Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

Computational models are very useful for studying many of the physical mechanisms which can cause sample bias. Within such models we can predict the trajectories of all individual particles and thereby make observations which are not possible for physical systems. Physical mechanisms highlighted include congestion at the cutter aperture, particles bouncing over the cutter aperture, air drag on fine particles, waves of material being bulldozed off the belt by the upstream side of the body of square cutters, and particles being thrown by the leading edges of cross-belt cutter blades. Having identified relevant physical mechanisms for an existing cutter, we can estimate the extent to which they are likely to result in unequal representation of portions of a stream of material and thereby estimate the maximum likely sample bias.

"The inhalation of silica has been shown to produce a dramatic inflammatory and toxic response within the lungs of humans and laboratory animals. A variety of cellular and biochemical parameters are used to assess the silica-induced lung injury. The purpose of this paper is to introduce the use of luminok:Jependent chemiluminescence as a new method to study inflammation in both phagocytic cells and lung tissue recovered from silicaexposed animals. Chemiluminescence, or the emission of light, accompanies the release of reactive forms of oxygen when phagocytic cells are challenged. In this study, male Fischer 344 rats were intratracheally instilled with either silica (10 mg/100 g bw) or saline vehicle. One day after the instillations. a marked increase in the chemiluminescence was observed in the lung tissue and bronchoalveolar lavage cells recovered from the silica- treated animals when compared with the saline controls. The light reaction was markedly decreased by either superoxide dismutase or N-nitro-Larginine methyl ester hydrochloride. Superoxide dismutase is involved in the enzymatic breakdown of superoxide anion. while N-nitro-L-arginine methyl ester hydrocholoride, a nitric oxide synthase inhibitor, prevents the formation of nitric oxide. When superoxide anion and nitric oxide react. they form the highly oxidizing substance peroxynitrite. This study then implicates peroxynitrite as an agent that may be responsible for some of the oxidant lung injury that is associated with silica exposure. The use of luminol-dependent chemiluminescence may prove valuable as a method to measure the earliest events in the inflammatory process. and may be an adjunct in studying the mechanisms that produce inflammation. - Environ Health Perspect 102(Suppl 10):37-42 (1994) IntroductionResearch on inflammation has not produced a method that links the initial events of the process to the controlling events. Rather, a variety of parameters are measured that are the result of and not the basis of the inflammatory reaction. Parameters such as tissue weight, edema, blood flow, enzyme and protein release, or production of metabolites (prostaglandins, leukotrienes) have been used extensively. A method is needed that could be applied to cells of a particular type, groups of cells of different types, and even tissue, in an attempt to study the kinetics of the inflammation as well as being sensitive enough to monitor the early events of the process . Since inflammation is so complicated, the relationship between the control of the initial events and the oxidation process has never been explained nor studied in any derail."

The Bureau of Mines conducted laboratory investigations with the objective of developing an alternative process for recovering cobalt and copper from complex sulfide concentrates. Processes currently used depend largely upon precipitation techniques to remove impurities and recover cobalt from sulfate liquors prepared by oxidative pressure leaching of the sulfide concentrates. The Bureau conducted bench-scale research on a process for treating cobaltite concentrates, comprising (1) oxidative pressure leaching, (2) jarosite precipitation followed by H202 oxidation and pH control to remove iron and arsenic, (3) copper solvent extraction with a mixed hydroxyoxime-amine extractant, (4) copper electrowinning from recirculating acidic strip liquor, (5) selective cobalt extraction from copper solvent extraction raffinate with a phosphinic acid extractant, and (6) electrowinning of cobalt from a recirculating weak acid strip liquor. Overall cobalt and copper recoveries were 91.7 and 84.1 pct, respectively. Electrowon products assayed 99.8 pct Co and 99.89 pct Cu.

Investigations were conducted by the U.S. Bureau of Mines to develop flowsheets for the recovery of tungsten and gold from four Alaskan scheelite-bearing ores. Basic gravity concentration and cyanide leach tests were performed on all samples. About 46 pct of the tungsten and 30 pct of the gold from one sample were recovered in a gravity concentrate containing 24 pet W03 (tungstic oxide) and 119 troy ounces per short ton (tr oz/st) Au. Froth flotation of the gravity concentrate resulted in separate tungsten and gold products with grades of 38 pct W03 and 2,720 tr oz/st Au and recoveries of 60 and 97 pet, respectively. Additional gold was recovered from the gravity and flotation tailings by cyanidation. Overall recoveries of tungsten and gold from this sample were 28 and 94 pet, respeetively. A flowsheet with mill design parameters was developed that consisted of (1) free gold and scheelite recovery by gravity methods and froth flotation and (2) fme-grained gold recovery by cyanide leaching of reground gravity and flotation tailings, followed by a carbon-in-pulp (CIP) circuit. Data were developed from the Bond mill work index, gold and tungsten flotation, conventional and high-rate thickening, cyanide leaching, and CIP adsorption tests.

A theoretical analysis is presented for the static and dynamic response of wire rope in deep-shaft mining operations. Expressions for the stresses in the individual wires of complex wire ropes are derived, and specific results for simple strands, 7x7 ropes, 6x 19 Seale ropes both with and without internal-wire-rope cores, and 6x25 filler-wire ropes both with and without internal-wire-rope cores, are presented for the case of ropes subjected to a combination of axial loading and bending over a sheave. Consideration is also given to the dynamic overloading associated with certain mining operations, such as dumping ore into a suspended skip and accelerating a fully loaded skip upward. Experiments to determine the axial stiffness of wire rope are described. Factors affecting the service life of wire rope, such as residual stresses, contact stresses, and fatigue behavior, are discussed. Specific research areas in need of further investigation are identified.

"We report that two different micropolystyrene round beads linked to either luminol or lucigenin have been developed. The 1-µ.m-diameter beads arc useful reagents that allow one to perform chemiluminescent (light producing) phagoeytic reactions without opsonization. It is known that luminol reacts with peroxidases (e.g., myeloperoxidase) while lucigenin reacts mainly with superoxide anion. Luminol and lucigenin beads produce cellular chemiluminescence (CL) with neutrophils, macrophages, monocytes, and differentiated human promyelocytic leukemic cells (HL60). When myeloperoxidase (MPO) is present luminol beads evoke higher CL from neutrophils, but when little or no MPO is present, lucigenin beads produce higher amounts of light. Lucigenin beads appear to be active inside these cells where unbound lucigenin does not enter freely.INTRODUCTIONA variety of cells, e.g., neutrophils (Ns) and macrophages (Ms), can engulf foreign particles (1). This engulfing or phagocytic activity is used by the body to kill bacteria and to eliminate foreign particles such as respirable dusts, e.g., coal, silica, or cotton. The neutrophil engulfs or phagocytizes bacteria which are coated with plasma antibodies and/or complement proteins (Fig. 1). The coating or opsonization allows the neutrophil to recognize foreign substances. Usually the absence of opsonization prevents the cell's recognition of a foreign particle and the particle is not phagocytized. Macrophages, particularly the alveolar Oung) cells, do not require opsonization for phagocytosis. Ms should not be selective toward individual dusts because they serve a major role in eliminating a variety of these.Particle size can also be a factor. Usually a particle with a diameter of 0.5-5 µ.m is considered in the respirable range. Larger particles are trapped before they reach the alveoli Oung spaces where oxygen exchange with blood occurs), ·and smaller particles do not generally settle, and are not engulfed by macrophages (2). Tabato and Ikada (3) found that maximal phagocytosis of microspheres takes place when their diameter is in the range of 1.0 to 2.0 µ.m. In addition, they found that beads with hydrophobic surfaces were more readily phagocytized than hydrophilic surfaces."

"Niobec mine, a producer of pyrochlore concentrates since 1976, became a producer of ferroniobium in 1994 and achieved accreditation to the ISO 9002 standard in 1995. The goal of ISO 9002 is to ensure that the products supplied to clients regularly meet their specifications, through explicit work standards and procedures throughout the production process, from deposit appraisal to ferroniobium production.A key element of ISO 9002 implementation at Niobec consists of the quality control procedures applied to the raw materials: the ore fed to the mill and the pyrochlore concentrate fed to the reduction plant. These controls extend from exploration, deposit appraisal, mine planning and reserves estimation, mining, mineral processing and, finally, ferroniobium production. The implementation of ISO 9002 has allowed more efficient control of the quality of the final product sold to clients. It requires interactive team work, the role of the geologist being to relate all information pertaining to raw material and product quality to the geological framework of the deposits."

Electrical dewatering tests are described in which the laboratory cells were designed for continuous operation using an endless metal belt as the anode . The test slurries were dilute , containing from 2.5 to 14.4 percent solids (specific gravity of 1.02 to 1.10 ) that were all minus 8 microns in size . Recovery of the solids of low water content was the practical objective of the investigation . Process variables evaluated and reported are : The effect of feed rate , amount of electrolyte , samples from different sources , and the use of two cells in series . These variables are evaluated on the basis of yield of clay per kilowatt - hour , recovery , and the amount of solids in the deposited clay . Recovery , yield , and solid content of the belt anode product are interdependent , and changes that will improve one of these characteristics often are accomplished at the expense of the others . Tests in which recoveries range from 50 to 60 percent usually result in yields of 8 to 9 kilograms (kg ) of dry clay per kilowatt- hour (kwhr ) . Under these conditions , the solid content of the deposited clay approximates 50 percent . One test sample , composed of kaolinite , showed very high yield , 13 to 16 kg per kwhr ; high recovery , 53 to 58 percent ; and 52 to 54 percent solids in the cake .

IN five years mineral wool has grown to a thirty-million-dollar industry from one whose output was valued, in 1933, at $1,700,000. Ten years ago, in 1928, there were only seven producing companies, with an annual output of but 50,000 tons. By 1936 fifty or more companies were producing half a million tons. The industry is still growing vigorously and will profit from the expected activity in building in 1339, for two-thirds of this material is used for building insulation and to assist in fire-retarding, in both new and old homes. It is as useful in the South, to protect against heat, as in the North, to keep out the cold, if one may speak nontechnically. It is a concomitant of air conditioning, that new addition to the American standard of living that began in theatres, department stores, and railroad dining cars, and is rapidly progressing down to small homes. Here, then, is an industry that is only beginning to have a present, and one with an almost certain important future; one that depends upon mining and the by-products of mining for all of its raw materials; one that every progressive mining man should know something about.

The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.

In situ stresses are important input data for the design of safe, stable stope layouts and extraction sequences. However, it is commonly assumed that normal and shear stress gradients in a stress field are negligible and, consequently, that stresses are uniform throughout the region of analysis. To evaluate these assumptions and to provide input data for an analysis of a shaft pillar mining plan, in situ stresses were measured at the Homestake Mine, Lead, SD, using overcoring on hollow inclusion cells and borehole deformation gauges. These measurements were used with conventional least squares, best fit data reduction schemes. The results showed that normal stresses within the shaft pillar were less than, but comparable to, those estimated from finite-element modeling. Shear stresses were an order of magnitude less than normal stresses and varied considerably from site to site. Possible causes of this variability include effects of scale, elastic moduli, anisotropy, and axial strain. Because of the variability, it is not possible to determine the magnitude of horizontal stress gradients.

This study describes five fatal accidents so unusual in occurrence that the chain of circumstances bringing them about may never be duplicated. The intent of this publication is to illustrate that everyone working underground is subjected, at all times, to definite inherent mining hazards and that safety devices, though provided, often are ineffective or not used. It is hoped that a study of these fatal accidents in bituminous-coal mines will show workers and safety engineers that nothing can be taken for granted. Safety planning with continuous study can prevent these unusual accidents as well as the routine recurring types, which cause the majority of coal-mining injuries. The treacherous, fatalistic philosophy that "it can't happen to me" or that "when my time's up I'll get it regardless of what I do," still prevails among individuals and even safety engineers. The individual or safety man who believes in luck as applied to safety should not read any further, since this study was written for the sincere, safety-minded individual who accepts the prevention of all accidents as a challenge to his knowledge, initiative, persuasiveness, and salesmanship.

BASIC mineral commodities may be divided into two general classifications in their market or price characteristics. In one class are commodities sold on a world-wide basis, as gold, silver, nickel, asbestos and petroleum, and in the second are those produced and sold locally. Of course, no precise line of demarcation exists between the two; coal, for instance, belongs more or less in both. If there are enough producers of any commodity to prevent control of production by any one person or group, a free market then exists and the price in a buyer's market is determined by the most favored producer-meaning the producer, with the lowest production cost or the lowest cost of transportation, or both, to the particular market, or place of use. With minerals in the first classification, their high intrinsic value far outweighs the transportation cost and a uniform market price is accepted as an essential element in the economy of distribution. But with common minerals of small. intrinsic value and relatively high transportation costs, economists are reluctant to admit that a uniform price may also be an essential element in distribution.

The Electric Power Research Institute (EPRI) and six EPRI-member utilities are sponsoring research to define relationships between coal properties and coal handling behavior. Deratings and outages caused by plugged chutes or bunkers or frozen coal can cost utilities millions of dollars annually in lost energy production as well as in manpower to restore coal flow. There is also the added expense of maintaining redundant equipment to assure a continuous coal feed to the boiler, a common practice for utilities. Over the past two years, researchers at CQ Inc. and Iowa state university have collected and analyzed coal samples to develop a coal handleability index for utilities to use when specifying coals for their power plants. These coal samples cover ranges in ash content, rank, grindability, size distribution, and moisture content--properties that affect the handling behavior of coals. Other properties, such as the washability and ash composition, are measured as well. Over the remaining two years of the project, all of these analyses will be correlated to handling behavior, measured using a triaxial shear tester that determines the strength of a coal under compression. An index will be developed and validated at host utility power plants.

Alumina is a major impurity in Australian iron ores and as the higher grade ores become depleted there will be a stronger focus on treating lower grade haematite/goethite ores and developing suitable beneficiation techniques to reduce the alumina content. High alumina in iron ore is deleterious in that it can:• produce slags with lower desulfurising capacity,• reduce sinter/pellet strength and quality, and• produce higher slag volume and increase slag viscosity.Meeting iron ore quality specifications for alumina by blending ore from different sources will eventually be insufficient. Hence, innovative flow sheets based on new and commercially available technologies will be required. Their advantages and disadvantages, the testing methodologies and the challenges and diffi culties involved in reducing the alumina content of iron ores are presented and discussed.

One of the primary goals of Bureau of Mines research is to reduce the cost of coal mining by improving the efficiency of longwall supports. One method of achieving this goal is the optimization of stress distribution within the support structure, resulting in a lower overall weight, more fully stressed shield. However, before stress optimization can be initiated, load conditions must be defined that cause maximum stress in the various support components. A finite-element model of a longwall shield was used to identify these critical load conditions. These load conditions were then evaluated in the Bureau's mine roof simulator (MRS) by instrumentation of a longwall shield and measurement of strains in each of the shield components. The critical (canopy-base contact) load conditions were identified that can cause structural failure at less than rated shield (hydraulic yield) capacity. Comparisons were made between full-contact and partial-contact load conditions. Other parameters investigated included the stiffness of the contact material, changes in shield geometry, rate of load application, and effects of horizontal constraint. Conclusions were drawn regarding the structural integrity of the major shield components and potential for stress optimization.

Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

"Oxygen evolution by decomposition of water is the main anodic· reaction in sulphuric acid solution. Traditional anode materials have been relatively low-cost lead alloys, though the active lead dioxide layer has a high oxygen evolution overpotential. This causes a significant increase of cell voltage. To lower total energy use in metal production, electrocatalytical properties or corrosion resistance to decrease replacement costs must be improved. Addition of an catalyzing ion will decrease oxygen evolution potential. The effective area of an anode increases by calcium additions and by producing anodes with fine microstructure. Remelting and rapid quenching is possibly a method that is economically feasible and technically simple enough to be adopted.IntroductionPermanent anodes are widely used in several electrochemical processes and cathodic protection applications. The permanent or ""inert"" anodes can be either massive or coated anodes. The massive anodes are metals, like lead alloys, or non-metals, like magnetite, graphite or ferrite. The coated anodes are made of a valve metal base (titanium, niobium or tantalum) coated with an electrochemically active coating. The purpose of anodes is to supply current to the electrochemical cell. A vast number of materials and their combinations are electrical conductors and may hence be used as anode materials. However, good anode materials must survive in aggressive environments and also be able to pass high current densities. These opposite requirements restrict the amount of possible materials. Generally, an useful anode material must meet three requirements, electrical conductivity, electro catalysis and stability. Good electrical conductivity is essential for energy efficiency. Good electrocatalytical properties are essential to improve product yield. Long term stability is also an important property, because electrode wear and corrosion may cause product contamination, increasing energy consumption and material and labor costs due to need of periodical maintenance. Electrical conductivity and electrocatalytical properties are more widely studied subjects than long term stability of anodes, and a good amount of information about these two subjects can be found in the open literature. Wear and corrosion mechanisms of the anodes vary depending on the operational conditions, i.e. concentration of different species, temperature and operating current density."
