This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

X-ray absorption spectroscopy (XAS) is a synchrotron-only technique used to determine chemical speciation, providing a powerful alternative to most traditional ‘wet chemistry’ and lab-based speciation methods. XAS is an element specific method that can be used to address a variety of systems, ranging from heterogeneous to homogeneous, polycrystalline to amorphous, and solid to liquid. The strength of XAS in identifying and managing chemical species in tailings and mine waste is demonstrated, with the presentation of highly relevant studies into lead, uranium, chromium and arsenic speciation. Process-oriented experiments on the use of coal as an adsorbent for certain soluble components of sewage are described. The capacity of Canadian coals for these components was less than 0.1 per cent by weight for the highest concentration at which these components could be expected to be found in domestic sewage. This is much less than values reported in the past. A pronounced selectivity between components was observed. Experiments on bacteria removal in beds of coal, regeneration of spent coal to restore adsorption capacity and COD contributions of coal are reported in the paper. The simple application of coal as an adsorbent does not seem promising.

"Many investigations have been reported regarding the simulation of continuous casting with emphasis on in-mold heat transfer. These analyses have been limited, however, because they require either estimation or measurement of the characteristic heat transfer between the ingot and the mold. In this paper, a self-consistent model 'is presented for calculating the heat transfer between a solidifying continuous casting and the mold, in the context of the continuous casting of steel. Using both thermal and stress analyses, the air gap formed during continuous casting is calculated and used to compute the heat transfer coefficients. Iteration between the thermal and stress analyses is used to determine a self-consistent solution. IntroductionThe continuous casting process for steel is illustrated schematically in Fig. 1. Molten steel is tapped into a tundish from which it flows at a controlled rate into the continuous casting mold. The initial shell of the casting forms in the mold by transfer of heat from the metal through the mold wall to the cooling water. The remainder of the casting is solidified by application of water sprays, and/or radiation cooling below the mold.Heat transfer in the mold portion of the process is important because it controls the formation of various defects which are deleterious to subsequent processing. Examples of defects formed in this region are surface irregularities, such as cold folding and oscillation marks, and more serious defects, such as longitudinal or transverse cracks. A more catastrophic problem which may occur is a breakout, in which the shell ruptures and molten steel is discharged in an uncontrolled way."

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. The roof bolts tested are also used to identify the possible corrosion mechanisms that influenced the bolts’ performance over time. Initially, the most commonly used bolt material in the USA, the ASTM A615 grade 60 steel roof bolts, was tested with and without stresses in a simulated underground coal mining environment for approximately 6 months, and the results are discussed. Localized corrosion forms such as crevice and pitting were mainly observed after testing. The stressed and unstressed roof bolts with and without threads that were tested in alkaline coal mine corrosive environment for 6 months passed their load-bearing capacity as per ASTM F432 test standards. From the results, it is concluded that this test protocol could be applicable to test the material performance of different roof bolt metallurgies and coatings with desired modifications to the proposed methodology for the specific underground mine environment. This paper mainly discusses the test system and protocol and shortcomings of the system and makes recommendations based on the observations and results.

It is generally accepted by British mining engineers that coal will continue to be worked by the. advancing or retreating longwall system for the foreseeable future. At the coal face, the emphasis will be on better machine utilization; increased equipment reliability; modular design and more standardization; remote control and monitoring; and a continuing drive to increase productivity and safety. Improvements at the face can be sustained only if there are corresponding improvements in efficiency elsewhere in the mine. Coal handling systems, for example, must be able to accept increased tonnages without creating bottlenecks. As workings move further from the shafts, the time taken to transport men and materials must be kept within reasonable limits. Development drivages must he on schedule to be ready for the planned opening of new faces, and face ends must keep up with faster moving faces.

In designing Gordonstone mine all aspects of coal mining were treated as part of an integrated process.This paper will explain the route Gordonstone has taken and will continue to take into the future in using an integrated approach to mining.

Sustainability management and reporting plays an important role in controlling and communicating a company's efforts in sustainable development. A variety of standards comprising a multitude of indicators often require similar information but with different data quality, level of detail and coverage. This may lead to inconsistencies in external communication because of the difficulties in collection and aggregation of data from different company sites and organisational levels. Using a central database system accessible via internet makes the process of data management more efficient: All relevant information can be collected on-site, with a defined data quality, credibility and consistency. Any type of sustainability indicator can be calculated automatically, once the data is collected. Individual analyses and predefined reports, e.g. GRI G3, can be easily generated and immediately published, making your sustainability communication transparent and reliable.

The area for which oil and gas developments in South Texas are reported for 1940 in this paper covers the same counties that were included in the reports for 1938 and 1939, with the addition of LaSalle County. LaSalle County is includcd in the Laredo district of South Texas, which totals seven counties for that district. The Corpus Christi district remains the same, with nine counties. The two districts together comprise what is known as the South Texas area for this report. Continued exploration along established trends and beyond proven field limits during 1940 provided South Texas with new fields and new producing levels at a rate of discovery fairly comparable with the high records set during recent years. The wells drilled in the counties within this district (including LaSalle) numbered 1656, approximately 8 per cent below the 1801 figure of last year. However, rank wildcats totaIed 336, an increase of 17.5 per cent compared to the 286 drilled in 1939. Therefore, since new field discoveries numbered 25 in 1940 against 29 in 1939, the rate of new field discoveries in 1940, based upon rank wildcats drilled, was I/I3.4 while that of 1939 was I/9.86, which shows a decrease of about 25 per cent in the rate of new fields. The rank wildcat tests in 1940 gave the following results: 18 produced oil, 4 produced distillate with gas, 3 produced. only gas, and 3r1 were dry holes (Table 5). Of the 1320 tests drilled in already proven fields or as extensions to pro+en areas (representing a decline of 12.8 per cent from last year's total of 1515 tests), 1048 produced oil or distillate, 60 produced gas and 212 were dry holes (Table 4). Of the producers, 50 found new sands or crude-in-distillate-sands in existing fields. Among the several fields subjected to extensive development were: Colorado, Jim Hogg County; East White Point, San Patricio and Nueces County; Rincon and Sun, Starr County; Glen, Webb and Zapata Counties; Wade City and Orange Grove, Jim Wells County; Stratton and South Clara Driscoll, Nueces County, and Aransas Pass, San Patricio and Aransas Counties. The development of important crude reserves on structures formerly considered primarily distillate fields has probably been the most important phase of the year's operations in South Texas. The Rincon, Stratton, Agua Dulce, Wade City, Odem and Robston fields provided the new crude sand discoveries. At some places crude production was opened by exploratory wells that found new sand horizons; in others by flank wells that found already discovered distillate sands sufficiently low to provide crude production. Rincon, Starr County, with its multiple sands, is now believed to be one of South Texas' largest crude-oil reserves. Offshore drilling showed important results during the year, including the discovery of two new submerged fields and the extension of the East White Point field into offshore Nueces County. This paper deals with truck haulage methods and costs at one of the many open-cut mines that are replacing rail haulage with heavy-duty trucks. At this mine, ore is trucked to a crushing plant, centrally located within one of the open-cuts. The requirements for efficient low-cost truck haulage are: Good trucks designed for heavy loads, adequate truck maintenance, smooth roads, and well-trained truck drivers The weighted average cost of hauling a long ton of ore to the crusher and the waste to the dump was reduced from $0.1993 in 1948 to $0.1114 during the last half of 1949, his corresponds to a cost per ton mile of $0.0864.

Discussion of the paper of HAROLD EARLE COOK, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 375 to 400. ALBERT SAUVEUR, Cambridge, Mass.-I think we must all agree with Lieutenant-Commander Cook when he says that there is a great deal of room for improvement in the annealing of steel castings and that better results would be attained if the annealing were conducted in closer agreement with scientific requirements. Whether even a carefully annealed steel casting can ever be made the equal of a steel forging of good quality is still a debatable question. Nevertheless, we all realize that very greatly improved results can be attained by careful annealing. Lieutenant-Commander Cook refers to some requirements calling for annealing steel castings above the Ac1 point. He is undoubtedly right where he says that this should be the Ac3 point. Take, for example, a steel casting containing, say, 0.35 per cent. of carbon, having a very coarse structure made up of coarsely crystalline ferrite. If this is heated just above the Ac1 point the ferrite remains, of course, just as it was before, while the pearlite is converted into a solid solution, austenite. Upon cooling, all this austenite is again converted into pearlite, or sorbite, while the coarse structure of the ferrite remains unchanged and the annealing has accomplished very little. It is therefore surprising that the requirement of annealing above the Ac1 point should appear, in these specifications.

"To characterize noise and vibration sources of different types of mining equipment used in underground mining, the authors performed a study in eight Quebec mines on 28 pieces of equipment. This paper presents the procedure followed to select the equipment to be evaluated, and the low-cost acquisition system developed to perform multichannel time-domain data acquisition in harsh environments. It also presents the results obtained for the noise level produced by the equipment and for handarm and whole-body vibration exposures.RÉSUMÉ Dans le but de caractériser les sources de bruits et de vibrations de divers équipements miniers utilisés sous terre, les auteurs ont étudié 28 équipements dans huit mines du Québec. Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are not immediately available at the time the sample is taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. The paper includes a short discussion of results, tabular data, and individual analyses of 16 California crude oils. Analyses of other oil from California have been published in Reports of Investigations 25954/, 26085/, 28466/, and 30747/. The samples were obtained by members of the San Francisco office of the Bureau of Mines. The collecting of the samples vas facilitated by the courtesy of representatives of oil companies in California.

"This paper details the events leading up to a slope failure that occurred at Kalgoorlie Consolidated Gold Mines (KCGM) and the remediation method executed using rope access specialists.n January 2016, KCGM Fimiston Pit experienced a double bench wall failure where approximately 80 000 t of material fell from the wall that blocked access to a ramp and caused minor damage to equipment.The event was triggered by heavy rainfall and occurred along unfavourable eastward dipping structures that lead into weaker shale/porphyry bands, which in turn left more material on the face. A remediation plan was formulated that would allow for the continuation of open pit operations while a full geotechnical assessment of the failure area could be conducted. This was accomplished by means of rope access specialists who abseiled down the wall and blasted off the remaining overhang using a portable drill rig and prepackaged explosives.This paper provides a brief overview of the KCGM operations, how the instability was identified and monitored, details of the failure event, outcomes of the geotechnical assessment and details on the remediation work.Citation:Graf, C and Sullivan, R, 2016.
