INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. "Los Bronces had two ROM dump leach operations designated Leach I and Leach II. Leach I was commissioned in 1998 and stopped in 2014 due to the mine requirements. Leach II plant, commissioned in early 2002, was built to treat around 700 million tons of marginal ROM ore averaging 0.45 % total copper. The mineralogy of this material was estimated to be 70% chalcopyrite, 20% chalcocite/covellite and the balance oxides.The original electrowinning plant design capacity for copper production was nominal 19,500 tonnes per year at a current density of 276 A/m2 and a current efficiency of 92%. Presently, Los Bronces San Francisco plant typically operates at current densities between 390 and 440 A/m2, much higher than the average in the industry, with current efficiencies around 93% and a maximum copper cathodes production of 37,200 tonnes per year.In order to accomplish these achievements, a number of modifications in the process conditions, in the cell hardware and in the operational procedures have been implemented. In the first case, the specific flowrate, copper concentration and temperature of the electrolyte were modified to accommodate the operational requirements facilitating the increased current density. Associated with the cell hardware, a six cells expansion was added, upgraded equipotential inner cell busbars were installed and the cross section of the cathode hanger bars was enlarged for increased current carrying capacity. Documented operational procedures like short circuit detection and cathode weight control were improved.The modifications implemented and the results obtained are discussed in this paper.INTRODUCTIONLos Bronces Division of Anglo American Chile is located up in the Andes Mountains, northeast of Santiago. It had two cathode plants, Los Bronces at an altitude of 3500 meters above sea level (m.a.s.l.) commissioned in 1998 and closed in 2014 and San Francisco at an altitude of 2800 m.a.s.l. and in operation since 2002.The process is leaching run off mine (ROM) low grade copper sulphide ore in dumps. The mineralogy of this material was estimated to be 70% chalcopyrite, 20% chalcocite/covellite and the balance oxides. The average grade is 0.45% total copper (Cut).At Los Bronces dump, Leach I plant, the pregnant leach solution (PLS) was collected and stored in an underground reservoir. From there, it was fed to a solvent extraction plant with a series-parallel configuration in two extraction stages and one stripping stage. The electrolyte produced was fed to the electrowinning plant having 30 cells and 60 cathodes per cell. Maximum capacity of this plant was 12,000 tonnes per year (tpy)."

The Olympic Dam deposit is truly a world-class IOCG-Ag deposit, the world’s fourth largest deposit of copper and the world’s largest known single uranium deposit. Traditional and non-traditional methods have been used to accurately model the geology and mineralisation of the Olympic Dam deposit. Conditional simulation models have long been used as the most robust method for estimating risk and uncertainty in mine planning decisions at other mines around Australia and the world. There are many challenges associated with simulating the Olympic Dam deposit at a selective mining unit size sufficient for underground mine planning purposes. These include the size of the deposit, resulting in hundreds of millions of grid blocks; the disseminated nature of the zoned sulfide mineralisation. And lastly the direct relationship of the relative abundances of the sulfide mineral species that are crucial to the Olympic Dam smelter performance. Several geostatistical techniques have been utilised in the workflow for the Olympic Dam Conditional Simulation model to address these challenges. The key techniques are: • Projection Pursuit Multivariate Transform to de-correlate the main elements before simulation. • Pluri-Gaussian implicit boundary simulation method to simulate the mineralisation domains. • Spectral simulation method of de-trended and de-correlated attributes with account of local varying variance. The resulting conditional simulation models have been validated against histograms, grade-tonnage curves, cross-plots and assessed for variogram reproduction. This paper presents how the final conditional simulation models compare to benchmarking models created using alternate estimation techniques of ordinary kriging and local uniform conditioning. It also presents a validation process using historical samples to test final estimate accuracy of the simulation models.

The rapid depletion of known deposits of high-grade ore and the need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores in the Tri-State District, led the Bureau of Mines to examine likely mining sites. Underground operations failed to remove all of the ore in a number of areas, and it appeared possible that some of them might be reworked successfully by low-cost open-pit methods. The South Carthage or Hull tract in Jasper County, Mo., was selected by Bureau engineers as favorable for the development of an open-pit mine.

"Screening is an important means of size classification used on granular or particulate materials. The vibrating modes of screen separator have a great effect on the screening process. Elliptical vibration mode is a complex motion mode which gets the common characteristics of both linear and circular vibration modes. However, the fundamental motion and screen penetration of the particles on the elliptically vibrating screen deck are still poorly understood. A numerical study of the motion of particulates flow along an elliptically vibrating screen deck is presented by means of a three dimensional Discrete Element Method (3D-DEM). The motion characteristic of the particle flow is analyzed at a particle scale. The effects of vibration amplitude, throwing index, vibration direction angle and screen deck inclination angle on the screening process are discussed. The results show that the particles average velocity increases linearly with the increase of vibration amplitude, throwing index and screen deck inclination angle, but decreases linearly with the increase of vibration direction angle. The screening efficiency is highest when the vibration amplitude, throwing index, vibration direction angle and screen deck inclination angle are 4.5 mm, 3.3, 40° and 6°, respectively. This work is helpful for developing a deep understanding of particle motion on the elliptically vibrating screen and for optimizing screen separator designs."

In today’s challenging mining environment, everyone is focused on minimizing cost per ton. With haulage costs approaching up to 45% of the overall mining costs, and loader performance driving production, optimizing payload on the truck is a big opportunity. This paper will focus on technology’s role in loaders achieving the truck target payload. There are constantly new innovations in technology, but not everyone uses them correctly. Technology is intended to help achieve the next level of performance, but still requires the right people and processes to effectively utilize the benefits. In today’s mining business, miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in past decades. Technology can make these roles more efficient, but fully relying on the technology can detract from optimization. Sometimes the old-fashioned method of loading to a consistent pass match will provide a lower cost per ton. Before blindly trusting your technology feedback, know these three areas discussed in this paper: (1) Prerequisites to utilize technology in payload management; (2) Types of payload management technology; (3) How to use the data to manage operator behavior. The objective of this paper is to provide low-cost recommendations to efficiently increase production. INTRODUCTION Whether miners claim to have been around and experienced it all, or they are the data-driven new generation on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to staff the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? Let the technology system do the rest; what could go wrong? Lots. Having examined numerous mining operations that use the latest loading technologies over the past several years, one common denominator is the opportunity to improve loader operator performance. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, but the improvements don’t happen, what could have gone wrong? It comes down to people, not managing the resources to drive the right behavior and as a result, the mine’s performance is not where it should be. Understanding how to make “Great Miners” out of these people is critical to this constant struggle to move more with less and get the costs down. Extraction CPT (Cost-Per-Ton) is most sensitive to optimizing loader production which can be generalized into 3 categories of influence: machine specifications, cycle timing, and continuous management using technology. After establishing a basic production machine configuration, utilizing technology to manage cycle times, operator efficiency and payload can be advantageous. Prerequisites to Utilize Payload Management Technology It is important to begin with the primary considerations that enable the use of technology to continuously manage loading productivity. All systems are interdependent in mining, but these are divided into the simplest terms to remember. First, fix your timing and geometry.

"In order to mitigate the effect of global warming by preventing the accumulation of atmospheric CO2, a permanent fixation method of surplus CO2 as an insoluble mineral onto the sea bottom is proposed. As the proposed reduction method of atmospheric CO2, the concrete concept of this method is to form an insoluble carbonate mineral (CaCO3) by direct electrolysis of the seawater; Ca2++2HCO3 -+OH- ? ?CaCO3(insoluble)+CO3 2- (soluble)+H++H2O <not as coral reef reaction>, are directly disposed of itself onto the sea bottom. By this treatment, a concentration of carbonate is reduced in the section of superficial seawater, and therefore the absorption capacity of atmospheric CO2 increases depending upon the shift of chemical carbon equilibrium between the mass of superficial seawater and the atmosphere. As no additives are required, or no secondary waste are produced, the proposed method assuming as green-orientated, has possibility to resolve fundamentally the problem of global warming in a green orientate manner.IntroductionRecently, the amount of atmospheric CO2 has been exponentially increasing and it is a main greenhouse effect gas causing the global warming [1, 2]. The concentration of atmospheric CO2 has increased more than 30% (370ppm in 2001) during only last two centuries, therefore approximately 750 Gton-C of CO2 currently exist in the atmosphere, in which 180 Gton-C of CO2 are accounted for the increment during two centuries [1, 3, 4]. In order to avoid the progressive increase of CO2 global abundance, 3 Gton-C of the incrementing amount per year [4], have to be removed annually from the atmosphere."

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.

This paper will review some of the work conducted in the past at the Dynamic Effects Laboratory to examine the use of stress waves and fracture mechanics in understanding dynamic fracture and fragmentation in blasting applications. Along the way, we will use photoelasticity and high speed photography to better understand the mechanisms of fracture and fragmentation.

"A temporary bridge, supported on steel pipe piles, was built to expedite the construction of a breakwater structure off the western coast of Peru. The bridge provided access for dump trucks to the breakwater across a 342 m (1122 ft.) wide navigation channel from a liquefied natural gas (LNG) loading facility, at the end of a 1.3 km (0.82 miles) long permanent trestle, in 15 m (50 ft.) water depth. After the completion of the breakwater, the temporary bridge was removed, and the piles were extracted approximately one year after the initial driving. The bridge deck was typically supported on pairs of 914.4 mm (3 ft.) diameter, 18 mm (0.708 inch) wall steel pipe piles spaced at 7.5 m (24.6 ft.) across the bridge width and 18 m (60 ft.) along the bridge length. In an attempt to reduce the driven pile embedment, an inner closure plate was installed at 2.7 to 7 m (9 to 23 ft.) from the pile toe to force closed-end behavior. The piles were designed to carry 3400 kN (383 tons) axial compression load, and a minimum of 8 m (26 ft.) embedment was specified to provide sufficient resistance to the lateral loads.The subsurface conditions consisted of cemented conglomerate of sand, gravel, pebbles and some boulders, locally known as the Cañete Formation. The driven pile embedment varied widely, between 8 to 24 m (26 to 79 ft.). A significant portion of each pile was above the seabed, passing through seawater and up to the bridge deck, and was therefore unsupported. The extraction of the piles was challenging due to the subsurface conditions, presence of significant water column, pile weight, and the inner closure plate. Several different approaches were attempted before the piles could be successfully extracted. This paper summarizes the difficulties encountered and observations made during the driving and extraction of these piles."

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API&apos;s intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960&apos;s. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. "Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life. A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the NPDES permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L. The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis, RO reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a “Zero Liquid Waste” (ZLW) facility. INTRODUCTION The advanced water treatment system was built to meet a new 218 mg/l regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 5 million gallons per day (795 m3/h) of mine water. The treatment process utilizes reverse osmosis (RO) membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A Water Impact Index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an on-site landfill."

The reduction of naturally weathered ilmenite concentrate occurs in two steps: reduction of Fe3+ to Fe2+, followed by reduction of Fe2+ to Fe. Small amounts of a magnetic phase were also observed and may correspond either to an Fe3O4-FeTiO3 ilmenite phase or to an Fe3O4-Fe2TiO4 spinel phase. The total amount of metallic iron produced after 12 hr was only 50% of the total iron present in the sample.

Gold cyanide equilibrium adsorption isotherms in the loading range typical of operating carbon-in-pulp/carbon-in-leach plants have been established and the effect of various cations and the presence of copper cyanide species quantified. It was found that the equilibrium loading of gold was enhanced by the presence of sodium or calcium, with calcium having an order of magnitude stronger effect. The presence of copper has an adverse effect on the equilibrium loading of gold. A unified model was developed to predict the effect of sodium and calcium concentrations in solution and the competitive carbon adsorption of copper on the equilibrium loading of gold on carbon. A satisfactory agreement between the measured gold equilibrium loadings and the model results was obtained over a wide range of solution conditions.

Reconciliation of metal production from a sublevel cave (SLC) mining operation is a complicated process. SLC reconciliation is unlike reconciliation for open stope operations, where a tonnage of extracted ore can be assigned to an exact volume of in situ ore, and a direct comparison made between the estimation of contained metal and actual metal production. In SLC operations the ore extracted from a particular SLC drawpoint will be composed in part from the parcel of freshly blasted in situ material, in part from varying components of ore material (from cave stocks) flowing down from other previously mined areas vertically above the current draw position and in part from external dilution. This leads to difficulties in reconciling production grades against estimated grades. The problem is that we know how much metal we have produced but we can not precisely say where it has come from. Metal production reconciliation is fundamental in assessing ore reserve estimation accuracy and performance and in determining a draw management strategy for SLC mining. In terms of contained metal, differences in extracted metal compared to in situ metal represent changes to cave stocks. To generate local estimates of the cave stocks, differences in metal for each ring are treated as additions to or subtractions from a series of vertical columns of stocks extending throughout the height of the cave. The sum of metal differences (extracted versus in situ) for each vertical column results in a residual metal map at any particular mining level. The metal maps show areas where the metal production has been greater than or less than expected. The maps also highlight areas in the cave where residual metal is located, areas where targeted overdraw can reduce cave stocks.

Sumitomo Metal Mining Co,. Ltd. (SMM) has been producing 22,000 t/y of electrolytic nickel at Niihama by nickel matte electrorefining process since 1970. Although the matte electrorefining is an established process and the productivity has been greatly improved in the last 20 years, SMM has intensively developed the chloride process for the nickel production since 1970&apos;s. The nickel and cobalt refining process involving solvent extraction and electrowinning from the chloride solution has been successfully developed for the treatment of the mixed sulphide in 1975. The first application of chlorine leach to the anode slime has been succeeded since 1986. Based on those technology, the matte chlorine leach electrowinning process (MCLE) has been developed as an alternation to the relatively old technology of matte electrorefining. The new process offers significant cost down and excellent quality of the product. In 1986, the feasibility of MCLE was confirmed by the test work using the integlated pilot plant. The innovation of the chlorine leach process has been undertaken by this work. The new refining process can be divided into three stages including chlorine leach stage, purification stage and electrowinning stage. More than 99 % of nickel was extracted in atmospheric chlorine leach. Although copper ion was used for electron carrier in the chlorine leach, the excess copper from the feed matte is bled off from the leach circuit by de copperizing electrolysis. The copper ion of the pregnant solution is fixed on nickel matte by the cementation reaction. The nickel matte containing copper is processed in the chlorine leach. In the purification circuit, cobalt, iron and other impurities were removed from the nickel chloride solution. The nickel chloride solution is then fed into the electrowinning cell. Based on the process established, the new plant with a capacity of 330 t/M electrolytic nickel was commissioned in order to obtain the engineering data for design of the full scale plant in 1989. The performance of the plant was fully satisfied and the new process demonstrated the potential application of modern process control.

The fact that coal is a complex organic material and heterogeneous in composition has made its study extremely difficult, particularly in regard to obtaining a fundamental concept of the processes involved in the formation of coke. It has been stated recently that coals are natural polymers and that in a complex reaction such as occurs during carbonization the differences between coals are quantitative and not qualitative. Such being the case, it would be expected, therefore, that a series of coals subjected to exactly the same conditions of coking would produce results that should be related quantitatively to the chemical analyses of the individual coals. In the past, however, this fact was not generally recognized and consequently many empirical test methods were devised for testing coals. The interpretation of the results obtained depended upon comparing a set of data with other data on coals of known characteristics. The testing procedure had to be con- ducted in precisely the same manner each time and not the least requirement in making the interpretation was experience. The test methods varied from those utilizing a gram of coal to the plant-scale tests in which one or more ovens were charged with the test coal. The aim had been principally to find some simple, inexpensive means by which the coke-making and other properties of coal could be predicted. It is not necessary to emphasize the importance of these endeavors, for anyone acquainted with the problems involved in the selection of coals for making coke is well aware of the time and expense involved in making a series of definitive tests.
