ta alloy which is more stable in the TiAl melt than the Ti-Al-Nb."

Surface limitations and a need for more direct transportation routes require serious consideration be given to the development of underground construction works in geotechnically unfavourable conditions. Due to geographical and logistical limitations, the construction of these underground works is restricted to difficult ground conditions that require temporary pre-support before excavation in order to avoid tunnel collapse or severe surface settlement. One type of pre-support is the umbrella arch system, which has been gaining popularity due to cost and time commitment in comparison with other pre-support systems (e.g., ground freezing). The umbrella arch system has been employed with significant frequency around the world, yet without a complete understanding about the mechanical response of the system. As such, literature has found the temporary support system to be both under and over designed with regard to safety and/or economical impact. The authors of this paper have made three major contributions to increase understanding of the umbrella arch system and to help optimize the design process. Firstly, the authors have developed nomenclature in order to categorize and define umbrella arch elements and systems, which also stimulated the creation of the empirically driven Umbrella Arch Selection Chart. Secondly, the authors have established a design methodology that is primarily based on advanced numerical modelling techniques to aid in the optimized design of the umbrella arch arrangement for site specific conditions. Thirdly, the authors have developed a semi-analytical model for umbrella arch systems employed in squeezing ground conditions by incorporating elastic foundation theory as well as convergence confinement theory. These three major contributions to such a widely employed tunnelling pre-support system will be introduced and explained in detail, and will include discussion of how each is incorporated in the complete tunnel support design process and throughout the construction and monitoring phase of a project.

Zeta potentials and settling rates of an oil sands tailings sample taken from Syncrude Canada Ltd's Aurora Stacker Pilot Operation were studied. Two clay minerals, kaolinite and illite, were also studied since these are the major constituent minerals in the fine oil sands tailings. Process water, decanted water as well as distilled water were used. It was observed that the zeta potentials of the tailings solids showed maximum negative values in process water at pH 8-10, which coincides with the pH of commercial hot water bitumen extraction process. The settling rates of the tailings sample were very low, at 0.008 m/hr in decanted water and 0.04 m/hr in process water. The rates were increased to 1.0 m/hr in decanted water and 0.13 m/hr in process water at an addition of 50 g/t Ciba AF1235. Although the settling rate was higher the supernatant was cloudier in decanted water than in process water. Further increase in the dosages of Ciba AF1235 did not increase the settling rates in decanted water but gradually increased it in process water, reaching 0.46 m/hr at 100 g/t. The results indicated that lower concentrations of Ca2+ and Mg2 (in decanted water) benefited settling rates but did not benefit supernatant clarity. Test results also indicated that Ciba AF1235 caused selective flocculation of the tailings sample, since the top sediments had higher illite and lower quartz contents than the bottom sediments.

Cooling of coal mines in the Bowen Basin, characterised by steep geothermal gradient, is presently achieved mostly through rental surface bulk air cooling in summer months. This paper argues that future mines will be required to focus their cooling resources more intensively to manage a challenging thermal environment where virgin coal temperatures of over 50¦C at a depth of 500 m are expected. Currently, mine cooling systems are employed to maintain the wet bulb temperatures (WBT) to below 27¦C at which point the risks of heat stroke or other heat-related issues are manageable. The capacities of these systems are in the range of 6 MWR to 10 MWR. The relationship between high working temperature environments and injury frequency rates is well established. Therefore, provision of appropriate cooling strategies and understanding their optimum performance and suitability are important to Australian coal mines of the future. This paper evaluates the underground temperature profiles of deep, gassy coal mines with propensity for spontaneous combustion and proposes the long-term cooling pathways to effectively manage thermal hazards. Thermodynamic modelling is performed on a longwall face and includes air leakage effects from goaf streams at various locations along the longwall face. The strategy summarises the application of underground bulk air cooling, chilled water sprays on the shearer and the resulting temperature profiles. Considering the new mining projects planned for the Bowen Basin region, a review of implementable cooling strategies such as mid-gate mobile bulk air coolers (BACs), spot coolers, underground bulk air cooling and the use of chilled water to enhance the positional efficiency of cooling plants, are discussed in this paper. Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. "The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. This paper outlines the results of a relationship developed during the design and construction of the foundations for the Gallery Towers project in Melbourne. Both the builder and the piling contractor were determined to arrive at a satisfactory foundation solution to the problems encountered at the site. The scope of piling work was to provide load-bearing piles under the building columns, some of which were located within a retention system that also required a piling solution. Geological conditions were variable and challenging. The site area was small and located adjacent to the National Arts Centre in the developed Southbank area, a high density office area. This presented logistical problems in limiting construction traffic on site and also demanding minimal noise and vibration emanating from piling activities. The piling contractor, Vibro-Pile, and the builder, Walter Construction Group, faced the challenges presented with a refreshing cooperative attitude that was beneficial to both companies. Commercial issues rising from design and construction problems were first put apart in order to allow the respective technical department of each company to work with minimum constraints to achieve the most cost effective solution. In the process usual adversarial attitudes resulting in loss of time and money was avoided. A number of issues were addressed successfully at minimum cost and time during this contract. Despite the difficulties encountered, the job was completed on time and with negligible claims for extras, resulting in the development of a strong mutual respect between both companies.
