Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

Earthen covers are now widely used in the mining industry to control the generation rate and/or release rate of low quality drainage from piles of sulfidic minewastes. Covers are usually designed to reduce the water infiltration rate and in some cases may also reduce the oxygen flux to the underlying sulfides. Engineered covers have only been used since the 1980s, however, and there is very little field data on their performance in the longer term. This lack of information has implications for the degree of confidence that can be placed on the predictions of the environmental impacts of sulfidic minewastes, for the acceptance of close-out criteria by regulatory authorities and for the financial liability of the mining industry. Covers were placed on sulfidic waste rock dumps at the abandoned Rum Jungle uranium mine during 1984 - 1985. These covers were designed to reduce the water infiltration to less than five per cent of incident rainfall by both water shedding and storage-release mechanisms. Regular monitoring by the Australian Nuclear Science and Technology Organisation (ANSTO) demonstrated that the covers performed better than the design criterion for around ten years, but infiltration rates have subsequently increased. There is a 66 per cent probability that the infiltration rate now exceeds five per cent of incident rainfall. The cover on the largest pile, WhiteÆs heap, was sampled in pits dug at eight locations. Sampling was carried out at the end of the monsoonal wet season and again at the end of the ædryÆ season. This, together with laboratory testing, enabled cover performance to be assessed against five criteria: design, construction, cover material characteristics, physico-chemical characteristics and biological characteristics. We are of the opinion that the design of the cover was suitable to achieve the objectives of stability, water shedding, storage-release, and provision of a substrate for vegetation growth. Over most of the surface of the heap, the construction of the covers, drains and erosion prevention structures was in accordance with design specifications. However, several small and localised bare patches on the upper surface of WhiteÆs heap coincide with a reduced cover thickness, which is likely to have been due to poor construction in those patches. The construction of covers on minewastes is dependent on an adequate source of material meeting design specifications. From our limited examination, it appears that there was shortage of material for each of the three zones û a lower impervious clay layer, the moisture storage-release layer and the upper erosion-resistant layer for vegetative growth. An indication of this was that the upper layers in some areas were observed to be thinner than specified. We are of the opinion that this shortage of suitable material has been responsible for some of the changes observed ten years after emplacement. Physical and geotechnical testing indicated that the cover materials no longer meet the original specifications. In particular, the permeability at the 8 locations was found to be greater than specified, by up to several orders of magnitude. The higher permeability may explain the higher observed rainfall infiltration and moisture content of the waste rock. This increased permeability appears to be due to a combination of biological and physical processes û galleries formed by termites and ants and an extensive system of shrinkage/desiccation cracks formed by the development of a polygonal blocky structure involving the entire lower clay layer. The desiccation cracks may fill with coarser illuviated materials and form a conduit through which roots access the underlying waste rock. Measurements were made of oxygen flux into the heap as cover layers were excavated in the pits. They indicated that the full cover currently reduces the oxygen flux to 20 - 23 per cent of that into bare waste and that this reduction seems to be proportional to the cover thickness. It was also found that the oxygen flux into the cover is about four times higher at the end of the dry season than at the end of the wet season and that the difference is due primarily to the difference in moisture content of the cover. Recommendations are made for the design and construction of covers.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. The Bureau of Mines made time-dependent calculations to determine the size of a stationary source fire within a ventilated duct (or passage-way) necessary to ignite a combustible duct liner. The objective of this work was to gain more understanding of what occurs in duct fires and to determine critical conditions for ignition and propagation of mine fires. Heat transfer to the combustible surface includes both convective and radiated components, while the heat is conducted into the combustible and reradiated to the surroundings. The combustible is assumed to ignite when the net heat transfer to its surface is sufficient to raise the surface temperature to some minimum temperature, defined as the ignition temperature. A nondimensional parameter, which characterizes the source-fire intensity in the presence of ventilation flow, emerges as a parameter for a criterion of the critical conditions. The results of these calculations indicated that the minimum fire size necessary for ignition increases with the ventilation rate and duct cross section. These results are compared with experimental results obtained from fires in a 0.8-by 0.8-by Il-m-long duct and a full-scale gallery (2.4-by 2.4-by 65-m). Agreement between the theory and the experiment is good.

A joint investigation by the Bureau of Mines and the Christopher Coal Co. at the Humphrey No. 7 mine, operating in the Pittsburgh coalbed in northern West Virginia, was undertaken to gain more insight concerning the hazardous emission of methane gas in mining, This report describes the equipment, procedure, and results. Horizontal bleeder holes drilled in the faces drained large quantities of methane, eliminating downtime of mining equipment. Also, larger quantities of methane were removed by forcing 14 to 25 g.p.m. water at 25 to 200 p.s.i. 5 pressure into the bleeder holes, In one infusion test a fluorescein dye was added to the infusion water; in later mining operations, the infusion water was traced for a distance of 1,500 feet. With vacuum pump applied to the horizontal hole the gas-flow rate increased, and the methane content decreased.

The Bureau of Mines analyzed rotary-coring-operations data to compare mud and air as coring mediums, and to compare core recoveries, penetration rates, and cost data for the respective mediums as part of an investigation of the susceptibility to secondary-recovery techniques of petroleum reservoirs in Ohio, Pennsylvania, and West Virginia. This report describes the rotary-diamond coring equipment and operations employed while coring 20 wells--10 cored using mud, and 10 cored using air. Data relevant to the draw works, rotary-table power, drill pipe, drill collars, core barrel, core head, mud pumps, or air compressors are tabulated. Average bit weight and rotary speed, core recovery, and penetration rates are listed for each formation cored. In general, core recoveries were better from the mud-cored wells, whereas penetration rates were faster for the air-cored wells. Coring costs were about the same for single-formation wells cored with either mud or air; however, costs increased considerably when multiple-formation wells were cored with air.

Every finding of the year's work, obtained under stress to meet present objectives, contributed to postwar needs, because the very nature and constitution of petroleum and natural gas require that research be conducted along the same general lines whether the results are applied in peace or war. More than 40 reports were submitted to the Petroleum Administration for War and others concerned with (1) evaluation of crude oils to determine their content of aviation-gasoline base stock, (2) evaluation of base stocks for blending with high-octane, synthetically manufactured components, (3) analyses of naphthas to determine their content of various types of hydro-carbons, such as benzene and toluene, and (4) the improvement of quality of marginal base stocks to meet future requirements of aviation gasoline. This upgrading of marginal stocks is being attained by selective distillation and chemical and catalytic removal of sulfur compounds. Asphalts were studied with respect to the characteristics of their various constituents in order to compound them, in the same way that aviation fuels now are being "built" to meet exacting requirements. The work previously initiated to give the industry fundamental data on thermodynamics of hydrocarbons progressed satisfactorily, and the heats of combustion of 10 hydrocarbons in the lubricating oil -range of petroleum were determined. Thermodynamic data requiring highly specialized techniques are so broad in application that their commercial usefulness is not yet fully appreciated.

The Bureau of Mines has completed 4 yr of deep-bed filtration research comparing the efficiencies of granular magnesium oxide (MgO) and conventional filter sand in single- and dual-medium filters when filtering mineral-processing and mine waters. Bench and field evaluation tests were conducted using water types ranging from synthetic suspensions of asbestos, kaolin, metal hydroxides, and milled sand to process waters from magnetite beneficiation, iron ore flotation, granite cutting, and a steel mill. Even though the turbidity reductions were similiar, MgO filters were found to be advantageous when filtering water pretreated with alum because the volume throughput before breakthrough (turbidity > 1 NTU unit) was much more for the MgO filter than for the sand filter. Reduced head loss owing to the greater porosity of the MgO filter beds is potentially the most beneficial advantage in employing MgO as the filter medium, especially when filtering water pretreated with polymer flocculants. Granular MgO (periclase) is durable and can be backwashed Like sand. It is compatible with anthracite in a dual-medium filter and apparently is not poisoned by dissolved metals in the process water. No single solid-removal mechanism could be identified for the improved filtration observed with granular MgO.

"Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist. In 1989-90, the Bureau of Mines appraised selected high resource potential areas containing gold, rare-earth-element, or pegmatite deposits in or near the Black Hills National Forest. Available mineral resource data were used to construct mine and mill models and to compute discounted cash-flow rate-of-return analyses. Using this information, the economic feasibility of possible operations and probability (in the nonmathematical sense) of exploration and development within the next decade were assessed. High exploration and development probabilities are forecast for gold deposits around existing and permitted mine areas near Lead-Deadwood and west of Galena. The area east of Galena has low to moderate exploration and development probability; the Rochford area has low to high exploration probability and low to moderate development probability; the Keystone area has low to moderate exploration probability and low development probability; the Medicine Mountain area has moderate to high exploration and low to moderate development probabilities. Exploration probability in the Bear Lodge Mountains area is high for rare-earth elements and gold; development probability is low. Exploration probability for gold in the Mineral Hill area is low to moderate; development probability is low. The current level of activity associated with pegmatite mining in the Black Hills would probably not change significantly in the next decade; both exploration and development probabilities are low to moderate.

"The mining industry is the source for the vast majority of the metal, mineral and energy resources we use on a daily basis. New deposits are discovered over time and are developed into mines before being rehabilitated – a sequence that when repeated can help contribute to the noble notion of ‘sustainable development’, despite the generic concept of mining being the unsustainable consumption of non-renewable resources. The scale of the modern mining industry is immense – from iron ore and coal to base and precious metals, modern mines are sometimes hundreds or thousands of times bigger than their long lost historic ancestors. We also live in a world with emerging and increasing demands for so-called technology metals (aka ‘critical’, ‘e-tech’ or ‘specialty’ metals) that are needed to feed the rapid growth in renewable energy (especially solar photovoltaic panels and wind turbines), consumer electronics, sophisticated military technologies and super alloys, amongst other uses. These elements include the rare earth elements, indium, germanium, tellurium, rhenium, selenium, gallium and many others, most of which had few or no known uses in the recent past. Although the mining industry has been successful in developing ever larger mines and increasing the scale of production, the key issues underlying the future of the industry are declining ore grades, increased tailings and waste rock generation, the presence of toxic or other impurities, balancing the economics of primary and secondary products, stricter environmental conditions, more difficult exploration, increasing community expectations, as well as the processing of more complex or refractory ores, let alone the recent volatility in world commodity markets. Here, we synthesise our recent research on many of these various issues, focusing on the need to link all areas within the mining chain from mineral resources through mining to environmental performance in order to ensure we obtain the most out of our modern mining effort. The paper presents a unique and detailed assessment of the sustainability challenges and opportunities facing modern mining – and geometallurgical thinking is at the heart of this conundrum.CITATION:Mudd, G M, Jowitt, S M, 2016. Abstract -The Molopo Farms Complex is a major, layered ultramafic/mafic, early Proterozoic intrusion which is totally covered by sediments of the Karoo and Kalahari Formations and situated in southern Botswana and northeastern South Africa. The approximately 3000 m thick, generally fine- to medium-grained ultramafic and mafic cumulates are intrusive into equivalents of Transvaal Supergroup sediments and lavas. Multiphase deformation resulted in tilting and segmentation of the Complex into individual tectonic blocks. Sr isotopes document at least two chemically distinct parental liquids which interacted in a complex manner to form an approximately 1000 m thick rhythmically layered succession which straddles the ultramafic/mafic boundary. Repeated mixing resulted in a complex cryptic layering pattern and numerous sulfide-enriched layers which contain significant PGE +Au concentrations.

This report describes a processing method developed by the U.S. Bureau of Mines to produce high-quality flake graphite from the steelmaking waste known as kish. The kish produced by current steelmaking practices is a mixture of graphite, desulfurization slag, and iron that is skimmed from the molten iron feed to the basic oxygen furnace. It is estimated that the graphite content of kish discarded by U.S. steel plants is more than sufficient to meet the total U.S. demand for flake graphite. That need is now filled by natural graphite from foreign sources. Kish was treated by a combination of screening and hydraulic classification to produce a concentrate containing greater than 70 pct graphite. Leaching of the concentrate with hydrochloric acid solution gave a graphite product with 95-pct purity. An optional secondary leaching operation with hydrofluoric acid produced graphite with a purity of 98 pet or greater. The flake size of graphite from kish ranged from 10 mesh down. Evaluation of test samples by industrial graphite users indicated that kish graphite is a suitable substitute for the natural material for most uses. A process flowsheet and material balance for pilot plant design are presented.

A method for the electrochemical reduction of the benzene ring was developed and applied to the electrochemical reduction of coal. Successive electrochemical reductions of a vitrain from low-volatile bituminous coal in ethylenediamine saturated with lithium chloride resulted in the addition of 53 hydrogens per 100 carbon atoms. Ultimate analyses and pyridine solubility of the vitrain recovered after each reduction showed that hydrogen added at the beginning has a much greater effect on solubility than hydrogen added at a later stage. Surprisingly, the removal of sulfur from the vitrain takes place only after the more reactive aromatic rings are reduced. Nuclear magnetic resonance analysis and average molecular weight determination of the extracts of the reduced vitrain samples, representing about 18 percent of the vitrain, showed that these fractions had 95 percent of their hydrogen content on saturated carbon atoms and an average molecular weight of 800 to 900. A study of the effect of operating variables on current efficiency showed that current efficiency is highest with aluminum as cathode material and with lithium chloride as electrolyte. A substantial increase in current efficiency of difficulty reducible olefinic double bonds was achieved by adding a proton donor. This result is significant in connection with the electrochemical reduction of coal which proceeds from readily reducible aromatic double bonds to difficultly reducible isolated double bonds. It is proposed that reduction is achieved by electrolytically generated and subsequently solvated electrons and hence does not require prior adsorption of the substrate at the electrode surface. This offers a distinct advantage for electrolytic reduction of sparingly or insoluble substrates such as coal.

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. Introduction The invitation to contribute a discussion on some of the broader features of the mineral deposits of our Cordillera seemed acceptable enough when presented several months ago. More mature consideration has impressed upon me the difficulty of making any constructive or very helpful contribution in the short time available and with my limited inspiration. Dr. Lang deserves our real gratitude for his general paper of nineteen pages at the beginning of the Volume. Into it, with the help of two diagrams and seven tabular summaries, he has packed a lot of useful information and has analyzed along several lines the data of the Volume's twenty-eight detailed papers on our mines and camps. He has added additional facts from his own knowledge of the region. I am sure that, like myself and the whole fraternity, he feels especially grateful to the eleven company geologists who found time to contribute detailed descriptions of mines they have studied. The Regional Situation With the Jubilee Volume and two recent publications of great value from the Geological Survey, we are more up-to-date on Cordilleran geology than we have ever been. But I would like to emphasize that we still have but fragmentary information. Brief study of G.S.C. Map 932A will illustrate this. Our knowledge of the Rocky mountains is limited to two narrow sections along the main railway lines, a somewhat larger area from the border north along the Mesozoic coal-bearing basins, and some reconnaissance along Peace river and the Alaska highway. There is some additional information on old maps, particularly those by G. M. Dawson, but it is very much of the 'exploratory' type. The other mapped areas are chiefly in the accessible region south of 'fifty-one', in the central part adjacent to and spreading north, recently, from the Canadian National railway, and along the edges of the Coast Range.

The purpose of this study is to develop designs to facilitate and accelerate auger rotation stoppage (and auger rotation start up so as to promote auger disengagement during auger miner repositioning) and to provide a time delay and warning signal prior to auger start up to permit any miner s near the augers to get away from the augers before they start rotating. In the underground coal mines in the U.S., there are four auger miners that are currently in use. They are the Jeffrey 100L (see Figure 1-1) and 100M (see Figure 1-2), and the Wilcox WCM and the MK20A (see Figure 1-3).
