(San Francisco Meeting, October, 1911.) A FEW years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as " The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous through-out the world. You ladies and gentlemen who have come from what we here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of "The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since " The days of old, The days of gold, The days of 49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $8,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. In other words, all the other 25 gold-producing States of the United States combined

An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

The coal-fields of Missouri, situated in the northern and western portion of the State, are distributed, in whole or in part, over 57 counties, embracing an area estimated by Mr. Broad-head' to be practically 23,000 sq. miles, including small detached beds and outliers in St. Louis, St. Charles, Lincoln and Warren counties in the eastern part of the State. This area includes about 8,000 sq. miles of Upper or Barren Measures, 2,000 sq. miles of exposed Middle, and 12,420 sq. miles of exposed Lower Measures. In a general way, the Missouri coal-field is bounded on the east by an imaginary line entering the northern part of the State just east of the 92d Meridian and passing across the State in a southwesterly direction to a point on the Kansas-Missouri line a little below the southern boundary of Barton county. An important part of the field overlaps this line and extends down the northern side of the Missouri river, underlying the greater part of Randolph, Howard, Boone and Audrain counties. In all, 34 counties produced coal during the year 1903. Fig. 1 shows the position of the coal-fields in Missouri. Geological Features. The Coal Measure formations, all of the Carboniferous age, rest unconformably upon the rocks of the sub-Carboniferous or Mississippian series, and, in some cases, upon the rocks of the Devonian and Silurian ages. A practical simple method is proposed to estimate the tensile strength (st) of strong brittle rocks from the strength ratio of R= sc/st = 8 sc/sci, where sc is the uniaxial compressive strength and sci is the crack initiation stress in an uniaxial compression test. 8 is the Griffith strength ratio and the term sc/sci accounts for the difference of crack growth or propagation in tension and compression in uniaxial compression tests. sci can be reliably obtained from volumetric strain measurement or acoustic emission (AE) monitoring. With the strength ratio R determined, the tensile strength can be indirectly obtained from the result of uniaxial compression tests. In addition, a practical estimate of the Hoek-Brown strength parameter mi is presented and it is suggested that mi = 12 sc/sci can be applied to strong, brittle rocks in high confinement zone and mi = 8 sc/sci can be applied to low confinement to tension zones. It is found that the predicted tensile strengths and Hoek-Brown strength parameter mi using this method are in good agreement with test data. The rock strength parameters like st and mi, which require specialty tests such as direct tensile (or Brazilian) and triaxial compression tests for their determination, can be reasonably estimated from uniaxial compression tests.

Sustainable development has become a driving imperative for the resource industry as it is for the rest of the global business world. Being unsustainable is a risk no business can afford. Yet implementation of sustainable development practices beyond satisfaction of compulsory reporting is still sporadic. The current standard approaches to problem analysis and decision making are too narrow to capture the complexity of the issues at stake. Hence it is necessary to develop innovation in thinking and in doing. Those who search for ways to implement sustainable development use concepts such as Whole Systems Thinking and Eco-efficiency as well as tools like Life Cycle Analysis. Others develop their own instruments. In their effort to innovate they face both resistance and support within their organisation as well as within the industry or the wider context. This paper explores the factors that support, hinder and shape the sustainable development drive of the industry and proposes a comprehensive decision-making framework that links the goal of sustainability with the tools of sustainable development. This exploration is illustrated by a case study used in a doctoral research conducted on an engineering firm providing services to our industry.

A relatively new haulage system is described. Employed by the Delmant Fuel Co.. the "Full Dimension" system provides an uninterrupted flow of coal from a loader or continuous miner at the face to the main line transportation system. This system is said to provide a higher percentage of recovery as well as additional safety and production. Delmont Fuel Co. is employing a comparatively new system of transportation known as a Full Dimension system. Cne of these systems has been in operation for a year at the company's 10-B Mine as a part of a conventional section. A second was installed at the No. 10 mine in late 1960 to handle the production of a Colmol in a pillar section. SYSTEM COMPONENTS A Full Dimension system is a haulage system that provides an uninterrupted flow of coal from a loader or continuous miner at the face to the main line transportation system. The equipment required for this system consists of a series of interconnected chain conveyors that are mobile and articulated. They will retract or extend a sufficient distance for the development of a five-entry system; or, in the Colmol pillar section, it provides reach of 210 ft in all directions from the section belt. The components of this system are: l)One 160-ft chain line placed in tandem with the belt conveyor. It has a self-propelled drive, is 20 in. wide and 9 in. deep. Moving this conveyor requires the assistance of a loading machine or cutting machine. 2) One 40-ft piggyback that discharges along the entire length of the 160 ft chain conveyor. 3) A mobile bridge carrier, which is a self-propelled conveyor with four wheel steer and four wheel drive, twenty-eight feet long, it delivers coal to the receiving end of the piggyback. Axles steer individually making possible almost lateral movement. 4) Another 40-ft piggyback, duplicate of item 2 that delivers coal along the entire length of item 3 (mobile bridge carrier). 5) A second mobile bridge carrier, similar to the first, which deliver coal to the piggyback (item 4). 6) A third 40-ft piggyback, duplicate of items 2 and 4. This pig is attached to the loading machine and delivers its coal along the length of the second mobile bridge conveyor. Since the original preparation of this paper, the Delmot Fuel Co. has been able to eliminate the 160-ft chain conveyor. This was accomplished by connecting the outby piggyback directly to a loading machine with an extended boom. The loading machine loads directly onto the belt. This change has resulted in a substantial reduction in moving time and greatly increased flexability. A single trailing cable powers the entire string of equipment. It is attached to the side of the equipment in such a way as to keep it off the ground and afford maximum protection. The tramming rate of this equipment is 90 fpm. The conveyor capacity in a conventional section at Delmont's mines is 7.5 tpm and in the Colmol section is 5.5 tpm. This regulation is a simple function of conveyor speed. To visualize operation of this equipment, it would be well for me to touch briefly on local conditions in the Upper Freeport seam in which we mine. (Also, see the photographs of some of the equipment in use.) DELMONT'S TOPOGRAPHY The Delmont Fuel Co. operates two mines in this seam in Westmoreland County, Pa. The No. 10 mine, which was opened in about 1912, is now almost worked out. Depending on economics in the industry, it has a life of two to four years on a declining production basis. A year ago a new drift mine was opened which is called No. 10-B. It is about two miles from the cleaning plant and is connected thereto by an overland belt conveyor. The new mine is being developed at a rate calculated to take up the slack as the old mine plays out. The Upper Freeport seam averages 4.2 ft in thickness in the area of the Delmont mines. It carries 4 in. of boney coal at the top of the seam and a middle man of from 2 to 4 in. We mine just above a 1-in. slate parting which has 4 to 6 in. of highly laminated coal beneath it. This material normally makes a very firm bottom. The roof varies from dark shale to sand rock and 36-in. bolts are placed on 4-ft centers for roof support. All working places are driven 20 ft wide on development and 25 ft wide on retreat. Selection of mobile chain conveyor equipment when it became available, was a very natural move for Delmont Fuel to make, because chain conveyors and piggybacks had been in use at the company's mines for about 12 years. Innovative hard rock narrow-vein, longwall, and stope leach mining systems concepts are described and evaluated economically. The principal tool proposed for use in these systems for both mine development and production is the U.S. Bureau of Mines radial-axial splitter. The mining systems concepts are prefeasibility level costed and projected to be cost competitive for steeply dipping veins, 0.6-1.2 m wide, for horizontal tabular ores 2 m -5 m thick, and for leachable ores with greater than a 1.7:1 stripping ratio. In all of the systems the orebody, less swell, is retained underground for use as backfill.

The photochemical reactions of cyanide ion induced by light were investigated in the presence or absence of a titanium(IV) oxide semiconductor photocatalyst. The light sources employed were the sun and arrays of either mercury or fluorescent (cool white) lamps. The results obtained verify that cyanide decomposes much faster when TiO2 is present in the solution and that it is first oxidized to cyanate. However, contrary to the previous studies, it is established that cyanide is subsequently further oxidized via nitrite all the way to nitrate irrespective of the light source. As expected, the rates of the oxidation processes decrease with the illumination source utilized in the following order: Hg-lamps > sunlight > fluorescent lamps. As nitrate is a significantly less hazardous contaminant than cyanide, complete photocatalytic oxidation of cyanide to nitrate may be a viable method for decontamination of cyanide wastes. Contrary to previous claims, we find that cyanide is slowly photochemically decomposed even in the absence of TiO2. For example, with the mercury lamps as the light source, in two hours, cyanide concentration decreases to essentially zero; up to 7% was converted to cyanate and the remainder to unidentified products.

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

The Arctic is a region of special economic, geopolitical, research, socio-ethnic, and defense interests of both Russia and other countries of the Arctic zone. Introduction of innovation technologies at ore-processing factories is a direct responsibility of the state and this problem should be solved on the basis of coordination of interests of different stakeholders. The task of elaboration of scientific principles of rational state regulation in the North is very topical. Innovations require considerable investments first of all from private capital. However as an investment object innovations are not attractive for investors as they require large expenditures for long-term projects, and they are connected to high risks because market incentives form striving to get quick profits of private companies and result in a certain behaviour strategy while innovations need ?long money?. Under such conditions without state regulation of investment and innovation activities development of the mining sector in the Arctic practically has no prospects. At innovation development of mining enterprises economic growth is provided at the expense of active state innovation activities. The elaborated strategy of ore-processing enterprises should correspond to the modern paradigm of the ore-processing industry development which is not only for extraction of minerals but also for multi-profile structure having comprehensive use of the resources on the rational basis intended for rational complex utilization of mineral resources of the AZR which by the definition includes maximally full use of the whole aggregate of resources on the economically rational basis with obligatory environmental with resource reproductive and socio-economic functions and deterrents. The main principle of creation of innovation technologies is to obtain more products of higher quality with minimal costs. This allows increasing ?productivity of the resources? several times. This principle makes increasing productivity of the resources the most important and in this case efficiency of use of the resources brings extra profits at the expense of lack of new costs such as payment for protection and utilization of wastes. According to the economic theory only ratio between demand and supply is able to fix optimal proportions in economy and to give necessary signals for investment activities of mining enterprises. In this context market for minerals and increase of mineral resources productivity do not create incentives for investment activities without which neither sustainable economic growth nor solution of macroeconomic tasks are possible. Nevertheless countries should not reject this idea in spite of economic efficiency of the enterprises. Extraction degree of useful components and especially oil in the Arctic zone is one of the lowest in the world. This can lead to crisis of oil industry and other mining sectors. The reason for that is lack of a state policy of realization of innovation technologies in the mining sector in the Arctic.

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

"A reliable source of water of an acceptable quality is vital to the success of any mineral processing plant using wet methods. For Cerro Verde, a new 108,000 t/d copper mill in southern Peru, the main source of raw water is the Chili River. The Chili River is heavily contaminated with raw sewage, industrial wastewater and agricultural runoff, and can also receive high sediment loads during the rainy season. The initial water treatment plant could not supply design flows of water due to the exceptionally poor water quality. Problems with treated water quality caused significant difficulties with water consuming equipment, such as the plant cooling systems. This paper details the Cerro Verde water system and changes from design through to start up from a mineral processing perspective.INTRODUCTIONMining, and mineral processing in particular, is a water intensive activity. Improving water system design and practice are key strategic requirements in moving toward a more sustainable mining industry. This case study forms a basis for ongoing research into water use and reuse at mines and mineral process plants, conducted by AJ Gunson, under the supervision of Dr. Bern Klein and Dr. Marcello Veiga at the University of British Columbia. The case study material was gathered through involvement with the design, startup, and redesign of the Cerro Verde water system.Cerro Verde is a low-grade copper porphyry mine, located near the city of Arequipa in southern Peru, at an elevation approaching 2,800 m. In 1972, one of the world’s first copper Solvent Extraction – Electrowinning (SX/EW) facilities was built on the site, processing oxide ore from two main open pits. In 2004, the operator, Sociedad Minera Cerro Verde S.A.A. (SMCV), approved a 108,000 t/d expansion project to process sulfide ore reserves through a new concentrator plant. The plant was designed under extremely tight schedule and capital constraints, with a mandate to intentionally avoid any overdesign."

Sin embargo, la mayor parte de esa riqueza fue llevada a la metrópoli española y en consecuencia, se optó por la producción de oro. El Perú produce solo el 0.26 °/o de la producción anual de oro con un valor de U$ cinco millones. Si se lograse reponer el antiguo sistema mundial de monetización de la plata, este sistema recuperaría el valor que tuvo hace 100 años a.C o hasta fines de la Colonia española, o sea la relación de 15 a 1 con respecto al valor del oro.

The current use of Mid - Continent crude oil for the manufacture of war products , such as aviation gasoline and lubricating cil , has caused an acute shortage of available supply from established sources . Therefore , refiners who heretofore have had no reason to use West Texas crude oils now are considering them as charging stock and need more information concerning their characteristics . The Bureau of Mines has published several reports3/ giving analyses of the most important of these crude oils . However, to make the applicable data in these publications readily available to refiners , the present compilation of analyses of West Texas crude oils has been prepared . Data showing the effect of catalytic desulfurization of naphthas from West Texas crude oils have been presented in a restricted Bureau of Mines Report of Investigations . These analyses were made under the general supervision of R. A. Cattell , chief, Petroleum and Natural Gas Division, Bureau of Mines , Washington, D. C. , and N. A. C. A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

In historic mining practice, typical thin liner support systems have been considered to comprise non-reinforced or mesh-reinforced shocrete linings. In the early 1990?s, development of alternate forms of liner systems was initiated in Canada which is now undergoing significant international growth in countries which sustain major mining activity. Now internationally designated as thin, spray-on liner systems, a wide spectrum of liner materials, ranging from liquid/liquid to liquid/solid component combinations, has become commercially available. This innovative family of products is characteristically identified as being rapidly deployable, capable of creating ultra-fast setting coverage over rock surfaces, and able to develop tenacious adhesion and pull strength capacities for resisting rock falls and movements. This paper presents a summary of current liner developments and use in principal mining districts world wide. Additionally, a database of material properties for principal product types used in mining and a review of common quality control testing procedures under development are provided. Such information is based upon recent Canadian and international efforts being taken to assess and develop user standards for the implementation of thin, spray-on liners as rock support in mines. This work is intended to continue for a period of years, with the eventual goal being to establish support and installation guidelines for mines based on quantifiable laboratory and field research.

Data about production are very meager. In this county from the earliest days until after the Civil War, the amount of coal used locally greatly exceeded that shipped on account of the iron produced; for many years the furnaces used raw coal for melting the ore. In 1846 it was stated that in this county one ton of iron required three tons of iron ore and three tons of local coal used raw.1 In 1864, eleven furnaces in Pennsylvania using 102,230 tons of raw coal produced 44,671 tons of iron, or 2.3 tons raw coal per ton of pig iron .2 This was probably as good a record as was made, as nearly all furnaces changed to coke some years later. Neither of these figures include the coal used for steam and other purposes around an iron plant. The Beaver and Erie Canal was opened in 1845 and the shipments shown from then to 1865, inclusive, are of coal received by the canal at Erie, and do not include any used at local points along the canal. From the completion of the Erie and Pittsburgh Railroad in 1864 the tonnage shipped by canal decreased. rapidly, and, while the canal shipments after 1864 are supposed to be those received at Erie by canal only, they may include some rail tonnages. Tonnages on Erie and Pittsburgh Railroad may, and probably do, include some used locally; those on the Jamestown & Franklin Railroad do not. It is likely that both canal and Erie and Pittsburgh Railroad figures include some coal originating in Lawrence County, and possibly a little from Beaver County. These tonnages are not duplicated in the data for either of the other counties. Not all of the railroad reports can be found now.

A new furnace tapping technique involving the simulation of a control valve at the exit to a furnace is being investigated. The purpose of this new tapping technique is to regulate the flowrate of liquid furnace products( slags, metals and mattes). Numerical modelling and experimental work has been carried out on tapping of slags leaving a SIROSMELT reactor and the results found to be in good agreement. Numerical modelling has also enabled prediction of the important industrial conditions for the onset of blockage from the shape of the pressure versus flowrate curves. Slag launder experiments have been carried out and a one-dimensional heat transfer model was used to evaluate the effectiveness of launder covers and different coolants. From the experimental results and mathematical model some launder design guidelines such as inclination angle, covers and coolants have been developed.

The conventional collector for bauxite mineral is oleic acid, which is highly insoluble and must be used in high dosage in bauxite flotation operations, that is the great drawback of oleic acid in use. A series of hydroxamic acid were synthesized, and their collecting ability to certain minerals in bauxite: diaspore, kaolinite were studied. The collecting power of various reagents to diaspore in an incremental sequence were shown as follows: benzyl hydroxamic acid<amylic hydroxamic ac-id<heptylic hydroxamic acid<oleic acid<octylic hydroxamic acid; while the incremental sequence of the collecting power to kaolinite was like this: benzyl hydroxamic acid<amylic hydroxamic ac-id<heptylic hydroxamic acid<octylic hydroxamic acid<oleic acid. It could be seen that octylic hydroxamic acid had the capability of high collectivity and good selectivity, and octylic hydroxamic acid was chosen to use in the following experiments. Reduced zeta potential showed the adsorption of the anionic collector on the mineral. By the adsorptive capability and IR tests, the adsorption of octylic hydroxamic acid on diaspore was determined to be chemical absorption, which was greater than that of oleic acid, as it was physical absorption.
