"This paper provides an assessment of the current challenges in strategic mine planning and design and suggested approaches for addressing them. The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. New types of data and data collection include rapid generation of very large amounts of online sensor data and the consequent need for rapid processing and modelling of these data.This paper outlines the challenges and strategies in each of these areas and uses examples of models and outputs to illustrate approaches and potential solutions.CITATION:Dowd, P A, Xu, C and Coward, S, 2014. The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).

"After the mass closures of entire coal mine districts in Europe at the end of the last century, a new phenomenon of surface movement was observed—an upward movement. Although most surface movement (i.e., subsidence) occurs in the months and years after mining by the longwall method, surface movement still occurs many decades after mining is terminated. After the closure and flooding of underground excavations and surrounding rock, this movement is reversed. This paper focuses on quantifying the upward movement in two neighboring coal mines (Winterslag and Zwartberg, Belgium). The study is based on data from a remote sensing technique: interferometry with synthetic aperture radar (INSAR). The results of the study show that the rate of upward movement in the decade after closure is about 10 mm/year on average. The upward movements are not linked directly to the past exploitation directly underneath a location. The amounts of subsidence at specific locations are linked mainly to their positions relative to an inverse trough shape situated over the entire mined-out areas and their immediate surroundings. Local features, such as geological faults, can have a secondary effect on the local variation of the uplift. The processes of subsidence and uplift are based on completely different mechanisms. Subsidence is initiated by a caving process, while the process of uplift is clearly linked to flooding. INTRODUCTION After the mass closures of entire coal mine districts in Europe at the end of the last century, a new phenomenon of surface movement was observed—upward movement in the area above the past exploitation and in the immediate surroundings. Of course, most surface movement (i.e., subsidence) occurs in the months and years after mining by the longwall method (Peng, 1986). This downward movement continues to occur at a smaller rate many decades after mining has been terminated when the water in the underground excavations is pumped to the surface. This is the case as long as a mine is in operation. However, after the closure and flooding of the underground excavations and the surrounding rock, this movement is reversed, and the surface is uplifted. A total uplift of about half a meter has been recorded to date. This phenomenon has been described in several different coal basins in Europe, for example, in Belgium (Devleeschouwer et al., 2008), France (Samsonov, d’Oreye, and Smets, 2013), Germany (Baglikow, 2011), the Netherlands (Caro Cuenca, Hooper, and Hanssen, 2013), and Poland (Preusse, Kateloe, and Sroka, 2013). To date, research has focused mainly on understanding the phenomenon (e.g., Herrero et al., 2012) and identifying general trends, whereby the link with the rise in water levels is an important issue (Caro Cuenca, Hooper, and Hanssen, 2013). The most accepted explanation is linked to the swelling of clay minerals in the argillaceous rocks in the coal strata (Herrero et al., 2012). Without doubt, the full explanation is complex, and swelling is probably not the only cause of the residual movement. Most coal strata rock is weakened upon contact with water. The increase in water pressure also results in a decrease in the effective stress. Both aspects facilitate the fracturing of rock, which normally would result in further subsidence. However, decreases in the effective stresses also result in the relaxation or expansion of the rock, which induces an upward movement (Fjar et al., 2008). All of these aspects, including the long-term residual subsidence due to compaction under dry conditions, result in a net upward movement. The phenomenon discussed here is clearly different from the upsidence, sometimes observed on other continents (e.g., in Australia, Galvin, 2016). When upsidence occurs, the rock near the surface bends and buckles upwards due to the overstressing of the floors of the valleys."

The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.

"In the application of the BIOX® technology, high tailings grade (2-16 g/t) may be generated with a decrease in overall gold recovery, which sometimes make it economically unattractive. This paper investigated the causes of the high tailings grade by using samples from the Bogoso BIOX plant. Partial chemical analysis, diagnostic tests and cyanidation optimisation studies were conducted to invoke understanding into the high tailings grades. Diagnostic study on the tailings showed 48.34% of gold in carbonaceous matter, 17.12% in quartz, 13.40% as liberated gold, 11.51% imbedded in sulphides and the remaining 9.65% in carbonates. Optimum cyanidation recovery of 90.4% was established for the BIOX concentrate at 7 kg/t NaCN, 40-50 g/L activated carbon and residence time of 40 hours. The recovery was sensitive to carbon and cyanide concentrations but additional cyanide was not economical. High preg-robbing indices of 72.7% and 64.4% were recorded for the BIOX product and the flotation concentrate respectively. This confirms the inability of the BIOX process to deactivate carbonaceous matter, which remains a serious precursor for low overall gold recoveries and high CIL tailings. INTRODUCTION Gold ores may be broadly classified as refractory and non-refractory. Non-refractory ores are easy to treat but refractory materials require complicated flowsheets for metal extraction (Hausen and Bucknam, 1985; Schmitz et al, 2001; Marsden and House, 2006). As near surface non-refractory gold deposits are getting depleted, the increasing price of gold and increasing demand for gold, have encouraged many gold producing companies to treat refractory ores for gold recovery. The refractory behaviour of these ores may be due to the presence of sulphides, tellurides, cyanicides and/or carbonaceous matter. Refractory ores do not respond well to conventional cyanidation as the gold is either occluded by or in solid solution in sulphides, or is in association with cyanicides (Marsden and House, 2006). Further, carbonaceous matter preg-robs gold during leaching (Osseo-Asare et al, 1984; Hausen and Bucknam, 1985; Schmitz et al, 2001). The two major causes of refractoriness are the presence of sulphides and carbonaceous matter, and these render the ore double refractory (Nyavor and Egiebor, 1992). Oxidative pre-treatment processes such as high pressure leaching/oxidation; biological oxidation, ultra-fine grinding and roasting are required to render refractory ores amenable to conventional cyanidation (Marsden and House, 2006). Biological oxidation, however, has become the preferred pre-treatment route because it is more environmentally friendly and convenient even where only partial oxidation is required. Comparative tests have demonstrated that bioleaching can achieve the same or better results than roasting or pressure leaching in terms of gold recovery (Yannopoulos, 1991; Brierley, 1997). Further, biological treatment processes are more cost-effective, environmentally friendly and safer."

One of the primary objectives when optimising a mining complex is to maximise its value for the primary stakeholders. In order to achieve this objective, it is necessary to holistically optimise all aspects of the mining complex, including decisions of when to extract materials from the available sources, how to blend or stockpile these materials and how to best use the available processing streams to satisfy customer demand. Existing methods for global, or holistic, optimisation ignore the compounded effects that risk has on the performance of a mining complex. Over the past decade, several stochastic optimisation approaches have been proposed to integrate various forms of uncertainty into the open pit mine design and production scheduling. These methods, however, are limited in their ability to simultaneously optimise the production schedules for the portfolio of mines, material destination policies, the use of the available processing streams and the various products that are produced at each location of the mining complex.This paper aims to discuss a new method for the global optimisation of open pit mining complexes with geological uncertainty. The proposed generalised methodology is capable of modelling and holistically optimising mining complexes, including aspects related to production scheduling, blending, stockpiling and non-linear interactions that often occur in practice, but are over-simplified in existing models. Two case studies are discussed to highlight the need for these complex, stochastic optimisers. First, a case study for a nickel laterite blending operation highlights the need to integrate geological uncertainty into the optimisation in order to ensure product quality constraints are respected. Although industrial size reduction methods have an energy efficiency of only about 1 percent, methods of size reduction have not changed much for many years. One reason for slow progress has been the oversimple viewpoint that a single law should exist to relate size reduction to energy input. Modern simulation methods decompose the grinding process into a grinding rate function (selection function) and a breakage function. The breakage function is difficult to measure, and it usually requires tracers if it is determined from milling experiments. Prediction of breakage functions from basic principles is one objective of this paper. In this study we focus attention not on the gross energy input to the experiment, but on the spatial distribution of stress energy within the particle. We are led to this viewpoint by experimental observations of a few previous investigators (Bergstrom2, Rumpf3, Axelson4) and our own observations. Oka and Hiramatsu recently used their calculations of stress within particles for prediction of breakage, but again they tried to correlate the size of the fragments with the total stress energy, rather than the approach we propose. We assume that the stress energy is stored in the interior of the particle as the load is increased, until the particle breaks. We assume that each element of the particle breaks into fragments of a mean size that depends on the locally-stored stress energy. This U.S. Bureau of Mines report reviews the state of the art in blind pneumatic stowing of backfill in voids in abandoned coal mines. It contains a short history of the development of pneumatic equipment in mining and four recent case histories of blind pneumatic stowing. Limitations of pneumatic stowing in terms of equipment wear, costs, backfill material, and methodology are discussed, and some new procedures and designs are reviewed. A bibliography covering pneumatics in mining is included also. This report provides background for the preparation of a Bureau test program in which the variables affecting the efficiency of pneumatic backfilling will be studied using a full-scale surface test facility.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. "In the aerospace and automotive industries, complex shapes exist which require casting. The problem with these cast parts is the empiricism required to develop the casting process and the accompanying time and expense to develop that process.There has been an interest in using fluidized beds to allow molding sand to better encapsulate the complicated surface geometries of lost foam patterns. Fluidization coupled with a mixing jet helps to homogenize the sand through stirring and may improve the integrity of the casting.At issue is the hydrodynamics of the sand and air around the foam pattern. The commercial package PHOENlCSTM is used to simulate the flow around the pre-casting foam geometry. Employing a two fluid approach, each component is considered a fluid that interpenetrates the other phase. To this end, the kinetic theory of granular 'flow for the sand phase was incorporated into the re-compilable PHOENlCSTM code.The results of this study consist of time-averaged void fraction patterns, with voidage being defined as the fraction of air in the mixture, around the foam pattern submerged in a two-dimensional fluidized bed. The model was benchmarked against past fluidized bed experiments. In order to better understand the dependence of the void fraction pattern around the lost foam pattern, certain physical parameters are varied and the resultant void fraction maps are predicted with the model. Physical parameters such as the aspect ratio of length to width, the placement of the mixing jet, and different mixing jet velocities are varied to illustrate the dependence of the time-averaged void fraction on those variables.Results consistently indicate the presence of channeling around the lost foam pattern, with the extent of the channeling and void formation reliant to a greater degree upon the placement of the mixing jet, and to a lesser degree on mixing jet velocity and aspect ratio.The increase in radial position of the mixing jet from the bed centerline had the desirable effect of granting the churning benefits of a penetrating jet, while at the same time minimizing the formation of excess void fraction at the top of the pattern."

Development of the Canadian North, a subject of growing national interest, must in part await the development of better forms of trans-port. The estimated 500,000 square miles of muskeg terrain in the north combined with the" scarcity of roads make essential the early development of special purpose muskeg vehicles. Good progress has been made in the last eleven years in classifying muskeg and some progress has been made in determining its mechanical properties. Limited travel is now possible through the use of special purpose tracked vehicles which have been built without adequate design data. A program to provide data which can be used to optimize muskeg vehicle designs began in 1957. The results of the second phase of this pro-gram are presented in this report. It is shown that vehicle performance in muskeg is directly related to the mechanical properties of the muskeg. Further, it is shown that good de-sign practice for tracked vehicles expected to operate in snow, sand, soft clays and loams is also good practice for muskeg vehicles. All indications are that muskeg mechanics is properly a part of conventional soil mechanics.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

The permeability and flow capacity in unsaturated media is investigated by the Bureau of Mines for application to in situ copper leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through rubblization. By producing a maximum block diameter of 4 m, injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

The U.S. Bureau of Mines evaluated a light-scattering technique for discriminating between spherical and nonspherical particles. This evaluation was a three-step procedure. The first step required collecting light-scattering data for a variety of particles. This was accomplished with a particle analyzer called the DAWN-A. The DAWN-A measured the scattered light intensities of individual particles at a forward scattering angle of 40°. These DAWN-A measurements of individual particles are called scattering signatures by the Bureau researchers. The second step in this evaluation was to calculate a sphericity index number using the scattering signatures produced by the DAWN-A. The sphericity index number can range from 0 to 1. A calculated sphericity index of 1 would show that based on the intensity of scattered light, the particle was a perfect sphere. The third and final step of this evaluation was the comparison of the calculated sphericity indices of the various particles. Comparing these indices made it possible to discriminate between the nearly spherical waterdrops and the nonspherical coal and rock dust particles.

[For a year or more, statements have appeared in the technical press, and Especially in various trade journals, indicating that valuable metals such as gold, silver, platinum, and other rare metals, have been found and also have been successfully extracted from oil shales. These reports stated tat decarbonization and special methods of chlorination treatment, leaching and subsequent Precipitation, also cyanidation followed by table concentration of the residues after cyanidation, all indicated that told ad silver and other metals could be, and were, successfully recovered. Such articles have caused much misunderstanding, and as the correctness of some re of the statements made in them were questioned by some of the technical journals and by various chemists and metallurgists, an investigation of the subject. was begun by the metallurgical division of the Bureau of Mines, in order, if possible, to determine to what extent, if any, metals of value do occur in oil shales, and if so, the feasibility of attempting their recovery by tie processes said to have been used for teat Purpose. Inasmuch as the Bureau's station at Salt Lake City is investigating the recovery of oil from oil shales, the investigation of too recovery of metals from oil shales was assigned to my direction as superintendent 'of that station. An agreement had been entered into with the owner of m extensive oil shale deposit in Wyoming whereby I would personally collect the samples' of shales for use in the investigation.]

Refractory gold ores and auriferous concentrates containing silver tend to form refractory silver jarosites during pressure oxidation. Earlier work with pure Ag2S has shown that the addition of iodine species to the autoclave feed yields cyanide soluble iodargyrite (Agl) instead. Near complete silver extractions from the autoclave product were obtained at a I-/Ag+ ratio of 5 or more. This paper reports on the pressure oxidation and cyanide leaching of two industrial refractory (arseno) pyritic silver-bearing concentrates: 1. from Peru (sulphosalts) and 2. from the USA (pyrite, with acanthite occlusions). While using a I-/Ag+ mol ratio of only 1 in the feed, it has been possible to obtain 98 and 97% Ag extraction from the two autoclave products by cyanide leaching, respectively. This compares to 11 and 54% Ag extraction from the as-received concentrates and 4 and 15% Ag extraction, respectively, after pressure oxidation without KI present. The results of the testwork are discussed in terms of concentrate mineralogy and pressure oxidation conditions.

The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

Recently, noequilbrium electrokinetic measurements using laser-Doppler electrophoresis were reported by Miller et al. (1992) for alkali halides and the sign of their surface charge thus determined. These results are generally as expected from simplified lattice ion hydration theory with KCI, under normal circumstances, being the most significant exception. In this regard, lattice defects (F centers and oxygen imperfections) have been found to influence the surface charge of KCI and its electrophoretic mobility. In particular, the presence of oxygen defect states in the crystal lattice has been found to be responsible for KCI's unexpected behavior. The concentration of oxygen defect states in KCI, as characterized by UV/Vis absorption, was varied in order to study their influence on the electrokinetic behavior and subsequently on the flotation response of KCl. At low oxygen contents « 60 ppm) KCI is positively charged as expected from lattice ion hydration theory. However, typically, KCI contains substantial oxygen (>300 ppm) sufficient to impart a negative surface charge which accounts for the selective flotation of KCI from NaCl by hetero-coagulation with oppositely charged alkyl amine hydrochloride collector colloids.

Minerals, together with agricultural and forestry products, are the primary source of wealth produced in the United States. Although the production of minerals requires only a small fraction of the state's total land surface, as compared with either agriculture or forestry (Table 1), mining activities generally are much more disruptive to the land surface, and rehabilitation is more complex and costly. The past 10 to 15 years have witnessed a sharp increase in mineral exploration and mining, particularly coal mining, which has brought with it an increase in conflict over land use and an increase in negotiations for purposes of mineral prospecting and mining. The general increase in the production and consumption of coal and the particular increase in the percentage of coal extracted by surface mining methods coupled with a growing nationwide environmental consciousness have created increased public concern and in some cases outrage over mining activities. Although there is ample evidence to indicate that it is possible to plan for and design mining activities in such a way that they are compatible with other activities and can thus be made a part of a sequential land-use plan, there is a general lack of knowledge regarding the importance of mining as the provider of basic and essential raw materials to supply society's constantly expanding and increasing mineral needs. This lack of knowledge extends to such matters as land and mineral rights negotiations, the character of mineral deposits and minerals, mineral economics, and land-use planning.
