"Since being reported to the 2012 UMI in Shanghai, the Cook Islands has been steadily developing for the commencement of it Seabed Minerals sector in its large Exclusive Economic Zone which contain a vast and unique Manganese Nodule resource, estimated at 10 billion tonnes1. At the 2013 UMI in Brazil, it was reported that the Seabed Minerals Act had commenced and all the necessary complex Technical aspects of this developmental work was being undertaken. At the 2014 UMI in Portugal, full details of the final developments leading to the opening of the Tender of Exploration Blocks in the Cook Islands EEZ will be presented in a brief but comprehensive method, using Poster displays, Powerpoint and active Website interaction. This will show the drafted Regulations, prepared on best international standards, to address both Licencing and Environmental requirements, to give clarity and security to the Resources Owner, industry and stakeholders. This work in being coordinated by the Cook Islands Seabed Minerals Authority, with the valuable collaboration of many international, regional and national stakeholders, including the Cook Islands NGOs, Marine Resources, Marine Park and National Environment Service."

Raises are widely constructed underground in hard rock mining for ventilation, material transport or emergency escape. The four major raise excavation methods, Drop Raise, Conventional, Alimak and Raise Bore can be divided into two categories from ground control point of view, one ground support can be installed during excavation, the other not. Excavation method must be chosen carefully to keep the raise wall in stable state during excavation and make sure enough rock stand-up time to install ground support if needed. If rock quality is permitted and there is no strict space limitation, raise bore method which is the only method that ground support can not be installed after the whole excavation is finished should be considered first because it is faster, cheaper, safer and less disturbance to the hosting rock. Support may or may not be needed depends on the purpose of the raise and rock quality. In high quality hosting rocks, if the raise is only for ventilation or material transfer, support may be not needed. If it is for emergency escape or escape and ventilation, which provide or require personnel access, the whole raise must be supported either in high or low quality rock. Based on on site data collection, construction and raise utilization, this paper gave out the rule of thumb how to decide an excavation method. After purpose of the raise, required raise diameter (size) and raise site options being known, geotechnical data collection is the next important step in a raise project.

Many aspects of water use in mining are driven by the technical requirements for water. There has been little consideration given to both the safety and the health requirements. Workers in the mining industry are exposed to water from a range of treated and untreated sources. The intended use of this water dictates the required quality of the water, sometimes with limited consideration for contact with miners. Particularly for underground workers, there is exposure while working in and walking through groundwater possibly contaminated by hazardous substances. Where controls are inadequate the outcomes of this exposure can result in disease, illness and injury û the costs of which can be significant. The situation could also arise where, due to the lack of human exposure, the controls are unwarranted and the financial cost unjustified from a health perspective but warranted from an equipment management standpoint. In addition to the health aspects, water can impact on a range of safety issues resulting from high pressure usage, dust suppression, fire fighting and other processes. The protocols and procedures in place need to consider the safety issues in addition to managing water usage. The current state of water management in mines from an occupational health and safety perspective has been ascertained from a survey targeting underground and surface coal and metalliferous mines. This survey considered the health and safety issues associated with water use, the types of surveillance, control protocols and the strategies that the mines have in place to manage the health and safety risks associated with water systems. The results assisted in the identification of potential occupational health and safety risks associated with water systems and the management processes that may be appropriate from a risk management perspective. Health and safety issues are often neglected but remain critical issues affecting the value of water to the mining industry.

Most technical and statistical data published on pyrophyllite relating to production figures, uses, markets and sales, have in the past traditionally linked the mineral with talc and soapstone. This is due to several common superficial physical properties resulting in substitute uses and applications. However, these minerals are not similar in chemical composition and do not generally occur in a similar geological environment. Pyrophyllite now stands on its own in the marketplace-particularly in ceramic applications-due to the combination of excellent heat shock and creep resistance properties of the mineral. The increase in pyrophyllite use in the field of ceramics indicates the continuing realization of these marked unique properties. Several new fields of ceramic applications, previously the preserve of high-alumina materials, have been developed on the intrinsic properties of pyrophyllite. Pyrophyllite is an aluminum silicate with the molecular formula of AI2O34SiO2H2O. It would be more appropriate to group pyrophyllite with such materials as kyanite, diaspore, andalusite, and certain high-alumina clays in relation to its general applications (Stuckey, 1928). These materials all have good beat shock resistance properties at high temperatures and are widely used for the manufacture of refractories. For those reasons they are interchangeable in some applications. Pyrophyllite also has many uses in nonceramic applications, the most important to date being as a substitute for talc in fillers. The major pyrophyllite mining operations are located in the US, Japan, Korea, Canada, and Australia, where the mineral is widely used as a raw material for general ceramic, mineral filler, and dilutant applications. Commercial Applications Pyrophyllite was first used in the last century for lining stoves and fireplaces, and also in the carving and polishing of ornamental objects. The rise in industrial demand for new products and applications resulted in the introduction of pyrophyllite as an alternative, mainly for talc and soapstone. Industrial filler applications followed for paint, paper, cosmetics, rubber, pesticides, crayons and pencils, and bleaching soap. The first use of pyrophyllite in ceramic applications was prior to World War II, in the manufacture of ceramic cladding tiles in the US. This was followed by the production of kiln furniture refractories and whiteware when pyrophyllite was offered by suppliers in North Carolina as an alternative to some local clays. The largest tonnages of pyrophyllite used today are in refractory linings in steel ladles in Japan, as seen in Table 1. The consumption of pyrophyllite in Japan is second only to clay and chamotte among refractory raw materials used. Recently this technology has been adopted in Australia. Japanese and Australian practice has resulted in appreciable technical and economic benefits, particularly when pyrophyllite is used in combination with zircon. The potential growth for this application is substantial if US and European steelmakers follow. Investigation and research into the properties of pyrophyllite determined the following main advantages of pyrophyllite-based ceramics: high corrosion resistance for molten iron, steel, and slags; good heat shock resistance; good indices of deformation under load and hot creep resistance (refractories); and increase in mechanical strength of whiteware products promoted by a better distribution of mullite in finished products (also obtained at lower firing temperatures than normally required in production of triaxial ceramics). Probabilistic seismic hazard analyses (PSHA) have now gained wide acceptance in the development of design criteria for major projects. When used with regional criteria the procedures have also allowed the preparation of more rational seismic zoning maps. Seismic zoning maps using various levels of results from PSHA studies around the Pacific Rim now include Canada, Indonesia, New Zealand and the United States. Some Pacific Rim countries such as Chile where the seismic exposure is dominated by subduction events have no subdivision into separate zones.Approaches to risk based zoning are being considered in several Pacific Rim countries including Australia. Australian studies must face problems similar to parts of the Eastern United States where seismic activity is low with irregular and infrequent occurrences of moderately large earthquakes. The perception of the seismic exposure by both regulatory agencies and the public at large is different when considering areas of low seismicity. There is therefore a need to make different interpretations of the results of PSHA studies in these areas of low seismicity. The aim of this paper is to explore some of these differences by comparing the results from two site specific studies from areas with widely differing seismic activity rates.

"A New Mica Company in China A report has been received from the American Consulate at Chungking, China, to the affect that a new company has been organized to operate a mica mine north of Ta-chien-lu, in the province of Ssu-Chuan. The company, which is entirely under Chinese management and control, has a working capital of $10,000. While comparatively new, the mine has been worked before, and apparently with some success. The mica is said to be of good quality. It is claimed that the deposit will supply a limited amount of mica that will cut in pieces a foot square or over, and larger quantities of smaller sizes. The chief difficulty is transportation, for it is reported that a ten days' journey, part of it over mountain trails, will be necessary to transport the mica from the mine to Yachow, the nearest practical waterway. It is probable, therefore, that the output of the mine will be limited.Necessity for Careful Trimming and Grading of MicaA recent report to the Department of Trade and Commerce, Ottawa, Canada, by Acting Trade Commissioner C. G. Venus, London, England, contains information which is of vital interest to mica producers in the United States. It is pointed out that mica exports from Canada to England show a gradual decline dur¬ing recent years, the figures being as follows: 1913- 1,383 cwt: 1914 - 1,225 cwt: 1915 - 1,864 cwt: 1S16 - 879 cwt: 1917 444 cwt: 1918 - 480 cwt. Shipments from India to England, on the other hand, show a steady increase from 40,178 cwt. in 1913 to 66,401 cwt, in 1918."

"The high copper demand as well as the lack of new high-grade deposits, are pushing the copper industry to process low-grade and refractory ores containing chalcopyrite. However, for a quantitative dissolution of copper from the chalcopyrite, the leaching performances still need to be improved. In the present research, we studied and optimized the iodide-assisted leaching of chalcopyrite in H2SO4-Fe2(SO4)3 media. The evolution of surface species during leaching was determined by x-ray photoelectron spectroscopy (XPS) and mineral liberation analysis (MLA). Inductively-coupled plasma spectrometry (ICP-MS) was used to determine the dissolved copper. Significance of experimental results was assessed by statistical analysis while a kinetic analysis of the leaching process was performed by fitting the experimental data with the Shrinking-core model. Results showed the significant positive effect of iodide on copper extraction rate. In the presence of KI, the dissolution rate of copper was almost double than in the parallel experiments without KI. Whether using KI or not, elemental sulfur was generated on the surface of the leached chalcopyrite. Nevertheless, in the presence of KI, the passivation layer did not arrest the leaching. Analysis revealed that the leaching rate was limited by the chemical reaction control step.INTRODUCTION Due to the large demand of copper, processing low-grade ores containing copper sulfides such as chalcopyrite (CuFeS2) has become unavoidable (Watling, 2013). Since ores with CuFeS2 may also contain appreciable amounts of arsenic that cannot be smelted, and because low-grade ores are uneconomic to smelt, the hydrometallurgical technologies are crucial for recovering the copper (Dutrizac, 1978). Sulfate-based processes are attractive because of the lower operating costs and because the sulfate ion is more suitable in case copper would be recovered via electrowinning. In ferric sulfate solution, chalcopyrite undergoes oxidation due to the large amount of Fe(III) and dissolution due to the presence of the sulfate ion (Majima, et al., 1985). In the constant search for ways and means of improving the quality of coke and thus making its use at the blast-fornace more satisfactory and economical, it has become increasingly evident that the present laboratory tests do not show the full picture of a coke's value as a blast-furnace fuel. This fact was recognized by Dr. A. C. Pieldner thirty-five years ago: (Ref. 1) here is perhaps no phase of fuel technicology which has aroused more discussion or regarding which there is more difference of opinion than the properties of coke which make it most suitable for blast-furnaces and other uses." Dr. Fieldner followed this assertion with a statement to the effect that men who write on this subject today (1923) have, because of conflicting experimental evidence brought forth in recent years, far less positive opinions on the matter than did writers of some years past. One is led to wonder if these statements are not just as true now as they were when first made.

This paper presents a novel model to assess the risk of adjacent buildings in tunnelling environments based on Extended Cloud Model (ECM). ECM is an organic integration of Extension Theory (ET) and Cloud Model (CM), where ET is appropriately employed to flexibly expand the variable range from [0, 1] to (-8, +8), and CM is used to overcome the randomness and fuzziness during the gradation of evaluation factors. The risk level of a specific adjacent building is assessed by the correlation with the cloud models. A confidence indicator ? is proposed to illustrate the rationality and reliability of evaluating results. Ten buildings adjacent to Wuhan Metro Line Two (WMLT) are randomly chosen among hundreds of adjacent buildings for a case study. Results have proved to be consistent with the actual situation. Compared with other traditional evaluation methods, ECM has been verified to be a more competitive solution with high calculation accuracy, wide adaptability, as well as simplified computer programming. There are no stringent requirements on the quantity of training data during the modelling process, and the original data can be directly entered into ECM without a normalization procedure, avoiding the potential information loss. ECM can be offered as a decision support tool for the risk assessment in urban tunnelling construction and worth popularizing in other similar complicated projects.

"Industrial dusts are commonly agglomerated using empirical recipes with binders such as bentonite, while Sludges are agglomerated into mixes. Those materials contaminate the products, are expensive and generate significant amounts of slag. Achieving cold dust agglomeration with little or no binder requires understanding the controlling parameters in order to predict and optimize the process behavior. This in turn necessitates comprehensive dust characterization to base predictions on measurable characteristics. In the present work we collected 13 Mn-rich dusts over all the process chain: feed fines, smelting, and refining dusts, as well as ferromanganese alloy dust. This is the first systematic study of dusts along the Mn-processing chain for chemical, physical and mineralogical parameters. X-Ray Diffraction, Qemscan® and laser granulometry analyses show that the mineralogy, Particle Size Distribution (PSD) and morphology evolves from complex heterogenous to simple, homogenous along the process chain: The mineralogy of the primary ore dusts shows various hydroxides, oxides, carbonates, tectosilicates and phyllosilicates. The furnace dusts contain oxides, tectosilicates and carbonates with volatiles, while the refining dusts present only oxides and metal. Finally, the Metal dust is nearly pure metal. Particle morphologies and PSD vary from jagged, irregular particles with broad PSD (>1 mm to <0.3 µm) to smooth and spherical with narrow PSD (100 µm to <0.3 µm). The Metal dust is an exception with angular particles. The Cationic Exchange Capacities (CECs) of all samples range from 0 to 22 meq/100g. Specific surface areas (SSAs) range from <0.1 to 27m²/g, and seem to decrease with from ore feed to Metal dust. This may be due to the disappearance of hydrated and/or sheet-bearing minerals, since a smaller grain size usually implies an increased SSA. The zeta potential varies strongly over the range of the samples tested. However, beside the Gabon ore which has an Isoelectric Point (IEP) ~ 4.1, the other IEP ranges between 2 and 2.5."

The model which Birkimer has developed to explain the increase in fracture strength of brittle, rock-like materials with increasing rate of loading may have some applicability. It should be noted that since his analysis presupposes elastic behavior he could equally well express his result as an increase of stress to fracture with increasing strain rate, a fact which is well known. Certainly his experimental results do not contradict his strain rate to the one third power law. On the other hand, we do feel that the data are insufficient and inadequate to establish the relation- ship definitely. &apos;In metals, the whole fracture picture is greatly complicated by concomitant plastic flow and, in rocks, by the presence of macroscopic flaws and inhomogeneties. Both lead to uncertainties as to the state of stress during the fracture process. He quotes in support of his theory Rinehartfs results on rock in which the latter found that under impulsive loading by explosives, rocks appear to be many times stronger than under static loading. We suspect that the observed increase has little specific relevance to the theory which Birkimer puts forward. Rinehart&apos;s measurements were made by spalling rocks using a sawtooth shaped stress wave of known intensity and duration. The rise time of such a pulse is essentially zero, certainly less than 0.1 microseconds, so that it is not possible to apply Birkimerfs theory quantitatively. We favor attributing the increase in fracture strength to two factors. First, the action takes place very quickly in an exceedingly thin region so that statistically the probability is small of encountering one or more of the large flaws that contribute so significantly to the reduction of strength of most rocks under tension. It is also conceivable that the compressive wave that has just passed by the region of fracture has strengthened the rock by collapsing some of the larger flaws. "AbstractTwo bottom-hole samples have been taken from two new completions in the Turner Valley field, Royalite Lowery No. 8 on the west flank and Royalite No. 73, which was deepened into a lower fault block, on the northeast flank. From the bottom-hole oil of Royalite Lowary No. 8 a synthetic sample was prepared to simulate the original fluid in the reservoir, saturated at the gas-oil contact conditions. The sample from Royalite Lewery No. 8 has been shown to be the original fluid present at this well and represents the oil phase near the oil-water contact in• the reservoir. Complete chemical analysis, P.V.T., and viscosity data have been obtained on these reservoir fluids, which represent the range of saturation from the gas-oil to the oil-water contact in the Turner Valley oil structures. Sampling techniques and the application of the analytical data to reservoir conditions and field operations are discussed. Super-compressibility curves for an average separator tail gas have also been prepared. These data have not been available before. They will be of fundamental value in futu.re reservoir engineering studies of this field and will also serve as a guide in determining operating practices."

Single particle impact breakage experiments provide essential data to aid in understanding of rock fracture in comminution. Such experiments, conducted using devices such as the drop weight tester, split Hopkinson bars and more recently the rotary breakage tester, have been successfully used to characterize ore breakage properties in relation to measured fracture energies. The work presented in this paper highlights the techniques behind the calculation of impact breakage properties from each of these three devices. The breakage parameters that can be calculated from experimental data from each of these are to be described. Drop weight tests are used to calculate A and b hardness parameters using the standard JK breakage model. Split Hopkinson pressure bars are used to establish the ultimate compressive stress of particles through single impact breakage tests and the fraction of impact energy utilized to cause particle fracture. Low energy breakage tests using the rotary breakage tester are shown to be used in calculating particle breakage probability. Methods to calculate parameters related to particle breakage probabilities such as E0 and Ecrit are also discussed.

The electrochemical formation of Tb-Ni alloys was investigated in a molten LiCl–KCl–TbCl3 (0.50 mol% added) at 723 K. Open-circuit potentiometry was conducted using a Ni electrode after electrodepositing Tb metal at 0.20 V (vs. Li+/Li) for 300 s. There were four potential plateaus at (a) 0.66 V, (b) 0.80 V, (c) 0.95 V and (d) 1.56 V, respectively. Alloy samples were prepared by potentiostatic electrolysis at 0.60 and 0.70 V at 723 K. The alloy phase was identified as only TbNi2. Anodic dissolution of Tb from the formed TbNi2 was conducted at 0.90, 1.20 and 1.60 V, respectively. In the sample obtained at 0.90 V for 3 h, the existence of TbNi3 was identified by the XRD. Phase of the sample obtained at 1.20 V for 3 h was TbNi5. The sample obtained at 1.60 V for 3 h was Ni. Alloy samples were prepared by potentiostatic electrolysis at 0.50–0.80 V for 1 h using Ni plate cathodes in a molten LiCl–KCl containing TbCl3 (0.50 mol%) and NdCl3 (0.50 mol%). The highest mass ratio of Tb/Nd in the alloy sample was 56 at 0.70 V.

"Self-similarity is proofed to be a common feature when brittle material is comminuted, either in particle bed or single particle mode. Appropriate test work is well documented for particle sizes less than 7 mm in several publications. In contrast, almost no research has been done for coarser particles. The aim of this paper is to show that the fracture pattern of coarser material also tends to be self-similar. Hence, single particles of quartzite, granodiorite and dolomite were comminuted under compressive load. The focus was set on three different size fractions -3.15 +2.5 mm, -31.5 +25 mm and lumps -300 mm. According to the wide range of particle sizes, three different piston-die presses were used with a maximum compressive force ranging from 5 kN to 4000 kN. The force-displacement curves were recorded in order to calculate the specific comminution energy. Additionally, the -31.5 +25 mm size fraction was crushed in a laboratory scale jaw crusher and a roll crusher. Some authors report that the energy-size-reduction relationship of self-similar materials can be approximated by a linear function, which is independent of the comminution equipment. In their charts the slope can be seen as a product-size-independent grindability measure. Our tests show a self-similar breakage behavior when particles in a range of -300 +3 mm are comminuted in single particle mode. Furthermore, the products of the piston-die-presses and the roll crusher are similar to each other in a self-similar representation of the particle size distribution. The jaw crusher product, however, is not self-similar compared to the piston-die-press products. Finally, the linear energy-size-reduction relationships are confirmed for each fraction, but show size dependent slopes."

The purpose of the research is the development of a complex of solutions for the maximum extraction of non-ferrous and precious metals from persistent mineral raw materials by heap bioleaching from spent heap leaching (HL) stacks. Methodical recommendations for assessing the suitability of primary and technogenic refractory mineral raw materials for heap bioleaching are developed. Active associations of microorganisms have been created for the conversion from various types of ores to the solution of S, Fe, As, Sb, Cu, Zn, Mn, Ni, Mg, P and other elements, as well as methodologies for their storage, immobilization and preparation of bioreagents in industrial conditions. On a pilot scale, tests were carried out on samples weighing 15-17 thousand tons of refractory gold-sulphide ores (more than 50% of gold is associated with sphalerite), gold-quartz ores with colloidal gold (74% associated with quartz and pyrite) and gold-silver ores with elevated copper and zinc content (1.5 and 3,5%, respectively), as well as man-caused material lying for 4-5 years of spent quarry material of oxidized gold-silver ores. In the pilot-industrial tests of heap bioleaching of gold-sulfide ores, gold recovery of 84-85% and silver was achieved to 89-90%, the possibility of obtaining high-yield solutions of copper and zinc, suitable for hydrometallurgical processing, from gold-silver ores, and the possibility of obtaining waste with a dump content of valuable components, suitable for deep disposal in the construction industry. When comparing two technologies for processing refractory ores after biooxidation under HL conditions, when 1000 tons of ore processed by the bioreagent were re-milled from a size of 40 mm to 0.1 mm and cyanated under the conditions of the factory process, the same results were obtained for gold recovery (85%) and silver (90%), as with the heap version. "Sublevel caving in Malmberget mine results in mining-induced surface deformation. One of the currently mined orebodies is the Printzsköld orebody. As mining deepens there is need to assess the behaviour of the cave formed in the subsurface above this orebody. Numerical analysis was used to assess the effects of extraction to deeper levels and perform strength parametric studies. Stress redistribution was studied, and the results showed high stress buildups in the hangingwall and the crown pillar. Two failure mechanisms have been identified – shear and tensile. Reducing cohesion by 50% increased the area of the yielded zone by more than 100% in the hangingwall.IntroductionThe Malmberget mine is owned and operated by the Luossavaara-Kiirunavaara AB (LKAB) mining company. Iron ore is extracted by large-scale sublevel caving. The mine comprises a total of 20 orebodies, about 10 of which are in production today (Figure 1). The mine is located in the municipality of Gallivare, about 100 km north of the Arctic Circle (Figure 2).Successful sublevel caving requires progressive caving of the orebody after initial blasting. This results in caving of the hangingwall, sometimes all the way to surface, resulting in surface deformation. As mining progresses to deeper levels a larger area is affected by deformation. Over the years, extraction from the Malmberget orebodies has led to deformation of the ground surface, affecting residential areas and existing infrastructure.Forecasting the caving process is not straightforward as it can be rapid or slow, depending on the rock mass conditions, stress conditions, the failure mechanisms at work, etc. Moreover, several of the orebodies in Malmberget are non-daylighting, which makes reliable caving analysis even more difficult, primarily since there is less available experience from such cases. The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott&apos;s Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau&apos;s Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government&apos;s problem of rising salinity levels in the Colorado river, as well as the private sector&apos;s need for a more economical coal transport method. The Citizen Award cites McKeever&apos;s efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I&apos;m Andrew Franklin, President of Nerco Min¬ing Company, and I&apos;m delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I&apos;m sure this year&apos;s will be no exception. I am also here to share my thoughts on the western coal industry and how we&apos;re all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation&apos;s largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it&apos;s extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we&apos;re playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. Cortez Gold Mines, the United States&apos; third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners.
