"The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. THE best estimate on reserves of iron ore in the Lake Superior district is that made, in 1920, by Mr. R. C. Allen, amounting to 2,947,225,000 tons of assured and probable ore. This includes direct- shipping or so-called merchantable ores, and those capable of beneficiation by demonstrated processes. De- ducting from this the 287,000,000 tons shipped since 1920, leaves a present reserve of approximately 2,500,- 000,000 tons, or; about 50 years' supply. The assured ore in this estimate is given as 1,560,500,000 tons, which checks Mr. Lake's estimate of 1,528,948,000 tons, or about 30 years' supply. This is not a long time in the life of the steel industry, and it can be readily appreciated that the matter is important enough to war- rant the attention it is beginning to receive. The first question that engages our attention is, What is merchantable ore? In 1902 the average of all Mesabi shipments was 56.07 per cent iron and 4.35 per cent silica. Twenty-five years later it had dropped to 51.99 per cent iron, with silica up to 7.92 per cent. It has remained around these figures for' ten or twelve years and, except for a probable rise in silica, can stay there for an indefinite period. Most of these figures I am giving cover the Mesabi Range. Including the other ranges does not change the figures greatly, and the Mesabi Range commands the situation, since it produces about 65 per cent of the total annual tonnage and, according to Mr. Allen, contains 81 per cent of the assured reserves, 50 per cent of the probable reserves, and 66 per cent of both the assured and the probable reserves.

"THE SS640 AGRIGENTO-CALTANISSETTA PROJECT The Caltanissetta tunnel is part of the works for the construction of the second 28km-long maxi section of the SS 640 motorway of Porto Empedocle, from km 44 to the junction of Imera in Sicilian hinterland. Amongst other major infrastructure works, the €740 million ANAS (Italian national roads and highway administration agency) project consists of four twin tube tunnels three of which are being excavated by conventional means. The longest tunnel, underpasses the Caltanissetta city and has a length of 3.9km under a maximum overburden of 120m. The JV consisting of CMC of Ravenna and TECNIS SpA won the design & built tender in 2010. Construction started in early spring 2012 following the approval of detailed design and later on the approval of design for construction. THE CALTANISSETTA TUNNEL The Design Phase Tender design and detailed design foresaw the construction of 13.4m excavation diameter tunnels that were to be enlarged in a second phase to create, every 600m, 50m-long tunnel sections for emergency parking. During the design for construction project phase the JV proposed to replace the 13.4m tunnel with a 15.08 excavation diameter that incorporated apart from the two 3.75m wide lanes a 3.25m wide continuous emergency lane. This significant tunnel section modification was associated with better road safety conditions, simpler and safer construction procedures, better statics for the tunnel section while in terms of overall cost the solutions were equivalent.Geologic context The tunnel is located in the middle of the geologically known Caltanissetta basin that is intersected by various tectonic structures. The geologic context for the tunnel scale, was defined in collaboration with the University of Catania in early project phases. For almost its entire length the tunnel is excavated in the Terravecchia formation that represents the lower part of the stratigraphic sequence that was formed in the Tortoniano period of Miocene. The quite complex geological model is also characterized by the presence of the so-called Trubi formation that consists of clay and marl clay. Almost 90% of the tunnel traverses formations that are quite similar in terms of excavation behavior. Exception to this are thrust zones and a calcareous stretch of the alignment. This last segment has a length of 200m and was identified since the very beginning as a tunneling challenge due to the combination of very poor geotechnical properties and an important water load."

The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012. Well designed and maintained haul roads are the key to minimizing truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often difficult to achieve. Poorly designed and built roads exhibit high rolling resistance - a 1% increase in road rolling resistance can typically reduce speed on ramp by as much as 10% - and on the flat by up to 26%. In the current economic climate, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations ? simply by virtue of their contribution to overall cost of operations ? often in excess of 50% of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled ? is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road design is developed, and, critically, the interplay between a good design and safe, cost efficient haulage. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers? requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimize haulage hazards, both from a health and safety perspective. Whilst improved mine haul road design does indeed reduce haulage accidents, recognition also needs to be given to human factors which are a significant contributor to haulage accidents. The human factor is the most problematic to address in a road design. It is often easier break the link between the interactive effects which may lead to accidents than trying to predict and reduce human error. These human factor interactive effects include the geometric, structural and functional design components and to prevent an accident or reduce the severity of its consequences, a road should be more accommodating to human error. The more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

The Wyoming craton in the western United States is a favorable terrane for diamond deposits. The craton hosts a variety of ultramafic, ultrabasic, and ultrapotassic rocks. Additionally, a few hundred 'kimberlitic' heavy mineral anomalies and some geophysical and remote sensing anomalies indicate the presence of undiscovered, mantle-derived, pipes in the craton. The Wyoming craton is separated into a Wyoming 'archon' known as the Wyoming Province, and the Colorado 'proton' known as the Colorado Province. The 'archon' underlies much of Montana and Wyoming and continues north into Alberta and Saskatchewan; the Colorado 'proton' underlies much of Colorado and a small portion of Wyoming. Although most exploration geologists would consider the 'archon' the most favorable terrane for commercial diamond deposits, the 'proton' has produced more than 120,000 diamonds, while the 'archon' has not been very productive.

"In the last decades heuristic approaches based on logic rules have been one favored tool to control flotation units and plants on top of distributed control systems. Fundamental knowledge on flotation processes, expressed in reliable models, and programs to assure the quality of the information, contained in available measurements, are still insufficient to develop robust predictive control strategies. In this paper the idea of using simplified models, when a known disturbance is coming into the process, is explored. As a first approach, the set points of the froth depth and air flow rate controllers are estimated based on this model. Since these target predictions are only approximate, a conventional feedback expert system, based on logic rules, continues the task of calculating the set points of the distributed controllers, in order to decrease the gap between actual and desirable metallurgical targets. This combined actions permitted a fast response of the process to change the operation of the circuit when a measured disturbance is detected. This control system was implemented and experimentally evaluated in a pilot rougher flotation circuit, with three pneumatic cells, with froth depth and air flow rate controllers in each cell. Since the circuit is operated for the air-water system, a phenomenological model, with parameters estimated from industrial data, is fed on-line with real operating variables and virtual values, characterizing the feed (grades, solids%, particle size distribution), in order to predict the metallurgical targets (recovery and concentrate grade). Several cases are discussed showing the benefits of this control system and the possible improvements to work on. INTRODUCTIONToday, large size mechanical flotation cells of 100 to 300 m3 are used in rougher operation in different flotation industrial plants, in Chile and worldwide. However, in spite of the advances in fundamental research and the notable growing in equipment size, with more complete instrumentation systems, there are still a lack of reliable data for industrial flotation modeling and simulation to advance in better control systems design."

In this work, the slurry flow in the ball mill is solved with Navier-Stokes' equations and the marker and cell technique (MAC), which tracks the fluid-free surface. Considering different planes in the radial and axial directions, this numerical approach leads to the direct calculation of the slurry velocity profile, mill holdup, and volumetric flow in the ball charge and pool. The MAC technique takes as input, the results of a direct three-dimensional simulation of the motion of grinding media, and in turn, provides a detailed knowledge of the hydrodynamics of slurry flow through the porous structure of ball load. This technique is a new approach to the mass transport problem that overcomes the limitations of indirect studies such as residence time analysis and holdup measurements.

"The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

An improved process of hydrometallurgical treatment of laterite ores of the limonitic type for the recovery of nickel and cobalt using sulphuric acid has been developed and patented [I]. The major improvement is brought about by recycling a significant portion of the "mother liquor" emanating from the pressure leaching reaction back to the feed preparation stage thereby substituting for all or at least a major proportion of the fresh water that must be added. The amount of process effluent waters is correspondingly reduced. Concomitantly with the major savings in fresh water requirements, a degree of reduction in new sulphuric acid requirements is effected, along with a savings in limestone and lime required for subsequent neutralizations. This report, dealing with the separation of coal from its associated impurities by means of a pulsater-type jig, continues the series of reports that have been issued by the Bureau of Mines, in which detailed study has been made of the efficiency and mechanism of separating coal and impurities in various coal-cleaning appliances. The previous reports have dealt with the piston jig, coal-washing table, pneumatic table, and Baum-type jig. Such studies of the separation accomplished by any form of concentration device are essential and necessarily preliminary to any intelligent attempt to improve the performance of such equipment Object and Plan The pulsator-type jig was developed recently by G. A. Vissac. Although two articles(2) describing plants using this typo of cleaning unit appeared in 1936, both dealt principally with plant design and layout rather than with plant performance The object of the stork described in this report was to determine the efficiency of the separation made by the pulsator jig on a sized feed, the specific gravity at which the separation between coal and impurity was effected, and the influence of the specific-gravity composition of the coal on the character of the separation made.

The flotation separation of salt type calcium minerals is problematic, due to the similarities in their formation properties and the same active Ca2+ related site for interaction with anionic collectors and similar physicochemical characteristics such as solubility, point of zero charge, surface speciation, Ca-site density. The work was performed to achieve effective and selective separation of the calcium-minerals using pure minerals samples: four calcite, two fluorite, and two apatite samples. The effect of pure and mixing anionic collectors such as oleic and linoleic acid to different ratio (2:1; 1:1; 1:2) as well as the role of nonionic collectors on the selective separation of Ca minerals were studied. All flotation tests were performed in self-aspirated flotation cell. The results obtained with the blend of anionic collectors with the molar ratio of 2:1 show a separation between apatite and calcite at pH 5 and a ratio 1:2 at pH 9. The enhancing of separation contrast using the sodium silicate as a depressant for calcite and apatite is also examined as a function of oleate/linoleate ratio. Additionally, this paper discusses the enhancing of the selective separation of Ca minerals when anionic collectors were blended with nonionic reagents. The surface reactions in aqueous mineral suspensions and the adsorption of anionic collectors blended with nonionic reagents were studied by FTIR spectroscopy. An unexpected synergistic effect was observed for some ratios between anionic and nonionic reagents. The mixture of fatty acids and nonionic reagent showed very high flotation efficiency in comparison with fatty acid alone for the flotation of an igneous low-grade phosphate ore.

The objective of this work was to prove repeated loading capacities and investigate the selectivity of physically stabilized algal biomass from Spirulina platensis and Chlorella sp. for the removal and recovery of cobalt, nickel and chromium from laterite heap leach liquors. The testwork was carried out on a bench scale in small glass columns and proved that it was possible to immobilize the biomass on the highly porous surface of pumice stone (kissiris). Nickel and cobalt could be removed from pure aqueous solutions of each metal by the immobilized cyanobacterial biomass. Nickel and also cobalt biosorption was sensitive to the initial solution pH. Cobalt recoveries up to 80% were achieved after 5 loading cycles, from low concentration solutions, at pH 6.0. Nickel removal was complete under the same conditions, whereas chromium sorption was ineffective. Desorption of the metal loaded columns was effected by dilute sulfuric acid. The algal species giving the best adsorption capacities for the metals under consideration was selected for further experimental work with real laterite heap leach solution produced by column leaching. A statistical analysis of all obtained results was conducted using the fraction of metal removed as response. The ratio "mass of metal removed to mass of protein contained in the immobilized cells" was determined as well. The described method might be applicable for recovery of cobalt and nickel from diluted laterite heap leach solutions, such as heap wash waters, or for their removal from waste streams of a hydrometallurgical extraction process.

Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

The increased productivity and energy savings obtained from this technology can result in sizable reductions in operating costs for smelting operations.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect.
