"INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

The manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous industries. The use of lime by the building trades, in agriculture, and in hundreds of manufacturing and chemical processes has created demands for a large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of lime is an extensive one, but for the most part each publication has dealt with only certain operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has rendered valuable assistance in furnishing data for certain sections. Publications containing more detailed information on the various branches of the industry are referred to in the footnotes and in the bibliography.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. As a result, both companies and professional societies, such as the Australasian Institute of Mining and Metallurgy, will have to develop ways of improving mining geologists’ inter-disciplinary and broad knowledge.CITATION:Sykes, J P and Trench, A, 2014. "In the Blind River area Proterozoic clastic and sedimentary rocks and minor volcanic rocks (The Huronian Supergroup) uncomformably overlie and trangress northwards over dominantly granitic Archean terrane (2500 + Ma) and are intruded by Nipissing Diabase (2ll5 Ma). Later deformation and metamorphic events are recognized. The developing depositional basin was controlled by the incipient Great Lakes Tectonic Zone marginal to the Algoman Craton.The Matinenda Formation (basal Huronian) comprises northwards-derived fluvial arkose, quartzite, and pyritic, uraniferous oligomictic conglomerate which contained in 1981 some two-thirds of Canada's uranium resources. Production to December 1981 from Elliot Lake totalled 98.3 thousand tonnes U for an average recovered grade of 0.1% U with an additional 671 tonnes U recovered by leaching at Agnew Lake. The remaining resources are at lower grades. Some thorium and yttrium have been produced. Minor amounts of gold reflect the paucity in the source area. Gold is better-developed in the Huronian north of Sudbury reflecting the local source area.The conglomerate beds lie in southeasterly-striking zones controlled by basement topography down sedimentation from uraniferous Archean granite. Uraninite textures, the distribution of monazite, and local enrichment by reworking indicate a syngenetic, probably placer, origin of the mineralization. ""Brannerite"" has formed by solution of uranium from the margins of the uraninite grains and redeposition on the original titaniferous minerals. Penecontemporaneous volcanics may have been a source for sulphur in some of the pyrite and of trace amounts of Co, Ni and Au. Some pyrite may be detrital, some may be authigenic and some introduced.Drab coloured rocks, uranium and sulphide mineralization, the presence of hydrocarbon (thucholite) and a post-Archean regolith formed under reducing conditions have been cited as evidence of an early Precambrian reducing environment extended to the atmosphere. Sedimentary features indicating fast-flowing water and possibly a cold climate imply that the uraninite would be exposed to whatever oxygen was present in the atmosphere under conditions which would inhibit complete solution. In the upper Huronian, red beds and in the Lorrain Formation a monazite - iron oxide assemblage and copper mineralization indicate more oxidizing conditions. . Similar uranium deposits occur at Agnew Lake and in the basal Huronian north of Sudbury there are minor uranium and gold values.Provenance, lack of complete oxidation, transportation and depositional processes, redistribution during diagenesis and possibly low grade metamorphism, and the lack of post-depositional destructive processes are the dominant factors in the formation and preservation of the ores. The modified placer theory of genesis is well entrenched and an exploration model for such deposits throughout the world is well-documented.Research continues on mineralogy and textures of the ores, detailed sedimentology of the ores and their host rocks, with particular emphasis on: provenance area, the influence of early Precambrian mineralization patterns on the mineralization present in the Huronian both in space and in time, fluvial sedimentation and diagenesis. Expansion and reopening of the mines of the Elliot Lake camp should facilitate further studies."

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

Mineral analyses and electrical resistivity measurements of 324 representative samples of oilfield brines from 24 oil-productive counties in Mississippi and Alabama are presented in tabular form. Results of the mineral analyses, which include calcium, magnesium, carbonates, bicarbonates, sulfates, chlorides, sodium, and barium (with strontium if present), are reported in milligrams per liter. Electrical resistivity measurements in ohm-meter2 per meter at 75° F are reported in ohm-meters in the tables. Chemical analyses of formation waters are helpful to operators having water problems associated with petroleum recovery; electrical resistivity values are helpful in making interpretations from electric logs.

"Abstract — Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite."

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

A review is given of the nomenclature, sources, imports, statistics, common methods of preparation, and testing of mineral pigments. A description of the Deer Park-Spokane colored-clay district and the laboratory methods of preparation of these colored clays, others, and siennas follows. The mineral pigments were prepared by washing or grinding the original material as received and by calcination of the yellow ocher and brown sienna with and without manganese dioxide to produce red, brown, and black colors. These prepared powders were tested for fineness, oil absorption, and color as compared with well-known brands of commercial pigments. Similar tests were made with several basalt red clays occurring in the neighborhood of Salem, Oreg., and Kalama, Eatonville, and Clay City, Wash. The color particularly was studied, since this property is the most important commercial characteristic of the minerals. PURPOSE OF INVESTIGATION Since the development of the clay industry in the Pacific Northwest, some curiosity and interest have been aroused by the red and yellow clay or ocherouslike material that has often been found associated with the commercial clay deposits. These include the red and yellow "paint pots" near Deer Park and Spokane in eastern Washington, a red clay at Clay City, another close to Eatonville in western Washington, and red basalt earths near Salem, Oreg., and along the Columbia River near Kalama, Wash. Several companies have been organized to produce pigment colors from two of these deposits but have either discontinued or never started operations.

This report documents the design, fabrication, testing, and coal mine demonstration of a hopper-feeder-bolter during a four-phase program for the U.S. Bureau of Mines. The machine was designed to increase productivity and safety in under-ground room-and-pillar mining. It performed well as a hopper-feeder for continuous haulage during a coal mine demonstration. Testing in a simulated mine showed that the machine also has good roof bolting capability.

The Federal Bureau of Mines is doing research and development work on a pressure-gasification pilot plant for producing synthesis gas directly from pulverized coal, oxygen, and steam. A pressure-gasification pilot plant has been constructed, and an investigation was made with the following basic objectives: 1. Determining the effect of varying pressure (75, 100, 150, and 300 p.s.i.g.), coal rate (400, 700, and 1,000 pounds per hour), and oxygen-to-coal ratio (8 to 11 std, c,f. per pound), on percentage of carbon gasified, oxygen and coal requirements per unit of CO + H2 produced, exit-gas temperature, and heat loss. The steam-to-coal ratio was maintained at approximately 0.3 pound per pound. 2. Development of a stabilized gasification zone or reaction space. 3. Improvement in operability of the pilot plant.

EXTENSIVE research and development was performed on the manganese-copper vibration-damping alloys to determine the relationship between the properties of the alloys and variations in composition, fabrication, Mid heat treatment. Mn-Cu alloys with unusually high specific damping capacity, 20 to 25 percent at a stress of 5,000 psi, have also the following useful properties: Tensile strength, 90,000 to 110,000 psi; yield strong, 60,000 to psi; elongation, 20 to 25 percent; hardness, 90 Rockwell B; and fatigue limit at, 28,000 to 30,000 psi. Both standard and special methods of testing were employed to obtain data on strength, modulus, hardness, resistivity, dilatation, micro-structure, crystal lattice, and damping capacity. The extensive tabular and graphical data on these properties are presented for alloys containing 50 to 85 percent as quenched d solution) and after various aging treatments. Expansion coefficients for all Mn-Cu solid solutions are graphed and a dilatometer study of contraction during aging is reported. Although high damping capacity is associated with aging to precipitate a-Mn from solid solution, with a cubic-tetragonal transformation and with the occurrence of antiferromagnetic ordering in Mn-Cu alloys, a tenable theory of the damping mechanism has not been reached.

Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.
