"Western Coal" in this paper is limited to those deposits of subbituminous coal and lignite in the States of Montana, Wyoming, and North Dakota. The characteristics of the coal are discussed as well as the history of mining and current mining operations for steam coal. The future of the region is tied closely to the ultimate conversion of coal to oil and gas products. Problems of industrial water supply and environmental considerations are covered together with a brief review of current legislation's actions affecting strip mining.

WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

"The processing of ore containing rare earth elements leads to the production of an impure solution of these elements. The separation of the rare earths from the impurities and the production of individual elements is usually carried out by solvent extraction. The effectiveness of the extraction conditions and of the reagents is generally tested in the laboratory. This paper deals with the processing of results from solvent extraction laboratory tests planned to generate data redundancy. A method is proposed to take advantage of the data redundancy by accounting for the pH variation during the extraction. The parallel processing of several tests also allows estimating the equilibrium constants for the extraction. The proposed method produces equilibrium constants that are more reproducible than values estimated using conventional approaches. The method is illustrated with solvent extraction tests conducted on synthetic solutions of rare earth elements.INTRODUCTIONThe processing of ores containing rare earth elements (REE) usually includes the production of a concentrate of the minerals carrying the REE. These minerals, for instance monazite and bastnäsite, contain the 14 elements from La to Lu plus yttrium and scandium. As an example monazite has the general formula of (La,Ce,Pr,Nd,Sm,Eu,Gd,Tb,Dy…Lu)PO4 with a typical lanthanum content of 20-26%, cerium content of 40-50%, praseodymium of 4-6%, neodymium of 16 to 20%, and decreasing concentrations of heavier elements (Gupta & Krishnamurthy, 2005). During the processing of a REE mineral, it is generally not possible to isolate and separate a single REE from all the rest. The mineral molecules need to be broken (usually via a heat treatment followed by leaching with a base and/or an acid) to produce an aqueous solution of the REE of the ore. After purification of the solution, the REE can be precipitated as a bulk concentrate and sold to a refinery that separates the REE into particular groups of REE such as the light versus heavy REE or into individual elements such as lanthanum, neodymium, or europium oxides to yield value-added products."

With an increase of mining depth, a series of mining-induced hazards such as rockburst, coal and gas outburst, roof collapse, and water burst are getting more serious and more frequent. The intrinsic mechanism responsible for the occurrence of mining-induced hazards is the damage and unstable failure of rockmass or coal seam. The most distinct difference between deep and shallow levels is the so-called three ‘high’ (H3) conditions, i.e. high geo-stress, high fluid pressure and high geo-temperature. Therefore, the response of rock or coal to the deep mining operation is a phenomenon involving thermal (T), hydraulic (H), and mechanical (M) processes. Most importantly, mining excavation may vary the rock stress condition greatly, which may be a key factor to trigger the mining-induced hazards such as rockburst. In this regard, it is of great significance to clarify the damage and failure mechanism of rock and coal under coupled THM conditions, in order to clarify the rock failure mechanism responsible for the occurrence of mining-induced hazards. Thereafter, the mining-induced hazards cannot be predicted with confidence by considering each process independently. Of course, the requirement to include coupling of these processes depends on the specifics of the mining-induced hazards under consideration. For example, the water inrush is considered as a coupled hydro-mechanical (HM) process, in which the unstable failure of rockmass occurs under the combined contribution of geo-stress and water pressure. As for the coal mining at depth, in addition to high geo-stress and gas pressure in coal seam, the high geo-thermal condition that may greatly change the adsorption / desorption of gas and gas flow should be taken into account. Firstly, a general-purpose mathematical model for rock damage and failure process under coupled THM conditions is formulated based on damage mechanics principle, and it is solved by finite element method (FEM). In this model, the deformation and damage of rock, fluid flow and thermal transfer in rock would interact with each other, one process affects and initiation and progress of another. Then, the model is used to predict the mining-induced water outburst, where it is simulated as coupled hydro-mechanical (HM) problems. Based on the numerical simulation, the dimension of water-proof pillar is designed. Finally, the gas drainage from deep coal seam is numerically evaluated, where the coupled coal-gas interaction considering the effect of gas adsorption/desorption, gas flow in coal seam and geo-stress and geotemperature, is comprehensively taken into account. The proposed model could be used for clarifying the mechanism of mining-induced hazards in deep-level mining.

"The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. "The horsepower required to drive large grinding mills has increased dramatically during the past ten years. Limitations on the amount of power which may be transmitted by a single gear and pinion have resulted in the application of multimotor drives, with consequent loadsharing problems. It has also sparked the development of some entirely new drive concepts. In addition, the severe demands made upon the electrical system during the acceleration period have required that the selection of motors and electrical system design be closely coordinated. Moreover, the installation of such large process units results in downtime being very costly. The equipment selected and the plant maintenance philosophy must therefore be such as to minimize the risk of unscheduled downtime."

"This paper describes a case study that illustrates how detailed geological engineering results were communicated to address a range of stability challenges in a producing mining environment. Instead of using standard geological engineering terminology, findings and recommendations were communicated as mine design options and mining responses to accommodate possible slope instabilities and associated risk. The resulting medium- to long-range mine plan integrated the potential slope instabilities and associated mining responses to provide a higher probability of planned resource extraction. It also reduced the potential for long-lasting production and processing delays.RÉSUMÉ Cet article décrit une étude de cas illustrant l’intérêt de la communication de résultats détaillés de géologie appliquée pour résoudre un éventail de difficultés relatives à la stabilité dans un environnement minier en production. Unfortunately, the geotechnical engineering cycle—characterization, slope design, displacement monitoring, instability management, and failure remediation—that is necessary to manage slope-failure risk is not always well known or understood outside the geotechnical engineering profession. The first introduction many personnel have to geotechnical engineering is when a slope failure starts to develop and appears to threaten the safety and livelihood of their workplace.At that point, the task of communicating the risk management of slope failure falls to the geotechnical engineer, who must summarize analytical methodology, design concepts, monitoring trends, and analysis results, frequently to an audience with limited exposure to the geotechnical field. All too often, the response has been to present a risk-management plan in the vernacular of geological engineering— using terms such as factor of safety (FOS), pore-pressure reduction, and slope unloading—instead of expressing the problem and solution in more readily understood mine production terms."

"The Dawn Lake uranium deposits are located 340 km north of La Ronge, Saskatchewan, in the Athabasca Basin between the Midwest Lake and Rabbit Lake deposits. Four zones of uranium mineralization, called the ""11, 14, 11A and 11B Zones,"" lie within the Athabasca Sandstone, at the sub-Athabasca unconformity and in the basement.At Dawn Lake, approximately 100 metres of Helikian Athabasca Group clastic sediments overlie Aphebian Wollaston Group pelitic and calcareous metasediments and pegmatites. Uranium with some nickel, cobalt and copper, occurs near the sheared stratigraphic contact between calc-silicate gneiss and graphitic, pyritic pelite. The mineralization lies in an area of low magnetic susceptibility which is thought to represent a rock sequence lying stratigraphically high within the Wollaston Group. There is no obvious vertical displacement of the unconformity by faulting, despite considerable brecciation, shearing and slickensides seen in the basement rocks. This suggests horizontal displacement on steeply dipping wrench faults as the main tectonic control along the 11, 11A and 11B trend.Below the Athabasca unconformity, the Wollaston Group rocks are altered to fine-grained mixtures of clays, chlorite and silica commonly called regolith. Along the mineralized trend post-Athabasca fracturing and (or) compaction have occurred through this clay-rich alteration zone, causing the steeply-dipping primary foliation to become contorted. This ""crenulated"" horizon can reach depths of 35 metres below the unconformity and is thickest along fault zones in the calc-silicate rocks. The ""crenulite"" is a distinctive unit which at Dawn Lake is commonly found above pods of ore located deep below the unconformity.Much of the mineralization in the 11A and 11B Zones occurs above, beside and below the thickest part of the crenulated zone, although the crenulated rock itself contains negligible amounts of carbonate, pyrite and uranium. Intense vuggy alteration and collapse breccias are found in calc-silicate rocks deeper and to the west of the 11A and 11B mineralization. There are at least two ages of uranium deposition in the basement zones, shown by small bright cubes of ""pitchblende /"" overgrown and replaced by duller botryoidal ""pitchblende II. ""Sooty pitchblende and yellow secondary minerals are the result of still younger reworking.The geological setting of mineralization, along the contact between carbonate-rich calc-silicate rock and pyritic pelite, suggests that the uranium was concentrated at a pH/Eh boundary located between deeply weathered, carbonate-rich and sulphide-rich basement rocks."

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits and the cost of producing it as a function of the deposit parameters. The economic simulation model includes models of fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cutoff grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various properties having the same area and different ore thickness shows that the effluent solution cutoff grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. it is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation

"Brunswick Mining and Smelting Corporation Ltd. (controlled by Noranda Mines Limited) operates two lead-zinccopper- silver mines approximately 20 miles inland from Bathurst, N.B. The principal No. 12 orebody is mined by underground methods; the second, the No. 6 orebody (6 miles away), is recovered by open-pit mining. No. 12 underground operations ar•e in two parallel massive sulphide orebodies about 400 ft apart, dipping at 75 to 80 degrees and plunging almost vertically. The initial mining phase involved longhole open stoping from the 1550 level to the crown pillar, with main levels at 150-ft intervals and sub-levels between at 75 ft. Stope dimensions average 120 ft long, 100 ft wide and 400 ft high, with alternate rib pillars as well as sill and crown pillars. Initially, ore was transferred through scram drifts below each stope by means of 125-hp electric slushers and 72-in. folding scrapers, being delivered to gravity ore-pass collection •systems feeding a primary jaw crusher below. Later, track and trackless drawpoints were utilized below most longhole open stopes and pillars. Rib pillars were recovered by longhole methods, with large blasts into a central slot and undercut, after adjacent stopes had been filled. Waste-rock stripping from No. 6 open pit has been supplied to No. 12 stopes as backfill, by means of gravityfill raises.In 1968, the decision was made to mine the remaining ore zones by mechanized cut-and-fill methods, utilizing Load-Haul-Dump equipment. Currently, approximately 60 per cent of No. 12 mine production comes from mechanized cut-and-fill mining. As before, backfill is supplied from No. 6 open pit stripping waste rock, which has been crushed to minus 6 in. The ultimate objective is to supply virtually all production requirements by mechanized cut-and-fill techniques. The No. 6 open pit, which commenced production in 1966, covers an area of 1,500 by 1,200 ft, equivalent to 41 acres approximately. Ramp roads are graded at 8.5 per cent. Each mining bench is 36 ft high and the ultimate pit will consist of 14 benches for a final pit depth of 504 ft. Present depth is 180 ft."

"The energy content of slag represents approximately 80% of the total energy inputs to a laterite nickel electric smelting furnace. Conventional slag handling methods produce only low grade heat and the entire thermal content of the slag is wasted. A heat recovery system proven on BOF slag in the mid 1980's can be adapted to a laterite nickel rotary kiln electric furnace (RKEF) plant. Slag is granulated using a high velocity air jet inside a waste heat boiler to produce slag granules. Granules are cooled during flight via radiation to water-cooled boiler walls and by convection to the granulation air. This system has the potential to recover 80% of the total slag energy in the form of hot air and steam.Integration of the recovered slag energy into the RKEF smelter can be achieved by a number of methods, including the use of preheated air at the ore dryers, kiln or existing power plant. Energy from the slag boiler may be used to reheat boiler feed water from the power plant or to produce superheated steam and generate electricity. The heat recovery system can provide up to 25 - 30% of the total electrical requirement of each RKEF line and a reduction in CO2 emissions of 234,000 tonnes per year.The total cost of slag heat recovery, including CAPEX and OPEX, is $2.5/GJ, which is competitive with using coal when CO2 credits are $18 per tonne. With Clean Development Mechanism (CDM) carbon credits currently selling at €13 ($20 USD) per tonne CO2, there is considerable opportunity for slag producers in regions including South America, Korea, Indonesia and Africa. Increasing fuel costs and more wide-spread legislation for GHG emissions will likely create conditions in which slag heat recovery could generate a favourable return on investment."

This analysis attempts to reconcile existing ecological theories, rehabilitation planning goals and implementation constraints in the form of a rehabilitation paradigm that considers potential and pragmatic ecosystem transformation pathways. The framework prioritises multiple developmental scenarios for post-disturbed landscapes within a continuum of ecological outcomes. A feature of the framework is that ænovelÆ ecosystems and agro-ecosystems, having a range of commercial and societal values, are valid outcomes spanning the conceptual divide between the ecological functions of under-rehabilitated versus re-instated ænaturalÆ landscapes, especially in a changing environment. Landscape suitability analyses are considered to be fundamental to the incorporation of regional landscape and climate in the implementation of land rehabilitation and management strategies. Altogether, the paradigm could facilitate the identification of widely pertinent rehabilitation goals having direct implications at the regional scale of restoration ecology and acceptance of the need for ongoing commitment to the management of disturbed environments.CITATION:Audet, P, Doley, D and Mulligan, D R, 2012. While costs of most commodities and services have increased markedly over the past 25 years, the cost of electricity has steadily declined. One of the reasons for this price decline is the improved efficiencies of generating plants which is shown in Fig. 1. 1,2 Another reason for this is the decline in coal production costs. Efficiencies for the best plant increased from about 32 percent in 1540 to about 40 percent in 1962 and then decreased slightly to 38 percent in 1965. The increase in efficiency for all plants (US average) has been even more notable, progressing from less than 15 percent in 1940 to about 32 percent in 1965. The chief reason for the improved efficiency is the change in operating steam temperatures. These increased about 12 F per year until 1200 F was reached in 1962. At this high temperature excessive corrosion of super-heater and reheater tubes was experienced and steam temperatures were dropped back to 1050 F and even 1000 F in some cases. To successfully compete against other energy sources for generating electricity, this corrosion problem must be solved so that operation at higher temperatures and thus, increased efficiencies will be possible.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies. REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). The Falconbridge Matte Leach Process yields high-purity nickel chloride by selectively dissolving nickel from copper-nickel converter matte with hydrochloric acid , purifying the solution by solvent extraction and crystallizing NiCl2 4H2O by further acidifying the purified leach liquor. In the Kristiansand Matte Leach Plant, a granular oxide is produced by high-temperature hydrolysis of the nickel chloride for subsequent reduction to a high-purity granular metal product, designated NICKEL 98. This paper describes the investigation of on alternate route to processing nickel chloride in which high-quality cathode nickel is produced by electrowinning from all- chloride electrolyte. The investigation was made in a pilot circuit containing two production-size electrowinning tanks operated in conjunction with the commercial-scale leach plant.

How to obtain optimum slope angles for future open pit mines using the rock mechanics approach is the subject of this paper. In the past ten years significant developments in open pit rock mechanics have come about. This has been due to the mining industry's need for the steepest, yet safe, pit slope angles attainable. Requirements for economically achieving slope stability and the actual payoff that may be achieved through stability studies have been previously discussed', by stability engineers. While the emphasis has generally been placed on the concept of "stable slopes" in the past, it is suggested that emphasis now be placed on "optimum slopes" or "optimum slope angles". A definition of an optimum slope angle is one which (1) is as steep as possible and practical from orebody and mining constraint standpoints and yet, (2) maintains the accepted standard of safety defined by a safety factor against failure and/or a probability of failure. In other words, the emphasis is placed on achieving practical stability results as defined by safety and economic considerations, as opposed to simply achieving stability. The essential purposes of this paper are to (1) outline the need for optimum slope angles, (2) discuss the procedures for using the rock mechanics approach in slope angle design for a future open pit and (3) specify the end results that may be achieved by using such an approach. While the basic concepts and recommendations outlined in this paper may be equally applicable to soil as well as rock slopes, the emphasis and procedures have been directed at rock slope angle design.

If two fluid phases are brought into contact with a solid, one fluid may completely wet the surface to the exclusion of the other, or both may wet it, forming a three-phase line of contact. No contact angle for the first fluid, indicating that it does not wet the solid in the presence of the second, means that the difference between the two solid-fluid fluid surface tensions, - 8 is greater than (or just 13 -23 equal to) the fluid-fluid tension 12; a finite angle indicates that the difference is less.*]

Line-of-sight radio control has received widespread acceptance for use in many mining methods because today’s technology offers improved economics and personnel safety. Significant advances in higher autonomy for mining machines are not currently seeing widespread use even though they offer great future potential. With autonomous capabilities being a longer-term goal, a logical sequence of advances based on TeleRemote control is proposed. Under Tele - Remote control, the operator is in direct control of the machine at all times. Three levels of Tele - Remote control systems are presented including line-of-sight, extended line-of-sight, and full load-haul-dump applications. Distributed control and sensing subsystems arranged in a vehicle control area network support incremental system expansion through the three levels of TeleRemote control and prepare the machine for integration of higher levels of automation as mature technology becomes available. This approach allows full exploitation of today’s mining automation technology with a flexible future growth path.
