The gravity concentrator of the Heela Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. At that time the capacity was only about 200 tons a day, but many additions and changes in equipment have been made so that the present capacity is about 800 tons. A dominant characteristic of many derivatives of the lanthanides is stability at high- temperatures. Combine this with novel solid-state behavior under those conditions and there is the potential for new materials that can not only improve existing applications but also help create new technologies. These property themes will be traced through new uses ranging from efficient energy generation and raw material conversion to control of environmental emissions and temperature measurement. Conducting ceramics, methane conversion catalysts, sulfur oxide capture agents and phosphor hosts will be described. Some categories will account in the future for significant lanthanide consumption whereas others will remain commercially negligible but technologically vital. All uses will illustrate the versatility of those elements inappropriately termed rare.

Budgets are key financial and behavior drivers for most businesses, including mining. Budgets are used to link strategic objectives to tactical decisions, to measure performance, and to provide basic financial planning. More accurate and pertinent budgets should result in improved strategic decision making and performance measures. This paper discusses how a process based production and cost database, based on activity based costing models and the one year production plan, can be used to create the annual budget for an operating mine as an Activity Based Budget (ABB). A case study is used to compare budgets derived from traditional methods and an ABB approach. It is evident that the ABB method is more accurate.

The major copper loss at Mount Lyell is in the coarsest particles presented to flotation. An analysis of data collected from the five Primary and six secondary ball mill circuits showed that grinding was limited by low breakage rates in secondary mills, possibly due to oversize balk. For five months, the make-up ball size for one secondary mill was reduced from 50 to 30 mm (2 to 1.1 in.). Frequent steady-state tests indicated that overall average breakage rates could be increased by about 70% using smaller balk. A mathematical simulation of the whole circuit with increased breakage rates showed that the resultant finer grind was likely to improve copper recoveries by about 2%.

This paper documents empirical evaluations of geochemical data that was recorded during a seven year pilot scale experiment. The experiment was aimed at assessing the effectiveness of natural soil covers for rehabilitation of coal discard facilities. Ten test cells were constructed using different natural soil cover materials and configurations. Results of the evaluation indicate that, although a pH breakthrough was not recorded for the single layer soil cover cells as was the case with the uncovered cells, single soil covers were not effective in preventing ARD oxidation processes. Multi layered soil covers were found to be able to create anaerobic conditions leading to a reduction in ARD oxidation processes and an improvement in leachate quality.

Biological processes for metal solubilization and ore beneficiation are in widespread use today. There are also some promising new applications of biotechnology in the areas of metal concentration and toxic metal cleanup. Recent progress in genetic engineering promises both to revolutionize the existing biological process and to expedite the adoption of the new biological applications. But before it can do so effectively, progress must be made in many areas of fundamental research and in biochemical engineering. These issues are addressed with special reference to the biotechnology of semi-enclosed containers (bioreactors), dumps, heaps, in situ and under- ground leaching, and with respect to the biotechnology of metal concentration. Finally, certain biological considerations for bacterial strain improvement are discussed.

A new failure criteria is proposed for assessment of roof stability in underground sedimentary rocks. Unlike other stability assessment techniques, this method is simple and practical, having improved mine safety and productivity in several mines. It is shown that roof movements accelerate to a critical rate prior to actual roof collapse. Critical rates vary between 0.025 inches per day to 0.2 inches per minute depending on rock mass - pillar mechanical properties. Specific critical rates are determined for three rock mass - pillar categories which are common to mining in sedimentary rocks. Time-to-caving varies from one minute to ten days on rock structural controls and type of primary support utilized.

Mine seismicity is influenced by the mechanical properties of both near-seam rocks and overburden and the prudent selection of mining methods and mine layout designs. Using finite-difference modeling, experience in many U.S. mines and measurements of the pressure arch width, the author has reviewed the engineering design factors that control seismicity in room-and-pillar retreat operations for stiff stratigraphic conditions in deep western U.S. mines. By back analyzing the overburden response in now understood to have been inadequately designed historic room-and-pillar mine, the overburden collapse mechanism is addressed as well as the need for improvements in designs including panel and barrier pillar widths, and sequence of retreat.

Not so many years ago the reason for an inadequate result from a geophysical survey was insufficient data or poor quality data. In many instances such as gravity, magnetic and radiometric surveys, both these constraints are vanishing or have vanished. High quality sensors, improved data storage, accurate differential GPS and top quality interpretive software now enable the interpreter to understand not just the cause of the anomaly but the host environment in which it resides. Examples of potential field data and also data provided by the more complex electromagnetic systems, from Australia Ghana, West Africa, are used as illustrations.

For engineering applications, magnesium is usually alloyed with one or more elements which include aluminium, manganese, rare earth metals, lithium, zinc, and zirconium. Under normal environmental conditions, the corrosion resistance of magnesium alloys is comparable or better than that of mild steel. The oxide film thickness on pure magnesium after exposure for only ?10 seconds at ambient temperature is 2.2 ± 0.3 nm. Exposure to humid air or to water leads to the formation of a thick hydrated amorphous film that has an oxidation rate less than 0.01 pm/ y. E-pH diagram and high temperature corrosion are discussed. The pH values between 8.5 and 11.5 correspond to a relatively protective oxide or hydroxide film that is more stable at higher pH. Structural applications of magnesium alloys are limited by creep strength rather than by oxidation. Active and active-passive behaviours of magnesium alloys are discussed. The pilling Bedworth Ratio values of oxide and hydroxide are 0.79 and 1.77 respectively and so the formation of Mg(OH)2 inside the oxide film could lead to the development of cracks. Microbiologically influenced corrosion and rational biodegradation of magnesium alloys are discussed because of their interest for medical care.

"This paper describes the operation of a rope haulage used as the main system of transportation in an underground coal mine. Prince Colliery, which is operated by the Cape Breton Development Corporation, has been in operation for 23 years and produces 1.2 million tonnes of coal annually. The mine extends a distance of 8000 metres under the Atlantic Ocean. All personnel and supplies are transported by means of an endless rope haulage system consisting of a train of rail cars that are operated by an electric engine on surface. The wire rope is 15 km long and weighs 63 tonnes. The system is believed to be the longest of its type used in an underground coal mine. The design of the system, safety features of the haulage, and problems encountered during the design and construction are described. IntroductionCoal has been mined commercially in Cape Breton, Nova Scotia since the 1800s. Several coal seams that are part of the Sydney coal fields, dip toward the north and northeast out under the Atlantic Ocean at angles between -4 and -15 degrees. Coal has been economically mined at depth in excess of 1200 m and more than 11 km from the coastline.Traditionally, single and double drum hoists have been used to haul the coal to the surface and also for transporting the workers and the materials required for mining up to 8 km. With the introduction of mechanized mining methods in the late 1960s, conveyor belts began to replace rope hoists for coal transportation. Improvements in hoisting system design also allowed for drums that could wind up to 6100 m of 32 mm wire rope in 15 layers.These hoists are commonly referred to as “drop hoists” because they take advantage of the gradient of the slope to assist in allowing the mine car train to reach the end of travel. The cars travel on steel rails and the rope is guided by rollers to reduce friction in the system."

Improvements which have been made in commericial flotation systems during the past fifty years have resulted more from trial and error methods in the mill than from research in the laboratory. Research has often provided explanations of why mill changes have improved the metallurgical process. Hopefully, in the next fifty years, changes in mill flowsheets will come about, primarily, as a result of research work. However, since minerals, in their infinite variety, cannot be reduced to a standard state, research on commercial ores will have only a local utility, and research on pure minerals will have little commercial application. What will emerge from research on pure systems are mechanisms of adsorption, and this in turn may throw some light on the very much more complex adsorption processes taking place in the pulps of commercial ores. Quartz, without a doubt, has been the subject of more research effort than any other mineral, but we are still a long way from completely understanding its behavior in flo¬tation. Hematite and calcite have received considerably less attention. Ores containing a mixture of all three minerals, however, are commercially important, and the iron deposits in Alabama have been extensively studied by the United States Bureau of Mines (1). The literature reveals no reports of research on synthetic mixtures of all three.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. Operation of the Bureau of Mines raw refuse continuous separation pilot plant is described, including modifications made to plant equipment for improved performance. Products recovered from refuse, many of which have been evaluated by other laboratories and private firms, are discussed. Sampling procedures used in the pilot plant and detailed data obtained from processing refuse from 13 municipalities are presented in appendixes. Fuel evaluations made on combustible fractions of refuse from the various municipalities are also presented. Information and data obtained at the pilot plant have been used to assist many municipalities in solving their urban refuse problems.

Commercial quality kaolin deposits occur in fluvial sediments in both central-eastern Georgia and in the eastern Amazon River area of Brazil. Distinctive coarse and fine particle size kaolin deposits are present in both areas; they have many remarkable similarities for mineral deposits occurring at such wide geographic separation. Industrial, mineralogical, crystalline, and chemical resemblance of the coarse and fine kaolin deposits from the two areas will be described in detail. Knowledge of similarities of the Brazilian clays to those which have dominated world production in Georgia will help to develop superior quality kaolin products for world use in paper, paint, plastic, ceramic, and other applications.
