This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

A non-transferred arc thermal plasma assisted cyclone reactor has been designed, built and operated to evaluate its use in vitrification of wastes. Simulated waste (liquid, slurry or fine particulate) is injected near the plasma flame, where nearly instantaneous dehydration and calcination reactions happen. A non-transferred arc plasma torch was attached tangentially to the cyclone and is utilized as both an enthalpy source and to provide the gas velocities required to generate the cyclonic gas flow patterns. The closed top cyclone flow sends the solid particulates to the wall, where they are captured by a thin film of molten glass that is injected as a powder at a position lower in the reactor. The molten glass is then collected in a crucible. The feasibility of simulant injection directly into the flame zone and its effect on electrode lifetimes has been studied. Several candidate refractory systems have been evaluated for their suitability for extended use under the demanding conditions present in the cyclone reactor.

OUTCROPS of coal have bees discovered is many localities is the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various coal-bearing areas, but so far as known, the largest and most promising fields are found : (1) is northern Cebu; (2) is the small island of Batan, a part of the province of Albay is southeasten Luzon; (3) is the somewhat larger island of Polillo, off the east coast of Luzon, and (4) is southern Mindoro, sear the small coast tows of Bulalacao. Northern Panay, south-central Cebu, and various localities is southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet bees proved. The general position of these islands and districts is shows on the map of a portion of the Philippine Islands, Fig. 1. Some of these coal-fields have been known for many years (coal was discovered is Cebu 1827 and is Batas is 1842),1 and several futile attempts were made by the Spaniards to operate mines is these districts. But owing to many circumstances, chief among which were indifferent management, the political unrest of the islands, natural difficulties of transportation, and those inherent in the mining of steeply-inclined and somewhat irregular seams, no considerable output was ever obtained from any of these mines, and the fuel required is the many departments of industrial and political life has continued to be drawn largely from Australia and Japan. The use of extended workdays (regular shift lengths of 10 or 12 h (hour), while still maintaining a 4O-h workweek) in mining operations is attracting growing interest in the United States. There is very little doubt that extended workdays is a very popular alternative among the work force because of the significant increase in days off, including weekends, especially when compared with traditional rotation schedules of working seven straight shifts or having only one weekend off every 4 to 6 weeks. However, there are some serious concerns by management, workers, unions, and various governmental policymakers that working 10-or 12-h days may create an added risk of accidents and health problems. The U.S. Bureau of Mines reviewed the literature studies related to the safety and performance issues of extended workdays. This report presents a summary of those findings. The studies examined in this review are divided into three sections: (1) laboratory, (2) field, and (3) accident and injury analysis. In general, results are inconclusive. Studies have shown both positive and negative effects. It is concluded, therefore, that in industries such as mining where accidents are a serious concern, special measures and evaluation in the use of extended workdays be considered.

The Minerals Council of Australia (MCA), through its Minerals Tertiary Education Council (MTEC), builds capacity in higher education in the core disciplines of mining engineering, metallurgy and minerals geoscience. Over the past fourteen years, this all-of-industry approach in securing the long-term supply of these critical skills (which remain a chronic skills shortage for the Australian minerals industry) through nationally collaborative programs across sixteen Australian universities delivers spectacular and sustainable results for the industry. These unique, world-first programs are built on a healthy platform of dedicated industry funding and in-kind support and forms part of the MCA’s broader uninterrupted, sustainable education and training pathway to increase workforce participation, workforce diversity and workforce skills, regardless of the business cycle in the industry. This paper will highlight the origins, iterations and current successful programs of MTEC, including its future vision, and presents a mechanism for industry and academia to collaborate to address future professional skills needs in the minerals industry globally.

An extensive research program has been carried out at PCS Mining for some time into the use of high frequency microseismic emissions in the range of 30-200 kHz for roof fall warning in the mines. A laboratory investigation on loaded samples of potash has established a close correlation between acoustic emissions and the applied load. The tests also indicated the occurrence of the Kaiser effect. The positive and encouraging response from underground testing and controlled laboratory testing has lead to the extension of the investigation into correlation of the high frequency microseismic emissions and the change in stress distribution due to mining. Hydraulic borehole pressure cells were installed at different depths ahead of the advancing boring machine. The output due to the stress change and the microseismic event count was monitored by a continuous chart recorder. This paper discusses the results of this instrumentation. The results confirm the strong correlation between the two measured parameters and outlines future areas of research for the use of the high frequency microseismic emission techniques in quantifying the changes in stress distribution.

Strip mining of coal, and to a lesser extent limestone, gravel and other mineral deposits in the Appalachian region of the eastern United States has left many large and small areas of devastated land where mining predated reclamation requirements. In Pennsylvania alone, there are between 250,000 and 370,000 acres of strip-mined land 1,2/. A higher percentage, and a greater total acreage of land in Pennsylvania is in need of some form of reclamation than any other state, with the neighboring states of Ohio and Nest Virginia also having nearly the same magnitude of mining.2/ Recent legislation governing strip mining of coal proposed royalties to cover reclamation of such presently unusable land. However, in Pennsylvania and other states some progress has already been realized by utilizing abandoned strip mines and gravel pits for waste disposal sites. Given acceptable hydrogeologic settings, such use of these mined areas for landfilling has provided the incentive for ultimately restoring unreclaimed land to beneficial use, at no cost to the general public.

Fuel is a major .cost for power generating utilities. Virginia Power is completing one of the nation's largest coal reconversion programs. As a result, 10 million tons of coal will now be used at six generating stations. Four of these stations are located on naviagable waterways. They consume over half of Virginia Power's coal. Historically, railroads have exclusively served these plants. In an effort to substantially reduce fuel cost, Virginia Power has reexamined transportation logistics and is proceeding with barge delivery. A phased approach was used by Virginia Power for the transportation program. Plant requirements were first identified. Coal sourcing issues were then examined. The concept of intermodal transportation was investigated. The bottom line cost savings was used as the criteria for continuing the project. The results thus far have been gratifying. Virginia Power has begun to implement barge transportation.

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

Mobile robots have been making impressive inroads in a variety of domains. Within the Mining-RoX project, Technical University Bergakademie Freiberg is exploring a further frontier for mobile and autonomous robots: underground mines. The potential benefits of mobile robots in underground mining are plentiful as underground mines are strenuous and potentially dangerous working environments for humans. A higher degree of automation, with robots either acting as helpers for human miners or even replacing all human personnel deployed underground, could help to significantly reduce mining costs. In disaster cases, rescue robots could help to find missing personnel. Unmanned mines operated by robots alone would not endanger human lives at all. Further use cases, and a particular focus of the Mining-RoX project, are mobile robots that gather sensory information of the underground mine (eg for the purpose of creating detailed 2D and 3D maps) as well as monitoring environmental conditions such as air and water quality. This paper presents the design of a prototypical mobile robot for mapping and monitoring underground mines. A generic robotic platform was extended with various 2D and 3D imaging devices as well as other sensors. First results from test runs in an underground mine are reported. "Holographic interferometry is a non-destructive technique to detect small deformations1 of an object. It is a whole-field technique· with an accuracy of a few microns. An adaptation of holographic interferometry is time-averaged holographic interferometry which is particularly useful in detecting small vibration amplitudes of an object under investigation. Its application to biological tissue is especially difficult due to the combination of (a) the high sensitivity of the technique, and (b) the tendency of these objects to deform excessively, or move during the testing period. (This is also compounded by the changing moisture content of the tissue surface.)Ideally, a pulsed laser and fast-acting thermoplastic film camera could be chosen to overcome these difficulties, but the total equipment cost could exceed $75,000. In this paper we describe our relatively economical method to apply time· averaged holographic interferometry to an excised animal lung, utilizing holographic plates and a mechanically-shuttered continuous-wave Argon laser.EXPERIMENTAL METHODThe schematic of the experimental setup is shown in Fig. 1. The holographic equipment, including the laser, is fixed on a 3 ft x 6 ft x 4 in. honeycomb holographic table. This table is functionally similar to one described by Mark and Horsch2 which can be constructed for about one thousand dollars. The holographic table itself rests on six inner tubes to absorb floor vibrations. All unnecessary vibrations must be reduced to preserve the quality of the holograms. A laser beam from a 0.5-watt continuous-wave Argon laser is split by a circular variable beamsplitter (Newport Corporation Model 50GOOAV.1) into two beams, i.e., an object beam and a reference beam. The object beam is again split into two beams of equal intensity by a 50150 beamsplitter (Newport ·Corporation Model BS.1). These beams are optically filtered and expanded by spatial filters (Newport Corporation Model 910) to cover as much area of the object as possible. Soft biological tissues exhibit low reflectives, resulting in a relatively high reference to object beam ratio of roughly 5 : 1 at the holographic plate."

W. L. Saunders, New York, N. Y.:—Mr. Parker's paper, though entitled Conservation of Coal, might also be called the Conservation of Life in the Coal-Mines of the United States. No subject is of greater importance to mining-men at the present time than information from experts as to how to save coal and how to save human lives in mines. That the casualties in the coal-mines should exceed 3,000 in the year 1907 is simply appalling, and that 1,000 men should have been killed in a single year through explosions alone, and that so good an authority as Mr. Parker should say that " a prolific cause " is an "improperly-prepared blast" or "the failure on the part of the miner to undercut his coal," points to the importance of activity not only among mining engineers but also, through experts, by the legislatures of the respective States. "Nickel-base Alloy 617 is being considered as a structural material for application in the secondary heat exchanger of the New Generation Nuclear Plant, a very high temperature gascooled reactor. Thermal aging of Alloy 617 plate and welds is being performed with tensile, Charpy impact, and fracture toughness tests conducted at temperatures to 950°C. Results of testing for thermal aging to 5,300 h have been obtained and are presented; varying effects of thermal aging temperature and time on fracture toughness are observed. The 9Cr-1MoV (Grade 91) ferritic steel is a candidate for structural applications in the sodium fast reactor. Fracture toughness testing of unaged Grade 91 steel has been performed to evaluate specimen size effects in preparation for future testing of the material in the thermally aged condition. Results for material in the mill-annealed and heat treated conditions are presented and show that this heat of Grade 91 steel does not indicate a small specimen bias on the fracture toughness Master Curve reference temperature.IntroductionThe behavior of advanced engineering materials will be a critical factor in the performance of Generation IV reactors. In the case of materials utilized for reactor internals and pressure vessels, the effects of irradiation and long time thermal aging are major issues. The environmental conditions for some of the Gen IV reactors are generally beyond present day reactor technology, requiring new experimental data as well as analytical predictions of expected behavior of candidate materials at conditions for which there are only sparse or no experimental data. The radiation environments and several key materials issues for some Gen IV systems are summarized in Section 5 of [l] as a starting point for modeling and microstructural analysis of Generation IV materials. More detailed descriptions of materials research and development needs and recommended activities for the SCWR, VHTR, and GFR are provided in references [2, 3, 4], respectively. Mansur, et. al. provide an interesting comparison of materials needs for Generation IV reactors to corresponding needs for fusion reactors and spallation neutron sources in [5]. The two primary candidate reactor systems currently undergoing significant research and development by the U.S. Department of Energy (DOE) are the New Generation Nuclear Plant"

THE Granby Consolidated Mining, Smelting and Power Company, Limited, is engaged in the mining and concentrating of copper ores, and, incidentally, in the mining of coal and the production of electric power. The Company has been engaged in these various operations both on the mainland of British Columbia and on Vancouver island for the past forty-five years. This paper will attempt to cover their present operations in the Similkameen mining district of southern interior British Columbia. GENERAL CHARACTER OF THE DISTRICT The Interior Plateau in southern British Columbia ranges in elevation from 3,000 feet to 6,000 feet. In the vicinity of Princet0n, a depression in the Plateau forms a well defined basin which is floored with a series of nearly flat-lying Tertiary sediments containing some workable seams of lignite. From this basin, the upland surface rises gradually t0ward the south, from an elevation of 2,000 feet at Princet0n to 4,000 feet at Copper mountain, and 6,000 feet in the upper parts of the Similkameen basin, where it merges into the rugged and diversified t0pography of the Cascade system, with glacier inhabited peaks rising to over 9,000 feet. The valleys of Similkameen river and its tributaries are wide, having flaring sides and gentle slopes, and are separated one from another by subdued rounded spurs, of which Copper mountain is typical. The drainage of this district is taken care of by Similkameen river and its larger tributaries, such as Pasayten river, and Wolfe, Friday, and Whipsaw creeks. The name Copper mountain is applied to a gently arched, nearly flat-topped spur between the deep valley of Similkameen river to the west and the shallower valley of Wolfe creek tO the east. The mountain is appro-priately named from the number of copper deposits occurring on its sides and summit, some of which have been developed int0 an important producer, known as the Copper Mountain mine.

"Molybdenum, in the form of molybdenite, is a common byproduct of many copper mining and concentrating operations. Contrary to most copper sulfide minerals where recovery is principally liberation controlled, the recovery of molybdenite is much more complex with fully liberated particles commonly lost to tailings. It is this complexity that facilitated the necessity for a geometallurgical investigation of molybdenite from the Bingham Canyon deposit. The aim of this investigation was to determine the effect mineralogy and/or mineralogical attributes (i.e. morphology, angularity, liberation, size) have on the recovery of molybdenite in the processing circuit. A set of samples was collected from the ores and products produced by Rio Tinto Kennecott’s Copperton Concentrator. All samples were analyzed using normal polarized reflective light, Mineral Liberation Analyzer (MLA) and X-ray diffractometery (XRD) techniques. The results of this investigation revealed the presence of two distinctly different types of molybdenite, which have been identified as the two polytypes of molybdenite, i.e. hexagonal (2H) and rhombohedral (3R). The 2H polytype occurs as textbook-shaped particles in quartz-molybdenite veins that are located in the core of the Bingham Canyon deposit. The 3R polytype occurs as disseminated, “ball”-shaped particles with a dull or frosted appearance along the margins of the mineralized intrusive body or central core. Concerning their metallurgical behavior each type exhibits unique metallurgical properties that are consistent with those reported in the published literature. For instance, the 2H polytype is easily ground and kinetically “faster” floating with surface attributes that are amenable to higher rates of recovery. This commonly results in the production of a high quality molybdenum concentrate under normal operating conditions common to most copper concentration operations. In contrast, the 3R polytype is difficult to grind and kinetically “slower” floating with surface attributes that less amenable to recovery under normal operating conditions. Therefore, in deposits with higher concentrations of the 3R polytype, modifications to the normal operating parameters may be necessary to improve the recovery of molybdenum. Finally, a preliminary investigation into the metal budget of porphyry Cu and Mo deposits indicates that a positive correlation may exist between the total economic metal budget and the polytype content. For example, higher concentrations of the 3R polytype appear to be more prevalent in Au-enriched porphyries versus Mo-enriched porphyries. This observation may also serve to help explain why it is easier to obtain high rates of recovery in Mo ± W-rich deposits, which contain little to none of the 3R-polytype. Consequently, the potential for the metal budget of a porphyry deposit to be used as an indication of the molybdenite polytype present, as well as its impact on the economics (exploration) and/or on the processing circuit (plant design) could exist. In conclusion, this investigation highlights the necessity of understanding the mineralogical properties or characteristics of molybdenite and/or other economic mineral(s), as these can and will have a direct impact upon the performance and plant optimization."

The incorporation of reduction and reduction/diffusion processes into the process 'scheme is discussed and a detailed description of ,several liquid-liquid extraction schemes are developed. A synopsis of experimental results obtained using this: method to separate rare earth and other metal based materials will be given.

This report on the state of the art of horizontal boring technology for underground power transmission installations was prepared by the Bureau of Mines at the request of the Department of the Interior. This paper describes the different machines and methods used in augering, impacting, pushing, drilling, and machine tunneling horizontal holes through soil and rock. A review of the borehole survey and guidance tools and techniques applicable to these methods is also given. Nonboring methods used for emplacement of power distribution and transmission lines are briefly discussed. The paper ends with a brief technical forecast, an analytical summary of the state of the art, and recommendations based on power industry needs. Horizontal boring techniques for power distribution lines installation are adequate to meet the requirements of the power industry, particularly where such burial involves relatively short distances in soil or soft rock. For burying power transmission lines, particularly in the harder rocks and over relatively long distances, horizontal boring methods are not as well advanced. Research and development as well as economic incentives to equipment manufacturers could substantially improve the state of the art. Obstacle detection and guidance systems for directing boreholes to specified targets need major improvements to meet the requirements of the power industry for underground burial of distribution and transmission lines

Modern mechanical raise drilling was first introduced into the United states in 1962. This method of safely, economically raising a shaft has steadily increased in popularity since that time. This steady growth has been largely enhanced by the many advantages to be gained by mechanical raise drilling, as well as by the increasing reliability of the equipment required. It is the purpose of this paper to briefly review the state of the art of raise drilling to include: the various applications and advantages; the equipment requirements, including a comparison of the various types and sizes of machines and rock cutting equipment; equipment performance; and future trends.
