After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

That which is taken out of the ground is gone, the property is depleted to that extent, and will eventually become exhausted of profitable ore. So the life of a mining company is dependent upon the ability of its management to develop improved methods to permit extraction at a profit of the lower-grade ores which remain, to extend by intelligent exploration the limits of its known ore bodies, and to find and acquire new properties to take the place of those that, for one reason or another, are no longer operated. Its history is a story of constant change, of the working out of properties here and the acquisition and development of properties there, to maintain the vitality of the whole. Packing in a flotation column is one way to increase separation efficiency and effective descending flotation-column height. In this paper, the difference between filling packing and sieve packing is described, and the flaws of filling packing in flotation columns in industrial application are pointed out. A change of flotation process and its effect on flotation results are reported. Based on sieve-plate filling, a high-efficiency mixed packing mode consisting of screen-plate packing and honeycomb-tube packing has been proposed, with the packing mode optimized in the cyclonic static microbubble flotation column in the separation zone. In the mixed packing mode, the honeycomb tubes are used to reduce the vortex effect at the base of the column and weaken the radial dispersion of jetting bubbles, and the sieve plates are used to comminute bubbles in the separation zone, to lengthen the bubble migration path, and to stabilize the foam layer. The superiority of honeycomb-tube packing is analyzed using bubble-particle collision theory, and the dynamic equations of collision probability are derived. The role of mixed packing in guaranteeing mineral recovery is analyzed by the axial dispersion method, and a dimensionless axial dispersion model is derived. When a high-turbulence flow is maintained, a static separation environment is formed in which secondary mineral processing is rendered more effective. In this way, a nonlinear separation environment is formed in the flotation column. Finally, mixed packing was applied in an industrial test. A large vortex developed at the base of the column. It was observed that the bubbles in the radial flow were homogeneously dispersed, the residence time of the pulp was prolonged, and the froth layer became thick and stable. Based on the test data, it was found that the sieve packing has the potential to yield a product of approximately 25.83% copper concentration with 91.78% recovery from a feed concentration of approximately 0.727%. If mixed packing were used, the product concentration could be further increased to 27.60% from a feed of approximately 0.739% concentration with 93.38% recovery.

An experimental study was carried out to compare the results of laboratory column flotation versus conventional flotation for the cleaning of fine coals of different rank and their oxidized samples as well as discrete size fractions. Surface oxidation caused a significant reduction in the flotation yields achieved with both methods. However, the column flotation produced concentrates? of lower ash content. The recovery -size curve achieved with column was similar in shape to that obtained with conventional cell, with superior results in the region of fine fractions. The influence of some column operating parameters was also discussed.

"A computational model to investigate solid/liquid phase change transitions for binary alloy under directional solidification is presented. Conservation equations are developed by using an homogeneous formulation. A second order accuracy method of time and space based on finite volume approximation has been evaluated by comparing results to spectral solution for time-dependent solutal convection developping in a melted alloy. For extended model to solid/liquid interface effects time amplification of solutal perturbation injected near the interface is described before considering solutal convection is melt.IntroductionThe enthalpy method gives a front fixing approach for energy equation without introducing coordinate transformation. The interfare position is recovered a posteriori [1]. A number of authors have extended this approach so as to include the convection phenomena within the two phase 'mushy region' [2, 3, 4, 5, 6].We have developed a time-dependent enthalpy-porosity formulation for directional solidification [4, 6, 8]. The interaction between solid and liquid phases is modelised by a Darcien type force in the phase change area. The behaviour of the melt is similar with the flow of an incompressible fluid in a porous medium. This force is proportional to the relative phase velocity. It corresponds to a damping force depending on the anisotropic permeability of the 'mushy zone'. The permeability depends on the liquid fraction and on the size of·solidification microstructures. An informative discussion of a new slant on the general approach of continuum mechanics needed to analyze the formation of mushy zone is given in [12]. The method is extended to the presence of species diffusion: the solutal Stefan condition which expresses the solute incorporation or rejection across the interface is accounted implicitly in a species equation valid in all the domain [14, 15]."

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

"A review is made of some of the principal factors and conditions that are, and will be, important to the over-all market climate for asbestos fibre and for the future of Canada's asbestos industry: - health hazard associated with asbestos exposure;- uncertain international regulatory environment for continued asbestos use;- adverse public reaction to asbestos;- product liability/litigation costs (U.S.A. primarily);- promotion of substitution by governments and asbestos user industries; and- minimal product and market development efforts by asbestos producing and consuming industries.In addition, Canadian producers, who export some 95 per cent of their production, face additional constraints:- dramatically reduced integration with asbestos-consuming industries;- 60 per cent of exports to most rapidly declining markets (U.S.A., Europe);- increased competition from offshore producers favourably located to growth markets in developing countries;- increasing production costs;- a strong dollar;- disadvantageous freight rates; and- loss of price leadership and price erosion.Future market trends, as well as prospects for Canada's asbestos industry, will be projected in this paper.Economic FactorsTable 1 presents asbestos fibre production in all countries for the period 1980-82. In certain instances, e.g. U.S.S.R. and China, these are capacity estimates as production statistics are not officially published. The U.S.S.R, by far, is the world's largest producer accounting for some 50 per cent of world production, though most production is consumed internally or by COMECON countries. It is estimated that some 700 plants produce asbestos-containing products within the U.S.S.R.Canada accounts for some 25 per cent of world production though it ranks first in world trade. Other important producers are South Africa Zimbabwe, Brazil and Italy. Since 1979, Canada's asbestos mining industry has experienced a dramatic drop in production and exports of asbestos fibre, as demonstrated in Table 2."

The U.S. Department of Energy has undertaken, in a cost sharing partnership with industry and utilities, an extensive coal-oil mixture (COM) combustion program in a number of promising applications. One of these is the injection of COM through tuyeres into a blast furnace in lieu of oil. From work done previously, it has been established that COM can be burned in existing oil, fired facilities. The issues being addressed by the current DOE program are: 1) determination of best available technology to achieve environmentally acceptable operation, and 2) determination of applications for which COM can be utilized economically.

A group of bisbenzylisoquinoline (BBIQ) alkaloids has been shown to exhibit various degrees of effectiveness in preventing silicainduced fibrosis in animal models (1, 2). The capability of these drugs to interact with phosphatidycholine vesicles and rat alveolar macrophages was studied using fluorometric and equilibrium dialysis methods. The lipid binding affinity of these alkaloids was found to depend upon several structural factors including hydrophobic substitutions, the chiral configurations, and the double oxygen bridge-restricted conformation of the benzylisoquinoline moieties. Tetrandrine, which is highly effective in preventing fibrosis, showed strong binding to both lipid vesicles and alveolar macrophages. In contrast, curine and tubocurine, which have little or no effect on silicosis, exhibited only weak binding to lipid vesicles and almost no binding to cells. The moderate binding affinity of fangchinoline to vesicles and cells corresponded to a moderate effectiveness of the compound as an antifibrogenic agent. Methoxyadiantifoline, an alkaloid of unknown antifibrogenic potential, also exhibited high binding affinities for lipid and cells. In summary, this study indicates that alveolar macrophages exhibit large binding capacities for certain members of the BBIQ alkaloids. A positive correlation was observed between binding affinity to alveolar macrophages and the reported antifibrotic potency of these compounds, suggesting that the ability of these drugs to interact with alveolar macrophages may be a key step in inhibition of the progression of silica-induced pulmonary disease.

Energy efficiency is a cost-effective way of both bolstering energy security and limiting the harmful effects of energy use on the environment. Mining is an inherently energy-intensive activity, and the 2008 revision of South Africa’s National Energy Efficiency Strategy (NEES) set a target of a 10% reduction in energy consumption by 2015 for the mining sector. In this study, we investigate the effectiveness of the NEES in improving energy efficiency in the South African coal mining sector by surveying energy intensity at a number of operations, and analysing energy efficiency trends and energy use by process and energy carrier at an underground coal mine in Mpumalanga. Most mines surveyed exhibit an increase in energy intensity over time. At the case study mine, the increase was primarily due to increased energy use in the beneficiation and discard reclaiming processes. Trends in energy consumption are a poor reflection of trends in energy intensity, as a decline in energy consumption is most easily achieved by reducing production. A more appropriate metric for energy efficiency at coal mines is energy intensity, defined as energy use per unit of saleable product, relative to a multi-year baseline. The evidence suggests that the NEES has been ineffective in promoting energy efficiency in South African coal mines. We propose that greater success could be achieved by monitoring and reporting on energy intensity at the process level, and by incentivizing energy efficiency gains.

Botswana's mining industry value is forecast to average 5.2% growth from 2014-2018 with solid growth for the diamond sector and acceleration of coal production. Respect for the country's mining regime is maintained in the Fraser Institute 2014 annual survey where Botswana occupies the 26th position of 122 administrations. "Basically, the “Press-in Piling Method” was invented to eliminate construction nuisances, such as noise and vibration which have been serious unsolved problems for advancing societies over a long time. In the construction industry, piling works have been a major cause of noise and vibration, because most piling methods utilize dynamic load to install piles into the ground. The secret of the Press-in Piling Method is to utilize static loading to install pre-formed piles rather than dynamic load. The piles are hydraulically gripped and jacked into the ground by the special piling rig known as the “Silent Piler”. Therefore, the piles can form a robust and firm foundation, which is another advantage of the Press-in Piling Method.The Press-in Piling Mechanism and Implant Foundations The basis of the Press-in Piling Method is simple. The Pres-in Piling Machine installs a preformed displacement pile into the ground by static jacking force. The reaction for the Press-in Force is generated by gripping previously installed piles, which are called “Reaction Piles”. Due to this, the Press-in Piling Machine can produce a powerful piling force whilst only requiring minimal machine size.With the Press-in Piling Method, as piles are pressed into the ground, they are incorporated with the surrounding soils, which provides a large bearing capacity and passive horizontal resistance. These embedded foundations which are firmly anchored into the ground are known as “Implant Foundations”. Being embedded into the ground, the foundations are resilient and maintain their serviceability even in the worst credible design conditions."

It is not the purpose of this report to try to describe all the work done during the past year for the improvement of health or the prevention of illness among miners , but to call attention to a few of the more outstanding investigations in which progress has been made . Among these , the investigations on the physiological effects of carbon monoxide , dust and ventilation , and temperature and humidity will be discussed . Carbon Monoxide . During the years 1920 and 1921 , much more work has been done on the various A survey phases of carbon monoxide than has been carried on for a number of years . of carbon monoxide poisoning in the American steel works , metal mines , and coal He conmines was made by Dr. Henry S. Forbes , of the Harvard Medical School . ** cludes from his survey that late after- symptoms following acute severe gassing rarely occur , and that almost always there is evidence of pre - existing pathological conditions when such effects do appear . He further states that he found no evidence of cumulative harmful effects resulting from frequent exposure . Dr. Forbes , Dr. Forbes , assisted by Louise Hompe , made a laboratory investigation in which anesthetized animals were exposed to carbon monoxide , illuminating gas , and benzol *** . The investigators conclude that , under the conditions of their experiments , there is no change in the coagulation time of the blood . It has been stated by many investigators that the blood of those affected by carbon monoxide does not clot as quickly as normal blood . While the investigation referred to above may not cover all the conditions , it is a valuable contribution to the subject as it indicates that the small hemorrhages found in the membranes covering the central nervous system , abdominal organs , etc. , at autopsy of those dying of carbon monoxide poisoning is probably not due to direct toxic action of the gas upon the blood .

Good afternoon gentlemen. To begin, may I say ?thank you? to the AIME for the invitation to be here today to talk about my company's experience with shovel, truck, pocket, to car loading. The other author of this paper is here today. (Introduce John Sweet). Before we get to the details of this paper I want to tell you a little about Erie Mining Company. Erie Mining Company is located on the east end of the Mesabi Range in northern Minnesota and is engaged in the business of processing taconite rock into iron ore pellets. In 1970, the twelfth year of production, Erie will produce its rated capacity of 10.3 million tons of high grade iron ore pellets. The plant is the first of five iron ore pelletizing operations managed by Pickands Mather & Co. with a combined annual production capacity of 21 million tons. This plant began producing high grade iron ore pellets in 1957 placing it among the earliest of taconite production facilities in North America. Historically Pickands Mather & Co. had been a leading natural ore mine managing firm in the Great Lakes region for more than 70 years. Pickands Mather & Co. moved into the new field of taconite mining and processing with management and operational experience from the open pits and underground mines. We were to learn much of volume taconite handling requiring new equipment and new procedures. A trial and error period through the early years of taconite processing developed through the operation of an experimental sized preliminary plant near the present Erie Mining Company site.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since in most fields gas under pressure is the main source of the energy causing the oil to move through the sands into the wells and thence to the surface, coincident production of natural gas will continue as long as present-day producing methods are used. Generally the use of this gas is restricted, since markets are not readily available. Consequently, a large portion of the gas produced is often wasted by being blown into the air. The magnitude of gas waste is well brought out in the following statement by Miller:5 Only a few outstanding examples need be cited to show the enormous production of gas that accompanies the discovery of new sources. In April, 1927, the Ventura field produced approximately 210,000,000 cubic feet of gas a day; and during the summer of 1927 Alamitos Heights reached a peak gas production of 102,000,000 cubic feet a day; on December 1, 1928, as a result of the summer's deeper drilling in the Long Beach field, surplus gas production amounted to 125,000,000 cubic feet a day. It is estimated that in January, 1929, the Santa Fe Springs field will have a daily gas production of 387,000,000 cubic feet from the recently discovered Buckbee oil zone. Of this amount 274,000,000 cubic feet a day will be the surplus above the amount required for field and plant fuel, taken out by utility corporations, and that used in repressuring the Meyer sand which lies above the Buckbee zone.

It was demonstrated that the stable propagation of the explosive process is possible in low-density emulsion explosives (EEs) obtained through mixing of emulsion with a significant amount of expanded polystyrene (or other similar) granules. Such a process takes place in the form of a detonation-like wave of emulsion drops in explosive gas streams flowing out of the high-pressure area of the reaction zone.Chemical reaction in such EEs takes place in the form of surface combustion of emulsion particles interacting with the gas stream.A method was developed for determining parameters of decomposition of low-density EEs, and it was demonstrated that a gradual pressure increase takes place in products during the explosion of such EEs.The performed analytical research allowed low-density EEs (obtained through mixing of emulsion with a significant amount of expanded polystyrene) to be recommended for smooth blasting.Industrial-experimental blasts at quarries of Ural and Siberia, with extreme positioning of sides and using low-density EEs, have confirmed the viability of the recommendations given.The obtained results are useful in the advancement of smooth blasting technology using low-density EEs.CITATION:Gorinov, S A and Maslov, I Y, 2015. Samples of materials containing pyrite from various coal mines and coalbeds were studied to compare their compositions and oxidizing characteristics. Pyrite was the only form of iron sulfide identified, but X-ray diffraction, emission spectrography, and microscopic analyses revealed similar suites of minerals and trace elements. The pyrite occurred usually in spherical clusters of very small crystals. The oxidation of pyrite in solutions of PeSO4 and Fe2(SO4)3 and in the presence of an iron oxidizing bacterium Ferrobacillus ferrooxidans, was studied through a manometric technique. FeS04 or Fe2(SO4)3 solutions had no appreciable influence on pyrite oxidation under the test conditions, The bacterium acted as a catalyst, greatly increasing the oxidation rates; however, in three samples that also contained calcites, bacterial oxidation was greatly reduced. The oxidation rates also increased approximately as the percentage of pyrite in the samples increased. For the series of samples studied, there was no definite correlation of the results with the location of the various mines nor with the acidity of alkalinity of the mine drainage.

I have been asked to talk to you this morning about phosphate marketing and distribution. In discussing this I will attempt to answer such questions as: What is phosphate? Where do we get it? What form is it and how do we sell it? How do we distribute it? How is it applied? And last, but not least, What about the future? To start with, phosphate is one of the three primary plant nutrients. It is the element essential for root structure of plants. Plants, like humans, need a balanced diet. Thus, the amount of phosphate required by individual plants is, in part, related to how much of the other nutrients are used. Virtually all soils contain a certain amount of available phosphates. Back at the turn of the century the most common source of additional plant nutrient, including phosphates, was from cattle manure. The use of chemical fertilizers is something that has grown significantly during the last half century, and in particular, the last 20 years.
