This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

"Placer Dome (CLA) operates the 90-year-old Dome Mine, in South Porcupine, Ontario.The milling operation currently processes 5 million tons of ore per year, from both the underground and Open pit mining operations, producing 320 000 ounces. The milling process is conventional crushing and grinding, with gold recovery by gravity followed by leach/CIP.Cyanide tailings are impounded in a large (325 ha) tailings area where cyanide is allowed to degrade naturally. Effluent is discharged seasonally during the summer and early fall months to maintain site water balance. Pond water is reclaimed for sole use within the mill process.In 1995, an Effluent Treatment Plant (ETP) was constructed for the purpose of removing dissolved metals and suspended solids. In 1997, an INCO S02/Air cyanide destruction module was added.During this time period, the treated effluent often failed toxicity tests required by the Ontario MISA Regulation, even though effluent chemical parameters were below permit limits. Two studies identified ammonia as the toxicant to Rainbow Trout, and free copper as the toxicant to Daphnia magna.From a literature study, and contacts within the Ontario Mining Association, the use of chelation as a final end of pipe treatment step to render any remaining free copper and metal fractions biologically unavailable was considered. Lab and plant scale tests followed.During the 1999 ETP operating season, the addition of the chelant EDTA (ethylene-diamine-tetraacetic-acid) commenced. Although the titaniferous iron occurrences at Iron Mountain have been known since 1850, exploitation of the deposits has been discouraged by the metallurgical difficulties encountered in treating the complex magnetite-ilmenite material. Because of the intimate association of magnetite and ilmenite, the material is not amenable to known ore-dressing practices. During World War II, industries started moving south and west from the industrial East; iron-ore reserves in the East were being depleted at a rapid rate; and titanium came into demand as a pigment. Imports of ilmenite from India, then the main source, were practically suspended because of lack of shipping space. These factors created interest in possible exploitation of the Iron Mountain deposits as a source of iron and titanium.

The objective of this paper is, firstly, to summarize several field developments utilizing the art of hydraulic fracturing as it has been extended into various mining applications. Secondly, to summarize the understanding of the hydraulic fracturing processes; and lastly to discuss researchable areas and possible future applications. Hydraulic fracturing was developed as a method of stimulating production of oil from oil producing formations. The primary paper by Clark (1) in 1949, describes the process of placing a hydrostatic pressure of sufficient strength on the producing formation of an oil well that the rock apparently cracked, and then, on allowing the well to flow back, a higher rate of recovery of oil was enjoyed. The interpretation of the process mechanism was that the formation rock was cracked to a considerable distance from the well bore, increasing the drainage area; thus, the productivity of the well was measurably improved. Figure 1 is illustrative of this process. This development was of major significance to the oil producing community and considerable research and development ensued. Improvements in method, engineering development of equipment, and research to ascertain the optimum application of fracturing practice led to a highly sophisticated, but specialized technology. The Production Research Division, Continental Oil Company, vigorously pursued research in this area in the 1950's with a resulting number of process improve¬ments. The research group, published a significant number of technical papers on these various researches. One of the developments was the process aimed at controlled orientation of the fractures, either in the vertical (2) or horizontal (3) orientation.

IN recent years, most of the reconnaissance work of the Geological Survey of Canada has been mapped on a scale of 1 inch to 4 miles. Topographic base maps, commonly made from aerial photographs, were available to the geologist for such work. The advent of war curtailed aerial photography for civilian purposes, and by 1941 all areas already photographed had been geologically mapped. Nevertheless, the need for geological maps to assist post-war prospecting was so apparent, and the country to be covered is so vast, that some new method of rapid mapping had to be devised. It was felt that the need would be met if geological maps could be produced at a scale of 1 inch to 8 miles, provided they were sufficiently accurate in topographic detail to serve as guides to travel. Though in such maps there would be considerable sacrifice of geological detail, they would serve to outline, at least approximately, the major geological units, some of which might prove of sufficient interest to warrant later detailed study. It seemed that such mapping would be particularly useful in the northern regions of Canada which the work of early explorers has indicated are underlain largely by granitic rocks. These, so far as is known, are barren of mineral deposits, but within them are known to be areas or bands of 'greenstones' of the type that, in some localities, have been found to contain valuable orebodies. The problem, then, was to devise a method of mapping, particularly of such greenstone bands, that would make it possible to cover a relatively large area-say 30,000 square miles-in one season and at a cost below that of 4-mile mapping, with, of course, some sacrifice of accuracy. The problem seemed to be threefold: (a) to observe as much of the bed-rock as possible; (b) to produce a topographical map of as much of the area as possible, with particular reference to portions of geological interest; and (c) to cover as large an area as possible in a limited time, which meant faster modes of travel than have hitherto been used. The obvious answer to all three phases of the problem was the use of aircraft. If rock types could be broadly differentiated from the air, reconnaissance traverses by air would supply the answer to the first part of the problem. For topography, air photographs taken on reconnaissance flights appeared to be the answer. For the third phase of the problem, the use of aircraft was ideal.

In the scope of the project named CAPUME II (EEC BRITE/EURAM contract - project MA2M-CT90,-0042(SMA)) for the development of an integrated mine planning system for underground mines, two of the main tasks were the development of a short-term mining planning procedure (module) and a numerical simulator of the mineral processing plant of Pirites Alentejanas - PA. The short-term mining planning module defines the mining sequences by solving a constrained minimisation problem. The ore grade variability is the objective function subject to the geometrical constraints of the mining method and to the maximum of `internal blending'. The optimisation problem is solved by applying a dynamic programming algorithm. The plant simulator is an essential tool of the planning system allowing the preview of metal grades/recoveries of copper, lead and zinc of concentrates streams, given the corresponding metal assays of the run-of-mine ore, defined by the short-term mine planning module. This way, the management can plan the short-term mining operations (the weekly sequence of exploration blocks and the internal planning) in order to fulfill given required conditions, based on a shipment schedule and on a purchaser's formula. In this paper, after a short description of the short-term mining planning module and of the simulation package named SIMUL, a synthesis of the main model development steps and the results of some simulation runs are presented and discussed.

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rock-surfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to P8.00 per ton, and from the property to San Fernando the rate is P16.00 per ton. The company pays the road toll, P1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. INTRODUCTION There are three fronts on which development efforts are being concentrated to extend the application domain of Tunnel Boring Machines (TBM), which is potentially very large - Assessment of a reliable prediction method, including machine-rock interaction and geological characterisation, so that the boring system can be designed properly and the costs remain in the predicted range for each given tunnel project. - Development of lighter, more flexible and more controllable machines to be applied in shorter, deeper tunnels or roadways, such as required in mining. - Reduction of cutter and machine costs when excavating hard rocks or difficult grounds, in developing improved tool materials, cutting geometries and tunnelling systems. The above three lines of development have a common, critical requirement: to have a reliable set of design rules to optimize the machine specifications from the knowledge of rock and geological parameters and working requirements. This optimization can only be done if a model sufficiently sophisticated is made available, able to take into account the numerous factors influencing the TBM advance , and being interactive enough to achieve the optimization.

South Bulga Colliery, located near Singleton in the Hunter Valley region of Australia, began longwall production in late 1994. The mining conditions there are conducive to high productivity with good roof conditions and a shallow seam with production areas located close to the portal. When the longwall was commissioned, the low capacity and availability of the conveyor system greatly curtailed the mine's productivity. A number of changes were made to the conveyor system culminating in a drive change out to improve the system. Using South Bulga as a case study, this paper aims to demonstrate the absolute necessity of a reliable, high performance conveyor system for the viability of a mine, and some of the factors that are needed to ensure a conveyor system performs as intended. These factors include a thorough understanding of the individual components and how they influence and interact with each other; a system design that is tolerant of variations in component performance and the necessity of robust and reliable communications and PLC programming.

IN view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with sonic of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed.

The driving force behind most advances in technology is need. In the early 1980s, underground coal miners in the USA wanted to build longer conveyors to handle larger capacities but continue to use fabric reinforced belting with mechanical fasteners. Conveyors with intermediate drives were certainly the answer but achieving reliable designs required a significant learning curve. Basic design methodologies had to evolve including advanced simulation of starting and stopping along with complex control techniques and logic. Some components also evolved as specific performance requirements changed Today, in addition to underground mining, the technology has been used extensively in the tunneling industry where the need is for control of belt tensions to negotiate tight horizontal curves. Even though intermediate drives are not used extensively on the surface yet, the lessons learned will find their way to long overland surface conveyance where smaller components are more available and reliable, and often with less capital cost. This paper will document the evolution of intermediate drive technology over the last 30 years and will show examples of its current use.

Cu-base alloys (Cu-Zn-Al, Cu-Al-Be, Cu-Al-Ni), depending on their composition, have martensitic transformations that can be thermally or mechanically induced between a metastable structure called austenite and one or more metastable structures called martensites. In single crystals, depending on the specific composition of the alloy and the crystallographic orientation of the tensile axis, martensite-martensite transformations can be mechanically induced. The hysteresis associated to these martensite-martensite transitions is usually much greater than the one associated to the austenite-martensite transformation. Thus, martensite-martensite transitions are potential candidates for energy dissipation in a mechanical damper. Possible applications that would benefit from high hysteresis include seismic damping devices, dampers for satellites and the aerospace industry, defense and others. We present pseudoelastic cycling results of alloys submitted to different thermal treatments. Our conclusions highlight the fact that, under certain conditions, Cu-base alloys deliver better damping performance than commercially available SMAs and even the new Fe-base SMAs.

Highly variable milling properties within a geologically complex porphyry copper deposit owned by Kennecott Corporation in Nevada made it necessary to estimate the copper recovery and concentrate grade in areas where actual test data was lacking. The estimation was made by first determining the relationships between the desired metallurgical properties and the ore's petrology (i.e. copper mineral type, rock type and copper grade). This relationship was then combined with the already estimated rock type, mineral type and copper grade data in the mineral block model to predict the milling properties.

IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. The Pennsylvania anthracite-mining region is the only one in the world of major magnitude. As the deposits of anthracite in the United States are limited virt113.lly to Pennsylvania, the difficulties of this industry have been commonly considered a State rather than a national problem. However, there is also national interest in the conservation and wise utilization of all fuel resources and in the control of interstate waterways. The anthracite industry is confronted with the very se:;-ious :problem of accumu.lation of water in many of the mines. This problem must be solved soon if progressively higr-er mi~ing costs are to be avoided. The water proble~ cannot be solved by the operating compa,nies without State or Federal aid, or both, owing to the magnitude of the work requir~d, diversity of interests of the coal ana surfa.ce ovmerships, hazard to the whole mining community, and interests affec~ed outside the mining region. The cost of abati~ the ever-increasing_surface seepage to mine workings and of handling this seepage once it }3s occurred is beyond the economic resources of most ope~ating ma.'18.gements. Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma's 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

THE desulphurization of molten iron and steel is a very complicated process. One way to arrive at a better understanding of this process is to break it down into several simpler chemical processes that can be studied individually in the laboratory. For a study of the different factors that influence the equilibrium distribution of sulphur between liquid metals and slags, several simpler equilibria may be investigated. One very important subject is the determination of the escaping tendency of sulphur in the liquid metal and its dependency on temperature and composition of the melt. Several papers in this field have recently been published.', ' Another subject is the study of the sulphur capacity of the slag. A molten slag is indeed complex, and even if sulphur distribution data for a large variety of molten slags may give empirical data about their desulphurizing power, the importance of the individual components is still not quite clear. It is accepted generally that lime is the most important desulphurizing component in the slag. The present investigation has as its purpose to study the desulphurizing power of lime in its standard state, and to provide a basis for thermodynamic calculations of the desulphurizing power of various lime-containing slags. The standard state of lime at steelmaking temperatures is solid calcium oxide, CaO. It can react with sulphur to form solid calcium sulphide, CaS. The relative stability of calcium oxide and calcium sulphide is expressed by the free energy of the reaction: 2Ca0 (s) + S1 (g) = 2CaS (s) + O2 (g) The existing free energy data for this reaction, listed by Kelley5 nd Osborn,' are uncertain to about 10 kcal and are of limited value for a calculation of equilibrium constants. Under the conditions prevailing in a melting furnace, the sulphur pressure may be expressed conveniently by the ratio H,S/H2 and the oxygen pressure by the ratio H,O/H, (or CO,/CO). The desulphurizing power of calcium oxide may, therefore, be studied by the reaction CaO + HIS = CaS + H2O. A study of this reaction may be complicated by certain side reactions: Water vapor and hydrogen sulphide may react. to form sulphur dioxide, and calcium sulphide may be oxidized to calcium sulphate. A thermodynamic calculation shows that these side reactions will be suppressed to insignificance if the equilibrium is studied in the presence of an excess of hydrogen. The apparatus used is shown in Fig. 1. About 10 g calcium oxide and 20 g calcium sulphide (laboratory qualities) were intimately mixed, and some water was added to make a thick paste. The paste was put into a thimble of zirconium silicate, which was placed within the constant temperature zone of a furnace, and capillary refractory tubes were attached in both ends. After the mixture had been heated in dry hydrogen at 1000°C for several hours all Ca(OH), and CaCO, had decomposed and CaSO, was reduced, so only CaO and CaS remained in the thimble forming a porous plug. The mixture was examined by X-ray diffraction after the initial reduction in dry hydrogen as well as after the subsequent experimental runs up to 1425 °C. It was shown that crystalline calcium oxide and calcium sulphide were always present together in about equal amounts. The unit cell edges were found to be 4.80A for CaO and 5.68A for CaS in good agreement with existing literature values." This shows that the mutual solid solubility is very small, and that the compounds are present in their standard states. Purified hydrogen was passed through water sat-urators kept at constant temperature in a thermostat bath. The amount of water vapor saturation was checked by means of a dew point method, not shown on Fig. 1. The gas mixture was passed through the capillary inlet into the furnace, where it was sifted through the porous plug of calcium oxide and calcium sulphide. The hydrogen sulphide present in the outgoing gas was absorbed in a zinc acetate solution and the hydrogen was collected over water. When one liter of hydrogen had been collected, the amount of hydrogen sulphide was determined by iodometric titration. As one molecule of H,O is used for the formation of each molecule of H,S, the equilibrium ratio H,S/H,O would be , where (H,O) is the molar concentration in the ingoing gas, and (H,S) the molar concentration in the outgoing gas. In the present work (H,S) was always very small compared to (H20). In order for the observed H,S/H20 ratio to represent the true equilibrium ratio the gas flow has to be: 1—Sufficiently slow to give a complete establishment of equilibrium, and 2—sufficiently fast to counteract thermal diffusion. Incomplete reaction would give a value decreasing with increasing flow rate, and thermal diffusion would give a value increasing with decreasing flow rate. When inlet and outlet tubes of about 2 sq mm cross-section were used, the observed gas ratio was independent of the flow rate between 15 and 125 cc per min, Fig. 2. The platinum group metal (PGM) industry is currently reliant on the crush-mill-float-smelt-refine route to process PGM ores. However, there are many instances where this route would not be feasible. An alternative process route has been developed which involves heap bioleaching to extract base metals followed by heap reclamation and a water wash step, leading into heap cyanide leaching to extract precious metals. This process was evaluated through test work on samples of Platreef ore using laboratory scale columns. After 304 days 75% Ni and 93% Cu were extracted in the bioleach experiment at 65°C, and after 60 days 58% Pt, 99% Pd and 90% Au in the follow-up cyanide leach experiment at 50°C. A preliminary process flow sheet has been developed around this. Analysis via a mineral liberation analyser showed that the remaining Pt was in the form of the mineral sperrylite, which appeared to be slow leaching in cyanide in comparison to the other mineral types. Analysis of cyanide effluent solution showed high levels of thiocyanate, which present an environmental risk for disposal and high consumption of cyanide.
