This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

This report describes a new application of electroamalgam metallurgy in recovering all the zinc as refined metal from galvanizers' sal skimmings. Pure zinc was recovered by electrolysis of skimmings leach liquors in amalgam cells. The following information was gained as a result of literature studies and subsequent laboratory investigations. 1. Reports in the literature indicate that pure zinc can be recovered from chloride solutions with the aid of amalgam cells. From Europe it was reported that amalgam cells could be used to recover pure zinc and chlorine from leach liquor obtained from pyrite cinders following a chloridizing roast.

The U.S. Bureau of Mines has cooperated with Cyprus Casa Grande Corporation Cyprus Casa Grande Mine, Cas a Grande, Arizona, since 1988 to assess the hydrology of an in situ leaching test facility. This work has resulted in an in situ design for leaching copper oxide ore that takes advantage of the increased mineral access associated with poor quality rock surrounding mine drifts. Blasting and bulkheads are used to produce readily-leachable rubble and contain and control solution movement, respectively. The design reduces the need for handling solution under high pressures in an injection/recovery system for in situ leaching of underground ore bodies. Early work at the site recognized a stress redistribution zone and increased transmissivity near drifts. Fracture data from a corehole oriented parallel to the dip of the ore body indicated an increase in fracture frequency around drifts a distance of 21 m (70 ft) away from the 5 m (16 ft) diameter drifts.

"The Commonwealth of Virginia is restoring and expanding its Capitol of great historic significance. Designed by Thomas Jefferson in 1785, it is the second oldest Capitol building in the United States. The building expansion required excavations immediately adjacent to its South Portico. The building, which rests on shallow brick footings, is very sensitive to any disturbance caused by construction and excavation. A comprehensive and secure plan of operations was devised by the design team to ensure that this national monument remains unharmed by the new construction. Various construction techniques were implemented to satisfy the strict movement goal of 0.25 inch and distortion of U2000. They consisted of jet grout columns to stabilize the upper soils, compensation grouting for future foundation leveling, a tied-back reinforced concrete diaphragm wall for excavation retention and foundations, and realtime instrumentation for monitoring. This paper describes the design approach for the retention system, providing information on the various construction phases and techn iques, and reports on the movements recorded by the real-time monitoring system during the course of the project. At the time of this manuscript preparation, and the deep excavation complete to final grade, the results indicate that the extremely restrictive building movement criteria have been met. The success can be credited to detailed design, close cooperation among the project team, prudent construction methods, and real-time monitoring. INTRODUCTIONThe Commonwealth of Virginia is undertaking a comprehensive renovation and expansion of the Virginia Capitol building located in Richmond, Virginia. The Capitol building was designed by Thomas Jefferson in 1785, with construction of the original building starting the same year. The Capitol building was designated a National Historic Landmark in 1960 and was listed on the National Register of Historic Places in 1966.A part of the comprehensive renovation and expansion of the Capitol is a 25,000-square foot, two-level subterranean extension on the south side of the Capitol building, which will serve as a new Visitor Center and public entrance for the Capitol. Deep excavations were required for the construction of the new Visitor Center. The excavation required a permanent retention system to accommodate an approximately 40- foot deep excavation."

Prior to 1995, the smelting process at the Kennecott Utah Copper Corporation (KUCC) smelter consisted of Noranda reactors and Pierce-Smith converters. In the consideration of expansion opportunities, the existing process did not lend itself to a program geared towards processing the total output of KUCC mining and milling operations. During 1989 and 1990, a number of smelting options were evaluated. The final selection was the Outokumpu flash smelting process, coupled with the new Kennecott-Outokumpu flash converting technology. Facilities were designed and installed to process 1:0 million tonnes per year of copper concentrate, with the ability to expand to 1.2 million tonnes per year. Following the shutdown of the smelter facility utilizing the Noranda technology in May 1995, the flash smelting, furnace commenced operation in June with the flash converting furnace startup following a few weeks later. The smelter has achieved design production targets and environmental goals. Current operating rates are at or above design rates for concentrate and matte processing. Emissions are lower than the permit levels and equate to less than 3.5 kg of SO2 per tonne of copper. This paper outlines the design, construction, startup and the first two years of operation of the modernized KUCC smelter.

The mineralogy of new certified-reference-materials (CRM) for X-ray fluorescence from Western Australia (ASCRM 030 to 035) was analysed by X-ray diffraction using the BRUKER energy dispersive one-dimensional detector LYNXEYE-XE. The samples were studied using standard-less quantitative phase analysis, based on the Rietveld method. This method delivers the relative amount of crystalline phases. All materials were found to be high-grade iron ore predominantly consisting of hematite and goethite and very low amounts of magnetite. In addition, the gangue mineralogy was characterised. It consists of low-per cent amounts of carbonate (siderite/calcite), quartz, kaolinite, chlorite and gibbsite.Furthermore, all samples were analysed with the external standard method. This is an elegant way to probe for amorphous content without adding an internal standard. All six samples were found to contain up to 16 per cent amorphous or nano-crystalline material.CITATION:Knorr, K and Birch, S, 2013. "Cutter Soil Mixing, also known as CSM, was developed in Europe as an alternate method of Deep Mixing to the more traditional single and multiple auger techniques, and brought to market by Bauer Maschinen GmbH (Bauer), towards the end of 2003. Initial development of the technique had been completed in a joint venture between Bauer and Bachy Soletanche. In 2004 the concept was introduced to the North American market. Continued development of the method and demonstration of its versatility, both in terms of applications and applicable soil types has seen a steady growth in the number of designs incorporating the approach, and contractors offering the technique. This paper provides a brief overview of the variety and size of projects and applications where the method has been adopted, discusses some lessons learned with respect to equipment operation as well as the improvements that have been introduced to the equipment, and briefly reviews the current state of practice, as well as some of the associated on-going research and development.BACKGROUNDCutter Soil Mixing (CSM) is a technique for deep soil mixing that was initially developed as a collaborative effort between Bauer Maschinen (Bauer) and Bachy Soletanche, but which ultimately resulted in the separate development of two somewhat different brands of CSM tool. The Bauer brand of CSM entered the European market in 2004, and was first promoted in the North American market in late 2004, with the first project starting in 2005. The Bachy Soletanche brand, sometimes referred to as “Geomix” was first marketed in Europe in 2005 and the first model introduced in North America in 2007.The development of the Cutter Soil Mixing technique utilized the experiences gained from Trench Cutter/Hydrofraise equipment, developing a technique that incorporates two cutting wheels rotating about a horizontal axis as opposed to the more conventional deep soil mixing approach which utilizes augers and mixing paddles rotating about vertical axes. Whereas the Trench Cutter/Hydrofraise technique excavates the soil from within a panel, and supports the open hole using a bentonite slurry, the CSM technique cuts and displaces the soil whilst pumping a slurry/grout directly into the soil through a port located between the wheels. The combination of cutting the soil while introducing an appropriate volume of slurry effectively fluidizes the column of soil around and above the cutter head. While this process achieves a high degree of mixing, even on the downward cutting stroke, thorough in-situ mixing typically occurs on the withdrawal stroke, when most of the slurry is added."

The process of converting coal into coke is known as carbonization. Essentially, carbonization is destructive distillation in which the volatile matter of coal is released when coal is he ted above its decomposition temperature and passes through a plastic stage before solidifying and forming coke. The mechanics of coke formation are complex, and the specific properties of certain coals that tallow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal.

Tungsten, a comparatively new metal, is one of the important strategic war materials. In peacetime, tungsten is widely used as a filament in elec¬tric lamps and electronic tubes and is a vital constituent of some of the most important industrial alloys. High-speed tool steel containing tungsten and stellite alloys containing cobalt, chromium, and tungsten are extremely hard and resistant to corrosion. These alloys and the tungsten carbides are unequaled as cutting tools and in other wear-resistant applications. They play a prominent role in the present era of mass production. Alloys containing tungsten resist oxidation at high temperatures and have been key alloys in the development of modern aircraft. The adaptability of tungsten to new uses is expanding, particularly in the high-temperature range. Domestic production of tungsten has come from a large number of deposits in 17 of the 49 States; but, of the total domestic output from 1900 to 1956, more than 80 percent was produced from mines in North Carolina, California, Colorado, and Nevada. The average tenor of the mined ore was less than 1 percent tungsten trioxide (W03).

"INTRODUCTION.Luring the year 1923 a complete survey was made of the condition of research in the reduction (milling) and concentration of ores and nonmetallic minerals - that is, up to the stage where the ores or concentrates were ready for hydro- or pyro-metallurgical treatment. This survey was carried on under the general supervision of L. A. Lyon, assistant director and chief metallurgist of the Bureau of mines, in cooperation with the milling committee of the American Institute of mining and metallurgical Engineers, the Massachusetts Institute of Technology, and the University of California. Other institutions, including the National Research council, were of assistance and outlined recommendations during the study.While this report is on ""ore dressing"", it contains short sections on coal and clay. The mechanical handling that these minerals undergo is ""dressing"", so that ore dressing is inclusive of metallic and nonmetallic minerals. ""milling"", in its broadest sense, includes with ore dressing certain other metallurgical treatment which the report is not designed to cover.The survey revealed that considerable experimentation is being carried on great cost to the mining industry, but that the research is in general poorly coordinated while companies and firms are adequately taking care of routine tests and the mechanical features involved in their own operations, no comprehensive study of the fundamental principles of ore reduction is now in progress or contemplated. Many industries, besides mining, are interested in the preparation of materials for final treatment, rendering this investigation of value also to them. This class of fundamental research is neglected by industry unless there is some agency which can bring together at least a majority of this interested in a cooperative effort. It can not be effectively handled by a single company; and, moreover, no company can be expected to bear the whole burden of an investigation to benefit the entire industry or a number of industries hence there is need for concerted study within reasonable limits. Furthermore, co-operation eliminates duplication, which is largely a waste of effort and capital."

Competition from an all-flotation plant, with demonstrated economies and efficiencies, plus a change in smelting contract and introduction of improved cyclones lead to conversion from gravity-flotation. Detailed descriptions are given of equipment installed and procedures used at St. Joseph Lead's Federal mill. Future plans include further quality control by instrumentation in all aspects of the mill operation. Also planned are improvements in materials handling systems. Competitive conditions will continue to dictate improvements and changes in the mill flowsheet. The advent of all-flotation mills in the Lead Belt was introduced by the Indian Creek mill in late 1953. This modern and efficient plant then became a pattern for the other mills in this area to re-evaluate their circuits in an effort to develop flowsheets that would improve operating conditions and metallurgy. The Indian Creek mill demonstrated that all-flotation would require considerably less operating and maintenance labor than the combination of tabling and flotation that was common in the Lead Belt at that time. Two significant changes occurred in recent years to allow all-flotation to be seriously considered in other Lead Belt mills. One was a change in the smelting contract which did not require gravity concentrate. Another was the development of cyclones which provided classification of the flotation feed in a very small space. Since the Federal mill was the largest concentrating plant in the Lead Belt it was felt that the greatest savings could be made by investigating the all-flotation possibilities at this mill. Interest was stimulated by the milling and ore dressing Depts. to determine if this mill would be converted without undue cost, provided the metallurgy could be improved. Accordingly, laboratory tests were initiated to learn what metallurgical benefit could be derived. Numerous tests were run which indicated that grinding to all-flotation would improve the tailing by as much as 0.02 pct Pb. This was quite significant when multiplied by the tonnage of ore treated. Projecting the added cost of power for extra grinding and flotation, and the additional flotation reagents required, plus additional new equipment that would have to be purchased, it would still add up to a considerable saving. The all-flotation mill would reduce man power by some 30 pct, and make a metallurgical improvement. Operating costs could be reduced bv 2$ per ton. The metallurgical improvement would amount to 4$ per ton, for a total of 6$ per ton of ore milled. An estimate of the cost of the conversion was set at $250,000. With the savings as estimated this could be paid off in about two years. On paper it therefore seemed attractive enough to justify a mill test. MILL TESTING One section of the Federal mill was made available for use as a separate test circuit. Cyclones and density controllers were borrowed from the Viburnum and Indian Creek mills. Denver flotation cells were obtained from the Desloge mill that was then shut down. Two 10-cell groups of Fagergren flotation machines, consisting of eight roughers and two cleaners in each bank, were segregated from the remainder of the plant. The 9x12-ft rod mill was continued as a primary grinding mill. The two 6%x12-ft mills on this section were converted from rods to balls, and the speed increased to 22.0 rpm. Cyclones were installed to close the circuit of these ball mills. The ground pulp from each of the ball mills was fed separately to its own bank of flotation cells so that two completely separated test circuits could be run in parallel. This test circuit operated on a three-shift basis from Dec. 22, 1959 to Mar. 21, 1960. The first few weeks were occupied in developing conditions for proper metallurgy and trouble-free operations. Results were rather erratic but as the ore dressing laboratory and the mill operators became more familiar with conditions they were able to obtain expected results, which could be duplicated day after day. The last five weeks of testing indicated the best results and are tabulated in Table I. During the first two weeks a Denver unit cell was used on No. 1 flotation circuit. The electric utility industry is the largest customer of the U.S. coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50[c] to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag.

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

The U. S. Federal Coal Mine Health and Safety Act of 1969 placed limits on the permissible concentration of airborne respirable coal mine dust. Evidence exists which suggests that the effects on health of respirable coal mine dust may depend on both host factors and dust properties other than concentration. Dust particle size, shape, density, specific surface area and chemical composition are among the dust parameters of interest in an epidemiological investigation of coal workers' pneumoconiosis and coal miner exposure to mine dust. The purpose of this investigation was to develop and demonstrate the feasibility of techniques to determine selected properties of respirable coal mine dust. An approved underground horizontal elutriator which samples air at 36 cfm was designed, fabricated and utilized in this study to collect respirable coal mine dust in three mines representing the Pittsburgh, Lower Freeport and Lower Kittanning coal seams. Analytical procedures for measurement of respirable dust sample particle size, density, random projected area, total surface area and chemical composition are presented. Results of analyses of three samples collected in each mine are presented. Up to five full work shifts of sampling were required to accumulate approximately five grams of respirable coal mine dust in each sample. Statistical tests were applied to determine the significance of differences between properties of dust samples collected in the same mine and between arithmetic mean values of dust properties representing three samples collected in each mine. Thermodynamic calculations indicate that an electrochemical cell might serve as an analytical device for determining the composition of high-purity metals. An equation, readily derived, for the cell voltage, E, is as follows: [E I RT In F NFe unknown sample T of L NFe standard] The cell, however, must come to equilibrium, must be reversible, and must have no thermal effects or complicating side reactions whose magnitude is indeterminable. This Bureau of Mines investigation explores the feasibility of an electrochemical technique for the analysis of high-purity iron. Experiments were conducted using room-temperature aqueous cells and high-temperature molten salt cells. The room-temperature cells proved to be irreversible. The high-temperature cells utilizing FeCl2 and a eutectic mixture of KC1-LiCl were reversible, but did not attain a constant voltage necessary for analytical considerations.

TWO zinc concentrating mills are operated by the St. Joseph Lead Co. in St. Lawrence County, N. Y. The Edwards mill is operating at present only sixteen hours a day treating 400 tons daily. The metallurgy at Edwards presents no unusual problems therefore this discussion is mainly limited to the metallurgy of the Balmat ore. The Balmat mill has a capacity of 1,250 tons per day and the operating crew consists of three shift bosses each with five millmen per shift. Two crusher operators work on each of two shifts and one cleanup man on day shift. The repair crew is made up of a foreman and three repairmen, one of the repairmen being capable of taking over any operating job in the mill from shift boss down. Each millman is capable of handling the next job in line and several men in the yard crew are broken into handling the start-off job in the mill so that temporary shortages of men do not cause extensive overtime.
