New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

This report on the electrodeposition of gold and silver from cyanide solutions represents work that has occupied my time at intervals during the past 20 years. The investigation has been carried on simultaneously with my duties as professor of mining and metallurgy of the University of California. During shis long investigation I have been assisted in the details of the work by, a number of my former students, acting in turn as assistants. Particular mention in this connection is due W. H. Hilton, who graduated in 1900; C. T. Dozier, 1902; N. C. Stines, 1905; H. N. Herrick, 1907, and L. C. Uren, 1911. It is impossible to publish full details of the many thousands of experiments performed. Effort has been made to present only the essential data. Wherever possible, the results of the experiments have been expressed in diagrammatic form by curves showing the relation between the simultaneous variables of the experiments. It is necessary to show, as nearly as may be, the state of the art. This is difficult because of the meager literature on electrodeposition in the cyanide process; hence resort must be had to the specifications and claims of patents, most of which seem never to have been applied on a working scale. Such information consequently can not be taken at its face value. Expressing the essential ideas evolved in such specifications is no easy task. Clearly, in quoting from patent records it is not ·feasible to enumerate all of the specifications or the claims allowed the inventors. A statement of the chief contributions to the art in the patent cited must suffice. Legal details, of course, must be obtained from the original patent. In the study of patent literature, when one compares the ardent hopes of the inventors with the results realized from their efforts, it becomes clear that in the development of an art no one man contributes everything. Each subsequent inventor stands on the shoulders of the one who has gone before. It is only through the summation of the contributions of many inventors that the art as a whole prospers. On October 19, 1887, a British patent was granted to McArthur and Forrest for the use of dilute cyanide solutions for treating gold and silver ores. The rapid extension of this process, in various forms, all over the world, has almost revolutionized the treatment of ores containing precious metals. It is a remarkable fact, however, that long before this patent was granted there was issued, on February 5, 1867, to J. H. Rae, U. S. patent 61866, for an electrocyanide process. Thus a method of electrodeposition from cyanide solutions used for treating ores was invented 20 years before the McArthur and Forrest patent .was granted, although the process did not come into general use. On May 24, 1889, U. S. patent 403202 was granted to McArthur and Forrest for the use of zinc shavings for removing gold and silver from cyanide solutions. The use of finely divided zinc is still the standard method for recovering 'gold and silver from cyanide solutions. Since this patent was granted, many attempts have been made to replace the precipitation upon the zinc by methods of electrodeposition. It is the purpose of this report to give an outline of some of these methods, as well as to show the relative advantages and disadvantages of the zinc and the electrical methods of recovering gold and silver from cyanide solutions.

"Less than 20,000 years ago, the last of the glaciers retreated from the Chicago region. They left behind sheets of glacial clay till underlain by dense, over-consolidated till (“hardpan”) below which is the limestone bedrock, found about 100 ft (30.5 m) below street level. The most notable feature in this profile is the unusually soft clay till that has historically been called “Chicago Blue Clay.”But the founding fathers of Chicago really didn’t care about what was under the ground. They recognized the importance of the city’s location as a potential trade and transportation hub. With access to the East through the Great Lakes and access to the West through the Mississippi River system, the viability of the city was evident. Chicago’s population grew rapidly. The city continued to grow through the Civil War years, but was dealt a devastating blow in 1871 by the Great Chicago Fire, leaving the city in ruins. The Birth of the SkyscraperAfter the cleanup of the Great Fire came the first real building boom in Chicago’s history. During this era, buildings were generally founded on shallow footings bearing on sand or clay. Many multistory buildings were constructed between 1880 and 1890 on spread footings. The first tall buildings were constructed with load bearing masonry walls. These early tall buildings suffered significant settlement as the soft clay underwent consolidation.The Home Insurance Building, built in 1885, was 12-stories tall and is generally acknowledged to be the first “skyscraper” in the U.S. It was the first building constructed with an iron skeleton frame instead of load bearing masonry walls. Spread footings were used under the interior columns in an effort to better distribute the loads, but the building still experienced large settlements.Construction began for the Monadnock Building in 1891. The 17-story building was built using load bearing walls 7 ft (2.1 m) thick, supported on rail-grillage footing foundations. When completed in 1893, the Monadnock Building boasted the title “World’s Largest Office Building.” The total building settlement over the past 125 years has been measured at over 20 in (0.51 m). The engineering community in the late 19th century observed settlement, but did not yet understand the process of consolidation of the soft clay beneath the city. During this time, many of the new buildings required structural repairs during and after construction; the problem was especially acute in buildings where highrise towers joined lower podium structures."

Introduction Some interest is being shown in Canada in underground gasification of coal and, as developments have now taken place in several countries of the world, it is thought that a review of progress, particularly from the viewpoint of a mining engineer, may be of interest. The literature on the subject, and notably that of Russian origin, is already very voluminous. The various methods of underground gasification of coal have evolved from initial attempts to employ underground workings as gasifiers of previously fragmented coal or to use some method that involves little or no preparatory work underground. The 'stream' method, shown schematically in Figure 1, has been the only one used in tests to date in countries outside the U.S.S.R. Other methods, involving preparatory work underground prior to gasification, are the early 'chamber' method, where fragmented coal was gasified in rooms between inlet and outlet entries, and the underground borehole' method, illustrated in Figure 2, where gasification is developed in a succession of boreholes which are temporarily sealed and then abandoned in turn after gasification. The stream method appears. to be particularly suitable for pitching seems as it is claimed that the pitch prevents ash accumulation or serious blockage from roof falls, and it also aids the circulation of the stream. As a considerable proportion of Canadian medium and high-rank coal seams are inclined, it would seem that, at least at the outset, the stream method or a modification thereof would be the one most applicable to all but the Saskatchewan lignite fields and the flat domestic-coal fields of Alberta.

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

There is no single factor that determines the appropriate capacity for a mining project. It is driven by the size of the resource, the capacity of the market, the availability of capital, the availability of power, the availability of water, and a myriad of other considerations. There is also no single solution to the question of how big the project should be. However, to develop a project, the study team needs to select the configuration options that it regards as the best for the project. To be able to make this selection, the study team should consider the range of available options and do so at a level of detail that gives it confidence in the conclusion but does not lead to multiple detailed design exercises. Having considered the range of options, and with a clear definition of the project owner’s objectives and constraints, the work to be carried into feasibility studies can be focused appropriately. This paper discusses the process of completing strategic mine planning to identify project configuration options to assist in the selection of the processing plant throughput rate (Capacity Study) for a large greenfield open pit mine. The processes described in this paper allow for the basis of design to be set for subsequent studies that meets the objectives at a risk profile acceptable to the owner.

Mining operators are faced with complex information delivered by technology-centric rather than user-centric systems. The ability to achieve high situation awareness (SA) in the face of this data overload is a key challenge for effective decision making and information exploitation. Incidents that result in loss of revenue and even life, and compromise safety that are attributed to human error are often the result of system designs that overload human cognitive capabilities. This paper focuses on defining SA as it relates to mining operations and presents methods for improving SA through a scientific approach for electric shovel operator user interface development.

Over the past 20 years drum scrubbers have become a widely adopted technology within iron ore beneficiation plants. Generally, the drum scrubbers in use are considered high-capacity machines capable of accepting larger-sized feed material. Together with a water addition to a desired pulp density and a mild energy input, these large rotating machines effect an attritioning action that removes water soluble clays and other deleterious materials. Within the Western Australian iron ore industry, drum scrubbers have been successfully applied to Channel Iron, Marra Mamba, Bedded and Detrital orebodies. The introduction of drum scrubbers has enabled Western Australian producers to satisfy the substantial increase in demand for iron ore from Chinese steelmakers by making the lower-grade sections of the above orebodies economic. However, despite being a relatively simple unit process, the requirements for successful design and operation of these machines are not fully understood. This paper draws on the collective experience of both authors to provide some points to consider for incorporating drum scrubbers into iron ore beneficiation plant flow sheets.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. This paper presents two case studies of large diameter driven tubular steel piles for the ongoing Woolgoolga to Ballina Pacific Highway upgrade (W2B). This project forms part of Australia’s largest regional infrastructure project and will upgrade about 155 kilometers of highway to four-lane, divided road. There are more than 170 bridges on W2B, and driven tubular steel piles are adopted on 43 bridges between Glenugie and Ballina. Driven piles terminating in soil or basalt is a big challenge faced by both designers and piling contractors due to 1) the uncertainty of expected pile unit shaft and base resistance in different soils; 2) whether plugging is formed; and 3) highly variable basalt strength and thickness near top of the rock. If these risks are not adequately managed during design or construction stages, it could lead to unexpected project delay, extra time and cost or pile toe damage in basalt. This paper describes two case studies, one for piles designed to terminate in soils and the other for piles designed to terminate in basalt. How these risks were assessed and managed during detailed design, procurement, hammer selection, pile installation and verification will be discussed in details with lessons learnt summerised in the conclusion.

The steam coal quality is less stringent than metallurgical coal quality. The steam coal is prepared either by cleaning full size range of raw coal or cleaning coarse coal only, leaving the fine coal raw. The latter scheme is more cost competitive. It is particularly applicable to U.S. eastern soft coal where low ash coal is concentrated in fine sizes. For raw coal size separation, a recently developed Rotating Probability Screen, developed by the British Coal Board, may be advantageously used for easy change of raw coal separating size and to avoid screen deck plugging when handling wet and clayey raw coals.

Declines for both access and rock haulage are replacing shafts for mining relatively shallow deposits of down to 1000 m below surface. Where the orebody does not outcrop and where surface access may be restricted, it is often necessary to drive long dead end headings before a connection can be made back to surface and a ventilation circuit created. In hot tropical areas and where large diesel powered equipment is used for mining, heat may also be a problem at these relatively shallow depths. The normal design criteria based on statutory limits and good practice used to evaluate ventilation and cooling requirements in terms of air velocity, dust, gases, diesel exhaust dilution, re-entry after blasting and heat stress are described in this paper. These are then used to design and cost alternative auxiliary ventilation systems that include leakage based on general fan performance curves and typical duct systems. The implications of the current European Community recommendations regarding nitrous fumes are also briefly considered. The actual problem relates to a 2100 m long decline that may have to be extended to 3000 m long without a connection to surface or through ventilation and is located in a hot tropical area where the surface wet bulb temperatures may exceed 25¦C for more than a third of the summer period. Once the preliminary ventilation design is completed, the auxiliary ventilation system can be modelled and simulations undertaken that incorporate heat and moisture transfer routines with the objective of determining the cooling load and amount of refrigeration required. Cognisance is taken of cyclic diesel operations and the thermal flywheel effect of the surrounding rock on the wet and dry bulb temperatures resulting from these operations.A suitable modular cooling system located at the portal is described and optimised with capital and operating costs of both the ventilation and cooling systems provided.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

"The support quality of bolts in deep roadways is one of the important factors for efficient and safe coal production. A new kind of non-destructive testing technique and equipment was used to monitor the axial bolt load in real time in deep roadways. Based on the test results, the working status of bolt support in deep roadways was evaluated. The research results show that the variation characteristics of axial bolt load is consistent with the distribution characteristics of rock pressure no matter whether it is in the initial support stage or mining disturbance stage. The axial load of bolts located 20m outby the development face has an overall rising trend within 3-5 days after installation. Within a certain distance in the front abutment pressure zone in front of the face, the axial bolt load increases with the advance of coal extraction. When coal and rock in the abutment pressure zone yield, the axial bolt load is dropped correspondingly. This kind of non-destructive testing technique provides an advanced means of detection and evaluation on bolt support quality.INTRODUCTIONMany coal seams more than 800m deep are being mined in eastern China. Roadways of large cross-section are being developed in coal seams more than 600m deep in western China (Kang et al. 2014). Moreover, these roadways are commonly supported by roof bolts and have encountered many support problems, including soft rock strata, intense mining disturbance, and abnormal tectonic stress. The stability of its surrounding rocks is difficult to maintain, the roof bolt even fails before mining (Shen 2014; Jiang et al. 2015). Therefore, it is very important to develop an effective method to detect the bolt quality in real time and evaluate the bolt's safety status.During installation of roof bolt, the installation quality is heavily affected by installation equipment and tools, field conditions, and operators' skills (Li et al. 2005; Shan 2009). The anchorage length will be shorter than the designed one if the resin cartridges are pushed to the bottom of excessively long drill hole and stay there without being shredded and mixed. The support function of the bolt would be weakened by the shorter anchorage length."

My opportunity to serve as President of the prestigious Southern African Institute of Mining and Metallurgy (SAIMM) was made possible by an Anglo American scholarship 39 years ago—a pivotal moment that set me on a career path spanning various roles and start-up ventures in the mining industry. Over the past decade, I have been privileged to broaden my experience by consulting across diverse industries globally. This exposure revealed something profound: what I had previously considered mining-specific challenges are, in fact, universal across many sectors. At its core, a mining operation is a complex system of interconnected activities—from exploration through mining operations like drill and blast, load and haul, to beneficiation, and outbound logistics. My cross-industry work has clearly shown that diverse sectors, such as chocolate manufacturing, tissue paper production, toilet paper converting facilities, labgrown diamonds, or high-tech equipment lifecycle management, all rely on value streams of interconnected activities to transform products. The objective is to maximise throughput while effectively managing performance variability. The primary difference lies solely in the specific technical expertise required for each industry, such as chemical, mining, processing, or metallurgical engineering. Across all these industries, I have observed a consistent pattern, that is, performance is primarily driven by individual efforts, where people react and work diligently as situations unfold in real-time. General managers and their teams often operate tactically, focusing on explaining yesterday’s poor performance rather than proactively setting up operations for success. This often resembles an ‘‘under-7s soccer match’’, with everyone chasing the ball. The common response to issues is to add more ad hoc meetings. This effort-driven organisational behaviour persists regardless of whether operations are greenfield digital manufacturing facilities, advanced digital mines with advanced process control, or operations run on paper and Excel spreadsheets for data acquisition. Paradoxically, more real-time data can lead to increased data noise, greater indecision, and sometimes, lower performance. Despite value streams often operating significantly below capacity, organisations continue to invest heavily in additional equipment or in ‘‘glossy brochure promises’’ of Industry 4.0 digital technology and real-time data solutions, which frequently fail to deliver value. This leads to a critical question: Have we underinvested in our most valuable resource— people? Even Tesla faced this challenge with their underperforming fully automated Model X facility. We must shift our focus to designing the ecosystem, or operating model, of our organisations. This extends beyond the traditional triad of people, process, and technology, and moves beyond simplistic views of change management. Artificial Intelligence (AI) has the potential to add significant value, but it also introduces another layer of complexity into designing the organisation of the future. My full presidential address below at the SAIMM AGM discussed the symptoms of an effort-driven organisation and covered the fundamental building blocks and requirements of an operating model, including recommendations on implementing a people-centric approach.

The use of explosives to fragment rock generates ground vibrations which may have a detrimental effect on contiguous underground coal mine openings. Increased surface blasting by a burgeoning number of surface coal mines and quarries has caused considerable concern among underground mine operators. Ground vibration effects generated from surface mine blasting are also causing public concern. In response to this concern, the U.S. Bureau of Mines (Stagg and Engler, 1980) has measured and analyzed ground vibrations and their effects on underground and surface structures. Some of the complaints registered against the mining industry are claims of substantial material damage from vibrations generated by the blasting; others are nuisance complaints of minor damage or annoyance. In general, allegations of damage from surface blasting have been sufficiently numerous to constitute a major problem for mine operators engaged in blasting operations. They have recognized the need for more technological data to evaluate the vibration problems associated with blasting. Both the operators and the general public need adequate safeguards based upon factual data to protect their specific interests. The coal mine industry needs reliable information from which to change blasting operations to reduce the number and severity of major damage claims and eliminate the growing number of nuisance complaints. The problem is of major concern not only to coal mine operators and nearby property owners, but also to federal, state and local governments. At the same time, environmental control agencies responsible for blasting and explosives use require reasonable and appropriate guidelines to protect the miners' lives.

Our paper attempts to summarize the various approaches used to recover Indium from these by-products. A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intensive three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.
